4 On July 22nd, 2025 Anoka County (AC) Commissioners (5 of 7) voted to affirm that the
UNELECTED County Auditor, Pam LeBlanc, gets to decide whether cities or townships
use electronic poll pads or paper rosters.
Isn't this Anoka County Commissioner Board Over-Reach?
4 Where in MN Statute does it provide the County Auditor with that authority?
4 AC is attempting to create a mandate for elections without municipal approval, what will
they try to mandate next? Ranked Choice Voting, Al calculated results?
4 AC Commissioners (5 of 7) and AC Attorney are choosing staff over AC citizens
4 Why has AC threatened it's Municipalities with a FELONY to force this mandate?
4 Why are most other Counties acknowledging Municipal Autonomy and using Joint
Powers Agreements (JPA) to share in decision making?

201.225 ELECTRONIC ROSTER AUTHORIZATION.
Subdivision 1. Authority. The governing bodies
A county, municipality, or school district may use electronic rosters for make the use
any election. In a county, municipality, or school district that uses
electronic rosters, the head elections official may designate that some decision, not head
or all of the precincts use electronic rosters. An electronic roster must election officials
comply with all of the requirements of this section. An electronic roster
must include information required in section 201.221, subdivision 3,
and any rules adopted pursuant to that section.

The county auditor of each county may adopt rules that delegate
to the secretary of state or municipal officials in that county the

Subd . 4 . [COUNTY RULES . ] The county auditor of each county
may adopt rules which delegate to municipal officials in that
county the duties assigned to county auditors by this
chapter . Delegation to a municipal official requires tie
approval of the governing, body of the municipality . Delegation
by the county auditor of the duty to accept registrations does
not relieve the county auditor of the duty to accept
registrations . When a municipal official is delegated duties
given to the ceurty auditor by this chapter, the governing body
of the municipality shall immediately provide the necessary
funds , equipment and facilities , establish a place of
registration and put : ne registration plan into operation
without delay .

law under 201.221, subd. 4 County Rules
4 Have Anoka County acknowledge that the use of electronic poll pads is being delegated to Centerville
election staff that you hire (not the County)
4 Ask Anoka County why they didn't update the Poll Pad agreement with each municipality from 2018
with the purchase of new ones? Why didn't Anoka County approve the 2018 agreements with each
city?
4 Ask Anoka County for a new agreement for the new Poll Pads that acknowledges the municipality right
to choose and clearly defines who is liable for use of these devices
