Public Drainage Basics
¤What is Public Drainage? Drainage systems established by
petition to a Drainage authority (historically a county
Board) (CD), or District court (JD), multiple counties. The
drainage system was paid for and is owned by the
property owners it serves.
¤RCWD, in its capacity as Drainage Authority, is the
custodian and administrator of the drainage system. It
does not own the ditch or the associated right-of-way,
but does exercise a property interest in those lands on
behalf of the other benefited parties that utilize the ditch.
Public Drainage Basics
¤ Originally designed for Agricultural
Drainage, to allow the land to be used for
Haying and Pasture, not intended to
convert a wetland into dry upland.
¤Most drainage systems in the district now
serve as regional stormwater conveyance
systems (stormwater outlets). Carrying
peak flow beyond the original design,
leading to more rapid degradation.
