The meeting was live streamed by North Metro TV. COUNCIL MEETING I. CALL TO ORDER Mayor Golden called the meeting to order at 6:30 p.m. 1. Roll Call Approved PRESENT: Mayor Nancy Golden Council Member Russ Koski Council Member Darrin Mosher – Via Zoom (Non-Voting Due to Technical Issues) Council Member Anita Rios Council Member David Kubat ABSENT: Junior Council Member Sophie Wynn (Non-Voting) STAFF: Interim City Administrator, Athanasia Lewis City Attorney, Kurt Glaser II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Golden provided an opportunity for others to add or delete any items. Motion by Council Member Koski, seconded by Council Member Kubat to Approve the Set Agenda as presented. All in favor. Motion carried. IV. APPOINTMENTS & PRESENTATIONS 1. None V. PUBLIC HEARING 1. None VI. APPROVAL OF THE MINUTES 1. January 22, 2025, City Council Work Session & Council Meeting Minutes City of Centerville City Council Meeting Minutes March 12, 2025 Mayor Golden provided an opportunity for Council to make modifications if needed. Council Member Koski requested that on page 6 of 16, Item #3, second paragraph, second sentence “if” be changed to “it” and “quiet” be changed to “quite”. Motion by Council Member Mosher, seconded by Council Member Rios, to Approve the City Council Minutes dated January 22, 2025, with the noted changes. All in favor. Motion carried. 2. February 12, 2025, City Council Work Session & Council Meeting Mayor Golden provided an opportunity for Council to make modifications if needed. Motion by Council Member Kubat, seconded by Council Member Rios, to Approve the City Council Minutes dated February 12, 2025, as presented. All in favor. Motion carried. VII. CONSENT AGENDA 1. City of Centerville Claims through March 12, 2025 (Checks #37428-37461 & E2381- E2387) 2. Centennial Lakes Police Department Claims through March 6, 2025 (Checks #15624-15638 & E2025016-E2025020) 3. Centennial Fire District Claims through February 25, 2025 (Checks #9862-9865 & Payroll Check #9860-9861) 4. Special Event Permit Application - Midwest Multisport Races/Kelly’s Korner – Shake Your Shamrock, March 15, 2025 Mayor Golden provided an opportunity for members to pull items for additional discussion. Motion by Council Member Kubat, seconded by Council Member Koski, to Approve the Consent Agenda as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. Ordinance XXX Second Series, Amending Chapter 156 of City Code (and Table of Allowed Uses) – Second Reading Interim City Administrator Lewis stated that this was the second reading for several modifications to City Code, Chapter 156 and the Table of Allowed Uses. She reviewed the modifications with council. Lengthy discussion was had regarding the M-2 density requirement amendment and that the information should be forwarded back to the Planning & Zoning Commission for density and parking revisions. Motion by Mayor Golden, seconded by Council Member Rios to approve Ordinance #141, Second Series, Amending Chapter 156 of City Code and the Table of Allowed Uses Except for the Revision of the M-2 from 12-45 to 12-30 Units & Forward Back to the P & Z Commission for Additional Research Along with Parking Revisions. Page 2 of 5 City of Centerville City Council Meeting Minutes March 12, 2025 Additional discussion was had regarding additional input regarding density and public input received regarding Block 7 regarding density. All in favor. Motion carried. 2. Rice Creek Watershed District (RCWD) Grant – Irrigation for City Hall Interim City Administrator Lewis reviewed the information contained in Council’s packet. She reported that this action is to accept the grant. Discussion was had regarding the funding being budgeted for (e.g. the matching amount), funding coming from the Storm Water Fund, that the fund was healthy, and the response needed to be forwarded by May 30. Motion by Council Member Koski to Accept the Grant from Rice Creek Watershed District in the Amount of $25,000 and that the City Hall Campus Stormwater Re-Use Project Not Exceed $50,000. Motion died for lack of second. Additional discussion was had regarding whether a contract for the installation of the project would need to come before the Council for approval and staff concurred. Clarification was made that at that time, if the project exceeded the $50,000 amount. Motion by Council Member Koski, seconded by Council Member Kubat to Accept the Grant from Rice Creek Watershed District in the Amount of $25,000 and to Provide a $25,000 Match for the City Hall Campus Stormwater Re-Use Project. All in favor. Motion carried. IX. NEW BUSINESS 1. Res. #25-0XX - Establish Fund 460 – Solar on City Hall Interim City Administrator Lewis reviewed the information contained in Council’s packet. She stated that it would be routine to establish a fund for the project. She stated that funds would be transferred from the General Fund to the newly formed Fund 460, and it would aid in transparency of accounting procedures. Discussion ensued regarding continued tracking of the payback period along with reduced electrical expenditures. Motion by Council Member Rios, seconded by Council Member Kubat to adopt Res. #25-013 – Establishing Fund 460 – Solar on City Hall as presented. All in favor. Motion carried. 2. Schedule Council Retreat for Strategic Plan Interim City Administrator Lewis reviewed the information contained in Council’s packet regarding the scheduling of a Council Work Session to review the 2024-2025 Strategic Plan, make revisions as necessary, and stated that the Fire Station is available every Saturday from 8 a.m. – 1 p.m. Consensus was that the meeting would be scheduled for April 26, 2025, from 8 a.m. – 1 p.m. Page 3 of 5 City of Centerville City Council Meeting Minutes March 12, 2025 X. COUNCIL/ADMINISTRATOR ANNOUNCEMETS Administrator/Engineer Report – Interim Administrator Lewis stated that the report was contained in the packet and provided Council with a brief review. 1. Council Report a. Kubat - (i) Parks & Recreation Committee – Council Member Kubat stated that there was no meeting in March, but he was looking forward to upcoming projects of the Committee. (ii) Centennial Fire District Steering Committee – Council Member Kubat gave no report was given. b. Koski – He thanked the RCWD for the ability to obtain the grant for the City Hall Campus Re- Use Project. (i) Planning & Zoning Commission – Council Member Koski gave no report but stated that he was unable to attend the April meeting. (ii) Centennial Fire District Steering Committee – Council Member Koski stated that the Fire Steering Committee meeting would be held Thursday, April 17. He stated that the meeting would take place at Station 1 located in Circle Pines. (iii) Anoka County Fire Protection Council – Council Member Koski gave no report. c. Rios - (i) Economic Development Authority – Council Member Rios gave no report. She did state that two individuals have submitted applications for the open seat. d. Mosher – (i) Economic Development Authority – Council Member Mosher gave no report. (ii) Centennial Lakes Police Department Governing Board – Council Member Mosher gave no report. e. Golden – (i) Centennial Lakes Police Department Governing Board – Mayor Golden gave no report. (ii) North Metro Telecommunications Commission – Mayor Golden stated that there would be a Special Session of the Executive Board to be held on March 19 to address the search for new director. (iii) Other Mayoral Reports – Mayor Golden stated that one of the City’s snowplows broke down during a recent snowstorm and that she wanted residents to be heard and thanked them for their patience. Mayor Golden stated that the LaLonde residence was set for demolition soon. Mayor Golden also reported that the Council would be holding a public hearing on the 2025 Thin Mill & Overlay Street Project on March 26 along with the Inflow & Infiltration Program guidelines. f. Attorney Glaser – Attorney Glaser stated that GMP was completing stakeholder interviews, and that the Personnel Committee had robust discussions regarding the Administrator job description. He stated that he anticipated that interviews for the position would commence in mid-June. XI.
