The regularly scheduled meeting (6:30 p.m.) was live streamed by North Metro TV. WORK SESSION (5:00 PM) I.CALL TO ORDER Mayor Golden called the meeting to order at 5:00 p.m. 1. Roll Call PRESENT: Mayor Nancy Golden Council Member Russ Koski Not Approved Council Member Anita Rios Council Member David Kubat Junior Council Member Sofie Wynn (Non-Voting) ABSENT: None STAFF: City Administrator, Athanasia Lewis Finance Director, Bruce DeJong II. DISCUSSION ITEMS 1.Meeting Schedule Earlier this year, the council discussed moving their meetings to a different night during the week. ndth Currently, the council meetings are held on the 2 and 4 Wednesday of the month. Alternative meeting days include Monday, Tuesday, or Thursday. Staff will need to check the availability of North Metro TV and also check the calendar for conflicting meeting dates. Discussion ensued. 2.Council Vacancy Î Candidate Interview a.) Rebecca Oldenberg-Downing Ms. Oldenberg-Downing appeared at the scheduled time and answered a uniform set of questions. It was stated that the vacancy would be held open for an unspecified period of time to receive additional applications. 3.ACH Payables Process - 8 City of Centerville City Council Meeting Minutes July 23, 2025 Finance Director DeJong submitted a memorandum in CouncilÓs packet regarding payment processing which would increase flexibility in processing vendor payments. He reviewed the information with them and answered questions. 4. City Hall Generator - Interim Public Works Director Peterson submitted an invoice for recent repairs to the existing generator located at City Hall. He stated that there ha been much consideration internally with the Centennial Fire District wanting to replace the generator. Interim Public Works Director Peterson was looking for direction from Council on avenues (e.g. continue repairs, receive quotes for replacement, etc.) Consensus of Council was to receive quotes for replacement. IV.APPOINTMENTS & PRESENTATIONS Page 2 of 6 9 City of Centerville City Council Meeting Minutes July 23, 2025 1.EDA Proposed 2026 Budget Î President Mark Remillard EDA President, Mark Remillard reviewed the proposed 2026 EDA budget. He reported that the board was requesting a $40,000 transfer and stated that the amount was lower than the previous year. EDA President Remillard stated that the BoardÓs budget was broken into different categories: business development, continuing education, payroll, professional services, supplies and legal service. He shared that the boardÓs largest expenditure was for business development. Council Member Kubat asked why EDA needs $40,000 when they have $91,000 in their current budget. EDA President Remillard stated that the BoardÓs intent was to purchase property that may be for sale, and this line item is a fund that is designed to assist businesses in coming to the community. Administrator Lewis also explained that the funds also assist local businesses with façade upgrades. She stated that in this presentation, there had been no additional allocation to that item as it has a healthy balance and the fact that they spent 74% percent of their budget last year. Council Member Rios asked if this could be sent back to EDA for more explanation as to what they planned to use these funds for. Council Member Koski stated that he is curious on what the payback is on the EDA current programs Î Blue Sign and Center Stage. City Administrator Lewis continued to explain how EDA funds are spent. Discussion ensued. Motion by Mayor Golden, seconded by Council Member Rios, to Approve the EDA Proposed 2026 Budged as presented. All in favor. Motion carried. 2.Centennial Lakes Police Department Annual Report Î Chief James Mork & Update from Anoke County SherrifÓs Office form Chief Deputy Bill Jacobson Chief James Mork reviewed the Centennial Lakes Police Department annual report, which is located in the packet. Chief Deputy Bill Jacobson introduced himself stating that he works for the Anoka County Sheriff's Department. He stated that heÓs been an officer for over 20 years. He stated that he started his career as a patrol officer at Centennial Lakes PD. He thanked the council for inviting him. He reviewed what the SheriffÓs Department does. V.PUBLIC HEARING 1.None. III.CONSENT AGENDA Mayor Golden provided an opportunity for members to pull items for additional discussion. Item #5 Î Alexandra House Donation - Council Member Koski stated that the organization is a wonderful resource for residents, the Centennial Lake Police Department and City AttorneyÓs office. Motion by Council Member Koski , seconded by Mayor Golden, to Approve Item #5 on the Consent Agenda, as presented. All in favor. Motion carried. VIII.OLD BUSINESS. 1.None. IX.NEW BUSINESS 1.2001 Sterling Truck Dump Box Repair Administrator Lewis stated that the item was contained in the Capital Improvement Plan and discussed alternatives to replacing the full truck or simply repairing the dump box. Interim Public Works Director Peterson stated that several quotes had been received (e.g. Towmaster and Crysteel) and recommended repairing the existing box and replacing the sanding unit by Towmaster in the amount of $18,386. He stated that his recommendation was based on cost and turnaround time of approximately six weeks, allowing for the truck to be back in service for the snow season. He stated that the other option would take longer and potentially the truck could be out of service until next year. A discussion ensued Î regarding the repairs to the truck, if there was a liner installed in the box, toolboxes, augers, what the life expectancy of the repair would be, and the warranty on the sander or any of the other repairs. Motion by Mayor Golden, seconded by Council Member Koski, to Approve staffÓs recommendation for the 2001 Sterling Truck Dump Box Repair, as presented. Administrator Lewis asked the council if they wanted to make the motion continent upon the warranty period of the work as currently that information was unavailable. Mr. Peterson stated that he would see if there was a liner for the box to aid in stopping corrosion of the metal. Council Member Koski stated that maybe we should add this to the motion depending on the cost of it. Council Member Kubat stated we should see what the cost would be and wouldnÓt this be a separate item? Council Member Kubat asked if it was economically feasible to purchase a liner for a truck that is 25 years old? Council Member Koski stated if it saves the box, then yes, and if itÓs 2 to 3 grand, it might be worth it. He stated that his guess is that they supply it and they would do that. Administrator Lewis stated that they can bring the item back later when the information is obtained. All in favor. Motion carried. X.COUNCIL/ADMINISTRATOR ANNOUNCEMETS Administrator Report Î Administrator Lewis stated that the report was contained in the packet and provided Council with a brief review. 1.Council Report a.KubatÎ Parks & Recreation Committee Î Council Member Kubat gave no report. (i)Centennial Fire District Steering Committee Î Council Member Kubat gave no report. (ii)Planning & Zoning Commission - Council Member Kubat gave no report. b.Koski- (i)Planning & Zoning Commission Î Council Member Koski stated the next P & Z meeting was scheduled for August 12, 2025. (ii)Centennial Fire District Steering Committee Î Council Member Koski stated that there was a special meeting on August 6, 2025. He stated that the Steering Committee attended the departmentÓs recent training to discuss options for ongoing services through SBM and that it was well attended. He also reported that the Circle Pines City Council was in attendance. Council Member Koski stated that he felt that there was a good exchange of information between all and that the committee wanted to assure firefighters of their options/decisions and that a high level of services would remain to be provided to the community. (iii)Anoka County Fire Protection Council Î Council Member Koski gave no report. c.Rios- (i)Economic Development Authority Î Council Member Rios stated that she had reported on EDA at the last meeting and thank those businesses that participated in providing swag for the EDA bags that were given out at Fete des Lacs. Council Member Rios reports that Junior Council Member Wynn served at a recent Main Street Market and handed out the bags. She stated that Main Street Marekt gets bigger and better every year. Council Member Rios stated that she felt that it was one of the most successful markets that she had been to and thanked all individuals involved in its organization. She thanked all of the volunteers associated with Fete des Lacs. e.GoldenÎ (i)Centennial Lakes Police Department Governing Board Î Mayor Golden stated next the meeting would be on August 11, 2025. (i)North Metro Telecommunications Commission Î Mayor Golden reported that the commission met on July 16, 2025, and that they passed their 2026 budget. Page 5 of 6 12 City of Centerville City Council Meeting Minutes July 23, 2025 (ii)Other Mayoral Reports Î Mayor Golden stated that she enjoyed Fete des Lacs, that one event was cancelled due to rain (Music in the Park), that she attended Main Street Market on Thursday evening and she thanked the Centerville Lions for all that they provided. Mayor Golden thanked Centennial Lakes Police Officer Stepan for his work with the fireworks vendor and public safety aspects of the event. She thanked Bridget Lemire and the parade committee for the organization of the parade, and she felt that it was well orchestrated. Mayor Golden stated that she assisted the Centerville Lions with Bingo and thanked all that participated in the events. f.Jr. Council Member Wynn Î Jr. Council Member Wynn reported that she had no school update, that school supplies are available at most stores, that Fete des Lacs was a fun event and that she enjoyed volunteering at some events. g.Attorney Glaser Î Gave no report. TITLE OF ISSUE: Res. #25-0XX - A Resolution Proclamation for Fire Safety Week BACKGROUND AND SUPPLEMENTAL INFORMATION: Since 1922, the National Fire Protection Association (NFPA) has sponsored the public observance of Fire Prevention Week. In 1925, President Calvin Coolidge proclaimed Fire Prevention Week a national observance, making it the longest-running public health observance in the country. During Fire Prevention Week, children, adults, and teachers learn how to stay safe in case of a fire. Fire Prevention Week is observed each year during the week of October 9th in commemoration of the Great Chicago Fire, which began on October 8, 1871, and caused devastating damage. This horrific conflagration killed more than 250 people, left 100,000 homeless, destroyed more than 17,400 structures, and burned more than 2,000 acres of land. This years campaign by the NFPA is "Charge into Fire Safety: Lithium-Ion Batteries in Your Home" COST AND SOURCE(S) OF FUNDING: N/A REQUESTED COUNCIL ACTION: Motion to Adopt Res. #25-0XX - A Proclamation for Fire Safety Week as presented.
