Generally, this residential land use could be seen as compatible with other goals establishedfor this area of the City as established in the 2040 Comprehensive Plan. Zoning The existing zoning for this parcelis Mixed Use Neighborhood District(M-2). Developments in the M-2 district are required to have a minimum density of 12 units per acre. Traditionally, Variances and Planned Unit Developments are not issued for flexibility to residential density. Staff would therefore recommend that should the Council require a comprehensive plan amendment, that a zoning text amendment also be initiated to reduce the minimum required density in the M-2 zoning district from 12 to 9 units per acre. Alternative Design An alternative design may look like one double-frontedprivate drive going north to south through this property. More information is neededin future reviewsonprivate infrastructure, includinggrading and stormwater management. For curb stops, are they far enough away from proposed foundations for future replacements if/when they are to be replaced. Is this a cost split on replacement in the future or does this fall on the homeowner or city?Should be spelled out in an agreementwhatever is decided. I would suggest these be at the homeowner's expense (or association's expense) and permit is required if a new main water tap is necessary. Tree plantings should not be disease or pest prone species. Visitor parkingmay not be adequate for holidays or other gatherings. The front facades, if brick or concrete are susceptible to salt deterioration, just something to consider if using these materials such as hardiboard siding, concrete decorative block. The concept plan is dated 12-14-25. The following are our preliminary comments regarding the proposed development: General Notes 1. The concept plan shows the existing Anoka County Chain of Lakes Regional Trail being relocated to the westerly edge of the site. Trail connections should be provided to connect this relocated segment to the existing crosswalks to the north and south. In addition, the plan should retain/protect the existing trail that extends easterly along the south side of Sorel Street, east of the existing crosswalk. 2. The proposed 20Ó wide drive aisles meet the minimum requirements. However, the Fire Marshal should provide input on the potential need for turnaround areas (i.e. hammerheads) at the westerly termini of the two dead-end aisles. 3. Is it our understanding that all drives/roadways through the development will be privately owned and maintained. 4. It appears that residential units are shown over the existing sanitary sewer and water main. The developer will need to relocate existing utilities and provide utility easements over the relocated facilities. 5. It is likely that one or more of the existing parking stalls along the south side of Sorel will be impacted by the proposed northerly entrance to the development. 6. She stated that Bolten andMenk stood out, and that she felt they werean exceptionalteam. She stated that she would be proud to recommend them and that their proposal was contained in CouncilÓs packet. Mr. Nathan Fuerst, Senior Planner Î Bolten & Menk, introduced himself to Councilalong with Ms. Jenni Faulkner, Community Planning Practice Leader|Senior Associate. Mr. Fuerststated that he was very eager to get started and was grateful for the opportunity to work with the City of Centerville. Mr. Fuerststated that he would be happy to answer any questions regarding the proposal. Council Member Kubat questioned how the proposal aligned with the CityÓs use of Stantec in the past. Administrator Lewis stated that staff negotiateda more cost-effective rate, the Chair of Planning & Zoning participated in the interview process, and they were really impressed with the team. Ms. Lewis explained that the rate would be $110/hour for the first 10 hours in the monthand up to $175/hour for additional services. She stated that meeting attendancewould be included in the first 10 hoursand concept plan reviews, etc. (would be pass through fees) andcovered by proposed developer/developers and application submittal fees would be increased to cover additional fees. Council Member Kubat stated that Bolten and Menk could also be utilized for the 2050 Comprehensive Plan and Administrator Lewis concurred. He stated that the current speed trailer was antiquated and replacement was approved in the amount of $12,000 with forfeiture funding. He reported that speed was an issue throughout all member cities and additional research would be completed by Chief Mork for additional equipment in the future. The U of MN staff are finalizing a report on activities during phase I of the project. The next phase of the project includes engaging the ESMC committee and staff on related planning projects. Bolten & Menk Downtown Centerville Visioning Plan The city is working with Bolten & Menk on a Downtown visioning process to address longstanding land use questions. The project scope is to reimage downtown to reflect goals of the current council and residents. Planning staff are working in conjunction with the U of MN staff to maximize community impacts, and they will provide an overview of the project to the council at their January 22 meeting. CITY COUNCIL th Garrett Schneider was sworn in at the January 8 city council meeting, and he will serve on the council through the end of the year. Welcome Garrett. SBM FIRE DEPARTMENT Effective January 1, 2026, the City of Centerville is contracting directly with SBM for fire services. SBM has provided administrative services (chief and training) to the city for the last three years. The fire station, formerly known as fire station one in Circle Pines, now known as SBM fire station six, has been renovated to add sleeping quarters and daytime workspace. Former Centennial Fire District staff that have transferred to SBM to work duty crew will participate in a welcoming ceremony on January 21at SBM station three. City th Staff will attend SBMÓs first quarterly meeting on January 20 in Blaine at SBM Fire Station three. PUBLIC WORKS The Public Works Department is working with recent fluctuating temperatures to make ice at Laurie LaMotte Memorial Park. The temperatures are expected and appear to be consistently under freezing for the next ten days. Staff are hoping to have skateable ice within the next few days weather permitting. In addition to ice making, the Public Works Department is grateful for the communityÓs help with recognizing snowstorm operations and not parking on the street. It is extremely helpful when streets are clear of parked vehicles and allow for a more thorough plowing effort. Thank you to all who make this happen each snow event. In the months of February and March, Public Works crews will be maintaining city trails by cutting back 63 vegetation and tree branches where there are overgrowth and encroachment of trees and plants.
