Centerville, MN, is a charming community of 3,912 located north of the bustling Twin Cities. Spanning 2.4
square miles in southeastern Anoka County, Centerville is situated between the shores of Peltier and
Centerville Lakes and entirely surrounded by the city of Lino Lakes. Centerville is known for its mix of natural
tranquility and small-town character, providing a peaceful retreat with easy access to the vibrant offerings of
Minneapolis and St. Paul.
Centerville's lakes, parks, and wooded areas provide abundant opportunities for four -season outdoor
recreation. In the summer, the clear waters of Centerville Lake are a popular spot for fishing, boating,
kayaking, and swimming. Nearby is the expansive Rice Creek Chain of Lakes Park Reserve, a natural sanctuary
offering over 5,500 acres of connected trails, parks, and waterways.

Centerville was officially established in 1857, when Minnesota was still a territory. Its name was chosen by
early residents because of the town's central location from St. Paul, Stillwater, and Anoka. Today, the city
gathers to celebrate its rich history and community spirit at annual events like the Fete des Lacs, a week-long
festival that highlights Centerville's French-Canadian roots with a parade, music in the park, water ski show,
paddle races, ice cream social, and more.
THE CITY OF CENTERVILLE
Centerville was first established as a township in 1857 before
Minnesota became a state. Incorporated in 1910, the City of
Centerville is a Plan A Statutory City with a Mayor and a four -
member Council. The Mayor serves a two-year term, and each of
the four City Council Members serves four-year terms.
The Council is responsible for adopting policies affecting City
affairs, approving the annual budget, enacting ordinances and
resolutions, and providing policy direction for City departments
and activities. The City Council appoints a City Administrator to
serve as the Chief Administrative Officer of the City. Committees
and Commissions include the Economic Development Authority
(EDA), Parks & Recreation Committee, and the Planning and
Zoning Commission.
The City serves a population of 3,912 across 2.4 square miles
with a 2025 budget of $3.5 million and a team of 8 FTEs across
three departments: Administration, Finance, and Public Works.
The City contracts for planning and engineering services, and
police and fire services are provided through a joint powers
agreement with the Centennial Lakes Police Department and
Centennial Fire District.

The City Administrator directs the administration of city affairs as provided by City Council action, state and
federal statutes, and coordinates with the City Council in the administration of city affairs. The City
Administrator develops and implements programs, work plans, and budgets which advance the City Council's
policies and directives with the involvement and assistance of City Department Heads and Staff. Under Council
direction, the City Administrator plans, coordinates, directs, and evaluates the implementation of municipal
services, programs, initiatives, and policies while perpetuating and managing a collaborative team -oriented
culture with all City Employees.
THE IDEAL CANDIDATE
• Proactive, strategic, ethical, and visionary. Able to juggle priorities,
foresee issues, develop potential alternatives, and effectively
communicate them to staff, the public, various commissions, and
City Council.
• Strong, transparent communication skills. Must have the ability to
tailor the message to the audience so it is relatable and
informative.
• Solid mentoring and human resources experience that continues
to develop the existing staff to support their professional growth

• Possesses high social and emotional intelligence/empathy while
engaging with the community, commissions, and Council.
• A strong collaborator that has experience in negotiating, creating,

• Is knowledgeable and experienced in the basic principles of service
delivery, development and planning, parks and recreation, finance,
budgeting, public safety, and human resources.

OPPORTUNITIES & CHALLENGES
1) The City needs to update the Comprehensive Plan, Zoning Code, and Downtown Master Plan to create one
cohesive guide for future development. Developing and implementing a strong community engagement
strategy is key to successfully updating these documents.
2) Anoka County is planning future reconstruction for 20th Avenue, 21st Avenue, and County Road 14 in
response to increased traffic from residential development and the new Amazon distribution center. Local
businesses feel a strong need for the City to advocate for them in the design.
3) With several new Councilmembers and a new Administrator, there will be a learning curve. The
Administrator may need to provide additional context on past Council or commission decisions to move
initiatives forward. Patience and a willingness to explain the history of these decisions will be important.
4) The City is developing a strategic plan of action that brings the Council and community together. This will
involve seeking stakeholders' input, facilitating discussions, identifying key implementation steps, assigning
tasks, tracking progress, and keeping all stakeholders informed on progress.
5) The Administrator will guide development and redevelopment in concert with the comprehensive plan and
the community's vision.
6) The Administrator will lead several initiatives, including planning for succession in key positions, evaluating
the future of police and fire services (whether to continue with joint powers agreements or explore alternative
delivery methods), and completing a pay equity and salary study.
7) The City Council desires a pathway for Centerville's community members to volunteer their valuable
expertise to the City.
8) The City would like to develop a communications strategy and outreach plan that embraces website
improvement, social media, and other media platforms.
COMPENSATION & BENEFITS
The City of Centerville is offering an annual salary range of $120,000
to $140,000 for this position, dependent upon experience and
qualifications, along with a comprehensive benefits package:

EDUCATION & EXPERIENCE
Bachelor's degree from an accredited four-year college or
university in public administration, business administration, or a
closely related field (advanced degree or equivalent desirable);
minimum of 3 years of progressively responsible municipal
management experience; and 2 years of supervisory experience.
