MEETING NOT APPROVED I.CALL TO ORDER The meeting was called to order at approximately 5:30 p.m. by President Remillard. II. OATH OF OFFICE 1. Anita Rios Executive Director Lewis administered the oath to Ania Rios and welcomed her to the EDA. III. ROLL CALL President Remillard called the roll. PRESENT: President Mark Remillard Vice-President Chris Swenson Councilmember Darrin Mosher Councilmember Anita Rios ABSENT: None VACANCY: One STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis III. APPROVAL OF AGENDA 1. Call for Changes to the Agenda There was one correction to the agenda, and that was to change the date of the agenda to reflect thth that the meeting is on January 15 rather than January 17 as listed on the agenda. Motion by Commissioner Swenson, seconded by Commissioner Mosher to approve the revised agenda. All in favor. Motion carried. City of Centerville EDA Meeting Minutes January 15, 2024 IV. APPROVAL OF MINUTES The minutes were approved as presented. Motion by Commissioner Swenson and seconded by Commissioner Mosher to approve the November 18, 2024, meeting minutes. All in favor. Motion carried. V. BILLS AND COMMUNICATIONS 1. Bills a. Check List Executive Director Lewis reviewed the bills as revised. Executive Director Lewis reviewed the check list as presented. Discussion ensued about a couple of expenditures (lighting and marketing). Motion by Commissioner Swenson and seconded by Commissioner Mosher to approve the checks as presented. All in favor. Motion carried. 2. Communications a. None VI. PRESENTATION 1. None VII. REPORTS 1. Partner Agency Reports a. Anoka County Regional Economic Development (ACRED) Executive Director Lewis reviewed the report as presented in the packet. 2. Year to Date Financials Executive Director Lewis reviewed the financial report as presented in the packet. Motion by Commissioner Mosher and seconded by Commissioner Swenson to approve the financial report as presented. All in favor. Motion carried. 3. Ongoing Programs: Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet. Discussion ensued about reorganizing EDA-sponsored programs to a more prominent location on the cityÓs website. Staff will investigate this. 4. Discussion ensued about the number of members and length of terms on the EDA. Motion by Commissioner Mosher, seconded by Commissioner Rios to nominate Mark Remillard as President, Chris Swenson as Vice President and Athanasia Lewis as Executive Director. All in favor. Throughout the day, council members and staff learned about legislative issues impacting cities and had the opportunity to meet with our state legislators to discuss them. Governor Walz was also in attendance and made a few remarks. During our visits with legislators, we expressed our concerns about the local government aid formula, as well as various bills which look to preempt local zoning control by allowing, by right, the construction of duplexes, triplexes, and other multifamily structures in single family residential neighborhoods. Other provisions of these proposed laws prohibit cities from establishing parking minimums, landscape requirements, architectural standards, and a host of other things. While well-intended, these rules, seem to set aside a cityÓs comprehensive plan and ignore the hard work of planning commissions and city planners PARKS & RECREATION Name a Snowplow Blizzard Wizard was hard at work this Wednesday. Thank you Blizzard Wizard and Clearopathra. We also want to say thank you to the Public Works staff for all their hard work. Parks & Recreation Projects Laurie LaMotte Memorial Park Play Structure Bids have been received as today was the deadline for receipts for the reverse Requests for proposals. The subcommittee will be meeting in the upcoming week or two to review and have a recommendation for the committee at their March 5, 2025, meeting. Annual Park Cleanup The Committee set their date for their Annual Park Cleanup of April 19, 2025, with a rain date of April 26, 2025, meeting at City Hall at 9 a.m. and disbursing to local parks for cleanup. Safety gear and garbage bags will be provided by the city.
