MEETING NOT APPROVED I. CALL TO ORDER The meeting was called to order at approximately 5:30 p.m. by President Remillard. II. ROLL CALL President Remillard called the roll. The U of MN staff are finalizing a report on activities during phase I of the project. The next phase of the project includes engaging the ESMC committee and staff on related planning projects. The CityÓs planning firm Bolten & Menk will be working on a shared vision for future development of the downtown area. Representatives from Bolton and Menk will be attending the next few advisory committee meetings to report on their work and gather feedback from the committee. The U of MN has shared their work with Bolten & Menk. Bolton and Menk expect to complete their work by March 2026. Creating a broadly shared vision for downtown development will allow the ESMC team to focus work more directly on reimagining the public realm, the public right of way and other public propertyÏalong the Centerville Road and Main Street corridors, with particular attention to the following: Road redesign strategies and concepts to increase safety and reduce traffic speeds Potential improvements to pedestrian and bicycle facilities Off-street and on-street parking opportunities, as well as opportunities for reduced or shared parking Stormwater improvements Green infrastructure and open space improvements, including public access to Centerville Lake Trail and sidewalk connections to nearby residential neighborhoods and other local and regional amenities Potential infrastructure, tax revenue, traffic, and other implications of future land use changes (i.e., redevelopment of Block 5, redevelopment along Main St. from residential to commercial/retail or mixed use) Incorporating Centerville history (pre- and post-European settlement) into public realm improvements These priorities reflect ESMCÓs asset-based approach to community development, as well as input from the advisory committee and the public that weÓve received to date. The next Advisory Committee meeting will be on February 11 from 6pm-8pm at City Hall. This meeting will be held in partnership with Bolten & Menk, the cityÓs planning firm. Bolten & Menk Bolten & Menk are working on an update to the Downtown Master Plan, and a visual preference survey can be accessed via is the QR code in the flyer below. 13 14 SBM FIRE DEPARTMENT SBM crews responded to a structure fire in Centerville over the weekend. At approximately 12:00 a.m., crews were dispatched to a confirmed structure fire. SBM units responded to the scene along with crews from Hugo and Lino Lakes. Responders arrived on scene within six minutes. Fortunately, nobody was injured. Special thanks to the SBM staff and our mutual aid partners PUBLIC WORKS Well # 1 Rehabilitation Project The City of Centerville is currently working with local well contractor Traut Companies to complete a Well Maintenance project on the city's Well #1. Phase I of the project is now complete and includes: inspecting and testing the infrastructure such as the well's pump and motor unit and the water delivery piping system. th Phase II starts the week of February 8 and includes replacing well components experiencing wear and tear and maintaining the well itself by removing sediment at the well's base. Well projects are completed approximately every 20 years or when the longevity of equipment requires maintenance and replacement. The City of Centerville is committed to providing the community with highly functioning water resources. The city operates under the Minnesota Department of Health and the Department of Natural Resources rules and guidelines to provide quality water supplies to the residents and businesses within Centerville. CENTENNIAL LAKES POLICE DEPARTMENT The Centennial Lakes Police Department is hiring for a police officer and a community service officer (CSO). Please contact CLPD at (763)-427-1212 for additional information. PARKS & RECREATION The second Skate/Sled night is scheduled for February 13, 2026, from 6:30-9:00 at Laurie LaMotte Memorial Park. Kick sleds and snowshoes will be provided by Wargo Nature Center. This event includes free hot cocoa, popcorn, music, and a bonfire. ECONOMIC DEVELOPMENT Economic Development Authority (EDA) Members of the cityÓs EDA visited a couple of local businesses to see if they needed assistance with EDA programs. Follow-up visits will be scheduled. 15 First annual community-wide celebration of winter will occur between February 13-21, 2026 A wide range of activities will get residents out to enjoy the winter season and support local businesses. Activities will be provided by local businesses, civic organizations, and Anoka County, with fun for all ages. Event highlights include a coloring contest, a candlelight walk, a drink tour, a community campfire, and a medallion hunt. Medallion Hunt clues begin on Monday, February 16th, with a cash prize of $500 (coordinated and donated by Renstrom Dental Lab). See the growing list of activities below. CENTERVILLE LIONS ICE FISHING CONTEST The Centerville Lions will hold their annual ice fishing contest st on Saturday, February 21 on Centerville Lake. Ticket sales start at 9:00a.m. The fishing contest is from 11:00a.m-2:00p.m. with final weigh-in at 2:00p.m. This event offers something for everyone. PLANNING & ZONING At their February 4 Commission meeting, the Commission reviewed a concept plan for the Woods of Old Mill. The developer of Old Mill Estates 1st and 2nd Additions (lots on Old Mill Ct. and Laramee Ln., respectively) is interested in developing the 3rd and final phase of the Old Mill Estates development. This 3rd phase would be called Woods of Old Mill, and is proposed as a four lot, single family residential development on about 6.5 acres. So my recommendations are simple: 1) On streetlights without wreaths, use red/white candy cane design garland to wrap the poles. 2) For the 2026 holiday season, promote a holiday decorating campaign among Centerville businesses. Incentivize businesses by offering a prize for the best decorated business. Judges can be comprised of residents/committee members who have no relation to the business owners. 3) Hold a similar contest among homeowners along Main Street and Centerville Road to increase holiday decorations. This could be expanded after a trial year to different neighborhoods or all of Centerville.
