The interview process will remain open for an unspecified period of time to receive additional applications. The council will interview Aleah Owens at their 27 meeting. Ms. Ursala Lang, U of M, introduced herself to the council. She provided a brief background of her credentials and reviewed several handouts with the Council. Ms. Lang reported that the State Legislature funded the program in 2023 with the intent of connecting small communities in greater Minnesota with support, capacity, new perspective, to think in a more coordinated fashion about infrastructure. She addressed several questions asked by the Council and stated that a kick-off meeting was scheduled for July 8, 2025, with monthly meetings being scheduled at a later date. Motion carried. VIII. OLD BUSINESS. 1.Brian Drive Culvert Ms. Kellie Schlegel, Stantec, provided the Council with the requested proposal for the culvert replacement. Again, Ms. Schlegel stated that the replacement would be eligible for State Bridge Funding and the plans would need approval by the Minnesota Department of Transportation. She recapped the funding mechanism for cities with a population under 5,000, stating that there would need to be a $10,000 match for each, construction and engineering, in total $20,000 with the remaining funds being covered by the state funds. Ms. Schlegel stated that enhancements are not covered, and engineering fees are capped at 25% of the total project. She noted that $20 million had been allocated for the bridge replacement program and that there was a waiting list. She stated that there would probably be an additional allocation in 2026. Ms. Schlegel reviewed the breakdown of costs contained in CouncilÓs packet. She stated that the geotechnical investigation costs were not contained in the breakdown as in the past, and that the city has contracted these services through a technical engineer directly. Ms. Schlegel recommended budgeting approximately $10,000 for such work. Interim City Administrator Lewis stated that assistance may be provided through Anoka County as they provide redevelopment grants and geotechnical services for eligible projects. Brief discussion ensued and Ms. Schlegel answered all questions posed regarding the project, estimates, and timelines. Minutes June 25, 2025 2.Well #1 Rehabilitation Ms. Schlegel stated that Well #1 has been designated as an emergency-use only well for several years due to its current state, and according to the Local Water Supply Plan contained in the Capital Improvement Plan should receive rehabilitation services. Ms. Schlegel stated that it is standard maintenance practice to maintain this type of infrastructure every 7-10 years. Ms Schlegel stated that the council requested proposals for rehabilitation and the information was contained in the packet for review. She stated that the estimated costs for preparation of plans, specifications/bidding was approximately $15,000 along with assessment of the well in general/pump maintenance, with a possibility of a full pump/motor replacements due to them pumping sand. She also stated that the pump would need to be pulled, televising the line(s) and cleaning the casing(s). Ms. Schlegel explained that if the casing(s) were full of holes, the well would more than likely need to be abandoned due to the cost of repair versus drilling a new well. Ms. Schlegel explained that the second portion of the proposal was for construction oversight and contract administration, which was approximately $9,700 and that she would attempt to keep the costs down by working with staff and sharing responsibilities. Brief discussion ensued regarding well maintenance in general, costs, frequency, etc. Motioned by Mayor Golden, seconded by Council Member Kubat, to approve the engineering services proposal from Stantec to complete plans and specifications, and provide construction and startup support for the proposed Well #1 improvements as submitted. NEW BUSINESS 1.SCADA System Upgrade Ms. Schlegel reviewed the information contained in the councilÓs packet. She explained that the existing system contained outdated equipment, noting that replacement equipment is difficult to locate, expensive and the life cycle is lessened by age. Ms. Schlegel explained that the existing computer is antiquated, and the software/operating systems can no longer be updated. She also explained that the system is critical to the cityÓs infrastructure and should be of a high priority with it being included in the Capital Improvement Plan. Brief discussion ensued and Ms. Schlegel answered all questions posed regarding the proposal. Council Member Kubat motioned to table the item until additional proposals were received. Motion carried. 2.Submittal of T-Mobile Hometown Grant Application Î Fiore Tree Interim City Administrator Lewis reported that the Parks & Recreation Committee had been working on purchasing and installing a Fiore Tree in Cornerstone Park since April 2024, and in September 2024, obtained Council authorization to expend up to $25,000 from Park Dedication Fees for purchase and installation. Interim City Administrator Lewis stated that the committee received support from EDA and several additional organizations for the project. Interim City Administrator Lewis stated that staff were requesting authorization to submit the application and if awarded, to proceed with the purchase and installation of the tree. She explained that with the inclusion of electricity, irrigation, lighting, etc. the proposal would exceed the $25,000 initially approved for the basic tree with no enhanced features. She stated that if unsuccessful, re-evaluation would occur. Motion by Council Member Kubat, seconded by Mayor Golden, to direct Staff to submit the grant application and if successful proceed with the purchase and installation of the Fiore Tree with all enhancements. CLOSED EXECUTIVE SESSION. a) To Be Read Into the Record Mayor Golden stated that the City of CentervilleÓs City Council will now move into a closed session pursuant with MN Statute, Section 13D.03 and section 13D.05 subdivision 3A which permits a public body to close a meeting to consider strategy for labor negotiations and to evaluate the performance or terms of employment of individuals subject to the public bodiesÓ authority. The purpose of this close session is to discuss the employment contract terms and related negotiations associated with the hiring of a new city administrator. This discussion falls within the statutory exception of the open law meeting. The council will then reconvene to open the session following the conclusion of the closed meeting. At this meeting, residents will have an opportunity to participate in roundtable discussions about our community assets, such as our lakes and trails, downtown redevelopment and residential development, etc. Over the course of this next year, city staff, residents, and stakeholders will be collaborating with the U of MN's Resilient Communities Project and Minnesota Design Center through the Empowering Small Minnesota Communities (ESMC) program. City Hall Irrigation System The city received a grant from the Rice Creek Watershed District (RCWD) to install an irrigation system utilizing a stormwater reuse system. Installation is currently underway at City Hall. The layout for the system is shown below. 58 CITY COUNCIL The Centerville City Council is interviewing candidates to fill the vacant council seat, which was created by former council member Darrin Mosher. Once filled, the new council memberÓs term will expire in January 2027. The council interviewed one candidate in July, and two more interviews will take place at the August th 27 city council meeting. PARKS & RECREATION Laurie LaMotte Memorial Park Upgrades in Progress Laurie LaMotte Memorial Park is closed until further notice to allow for the installation of new playground equipment. Several of the pieces that were removed will be reused in alternative parks throughout the City. We are hopeful that the new equipment will be installed next week depending on the weather. Disc Golf Course Installation The Public Works staff has worked hard to complete the installation of the Disc Golf Course. Signage will be installed shortly along with a Grand Opening scheduled. During the installation process, users were already utilizing that part of the course that had been completed. The committee is super excited to see these new amenities and hope that the public will come out and use them. 59 Summer Programs Music in the Park finished this yearÓs concert series. Over the last couple of months, attendance has been exceptional and to finish up the season, approximately 100 attendees came out to listen to the Minneapolis Senior Commodores Big Band. The Parks and Recreation Committee would like to thank everyone who enjoyed this summer program, and the committee would also like to thank Parks and Rec Committee Member Brian Peterson for heading up these events. Main Street Market finished their six-week run with KidsÓ Night on Thursday evening. Approximately 300 individuals participated with six food vendors and 11 artesian/crafters on hand. The committee would like to thank Committee Members Fuchs and Loomis for assisting with the bounce house and games; Chair Errickson- Grahek has been on hand for all of the events with the exception of one. The Parks and Recreation Committee would like to thank volunteers Suzanne Seeley, Ted Carlson and resident Angela Conley, Main Street Market Coordinator, for all her hard work. In addition, the Parks Committee would like to thank the Public Works staff for delivering, setting up and picking up items used for both Music in the Park and Main Street Market. Movie in the Park At the Parks & Recreation Committee meeting of August 6, 2025, they chose the movie ÐThe Wild RobotÑ for their annual Movie in the Park scheduled for September 13, with a rain date of September 20, 2025. The movie will be shown at Laurie LaMotte Memorial Park, 6970 LaMotte Drive, commencing at sunset (approx. 7:30-8 p.m.). The Parks and Recreation Committee will be on site to assist you with any questions that you may have, and to provide participants with free lemonade/hot chocolate and popcorn.
