HomeMy WebLinkAbout2025-08-12 P & Z Minutes - Approved CITY OF CENTERVILLE PLANNING AND ZONING COMMISSION Pursuant to due call and notice thereof, the Regular Meeting of the Planning and Zoning Commission was held in Council Chambers on Tuesday, August 12, 2025, at 6:30 p.m. MEETING – 6:30 P.M. I. CALL TO ORDER The meeting was called to order at 6:30p.m. 1. Roll Call Present: Commissioner D.J. Olson Approved Commissioner Richard Nelson Chair Dawn Kalina (via Zoom) Commissioner Jim Carciofini Commissioner Jon Krueger Commissioner Bruce Thompson Commissioner Jeannie Seppala Absent: None Staff: City Administrator, Athanasia Lewis Consulting City Planner, Evan Monson Council Council Member Russ Koski II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA The agenda was approved as presented. Motion by Commissioner Thompson, seconded by Commissioner Olson to Approve the Agenda. Roll call taken and all in favor. Motion carried. IV. PUBLIC HEARING (6:30 PM or shortly thereafter) 1. None V. AWARDS, PRESENTATIONS & APPEARANCES 1. None VI. OLD BUSINESS 1. Chapter 156 Zoning Ordinance & Table of Allowed Uses Planner Evan Monson introduced this item as presented in the packet. Planner Monson provided a brief summary of the discussions held in June and July. Points of discussion include: Page 1 of 3 City of Centerville Planning and Zoning Commission August 12, 2025  Changing the references from yard to setback, clearing up the issue with the term required setback  Changing the shoreland setbacks so they are different than typical setbacks (see the Table of Allowed Uses).  Accessory structures and placement in front yards  Adding a definition for swimming pool  Fence requirements pertaining to height Planner Monson then reviewed his staff report, referencing three figures that depict current circumstances and potential changes. Figure 1, shown on page 4 of the staff report, depicts the current lot line and setback requirements (not drawn to scale). Figure 2 or Option 1A for corner lots, shows the front lot line and setback based on address or access. Figure 3 or option 1B for corner lots, shows the lot line based on access or address, along with a side street setback. Discussion ensued about the three options outlined in the staff memo. The Commission favors option 1A as outlined in the staff memo. Motion by Commissioner Carciofini, seconded by Commissioner Thompson to Approve option 1A as outlined in the staff memo. Roll call taken and all in favor. Motion carried. Discussion also ensued about the direction the Commission would like to take regarding requirements for accessory structures. There was a variance not too long ago that allowed up to 200 square feet or 2% of the lot area, whichever is greater – this requirement does not apply to rural or agricultural zones, but it does for residential zones. The Commission will continue to review this requirement since the City Council requested that they provide guidance. Motion by Commissioner Nelson, seconded by Commissioner Carciofini to table the discussion on accessory structures. Roll call taken and all in favor. Motion carried. VII. NEW BUSINESS 1. None VIII. APPROVAL OF MIN UTES 1. None IX. ANNOUNCEMENTS/UPDATES 1. Council Member Liaison Council member Koski thanked everyone for the Night to Unite parties in the city, noting that there were nine events and he and Administrator Lewis attended four of them. th Councilmember Koski reported that on Deer Pass Drive and 20 Ave, across from the Watermark development, school buses are picking kids up at the egress on cul-de-sac and cars and trucks are not stopping for the buses. Police have issued over 20 tickets. 2. Administrator’s Report City Administrator Lewis reviewed the report as presented in the packet.
