PLANNING AND ZONING COMMISSION
Pursuant to due call and notice thereof, the Work Session of the Planning and Zoning Commission
was held in Council Chambers on Tuesday, October 7, 2025, at 6:30 p.m.
I. CALL TO ORDER
The meeting was called to order at 6:30 p.m.

II. ITEMS FOR DISCUSSION
1. Met Council Requirements for Density and 2050 Land Use Plan
Met Council Representative Dvorak, Senior Planner with the Met Council, provided an overview of
the Met Council organization and the process for the upcoming 2050 Comprehensive Plan. A few
highlights of the presentation are:
There are currently over 3 million people living in the Twin Cities region and the Council
projects the region will grow by 657,000 people by 2050.
There is a 10-year regional planning cycle.
System statements start the local planning process and are specific to each community. They
explain the impact of the 2050 policy and system plans to each local government. System
plans are transportation, regional parks and trails, and water (inclusive of wastewater, surface
water, and water supply).
System Statements are individualized for each community. They include forecasted growth
and general development expectations.
The Met Council has a lot of resources to help communities with their 2050 comprehensive
plans.

Discussion ensued about regional growth and density requirements for undeveloped land. Emma
answered a variety of questions for the commission and council.
2. Downtown Redevelopment Guidelines
City Planner Nathan Fuerst spoke with the commission and council about the state of the downtown
redevelopment plan and options for updating it to reflect the community’s vision. The commission
and council recommended that council approve a proposal for an update to the downtown plan,
something that could be used in the 2050 comprehensive plan.
III. ADJOURNMENT
Motion by Commissioner Olson, seconded by Commissioner Thompson, to adjourn the
meeting at 7:45p.m. All in favor. Motion carried.
