MEETING MEETINGS
November 18, 2024
5:30 p.m.
Pursuant to due call and notice thereof, the City of Centerville held a regularly scheduled Economic
Development Authority meeting on November 18, 2024.

I. CALL TO ORDER
The meeting was called to order at approximately 5:30 p.m. by President Remillard.
II. ROLL CALL
President Remillard called the roll.
PRESENT: President Mark Remillard
Vice-President Chris Swenson
Councilmember Raye Taylor
ABSENT: Darrin Mosher
VACANCY: One
STAFF: Assistant City Administrator/EDA Executive Director, Athanasia Lewis
III. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
A discussion on the display policy was added to the agenda under Old Business.
Motion by Commissioner Taylor, seconded by Commissioner Swenson to approve the
revised agenda. All in favor. Motion carried.
IV. APPROVAL OF MINUTES
The minutes were approved as presented.
Motion by Commissioner Swenson and seconded by Commissioner Taylor to approve the
October 16, 2024, meeting minutes. All in favor. Motion carried.

a. Check List
Executive Director Lewis reviewed the bills as revised.
Motion by Commissioner Taylor and seconded by President Remillard to approve the bills
as presented. All in favor. Motion carried.

1. Partner Agency Reports
a. Anoka County Regional Economic Development (ACRED)
Executive Director Lewis reviewed the report as presented in the packet.
2. Year to Date Financials
Executive Director Lewis reviewed the financial report as presented in the packet.
Motion by Commissioner Taylor and seconded by Commissioner Swenson to approve the
financial report as presented. All in favor. Motion carried.
3. Ongoing Programs:
Executive Director Lewis reviewed the Ongoing Programs report as presented in the packet.
4. Administrator’s Report
Executive Director Lewis reviewed the Administrator’s Report as presented in the packet.
VIII. OLD BUSINESS
1. Display Policy
Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about
broadening policy guidelines to allow residents to make requests for special events/occasions, etc.
IX. NEW BUSINESS
1. Resolution Recognizing Dr. Raye Taylor
Executive Director Lewis introduced this item as presented in the packet. EDA members expressed
their appreciation for Dr. Taylor’s service to the EDA and to the community.
Motion by President Remillard and seconded by Commissioner Swenson to approve
Resolution 24-003 recognizing Dr. Raye Taylor for her service to the EDA and the
community. All in favor. Motion carried.

2. December 18, 2024, EDA Meeting Cancellation
Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about
cancelling the December 18, 2024, EDA meeting.
Motion by President Remillard, seconded by Commissioner Swenson to cancel the December
18, 2024, EDA meeting. All in favor. Motion carried.
3. Resolution on Paying Bills when Meetings Exceed One Month
Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about
delegating authority to pay budgeted expenses when the interval between meetings exceeds a
month.
Motion by Commissioner Taylor, seconded by President Remillard to delegate authority to
pay budgeted expenses when the interval between meetings exceeds a month. All in favor.
Motion carried.
X. ADJOURNMENT
Motion by Commissioner Swenson, seconded by Commissioner Taylor to adjourn the
November 18, 2024, Economic Development Authority meeting at 7:45 p.m. All in favor.
Motion carried.
