During the meeting, members also explored various aspects of CentervilleÓs downtownÏ discussing where it is, who it serves, and how people recognize when they are there. In addition, the Committee identified opportunities and challenges across the broader community. The information gathered from engagement with city staff, residents, and committee members will help University of Minnesota staff better understand residentsÓ vision for Centerville before the City allocates future funding for infrastructure projects and other improvements. These insights will also inform the CityÓs upcoming Comprehensive Plan update. The next Advisory Committee meeting is planned for November, with the specific date to be scheduled next week. We are new enough to the community, that we are still learning about the community and itÓs administration. I love Centerville! Great place to live and raise kids. There are many good people who live here. It needs growth to survive. IÓve always loved the small-town feel of this city. It would be great to preserve that charm while updating the main areas and adding more things to do. The city needs to figure out how to improve its water quality in the lakes and push to get property taxes in line with Lino and Hugo to be more attractive to potential buyers. No Many residents complain about the amount of taxes paid: but don't want apartment complexes or big businesses brought to the community - perhaps the city should highlight what the taxes support in our community to make Centerville a place that people move to. Schools/parks/trails/small town feel, etc. We love it here 8 Love the city but would love to see coordination with Lino lakes with services and community offerings. Love our small town community! Love our neighbors and parks CITY OF CENTERVILLEREQUEST FOR ACTION Agenda Item # Department: RequestedMeetingDate: November 5, 2025 Administration V.2 TITLE OF ISSUE: Parks Capital Improvement Plan (CIP) BACKGROUND AND SUPPLEMENTAL INFORMATION: Each year, staff review the Capital Improvement Plans (CIPs) for each department. These plans outline a five-year projection of infrastructure improvements. The current CIPs cover the years 2025Î2029. Park dedication feesÏcollected through new development projectsÏfund new park improvements. Staff have reviewed the Parks CIP and are bringing it to the Parks Committee for input on two items: Are there any projects or needs that appear to be missing? Are there any changes or updates the Committee would recommend? It is believe that they offer many programs to residents that the city just can not. They have been a good partnership in the past. REGULARLY SCHEDULED MEETING I.CALL TO ORDER Committee ChairpersonHeidi Errickson-Grahekcalled the Regularly Scheduled Meeting of the Parks and Recreation Committee, to order November 3, 2024, at 6:31p.m. 1.ROLL CALL Present: CommitteeChairpersonHeidi Errickson-Grahek Committee Member Emem Akpan Committee Member Kathy Freiermuth Committee Member Ashley Fuchs Committee Member Deanna Loomis Committee Member Brian Peterson Committee Member Katya Port Also Present: City Administrator, Mark Statz City Council Liaison, Mr.Terry Sweeney II.APPROVAL OF AGENDA Chair Errickson-Grahek stated that there have beenseveral changes to the agenda. Mr. Luke Peterson, Eagle Scout Project and Mr. Devin Grahek, Disc Golf; both would be providing presentations.She also stated that Item #2 under Announcementswould beremoved and that Volunteer Appreciation andTruck or Treat would be discussed. Motion made by Committee MemberPeterson, seconded by Committee Member Fuchsto approve the amended agenda as presented. All in favor. Motion carried. III.AWARDS/PRESENTATIONS/APPEARANCES 1. Recognition of Ms. Suzanne Seeley –Serving 22 Years on Committee ChairErrickson-Grahek presented Ms. Seeley witha clock for her 22 years of service on Parks & Recreation. She congratulated her and thanked her for heryears of service. Ms. Seeley thanked the committee and welcomed the new members to the Committee. Administrator Statz reviewed City of Centerville Park and Recreation Committee Meeting Minutes November 3, 2024 some of the projects that Ms. Seeley was involved with and thanked her for her many years of service. 2. Eagle Scout Project – Mr. Luke Peterson Mr. Luke Peterson explained the Eagle Scout Project. He stated they had groups of two individuals in the parks counting how many people attended each park. He stated that each group would be in the park for two hours and then surveyed every half hour as to how many people were in the park. He stated that they also monitored the temperature and weather conditions during the same time. Committee Chairperson Errickson-Grahek stated that she looked forward to seeing his final report and thanked him. 3. Disc Golf – Mr. Devin Grahek Chair Errickson-Grahek introduced Mr. Devin Grahek. Mr. Grahek reviewed a presentation for a proposed Disc Golf course at Laurie LaMotte Memorial Park. He explained that Disc Golf was very similar to regular golf with courses ranging from 9 to 18 holes. He stated that the average course length varied depending on course size. He stated that some courses have a practice area with a stand-alone basket. He stated that the players would bring their own discs. He stated that he was proposing a beginner’s course, 9-hole with a practice basket for10 baskets total. He reviewed the course layout, cost and signage. A lengthy discussion ensued as to the layout, the cost, signage, time frame for installation and possible grant funds. Motion by Committee Member Peterson, seconded by Committee Member Freiermuth that the committee is interested in the project and would like him to continue with a proposal. Committee Member Port thanked Mr. Grahek for the presentation, she stated that she hadconcern for abutting property owners and their thoughts regarding the course. Mr. Grahek explained that there was ample distance between the abutting properties and the course. He explained that signage would be posted near the two properties stating “Private Property” so that players would understand the parks boundaries. Chair Errickson-Grahek stated that there was ample room between the private properties and walking paths. All in favor. Committee Member Port Nay. Motion carried 6 to 1. IV. PUBLIC HEARINGS 1. None V.UNFINISHEDBUSINESS 1.Comprehensive Tree Plan(Update) Committee Member Fuchs stated that thesubcommittee continues working on the planand stated Page 2 of 5 City of Centerville Park and Recreation Committee Meeting Minutes November 3, 2024 that they were completing a park-by-park analysis of needs. Chair Erickson-Grahek suggested planting a few trees around the Disc Golf course. Committee Member Fuchs stated that she spoke with Mr. Palzer and Mr. Peterson from Public Works and discussed canopies around play structures and proximities to the structures themselves. Committee Member Fuchs stated that the committee was determining if there were existing trees that may need removal. VI. NEW BUSINESS 1. Centennial Fire Request – Public Safety Dock & Boat Lift (Trailside Park) – Item was Moved from Item #5 due to Assistant Chief Montain’s schedule. Assistant Chief Matt Montain reviewed the memorandum that was contained in the packet. He stated that Centennial Fire District was requesting to place a dock for emergency apparatus to respond to lake emergencies. He stated that in recent years, the traffic on the lake has grown greatly and it has led to multiple calls. He stated that the department has access to the boat launch similar to the public, but that he felt that having access at Trailside Park would allow for decreased response time to emergency lake-related incidents. He stated that in the packet there is a permit for a 2-year timeframe, but as in all public safety setups, the goal is the best service to our community. He explained that the dock would be an aluminum roll in dock. It would be 16 to 22 feet based on the positioning with an aluminum boat lift at the end for the 1995 Boston Whaler (SFC boat 1). Assistant Chief Montain answered all the questions the committee had. Motion by Committee Member Peterson, seconded by Committee Member Akpan to recommend to City Council the approval for use of Trailside Park by the Centennial Fire District as outlined in the letter of September 27, 2024. All in Favor. Committee Member Port nay. Motion carried 6 to 1. 2. Centerville Lions Request for Use of Laurie LaMotte Park – Christmas in the Park Chair Errickson-Grahek stated that the event had taken place in the past without incident and that it has been a verysuccessful community event. Motion by Committee Member Peterson, seconded by Committee Member Freiermuth, to recommend to City Council the approval of use of Laurie LaMotte Memorial Park by the Centerville Lions for their annual Christmas in the Park event. All in favor. Motion carries. 3. Pickleball Courts – Laurie LaMotte Hockey Rink Chair Errickson-Grahek stated that the Committee may want to consider the installation of pickleball courts within the existing hockey rink. Administrator Statz stated that the Committee should consider some of the less expensive amenities that were brought forward by the recent Community Priorities survey such as additional Pickleball Courts. He stated that Pickleball has become fast growing sport which is a mixture of Page 3 of 5 City of Centerville Park and Recreation Committee Meeting Minutes November 3, 2024 tennis and table tennis reaching playability of both young and old. He stated that Centerville has added one court at the tennis court in Eagle Park. He also stated that it would be expensive if we had to add courts, concrete, purchase land,etc. for additional courts. He suggested utilizing the existing hockey rink, by having striping and nets on the sides of the existing basketball court Administrator Statz reviewed the 3 options that were provided in the packet along with the cost. A lengthy discussion ensued. Administrator Statz stated that staff is recommending the purchase of 4 nets and the striping of 4 pickleball courts, a cost not to exceed $5,500. He also recommended the purchase of one court’s worth of a Pickle Roll or a temporary surfacing to test how well it performs, how much effort it takes to install and reinstall. The cost of this purchase would be $13,500. After receiving feedback from the public on the two different court surfaces (bare concrete and the Pickle Roll), the committee could evaluate whether further investment in temporary surfaces should be made. A lengthy discussion ensued regarding the cost; how many people would use the courts, what material would work best (acrylic paint, pickleball roll). Motion by Committee Member Peterson, seconded by Committee Member Freiermuth, to Recommend to Council a motion not exceed $20,000.00 for stripping of 3 Pickball courts in the hockey rink and to purchase pickleball roll. All in favor. Motion carries. 4. D. Love Suggestion for Local Business Sponsorship of Parks It was felt that Sponsorships of parks would need additional research prior to successful implementation and that reaching out to other communities that have similar programs would be beneficial before such decision could be made and that it would provide insight and valuable information for considering such an option. Motion by Chair Erickson-Grahek, seconded by Committee Member Akpan, to work with the EDA to explore options for such a program. All in favor. Motion carries. 5. Forest Lake YMCA Request for Sponsorship/Donation It was stated that the previous year the citydonated $500, $250 from P & R and $250 from the city. It was stated that the YMCA was a community-focused nonprofit that provides free summer passes for kids and offers scholarships to families dependent on financial levels and that they provided amenities like a zero-entry pool and splash pad—which Centerville lacks and that a partnership with the YMCA could be advantageous. Motion made by Chair Erickson-Grahek, seconded by Committee Member Fuchs to donate $500 in total to the YMCA. $250 from P & R and $250 from the City of Centerville. All in favor, Motion carried. VII. UPDATES/ANNOUNCEMENTS Page 4 of 5 City of Centerville Park and Recreation Committee Meeting Minutes November 3, 2024 1. Staff Updates – Mark Statz, City Administrator a. LaMotte Park Play Structure Administrator Statz stated that he currently was completing a reverse RFP toobtain quotes for inclusive structures and that he anticipated its completion in time for the upcoming construction season. b. Fiore Tree Administrator Statz stated that the local vendor has been experiencing health issues and that the EDA has offered support of enhancements (e.g. lighting, bark cutouts, irrigation or sound. He clarified that they wish to assist in the project. c. Administrator Statz stated that with the elections, council would have some new members beginning in January along with a new liaison being appointed to the committee. 2. Committee Member Updates –Chair Erickson-Grahek a. Volunteer Appreciation Chair Errickson-Grahek stated that there was a great turnout and a fun event. b. Trunk or Treat Chair Errickson-Grahek stated that this was another great event that was well attended with the largest turnout so far. c. Name a snowplow Chair Errickson-Grahek explained that this program did not get started as anticipated and a flier was being completed. 3. Council Liaison Updates – Mr. Terry Sweeney No updates were given. VIII. Building Official Schmitz- will be contacting the vendor and staff will contact St. Gen's for possible electrical usage in close proximity of the tree's location. Royal Meadows Park Equipment/LaMotte Reuse - Interim Public Works Director Peterson expected that the installation of the reuse equipment would cost approx. $10,000. This is due to fall-zone expansion, concrete, for the gliding apparatus, fabric and wood chips. This work will be completed early 2026.
