Also, let me give you a little more background and insight. If you feel my idea aligns, I can put something formal together and present at the next council meeting. Centerville's Parks & Recreation mission centers on preserving the natural environment and providing safe outdoor enjoyment year-round. An RC car track —especially if well -integrated (e.g., in an underutilized open area) —can support this mission by offering a new, safe recreational outlet that expands outdoor activity options. 1. An official Centerville RC Car Club would be created to maintain the track 2. These would be volunteers I also suggest several rules to minimize the impact of surrounding neighbors: 1. No gas powered RC cars or trucks. City to place sign. Electric RC cars and trucks do create some noise (along with the laughter and talking of the driver enjoying the track), however the noise level is very low, Less than most vehicles on the roadways. 2. Track hours of operation only while tight, no night time racing. Should be open during evening since this enables working families to enjoy with their children. Parks & Recreation Alignment Centerville's Parks & Recreation mission centers on preserving the natural environment and providing safe outdoor enjoyment year-round. Strategic Plan Fit Centerville's Strategic Plan focuses heavily on: • Economic development, enhancing quality of life, and strengthening community offerings. An RC track has the potential to: -Support small-scale local economic development (events, club gear purchases) -Differentiate the city recreationally for families and hobbyists -Strengthen community engagement on municipal amenities. Park Fund Financial Context Centerville's Annual Financial Report highlights a positive Park Fund balance, driven by park dedication fees and reserves. While it expenditures exceeded the budget slightly, there appears to be funding capacity for capital enhancements or pilot -level park improvements. This signals that there may be available funding source or reserve for pilot recreational projects like an RC track. Adding an RC car track would be a valuable complement to these amenities, creating a unique attraction within the city's open park spaces. This project directly supports Centerville's goals of enhancing family -friendly recreation, expanding outdoor opportunities, and fostering community engagement. An RC track would provide a safe, structured outlet for hobbyists, while also giving older children and teens (ages 10+) an exciting, healthy outdoor activity. In doing so, Centerville can continue to lead in offering diverse recreational experiences that strengthen its identity as a family - oriented community. Thanks! If event involves more than 50 people and/or alcohol - TO provide the Church of St. Genevieve with a certificate of Insurance naming the Parish and the Archdiocese of St. Paul and Minneapolis, their employees, and all other persons identified in interest therewith (hereinafter referred to as "the Indemnitees") as Additional Insureds under a policy of liability insurance, with limits of at least $1,000,000 per occurrence, insuring USER'S liability for damage and injury to person and property arising out of USER'S acts or omissions related in any way to the EVENT. TO defend, protect, indemnify and hold harmless the Indemnitees from and against any and all claims, liability, suits, and judgements, and all reasonable costs, including defense costs, attorneys' fees, court costs and expert fees, for damage and injury to person and property sustained by any person or entity attending, or participation in, the EVENT, or using Parish property, real and personal, for any reason relating to the EVENT. 5. TO assume the risk of exposure to or infection of Communicable Diseases by USER's use of facility and that such exposure or infection may result in personal injury, illness, permanent disability, or Facility Usage Liability, Indemnity and Damage Agreement Page 1 11 death to USER, their guests, invitees, vendors, and participants. USER further understands that the risk of becoming exposed to or infected by Communicable Diseases at the facility may result from the actions, omissions, or negligence of Indemnitees or others, including, but not limited to, Indemnitee's employees, volunteers, and guests. Communicable Disease includes and is not limited to, any disease or illness which can be transmitted through direct or indirect means. 6. TO protect, defend, indemnify, hold harmless and release the Indemnitees, their administrators, directors, officers, employees, agents, and volunteers, from and against all claims and causes of action for any injury, damage, or harm of any kind which may directly or indirectly arise out of actual or alleged transmission of a Communicable Disease as a result of USER's use and occupancy of Parish Facilities. 7. TO provide the Parish, at least 14 days prior to the EVENT, with Certificates of Insurance for all vendors, including, but not limited to , all performers, entertainers, bands and caterers, attending, or participating in, the EVENT, certifying that such vendors are insured for liability, with limits of at least $1,000,000 per occurrence, for damage and injury arising out of vendors' acts or omissions, and naming the Indemnitees as Additional Insureds for the EVENT. S. TO assume entire responsibility for any and all damage to Parish property, real and personal, caused by USER, any person attending, or participating in, the EVENT, or using Parish property, real and personal, for any reason relating to the EVENT. 9. TO identify in writing the nature and purpose of the intended Use of the Parish Facilities. No Use of the Parish Facilities will be allowed that is in conflict with, contravention of, in opposition to, or which ridicules the teachings, tenets or philosophy of the Roman Catholic Church or for any immoral or illegal purpose, as determined in the sole discretion of the Parish. It is the USER'S responsibility to provide sufficient information about the planned Use to allow the Parish to make a determination whether the planned Use of the Parish Facilities complies with this provision and to inquire whether the planned Use of the Parish Facilities complies with this provision. The Parish shall have the right to terminate this Agreement at any time if the Parish, in its sole discretion, determines the Use violates this provision or the USER misrepresented the planned Use of the Parish Facilities. In that event, the USER shall forfeit any deposit and shall be responsible for all damages incurred by the Parish. 10. THAT in accordance with Minnesota Statute §363A.26, the Parish Facilities may not be used to solemnize or celebrate a civil marriage, except a marriage between a man and a woman. 11. Someone will need to pick up the equipment. The flyer has been in the Kiosk and posted at LaMotte Park since the day following the meeting. A smaller version has been contained in the Administrator's Report for the last month, a Facebook event page has been created and sent to 4XX followers. The event is on the City's website calendar and will be social media blitzed as we get closer to the date of showing. Volunteers are needed for this event. If you schedule allows, please do so. Each season, we focus on age -appropriate instruction, weekly sportsmanship values, and creating a positive environment where kids can learn, grow, and have fun. Our offerings include soccer, flag football, baseball, basketball, volleyball, and a multi -sport discovery program. In the past year, we've served over 3,500 participants across the northern metro, with strong roots in the Champlin, Andover, Coon Rapids, Otsego, Ramsey, and Brooklyn Park communities. As our membership grows, we're looking to expand eastward and have identified the Lino Lakes, Centerville, and Forest Lake communities as our next area of play. We're targeting this fall for the launch of our first season. We'd love to explore the possibility of using the open field space at Laurie LaMotte Memorial Park for our fall programs. Do you know what the process is for requesting field usage? Here is a general outline of our initial request: Fall Season: • Dates: 6 Saturdays, September 6 —October 11 • Times: 9:00 AM — 2:00 PM We're also planning ahead to offer outdoor seasons in both the spring and summer.
