Currently council meetings are on the 2nd and 4th Wednesday of the month. Alternate meeting days include Monday, Tuesday, or Thursday. Staff has checked the availability of our city attorney and North Metro TVtaff has also checked the calendar for conflicting meetings and found the following Monday - The city attorney is available on the 2nd and 4th Mondays. North Metro four other meetings (Blaine, Lino, Ham Lake, Spring Lake Park). . Tuesday - The city attorney reserves Tuesday for Lexington meetings. The council fashions ƷŷĻ ƦƚƌźĭźĻƭ ƷŷğƷ ķĻƷĻƩƒźƓĻ ğ ĭƚƒƒǒƓźƷǤƭ ƦƩĻƭĻƓt and future well-being. Because people look to their local government for leadership, much of the responsibility for community development falls on the shoulders of city councilmembers. Role of the individual councilmember: CouncilmemĬĻƩƭ ƭƷğƷǒƷƚƩǤ ķǒƷźĻƭ ğƩĻ Ʒƚ ĬĻ ƦĻƩŅƚƩƒĻķͲ almost without exception, by the council as a whole. For example, it is the council and not individual councilmembers that must supervise administrative officers, formulate policies, and exercise city powers. Councilmembers should devote their official time to problems of basic policy and act as liaisons between the city and the general public. Councilmembers should be concerned, not only with the conduct of daily affairs, but also with the future development of the city. Where do you see the future of Centerville going? TITLE OF ISSUE: City Hall Generator BACKGROUND AND SUPPLEMENTAL INFORMATION: Staff has received an annual inspection report fr the City Hall and Fire Station generator. Fire Department staff coordinate th annual inspection of generators for each station and Circle Pines City Hall on an annual basis. The consensus was to make minor repairs and postpone the replacement for several years. We now have new information from an annual inspection that raises questions regarding that decision. The inspection by Advanced Power Services on July 9 revealed that several items should be replaced on the generator if we are to keep it long-term. Those repairs total just under $7,500. We also have a quote from Advanced Power Services to replace the generator for $38,000 which is below the $40,000 we had in the CIP. Staff are in the process of requesting additional quotes for repairs and for replacement, so we have comparable costs for each option. Staff would also like to review the size of the generator. Our understanding is that it is currently sized only to operate City Hall and the Fire Station. An option could be to size the generator and connect it to the pump at Well #2 here by City Hall. That way we could also pump water during emergencies. There are a lot of options with varying cost implications. Staff would like to be thorough in providing options for the Council to consider, but staff are seeking direction on whether to repair or replace the generator. 16 17 18 19 20 CITY OF CENTERVILLE REQUEST FOR COUNCIL ACTION Agenda Item # Department: Requested Council Meeting Date: July 23, 2025 Economic Development IV.1 TITLE OF ISSUE: Presentation - Proposed 2026 EDA Budget BACKGROUND AND SUPPLEMENTAL INFORMATION: The Economic Development Authority (EDA) reviewed their 2026 budget at their last meeting, and they are requesting council approval. The budget is $16,000 less than the budget that was passed by council for 2025. The reduction in the proposed budget is based on a couple of factors: The EDA only spent 75% of their budget in 2024 The EDA requested the use of County HRA funds to cover partial costs the EDA's Revolving Loan and Grant Fund instead of EDA President Mark Remillard will be present to provide an overview of the budget and answer questions the council may have. A discussion ensued regarding the maintenance and repairs that are covered in this agreement. OLD BUSINESS. 1.Irrigation at LaMotte Park Interim City Administrator stated that at the last council meeting the Council reviewed a quote for repairs to the stormwater irrigation system at Laurie LaMotte Memorial Park. She stated that contained in councilÓs packet were three quotes (Renner & Sons, not to exceed $23,699 - included costs for the replacement of the motor as well as pump replacement with a three year warrantee on the motor and six month warrantee on labor); (Keys Well Drilling Company, $21,125 Î 12-month warranty on all parts, no warranty on labor, but all replacement parts would be covered for one year); and (Berguson-Caswell, Inc., who submitted two quotes, one for the motor and one for the pump, with a one year warranty and parts being replaced with Ðlike for likeÑ without a guarantee that the parts would be new). Discussion ensued. Motion by Council Member Rios, seconded by Council Member Kubat, to accept the quote from Renner & Sons and enter into a contract for the services in an amount not to exceed $23,699. Motion carried. 2.Approval of the Mill and Overlay Project Interim City Administrator Lewis stated that City Engineer, Kellie Schlegel reviewed the Mill & Overlay Project. She stated that the motion would be to adopt the resolution and to award the contract for the Mill and Overlay project as presented. Page 3 of 8 87 City of Centerville City Council Meeting Minutes May 14, 2025 Engineer Schlegel stated that the city received five bids and reviewed the project that consists of a base bid and 2 alternates, which were in your council packet. The streets that are included in the base bid are Lamotte Drive and Heritage Street West of Centerville Road, Center Oaks 1st Addition (Center Street W of Dupre, Tourville Circle, Oak Circle, Pheasant Lane), Peltier Circle, and Shad Avenue. Alternate Number 1 is Old Mill Road (North of Revoir Street) while Alternate Number 2 is Brian Drive (Main Street to Brian Court). Ms. Schlegel stated that they opened bids on April 22, and the low bid was Asphalt Surface Technologies Corp. at $441,226.90. Engineer Schlegel stated that staff does not recommend awarding either of the 2 alternates with this year's project because of the repair of the culvert on Brian Drive. She stated that it would require a more complex solution than paving an extra 1"-2" of pavement, so there may be further disturbance on Brian Drive that will be required in the near future. She stated that Old Mill Road is in slightly better condition than the other roads included in this project, and there are concerns that the road may incur damage with the construction of the proposed development immediately to the north. Therefore, she recommended that these 2 roads not be overlaid at this time but be included in a future thin overlay project. Engineer Schlegel reviewed the special assessments methodology, but no action needed, and she reviewed the project schedule. Discussion ensued regarding base bids and alternatives. Motion by Council Member Koski, seconded by Council Member Kubat, to approve the Mill and Overlay Project, as presented without the two alternate bids. Council Member Kubat just to confirm, are we talking about the just the base bids or the base bid plus the alternates. Council Member Koski stated just the bids without the alternates. Motion carried. 3.Amazon Noise Mitigation Concept Plan Interim City Administrator Lewis stated the council had questions regarding the Amazon Noise Mitigation Concept Plan at the last council meeting. She stated that this plan has not changed. The questions were related to the number of trees that were planted. She stated that she followed up with Ryan Companies representing Amazon and they reiterated that they cannot tell us exactly how many trees will be planted until they are onsite with their landscaping company. She stated that the trees that are not doing well and that they need to be replaced. She confirmed that the fences are primarily utilized for security purposes, are 6Ó tall and the wrap would go around the existing fencing. She mentioned that Council Member Rios had asked about the irrigation and the landscaping plan. She stated that Amazon stated the new trees and irrigation would be included in their existing plans. She stated that if everyone is ok with this, she would give Ryan Companies the ok to start. Discussion ensued regarding next steps. NEW BUSINESS 1.Recommendation from P & Z on Approval of Variance for Dreamscape Interim City Administrator Lewis stated that at the May 6th Planning & Zoning (P&Z) Commission meeting held a public hearing was held to receive input on a request for a sign variance at th Dreamscape/Alex's. located at 7087 - 20 Avenue. Mr. Phil Carlson explained that the owner wanted to build a pylon sign that is less than 15 ft from the property line along 20th Avenue and therefore a variance is required. He stated that per city code, a business may have one pylon sign, or one ground sign, located at a minimum of 15 feet from any property line to the nearest supporting structure of the sign. He also explained what a variance is and that this variance falls within the guidelines of the issuing a variance (details are in the packet). Mr. Carlson stated that P&Z is recommending approval of the variance with the conditions of approval and findings outlined in the staff memo located in the packet. Council Member Rios stated that this was a reasonable request and felt that we need to do everything we can to support this request. A discussion ensued. Motion by Mayor Golden, seconded by Council Member Rios, to approve the sign variance with the conditions and findings of fact outlined in the staff report, as presented. Motion carried. 2.Recommendation from P & Z for Approval of Variance for Accessory Structure, 1421 Mound Trail Interim City Administrator Lewis stated that the P & Z reviewed the accessory structure in the front yard for a garage at 1421 Mound Trail and the Planning Commission recommends this for approval. Mr. Phil Carlson reviewed the specifics of the variance, and the staff report that is located in the council packet. He stated that this variance request has brought about some complex issues of terminology of the code. He stated that this is a long lot located at 1421 Mound Trail and the house is near the lake shore of Centerville Lake and this differs from most lots where the house is located near the street and leave as much larger backyard that they can. In this case, one of the questions that came up with this request is, where is the rear yard? There was discussion of the common law provision that lakeshore lots consider the front yard facing the water. The City Attorney, Glaser clarified that the City of Centerville has authority within its zoning regulations to define and regulate placement of structures, including where the Page 5 of 8 89 City of Centerville City Council Meeting Minutes May 14, 2025 front and rear yards are. City zoning regulations would supersede the common law provision. The Centerville Zoning Code defines the front yard as having frontage on the street and the rear yard is opposite the front. For lakeshore lots like 1421 Mounds Trail which front on a street with the lake behind, the street side is the front, and the lake side is the rear, although there are different, more restrictive setbacks from the lake (75 ft) that would supersede the standard rear yard setback of 25 ft. Mr. Carlson stated that he would recommend this variance for approval to the front yard setback for an accessory building at 1421 Mound Trail as depicted on the submitted materials from applicant Mr. Jim Heron, with the following conditions and findings of fact that are included in your packet. A lengthy discussion ensued. Motion by Council Member Kubat, seconded by Council Member Rios to deny the variance as presented. Mayor Golden asked if anyone would like to put a new motion on the table. Council Member Koski stated that he would make a motion based on precedent and history that he was in agreement with what Council Member Kubat said, but he stated he thinks we should move on with this. Motion by Council Member Koski, seconded by Council Member Mosher to approve the variance for 1421 Mound Trail for the construction of an accessory structure in any configuration of size not to exceed 802 square feet ensuring compliance with required setbacks, all city codes, as well as recommendations outline in the updated findings of fact, as presented. Mayor Golden stated that someone reported to her about flower robberies at St. Genevieve Cemetery. She stated that she attended a presentation at St. GenevieveÓs Church and that a family that donated a statute of Our Lake of Kabeho to the church. In the presentation, they gave the history of the statue. She stated for those that do not know who Our Lady of Kabeho, she has appeared in Rwanda in the 1980Ós. There was a family who was from Rwanda and Nuns from Kenay that attended. The statue was gifted the Nuns the statue to take home to Kenya to display in their church. On Friday, the Parks & Recreation Committee Chair Errickson-Grahek, the P & R Chair, and herself visited the Centerville Elementary School and the Middle School to give the contest winner their certificates. f. Jr. Council Member Wynn Î She reported that prom was 2 weeks ago, and it was very fun and everyone enjoyed it. She stated that the culture fair was on Saturday, and it was really successful. g. Attorney Glaser Î Attorney Glaser stated that Law Day was a big success, so much so, that they are going to have another Law Day. He stated that he had a half shift there and saw about 40 people.
