MEETING NOT APPROVED I.CALL TO ORDER The meeting was called to order at approximately 5:30 p.m. by President Remillard. 1.Swearing in of Council Member Linda Broussard Vickers Executive Director Lewis administered the oath of office to Linda Broussard and welcomed her to the EDA. II.ROLL CALL President Remillard called the roll. PRESENT: President Mark Remillard Vice-President Chris Swenson Councilmember Anita Rios Lloyd Drilling Linda Broussard ABSENT: None STAFF: City Administrator/EDA Executive Director, Athanasia Lewis III.APPROVAL OF AGENDA 1.Call for Changes to the Agenda There were no changes to the agenda. Motion by Commissioner Rios, seconded by Commissioner Swenson to approve the agenda. All in favor. Motion carried. IV.APPROVAL OF MINUTES 1.September 17, 2025, EDA Minutes 4 City of Centerville EDA Meeting Minutes October 15, 2025 Motion by Commissioner Swenson, seconded by Commissioner Rios to approve September 17, 2025, meeting minutes. Commissioners Swenson, Remillard, Rios, and Drilling in favor. Commissioner Broussard abstained. Motion carried. V.BILLS AND COMMUNICATIONS 1.Bills a.Check List Executive Director Lewis introduced the item as presented in the packet. VIII.OLD BUSINESS 1.Business Appreciation Event Executive Director Lewis introduced this item as presented in the packet. The EDA finalized their plans for the event. Executive Director Lewis will review EDA programs at the event. IX.NEW BUSINESS 1.Holiday Wreaths & Lights Executive Director Lewis introduced this item as presented in the packet. Discussion ensued about the holiday lights and the purchase of wreaths. There are only five wreaths with working lights, and the EDA discussed purchasing twenty-one new ones. Discussion ensued about spending ~$2,200 on lights for the tree, $2,000 for the wreaths and $1,300 to rent the equipment to install the wreaths; the EDA not to exceed $5,500 for the decorations. Ћ 5 City of Centerville EDA Meeting Minutes October 15, 2025 Discussion ensued about having a tree lighting ceremony (with cocoa and cookies) on November th 19 at 6:30p.m immediately following the EDA meeting. Motion by Commissioner Broussard and seconded by Commissioner Drilling to approve a budget of up to $5,500 for holiday decorations (lights for the tree, wreaths, and equipment to install the wreaths). All in favor. Motion carried. X.ADJOURNMENT Motion by Commissioner Swenson, seconded by Commissioner Rios to adjourn the September 17, 2025, Economic Development Authority meeting at 6:12 p.m. All in favor. Motion carried. The goal of the program is to help small Minnesota communities identify opportunities to capitalize on their assets through infrastructure projects that support and enhance community vitality, identity, and resilience. The ESMC Advisory Committee met last week to review results from a community survey and an asset mapping event. During the advisory committee meeting, the group explored various aspects of CentervilleÓs downtown Î discussing where it is, who it serves, and how people recognize when they are there. The committee also identified opportunities and challenges across the broader community. The information gathered from staff, residents, and committee members will help the University of Minnesota staff understand residentsÓ vision for Centerville before the city allocates future funding for infrastructure projects and other improvements. Stay tuned for updates on future events where you can share your thoughts. Veterans Day: Honoring Our Veterans We would like to thank our veterans for their sacrifice and service to our country. Thank you for keeping us safe and protecting our freedom. Your service means a lot to our community and our nation! CENTENNIAL LAKES POLICE DEPARTMENT Welcome to our newest police officer Noah Pineault. He comes to Centennial from the City of Chisago City. Prior to coming to CLPD, Noah volunteered as a missionary in Central America, where he was fortunate to serve the medical needs of their local communities. Noah achieved a bachelorÓs degree from the University of Northwestern in St. Paul and completed skills at Hennepin Tech. Noah started the first week of June and has been patrolling on his own since late September. He will be officially sworn in at the Governing Board Meeting on Monday, November 10, 2025. Please also welcome Emilee Felten, our new Community Service Officer (CSO). She started her position with the department last week. 18 CENTENNIAL FIRE DISTRICT Beginning on January 1, 2026, Centerville with be contracting with Spring Lake Park-Blaine-Mounds View (SBM) Fire Department for fire services. For more than three years, SBM has managed the Centennial Fire District. We thank the Centennial Fire District members for many years of outstanding service. PARKS & RECREATION Grand Reopening of Laurie LaMotte Memorial Park The Mayor, several Council Members, City Administrator and Committee Members were present for a ribbon cutting ceremony at Laurie LaMotte Memorial Park on Saturday, October 25. The event featured give away raffle prizes, and demonstrations for Disc Golf and Pickleball. Special thank you to Mr. Shawn Conley and Mr. Mike McGinn for leading the demonstrations. A special thank you also goes out to everyone who attended. 2026 Main Street Market If you are an artisan/crafter, food truck vendor, etc. and are interested in participating in this yearsÓ Market, registration is open: https://forms.gle/GJXrEBQgdmrv9YNb6. Santa leaves the Station at 6 p.m. To participate, have any non-perishable food and new, unwrapped toys you would like to donate ready and, as Santa makes his way through your neighborhood, come out to visit us and put your food and toys in the truck! Santa will have treats for the kids along the route. If you wonÓt be available during the time Santa visits your neighborhood, simply leave your food donation by your mailbox with a label that reads ÐSanta Parade DonationÑ and Santa will pick it up on his way. All donations will go to the Hugo Community Food Shelf that serves residents of Hugo and Centerville. We look forward to seeing you all along the parade route. Evergreen garlands across streets: Large evergreen garlands draped from one pole to another. Can be combined with string lights for a festive and cohesive look. Wreaths or big garlands can accentuate poles or intersections, adding depth and greenery along with the lights. A festive and inviting holiday atmosphere has the power to bring people together and revitalize public life. 7Ƣ϶ijŏƚđŹƂijŏĩ϶ijŏ϶ăđêƇƂijĨƇň϶ŗƇƂċŗŗŵ϶ċđąŗŵêƂijŗŏŹБŹƇąİ϶as light displays, evergreen garlands, and seasonal ijŏŹƂêňňêƂijŗŏŹБƜđ϶ąêŏ϶đŏąŗƇŵêĩđ϶Ŏŗŵđ϶ŵđŹijċđŏƂŹ϶êŏċ϶ƚijsitors to spend time outdoors, interact, and enjoy local spaces.
