I. CALL TO ORDER The meeting was called to order at 6:30p.m. 1. Roll Call Present: Commissioner D.J. Roll Call: Commissioner Nelson, Seppala, Thompson, Krueger, Carciofini and Olson, Chair Kalina Aye. All in favor. Motion carried. IV. PUBLIC HEARING (6:30 PM or shortly thereafter) 1. Variance Request Î 7064 Centerville Road Î Detached Garage. The owner of a single-family home at 7064 Centerville Road wishes to build a new detached garage on the lot and is requesting variances for three provisions in the Zoning Code. A public hearing was opened at the last meeting and tabled because the variance application was deemed incomplete after the notice for the public hearing was published. The application for variance request is now complete, and the public hearing is being continued at this meeting. Page 1 of 3 8 City of Centerville Planning and Zoning Commission July 1, 2025 Public Comments The applicant, Charles Peterson, residing at 7240 Main Street, addressed the Commission to talk about his three variance requests. The requests are for: 1. The proximity of the accessory structure to be closer to the principal structure than what is allowed per city code. 2. The size allowed for an additional accessory structure exceeded, which exceeds the square footage allowed. 3. The location of the accessory structure Î in front of the principal structure instead of in the rear yard as required by city code. Discussion ensued about the accessory structure (attached vs unattached). If the garage were to be attached, then a variance would not be needed. There was also discussion about building/remodeling within the same footprint in the M-2 zoning district. The Commission also inquired about when the concrete for the driveway was poured. There were no other public comments. The public hearing was closed. Motion by Commissioner Nelson, seconded by Commissioner Olson to close the public hearing. Roll Call: Commissioner Nelson, Seppala, Thompson, Krueger, Carciofini and Olson, Chair Kalina Aye. All in favor. Motion carried. V. AWARDS, PRESENTATIONS, APPEARANES 1. None VI. OLD BUSINESS 1. Chapter 156 Zoning Ordinance & Table of Allowed Uses (Tabled at last meeting) Consulting planner Evan Monson introduced this item and reviewed his memo as presented. Discussion ensued about definitions for yard and setbacks, as well as placement of accessory structures, corner lots, lakeshore lots, swimming pools, etc. Motion by Commissioner Nelson, seconded by Commissioner Thompson to recommend to council the proposed changes outlined in the staff report. Roll Call: Commissioner Nelson, Seppala, Thompson, Krueger, Carciofini and Olson, Chair Kalina Aye. All in favor. Motion carried. 2. Variance Request Î 7064 Centerville Road Î Detached Garage Discussion ensued about limitations in the M-2 zoning district as it pertains to the building footprint/adding onto the structure as well as livable space. Motion by Commissioner Carciofini, seconded by Commissioner Thompson to approve the variances with the findings of fact and conditions of approval as outlined in the staff report. Roll Call: Commissioner Nelson, Seppala, Thompson, Krueger, Carciofini and Olson, Chair Kalina Aye. All in favor. Motion carried. Council Member Liaison Council member Koski reported that the city is discussing the future of fire services and associated costs. 2. CITY COUNCIL Junior Council Member Sophie Wynnn Recognition In December, Junior Council Member Sophie Wynn was presented with a proclamation for her dedicated year of service to the city. Acting Mayor Russ Koski and Junior Council Member Sophie Wynn are shown in the image to the right. Sophie served as our high school representative on the city council for the 2025 calendar year. CENTENNIAL FIRE DISTRICT Beginning on January 1, 2026, Centerville with be contracting with Spring Lake Park-Blaine-Mounds View (SBM) Fire Department for fire services. For more than three years, SBM has managed the Centennial Fire District. We thank the Centennial Fire District members for many years of outstanding service. CENTENNIAL FIRE DISTRICT Santa Parade The Santa Parade in Centerville raised $487 and 1,983 pounds of food for the local food shelf. Centennial Fire District would like to thank the generosity of the residents of Centerville. SBM (Spring Lake Park-Blaine-Mounds View) Fire Beginning on January 1, 2026, Centerville with be contracting with Spring Lake Park-Blaine- Mounds View (SBM) Fire Department for fire services. For more than three years, SBM has managed the Centennial Fire District. Special thanks to the Centennial Fire District members for many years of outstanding service. Centerville Lions Christmas in the Park The Centerville Lions apologize for the need to cancel their annual Christmas in the Park due to inclement weather. They are eagerly planning next yearÓs event along with their Annual Fishing Contest. FINANCE The Finance Department has met with auditors from Abdo and completed preliminary fieldwork for the Annual Financial Audit, which will be completed in 2026. Fieldwork is scheduled for May 4-6, 2026, with the report to be completed and presented to City Council in June. The Finance Department completed year-end check runs for the City and EDA in accordance with the adopted policy which allows staff to issue checks if there is a gap of more than three weeks between scheduled City Council meetings. 12 All budget and tax levy reporting to Anoka County and the State of Minnesota have been completed this week. PUBLIC WORKS Holiday Garbage/Recycling Collection & Christmas Tree Recycling Republic Services employees will be observing the New Years Holiday, and your garbage/recycling will be delayed by one day. Pickup will be on January 3, 2026. Republic Services will accept all undecorated holiday trees curbside January 9 and January 16, 2026. Please ensure that they are curbside by 7 a.m. Rice Creek Chain of Lakes Compost site, located at: 7701 Main Street, Lino Lakes will also take undecorated holiday trees, wreaths and boughs. Interim Public Works Director to Retire this Month City Council honored outgoing Interim Public Works Director Tedd Peterson at their December 11, 2025, council meeting. Acting Mayor Russ Koski read a proclamation recognizing Tedd for his years (26) of dedicated service to the city. CENTENNIAL LAKES POLICE DEPARTMENT The Department would like to introduce Jess Thurstin as its new Office Supervisor. She has taken the place of retired Office Supervisor, Kathy Honkomp. The Department will miss Kathy and we wish her all the best for the future. PARKS & RECREATION The Committee is preparing for their first Skate/Sled night of the new year. It is scheduled for Saturday, January 17, 2026. The event will take place at Laurie LaMotte Memorial Park and include the use of kick sleds and snowshoes provided by Wargo Nature Center. Several Committee Members will be on-site to provide the public with free hot cocoa, popcorn, music, and a bonfire. Please join them for this fun, family event.
