MEETING NOT APPROVED I. CALL TO ORDER The meeting was called to order at approximately 5:30 p.m. by President Remillard. II. OATH OF OFFICE 1. Lloyd Drilling Executive Director Lewis administered the oath to Lloyd Drilling and welcomed him to the EDA. III. ROLL CALL President Remillard called the roll. City of Centerville EDA Meeting Minutes July 07, 2025 Motion by Commissioner Swenson and seconded by Commissioner Drilling to approve the July 7, 2025, meeting minutes. All in favor. Motion carried. The goal of the program is to help small Minnesota communities identify opportunities to capitalize on their assets through infrastructure projects that support and enhance community vitality, identity, and resilience. Funding for the partnership is provided by the Minnesota State Legislature. The focus of the ESMC partnership will be on downtown redevelopment, residential development on vacant parcels in the city, parks and trails, and connections to the lakes and other amenities. An advisory committee of residents and other stakeholders will guide the process. Stay tuned for updates on community input meetings. Your feedback is important to us. 2025 THIN MILL & OVERLAY PROJECT Staff recently sent a mailing to property owners about construction work that will be taking place in their immediate area. The scope of work consists of adjustment, pavement removal, curb replacement in selected areas, paving, driveway access; these activities may impact sprinkler systems, dog fences, boulevard and grass restoration, parking, trash and recycling, school buses and safety during construction. The construction is expected to commence on September 10 and will likely last about 4-5 weeks (weather dependent). See the map below. The following streets are a part of the project: Shad Avenue from Main Street North to Fox Run; Heritage Street from Centerville Road to LaMotte Drive; LaMotte Drive from Heritage Street to the west city limits; Center Street from Centerville Road east to Dupre Road; All of Tourville Circle and Oak Circle; Pheasant Lane from Center Street to 280Ó north of Partridge Place; Dupre Road from 200Ó south of Center Street to 200Ó north of Center Street; and all of Peltier Circle. CITY COUNCIL The Centerville City Council has selected Linda Broussard Vickers to fill the board vacancy created when former council member Mosher resigned. Linda will be sworn in at the September 10, 2025, City Council meeting. LetÓs welcome Linda to the Centerville City Council. PARKS & RECREATION Laurie LaMotte Memorial Park Upgrades in Progress Laurie LaMotte Memorial Park play area is closed until further notice to allow for the installation of new playground equipment. Movie in the Park At the Parks & Recreation Committee meeting of August 6, 2025, they chose the movie ÐThe Wild RobotÑ for their annual Movie in the Park scheduled for September 13, with a rain date of September 20, 2025. The movie will be shown at Laurie LaMotte Memorial Park, 6970 LaMotte Drive, commencing at sunset (approx. 7:30-8 p.m.). The Parks and Recreation Committee will be on site to assist you with any questions that you may have, and to provide participants with free lemonade/hot chocolate and popcorn. COMMUNITY DEVELOPMENT Development Inquiries None PLANNING & ZONING At the September 2, 2025, P&Z meeting, the Commission reviewed four concept plans for Block 7 and one st Rezone, Comprehensive Plan Amendment request for 7181-21 Avenue North (PID 24-31-22-22-0223). The request was to rezone the property from B-2 (Main Street Commercial) to R-3 (High Density, Multi-Family, Residential). The public hearing for the Rezone and Comprehensive Plan Amendment was held at City Hall nd at the Planning and Zoning Commission meeting on September 2 at 6:30 p.m. The Commission recommended that the council approve the rezoning request. The four concept plans for Block 7 will be presented to the City Council at their September 10, 2025, meeting. The Commission also received Commissioner NelsonÓs resignation and declared a board vacancy. The Commission thanked Commissioner Nelson for his years of service to Centerville. CITY OF CENTERVILLE REQUEST FOR ACTION Agenda Item # Department: RequestedMeetingDate: September 17, 2025 EDA IX.1 TITLE OF ISSUE: Business Appreciation Event BACKGROUND AND SUPPLEMENTAL INFORMATION: The EDA holds an annual business appreciation event. Last year's event was held at the Southern Rail on the first Monday in November. The business is closed on Monday's so the EDA was able to occupy the entire space. Staff is requesting that the EDA begin talking about this year's event so we can schedule a date, location, and speaker (if desired).
