Session Minutes - (Approved) Approved CITY OF CENTERVILLE CITY COUNCIL & CLOSED EXECUTIVE SESSION MEETING OCTOBER 9, 2025 Pursuant to due call and notice thereof, the City of Centerville held its regularly scheduled City Council Meeting & Closed Executive Session on October 9, 2025, at 6:30 p.m., in Council Chambers. The regularly scheduled meeting (6:30 p.m.) was live-streamed by North Metro TV. COUNCIL MEETING I. CALL TO ORDER Mayor Golden called the meeting to order at 6:30 p.m. 1. Roll Call PRESENT: Mayor Nancy Golden Councilmember Linda Broussard Vickers Council Member Russ Koski Council Member Anita Rios Council Member David Kubat Junior Council Member Sophie Wynn (Non-Voting) ABSENT: Council Member David Kubat STAFF: City Administrator, Athanasia Lewis City Attorney, Kurt Glaser City Planner, Nathan Fuerst II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA City Administrator Lewis stated that each Council person had received a revised, Set Agenda. The Set Agenda added Check #37819, Voided Check #37898 under Consent Agenda Item #1, an Additional Encroachment Agreement for 6960 Dupre Road – Fence under Consent Agenda Item #5.c. and 2025 Thin Mill & Overlay, a. Res. #25-0XX – Declaring Cost to be Assessed, and Ordering Preparation of Proposed Assessments, b. Res. #25-0XX – A Resolution for Hearing on Proposed Assessment under Consent Agenda Item 6., a and b. Motion by Council Member Koski, seconded by Council Member Rios to Approve the Set Agenda as submitted. All in favor. Motion carried. IV. APPOINTMENTS & PRESENTATIONS 1. None. V. Resolution #25 – 0XX – A Resolution Proclamation for Fire Safety Week. 4. Successful Completion Probationary Period, Mr. Caleb Molitor – P.W. Service Technician. 5. Encroachment Agreements a) 7206 LaValle Drive – Draintile b) 7208 LaValle Drive – Draintile c) 6860 Depre Road – Fence 6. 2025 Thin Mill & Overlay a) Resolution #25-0XX – Declaring Cost to be Assessed and Ordering Preparation of Proposed Assessment b) Resolution #25-0XX – A Resolution for Public Hearing on Proposed Assessment Mayor Golden provided an opportunity for members to remove items for additional discussion. Council Member Koski requested Item #4 be pulled and Mayor Golden requested Item #3 be pulled for comment. Motion by Council Member Koski, seconded by Council Member Rios to Approve Items 1, 2, 5 and 6 from the Consent Agenda, as presented. All in favor. Motion carried. Council Member Koski stated that he wanted to congratulate Mr. Caleb Molitor – P.W. Service Technician, on the completion of his probationary period. Mayor Golden stated that it was National Fire Protection Week and she thanked all Public Safety Service providers for their service. Motion by Council Member Koski, seconded by Council Member Rios to Approve Consent Agenda Items #3 and #4 as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. None. IX. NEW BUSINESS 1. 7181 – 21st Rezoning Request – Equinox Development, LLC. Page 2 of 6 City of Centerville City Council & Closed Exec. Session Meeting Minutes October 9, 2025 City Planner Fuerst reviewed a PowerPoint, noting that the City received an application for a rezoning st request and Comprehensive Plan Amendment for the property located at 7181 - 21 Avenue. The request is to rezone the property from B-2 Commercial to R-3. Equinox Development, LLC is proposing a multi- unit, townhome development project at this location. Planner Fuerst stated that a public hearing was held at the September 2, 2025, P & Z meeting and they recommended approval of the rezone and Comprehensive Plan amendment. City Planner Fuerst reviewed tax impacts with the proposed project vs. a commercial project. Lengthy discussion ensued regarding the height of the building(s), no Homeowners Association as the buildings were rental units, maintaining of the streets and responsibilities, private driveways being maintained by the property management company, the difference in tax revenue between commercial and residential development, that the proposed development did not support the goals of relieving residents of some tax burden, the desire to see senior development, that the development would require a Planned Unit Development application, the location was a good site for rental units, Equinox Development’s feeling that there has not been enough interest in the parcel being zoned Commercial for the past several years, traffic counts not generating interest from Commercial developers, desire to see higher density on the parcel, concerns for trail connectivity and that the project meets the city guidelines. Mayor Golden read an email that was received in opposition of the project on October 8, 2025. Ms. Terese Robinson, 2106 Ada Drive, Lino Lakes, stated that in the past she has represented both Lino Lakes and Centerville residents regarding previous proposals for development on the parcel. She stated that the mailing for public hearing only gave them several days of notice and that she felt rental house was not in the best interest of the city. Ms. Robinson stated that she would like a traffic study as she believes that the traffic count is higher than expected/anticipated. She also questioned the impact on schools and emergency services with the proposed project. Ms. Robinson also stated that she believed that the plans should be finalized before the modifications to the existing zoning and Comprehensive Plan Amendment. a) Ordinance #143, Second Series Amendment to City Code Rezoning From B-2 to R-3 (Second Reading) Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Adopt Ordinance #143, Second Series Amendment to City Code Rezoning from B-2 to R-3. All in favor. Motion carried. b) Resolution 25-0XX – Amending the Comprehensive Plan to Reflect Rezoning from B-2 to R-3 Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Adopt Resolution 25-033 – Amending the Comprehensive Plan to Reflect Rezoning from B-2 to R-as presented. Session Meeting Minutes October 9, 2025 litter c) Resolution 25-0XX – Summary Publication Ordinance #143, Second Series Amendment to the City Code Motion by Council Member Broussard Vickers, seconded by Council Member Koski to Adopt Resolution 25-034 – Summary Publication Ordinance #143, Second Series as presented. All in favor. Motion carried. 2. Paid Family Medical Leave (PFML) Administrator Lewis stated that this was discussed at a previous Work Session, is a state requirement, that the city had an option to utilize a Private Plan which was highly recommended and less expensive. Motion by Mayor Golden, seconded by Council Member Broussard Vickers to Adopt Resolution 25-034a – Authorizing Private Paid Family & Medical Leave Insurance as presented. All in favor. Motion carried. 3. Scheduling the Strategic Planning Meeting Administrator Lewis stated that council is requesting to schedule a Strategic Planning session now that the vacant council seat has been filled. She stated that this meeting is typically completed on a Saturday for 4-5 hours. She stated that staff suggested November 8 or 15. Council Member Broussard Vickers suggested the week of November 17. Council Member Koski stated that he would rather have the session on a weekend. City Administrator and Council scheduled November 22, 2025, with a backup date of December 6, 2025. It was stated that the meeting would take place in the Oneka Room at Hugo City Hall. 4. November & December Council Meetings Administrator Lewis stated that past practice had been that Council only held one meeting during the months of November and December due to holidays and she suggested scheduling Work Session prior to the meetings for November 13, and December 11, 2025. Motion by Council Member Koski, seconded by Council Member Rios to schedule Work Sessions for November 13 and December 11, 2025, prior to Council’s regular meetings allowing for the ability to cancel the second meetings of both months. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMETS Administrator’s Report –Administrator Lewis stated that the Administrator’s Report was contained in council’s packet and that she would answer questions. She added a note that the next University of Minnesota Advisory Board meeting was October 29, 2025, from 6-8 p.m. 1. Council Report a. Kubat – (i) Parks & Recreation Committee – Provided no report. Koski - (i) Planning & Zoning Commission – Council Member Koski stated that there was a work session with Council and the Commission recently were there was great dialogue. He thanked City Planner, Fuerst for the session. (ii) Centennial Fire District Steering Committee – Council Member Koski stated that the next meeting would be on October 20, 2025, at the Circle Pines City Hall. (iii) Anoka County Fire Protection Council – c. Rios – (i) Economic Development Authority – Council Member Rios stated that she had not update. She did state that she was looking forward to the Volunteer Appreciation Event and that the P &Z/Council Work Session was extremely insightful. d. Broussard Vickers - (i) Economic Development Authority – Council Member Broussard Vickers gave no report. (ii) Centennial Lakes Police Department Governing Board – Council Member Vickers gave no report. e. Golden – (i) Centennial Lakes Police Governing Board – Mayor Golden stated that she participated in interviews for the administration position. (ii) North Metro Telecommunications Commission – Mayor Golden stated that the next meeting would be in December. Other Mayoral Reports – Mayor Golden stated that is extremely excited to see the updates to Laurie LaMotte Memorial Park and has notice that there are more users. Mayor Golden stated that she was unable to attend the P&Z/Council Work Session, but she was able to watch on cable. f. Jr. Council Member Wynn – Junior Council Member Wynn stated that Homecoming was last week and also reported on other events happening at the high school. g. Attorney Glaser – Attorney Glaser gave no report. The City Council will meet in closed session pursuant to Minnesota Statutes, Section 13D.05, subdivision 3(1) to determine the asking price for real property to potentially be sold (Block 7 & 1737 Main Street – City Owned Property. Mayor Golden read the above statement prior to Recessing the Regularly Scheduled Council Meeting of October 9, 2025, allowing for a five-minute break at 7:45 p.m. CLOSED EXECUTIVE SESSION I. II. ITEMS OF DISCUSSION 1. Block 7 & 1737 Main Street Administrator Lewis stated that she was looking for directions with regards to marketing, accepting proposals, density desires, etc. associated with these nine parcels. She stated that the city could be selective as the properties were owned by the city. Lengthy discussion ensued regarding negotiations with proposed developers. III.
