ECONOMIC DEVELOPMENT AUTHORITY
MEETING MEETINGS
October 16, 2024
5:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on October 16, 2024.

I. CALL TO ORDER
The meeting was called to order at approximately 5:30 p.m. by President Remillard.
II. ROLL CALL
President Remillard called the roll.
PRESENT: President Mark Remillard
Vice-President Chris Swenson
Councilmember Darrin Mosher
Councilmember Raye Taylor
ABSENT: None
VACANCY: One
STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis
III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
There were a few checks added to the agenda. The following checks were added:
Check 1089 to S&B Center Corporation in the amount of $720.00 for partial
reimbursement for participation in the Blue Logo Sign Program
Check 1090 to Church of St. Genevieve in the amount of $8,430 for partial reimbursement
for participation in the Revolving Loan and Grant Program; Anoka County HRA will
reimburse the city for this amount.
Check 1091 to the City of Centerville in the amount of $709.50 is for LED lights for city
facilities as part of the EDA’s holiday lighting and placemaking initiatives.

Motion by Commissioner Taylor, seconded by Commissioner Swenson to approve the
revised agenda. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
The minutes were approved as presented.
Motion by Commissioner Swenson and seconded by Commissioner Mosher to approve the
September 16, 2024, meeting minutes. All in favor. Motion carried.
V. BILLS AND COMMUNICATIONS
1. Bills
a. Check List
Executive Director Lewis reviewed the bills as revised.
Motion by Commissioner Swenson and seconded by Commissioner Taylor to approve the
bills as presented. All in favor. Motion carried.
2. Communications
a. None
VI. PRESENTATION
a. Maria Lourey-Bowen, Anoka County Job Training Center
Maria presented an overview of programs and services that are offered through the Job Training
Center. There are numerous training opportunities, such as: On-the Job Training, Incumbent
Worker Training, Work Experience program, and Internships. There are also several hiring events,
as well as a career lab with staff dedicated to assisting those seeking employment – services include
help with resumes, mock interviews, career exploration, help with job searches, etc. Additional
information can be found at: www.careerforce.com and www.anokacountymn.gov/jtc. Maria
answered questions from the EDA.
b. Michelle Koch, Centennial Area Chamber
Michelle spoke briefly about chamber involvement pertaining to Small Business Saturday; she has
prepared a Google Doc to collect information from participants about their offerings during this
week-long event. Michelle has also prepared marketing flyers for use by the Chamber and City.
Discussion ensued about a door prize and the EDA’s contribution to one, and the conversation will
continue at a future meeting.
VII. REPORTS
1. Partner Agency Reports
a. Anoka County Regional Economic Development (ACRED)
Executive Director Lewis reviewed the report as presented in the packet.

Executive Director Lewis reviewed the financial report as presented in the packet.
Motion by Commissioner Swenson and seconded by Commissioner Taylor to approve the
financial report as presented. All in favor. Motion carried.
3. Ongoing Programs:
Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet.
Discussion ensued about the Center Stage program and ways to increase participation; suggestions
include marketing via email blasts, Admin Reports, and social media.
4. Administrator’s Report
Executive Director Lewis reviewed the Administrator’s Report as presented in the packet.
VIII. OLD BUSINESS
1. None
IX. NEW BUSINESS
1. Small Business Saturday
Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about
providing a financial contribution for a door prize to be given away on Small Business Saturday.
The EDA agreed to contribute up to $100.00 for a drawing(s) on Small Business Saturday.
Discussion also ensued about providing updates about this event at the upcoming Business
Appreciation event on November 4, 2024. The EDA requested that staff ask Maria Lourey-Bowen
from the Anoka County Job Training Center to speak at the Business Appreciation event.
Motion by Commissioner Mosher, seconded by President Remillard to contribute up to $100
for a door prize for a Small Business Saturday drawing(s) All in favor. Motion carried.
X. ADJOURNMENT
Motion by Commissioner Smith, seconded by Commissioner Mosher to adjourn the October
16, 2024, Economic Development Authority meeting at 6:44 p.m. All in favor. Motion
carried.
