CITY OF CENTERVILLE
PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Regular Meeting of the Planning and Zoning
Commission was held in Council Chambers on Tuesday, January 7, 2025, at 6:00/6:30 p.m.
WORK SESSION – 6:00 p.m.
I. CALL TO ORDER
The work session was called to order at 6:00p.m.

2. Election of Chair
Administrator Statz introduced the item as presented in the packet. Commissioner Nelson
nominated Commissioner Kalina to be the Chair.
Motion by Commissioner Nelson, seconded by Commissioner Seppala to nominate
Commissioner Kalina to be the Chair. All in favor. Motion carried.
3. Election of Vice Chair
Administrator Statz introduced the item as presented in the packet. Commissioner Thompson
nominated Commissioner Krueger to be the Vice Chair.
Motion by Commissioner Thompson, seconded by Commissioner Olson to nominate
Commissioner Krueger to be the Vice Chair. All in favor. Motion carried.

III. APPROVAL OF AGENDA
The agenda was approved as presented. There were no changes to the agenda, but there was
mention of a redline version of the Downtown Master Plan being added in the packet.
Motion by Commissioner Kalina, seconded by Commissioner Krueger to Approve the
Agenda. All in favor. Motion carried.

VI. OLD BUSINESS
1. Downtown Master Plan and Development Guidelines
Administrator Statz introduced this item, noting that the redline version of the document has been
added to the packet. Administrator Statz noted that the primary changes, which are shown in the
redline version of the document, are definitions, changing densities in M-1 and M-2. The M-1
district would have a maximum height of 35ft with maximum of three (3) stories. The M-2 district
would have a maximum of two (2) stories, and 12-30 units. Administrator Statz added that the
revisions make it clear that parking is to be provided on site and that we would not initially rely on
shared parking. Language was added about guest parking in public facilities or on street or on
surface lots provided by the development; Administrator Statz noted that parking demand will be
market driven and subject to individual review. A minimum of one space per bedroom is

anticipated, plus one guest space per 10 units. Densities in the M-2 District were reduced from 12-
45 to 12-30 units. Administrator Statz noted that stand-alone commercial buildings are allowed in
both M-1 and M-2 and do not have to have residential above it. Administrator Statz noted that
staff would add an addendum to the Downtown Master Plan to include the architectural elements.
Other changes to the Downtown Master Plan provide clarification, such as noting that the mixed-
use corridors are the M-1 district, and the Downtown Neighborhood District is M-2.
Commissioner Thompson asked if shared parking would be allowed with the permitted changes.
Administrator Statz noted that the intent of the changes is to clarify that the developer should not
start from a place of shared parking and that it could be granted through a PUD.
Commissioner Seppala asked if the changes made to the Downtown Master Plan conflict with the
Comprehensive Plan. Administrator Statz said that he did not think so and that most of what’s in
the Comprehensive Plan is much broader in scope. Administrator Statz noted that there had been a
Comprehensive Plan Amendment increasing the density for the LaLonde project from 30-45 units.
Administrator Statz will check to see if another Comprehensive Plan Amendment is needed since
the density is being lowered back to 30 units.
2. Update – Peltier Ponds – Lino Lakes Development
Administrator Statz introduced this item as presented in the packet; he stated that he talked
through all of the concerns outlined in the memo with the planner in Lino Lakes. Administrator
Statz noted that Lino Lakes staff shares the same concerns about traffic coming out onto public
roads. Administrator Statz said that he spoke with Lino Lakes staff about traffic patterns, trails, a
traffic study, a roundabout, etc. A full list of comments from Administrator Statz’s memo
outlining the City’s concerns is in the December 3, 2024, Planning and Zoning Commission
meeting minutes. Administrator Statz recommended that the Commission monitor this project as it
goes through the development process. Administrator Statz let the Commission know that a note
about the proposed developed, and the ways to provide comments, has been included on utility
bills that will be mailed to Centerville residents later this week.
VII. NEW BUSINESS
1. Recommendation to City Council on candidate(s) for the open position on the
Planning and Zoning Commission
Administrator Statz introduced this item as presented in the packet.
Motion by Commissioner Seppala, seconded by Commissioner Thompson to recommend to
council to appoint Jim Carciofini to the Planning Commission. All in favor. Motion carried.
VIII. APPROVAL OF MIN UTES
1. December 3, 2024, Planning & Zoning Commission Meeting Minutes
Motion by Commissioner Thompson, seconded by Commissioner Krueger to approve the
December 3, 2024, Planning and Zoning Commission minutes. All in Favor. Motion carried.
IX. ANNOUNCEMENTS/UPDATES
