The Regularly Scheduled Meeting was live streamed at: https://northmetrotv.com/channel-15-live-stream. REGULARLY SCHEDULED MEETING I. CALL TO ORDER Committee Chairperson Heidi Errickson-Grahek called the Regularly Scheduled Meeting of the Parks and Recreation Committee, to order on October 2, 2024, at 6:37 p.m. 1. All in favor. Motion carried, III. AWARDS/PRESENTATIONS/APPEARANCES IV. PUBLIC HEARINGS 1. None City of Centervitte Park and Recreation Committee Meeting Minutes October 2, 2024 V. UNFINISHED BUSINESS 1. Comprehensive Tree Plan for Parks Staff would like to bring this plan back to the Committee for consideration and guidance. The inventory list from Rainbow Tree Service is on file, as are the older drawings from former Committee Member Seeley. There have been past discussions regarding the need for diversification of the flora in the parks and a planting/maintenance schedule which would cover specific time frames. It was suggested that a Sub -Committee be formed to explore options and develop a comprehensive and sustainable tree growth plan, utilizing the information provided by Rainbow Tree Service and former Committee Member Seeley, which would entail: • Developing short and long term goals • Consideration given to the loss of trees, including removal and replacement of currently dead and dying trees/shrubs • Determine what types and ages of trees/shrubs to plant whether as a replacement or at a new location • Plant trees to shade playgrounds at Acorn & LaMotte Parks • Plant trees between the lake and bandstand in Hidden Spring Park • Plant trees by lakeshore(s) to help minimize erosion • Planting schedule: replace all trees in one park each year, replace 2 to 3 trees in each park each year, replace dead and dying trees in each park first, then add new trees depending on budget • Planting and maintenance: some or all by Contractors, Public Works Dept and/or Volunteers Committee Members Fuchs, Loomis and Port, volunteered to be included in the Comprehensive Tree Planning Sub -Committee with Committee Member Fuchs offering to chair it. City Clerk Bender has additional information from Rainbow Tree Service to provide to the Sub -Committee. VI. NEW BUSINESS 1. 2025 Skate/Sled Night (January 10 and February 15) — Wargo Activity Items Mr. Todd Murawski, Program Services Supervisor for Anoka County Parks, responded to City Clerk Benders request for availability and cost of rental for snowshoes, kick -sleds and fat tire bikes for both Skate/Sled Nights. Yes, they are available for both nights with a total cost of $700. Motion made by Committee Member Peterson, seconded by Committee Member Errickson-Grahek to recommend to City Council to approve the expenditure, not to exceed $800.00 for the rental of Snowshoes, Kick Sleds and Fat Tire Bikes for both Skate/Sled Nis!hts, January 10, 2025 and February 15, 2025, with any leftover funds to be used for supplies/food. Trunk or Treat (October 26, 2024-9 9-.30 to 11,-30 am) Volunteers Needed - A flier was developed by staff, which is displayed in the Kiosk and some marketing has been done for this event. Staff is looking to secure volunteers to stop at local businesses, ask them to post the flier at their business (i.e.. on a door or window) and hand them a letter with specific instructions for participation in this event, such as registration, past participation numbers, etc. Volunteers are also needed to host the Parks & Recreation booth during the event. Ideas are needed for activities for the trick or treaters, etc. Committee Members Freiermuth, Errickson Grahek, Fuchs and Loomis all offered to help. Committee Members Akpan, Peterson and Por will not be available due to other obligations Fun activities will also be included with Halloween fun items having been purchased for distribution to the participants. Also discussed what food to provide: chips, etc. 3. Name a Snowplow Contest — Kick off at Trunk or Treat Last year was the first time this contest was held. The winning name was Clearopathra, with the winner receiving a $ 100 prize award. • Kick off for this year's contest will be held at the October 26thTrunk or Treat event. The unnamed snowplow may be available at this event. • Other promotional ideas include flyers to businesses, write-in entries, scanning a code and other means of promotion as used the previous year. • The deadline date will be sometime in mid to late December, with selection of the winner completed during the January 8, 2025 P & R Committee Meeting. VII, APPROVAL OF MINUTES 1. Minutes of August 7, 2024 — Special Work Session & August Committee Meeting Motion made by Committee Chair Errickson-Grahek, seconded by Committee Member Akpan to approve the Minutes of the Special Workshop Meetins! and the Minutes of the Regularly Scheduled Meeting of the Park and sec Committee, both held on August 7, 2024 as written. All in favor. Motion carried, 2. Minutes of September 4, 2024 — Special Work Session & August Committee Meeting Motion made by Committee Chair Errickson-Grahek, seconded by Committee Member Fuchs to approve the Minutes of'the Regularly Scheduled Meeting of the Park and Rec Committee, held on Aus!ust 4, 2024 as written, All in favor. Motion carried, City of Centervitte Park and Recreation Committee Meeting Minutes October 2, 2024 V111. UPDATE S/ANNOUNCEMENTS Staff'Updates —Ms. Teresa Bender, City Clerk a. LaMotte Park Play Structure(s) Administrator Statz provided a written update to the committee members regarding the recommendations made by this committee to the City Council which were approved. Please see VI. New Business, 2 and 43 on pages 2 through 4 of September 4, 2024 P & R Committee Meeting Minutes. The next step for the project is developing a Request for Proposals to send out to various vender, which staff is working on this document and will provide a draft to the committee, for review, at its November meeting. It is anticipated that working through the RFP process, over the next several months, should allow the purchase and installation of the equipment during the summer of 2025. b. Fiore Tree There has been communication between Mr. Dan Schmitz, Building Inspector, Code Enforcer and Park Landscaper and Mr. Joe Palumbo of Palumbo Services to schedule a meeting to take a look at some samples, determine the best size to purchase and discuss concrete base and installation. The EDA is interested in assisting in funding additional items such as irrigation, lighting, audio, additional trees, etc. to the tree/park if costs exceed $25,000. As of the October 2 nd P & R meeting, no meeting has yet been scheduled. c. Other Park Updates • Acorn Creek Park — In addition to the work planned for LaMotte Park, the approved Playground Equipment Plan includes the replacement of the decking on the playground in Acorn Creek Park. These parts have been ordered and will be replaced over the winter. • Royal Meadows Park — Staff assured Council that efforts would be made to ensure the safety and playability of the Playground equipment at Royal Meadow Park. The stair elements of that playground, which were the main source of concern have been ordered and will be replaced as soon as they arrive. The cost of these replacement parts fits within the parks annual maintenance budget and will not come out of either capital fund. d. Public Works - Parks Update for September • Prepping hockey rink boards for paint & installing material to hold water/ice • Acorn Creek Park - Addressed numerous issues with the Hydration station, with it constantly running and leaking and removed a dead pine tree • Royal Meadows Park — moved weeds from back comer of this park • Working on scheduling a meeting with Palumbo Service regarding the Fiore Tree • Flushed hydrants within the parks • Emptied garbage and recycling containers • Watered the monument flowers City of Centervitte Park and Recreation Committee Meeting Minutes October 2, 2024 2. Committee Member Updates — Committee Member Peterson a. Movie in the Park This event was held on September 14th, showing The Garfield Movie with a good turnout of around 80- 100 attendees plus lots of volunteers to help. It was warmer this year with no wind, but lots of mosquitoes. Committee Member Peterson was very appreciative of all the volunteer help. from committee members, the Scouts. b. Hidden Spring Park The Rain Garden Planting, was completed with the help of several Scouts, a few adults, with one ad -Lilt coordinating the plantings, and Committee Members Fuchs and Peterson 3. Council Liaison Updates — Mr. Terry Sweeney • There are a few parties interested in the Block 7 parcel •Corrections/modifications need to be made to several of the city's plans, i.e. comprehensive, downtown, etc. 0 It was stated to the council members the importance on staying informed about the Park & Rec activities and their vision for the park lands. 0 Mr. Sweeney stated the Lions Club is a great resource for additional funds and/or volunteers needed for projects, activities, etc. 0 A question was asked about if there was a decision made about the replacement of the hockey rink boards; there has not been. A determination needs to be made by this committee to replace them with wood or a wood substitute or if the park is revamped perhaps a new rink. The warming house is in severe disrepair and needs to be repaired or rebuilt. 0 One of the top items listed on the survey of the public for improvements, additions or other changes to the parks was building a new community center. Many people have differing ideas just what a community center should be, therefore a definition should be developed of what Centerville needs and can afford. 0 9 1 Motion made by Committee Member Peterson, seconded by Committee Chair Errickson- Grahek to adjourn the October 2, 2024 Park and Recreation Committee Meetin2.
