PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA There were two corrections to the agenda: 1. The meeting date should be listed as Wednesday and 2. There was no work session scheduled. Motion by Commissioner Seppala, seconded by Commissioner Oldenburg-Downing, to approve the agenda with the noted revisions.Roll Call: Chairperson Kalina, Commissioners Oldenburg-Downing, Olson, Thompson and Seppala. Motion carried. IV. PUBLIC HEARINGS (6:30p.m or shortly thereafter) V. AWARDS, PRESENTATIONS, APPEARANCES 1. Concept Plan for Woods of Old Mill City Planner Nathan Fuerst introduced this item as presented in the packet. The Woods of Old Mill is the third and final phase of the Old Mill Estates development. The development is proposed as a four lot, single family residential development on about 6.5 acres. The developer, Todd Christianson, was present for questions. Discussion ensued and the Commission was in support of the plan. There were no comments for Mr. Christianson. Page 1 of 3 4 City of Centerville Planning and Zoning Commission February 4, 2026 VI. NEW BUSINESS 1.Max Storage – Indoor Soccer Use City Planner Nathan Fuerst introduced this item as presented in the packet, noting that there is a request for an indoor soccer training business where the sessions would be privately booked and limited to individuals or small groups by appointment only. The parking area on site would be limited to six spaces. Property owners (Nam Ly and Chad Anderson) were present, as well as applicant future possible tenant Michael Vang (founder of Playma). Mr. Vang answered questions about the proposed use. Discussion ensued about hours of operation, parking, occupancy load, number of clients in the facility, etc. City Planner Fuerst stated that staff found that there were two similar categories that the proposed use may fit under through the Table of Allowed Uses (Commercial Recreation which is allowed by Conditional Use in the I-1 District and Indoor Shooting/Archery Range which is permitted within the I-1 District). City Planner Fuerst stated that staff are looking for directions on whether the proposed use fits either of these existing categories or whether the Commission would like to consider adding additional categories to the table. He stated that he felt that there were three actions that could be taken on this item: the commission could say that the use is most like Commercial Recreation with a Conditional Use Permit Application from the applicant; the commission could say that the use is most similar to Indoor Shoot/Archery Range and nothing more is needed; amend the Land Use Table and modify uses in the code to be more broad or more defined and suggested that indoor fitness center/gyms/health clubs/golf simulator are not addressed. Motion by Commission Member Oldenburg-Downing, seconded by Commission Member Seppala to recommend amending City Code, Chapter 156 and Table of Allowed Use to reflect a new category “Indoor Recreation” and including more specific definitions as proposed by Staff. Discussion ensued regarding the inclusion of “Indoor” and “Outdoor” under Commercial Recreation. City Planner Fuerst stated that he would separate the two. Roll Call: Chairperson Kalina, Commissioners Oldenburg-Downing, Olson, Thompson and Seppala. Motion carried. 2.2026 Calendar Administrator Lewis introduced this item as presented in the packet. Discussion ensued about future th, meetings and the following meeting dates will be changed. The August meeting will be held on 18 th and the November meeting will be held on November 10. Motion by Commissioner Seppala, seconded by Commissioner Oldenburg-Downing, to move thth the August meeting to August 18 and the November meeting to November 10. Chair Kalina and Commissioner Seppala noted a couple of revisions to the attendance record and a repeated misspelling. Motion by Commissioner Olson, seconded by Commissioner Oldenburg-Downing, to approve the minutes with the noted changes. Roll Call: Chairperson Kalina, Commissioners Oldenburg-Downing, Olson, Thompson and Seppala. Motion carried. IX. ANNOUNCEMENTS/UPDATES 1. Council Member Liaison Council Member Koski reported that Senator Gustafson gave a presentation at the last council meeting. He also reported that there was a unification ceremony at the Spring Lake Park, Blaine, Mounds View Fire department, welcoming Centennial Fire District. He also noted that he attended the Anoka County Government Officials meeting and there were some interesting presentations. 2. Administrator’s Report Administrator Lewis reviewed the report as presented. X. Crews will be continuing to complete tree work into the next week. The second phase of Well #1’s maintenance and rehabilitation is now complete. There will be more utility work in this park in the next coming months to replace electrical infrastructure to the well. Crews are fixing and repairing turf at Tracie Joy McBride Park. Construction crews completed manhole sealing on Pheasant Lane and Center Street. The Public Works Department has a metals recycling dumpster if residents wish to dispose of any steel or iron products. This does not include appliances. Please call 651- 792-7943 to coordinate the drop off of materials. PARKS & RECREATION The second Skate/Sled night that was scheduled for February 13, 2026, needed to be cancelled due to the unseasonably warm temperatures. The Committee considered four requests for use of Laurie LaMotte Memorial Park during the summer months and requested recommendations for approval of the installation of three, brown bat apparatus that will house two houses each for a total of six houses. This is an Eagle Scout Project of Mr. Logan Hazzard. Brown bats eat mosquitoes and thrive near water sources. Council approved the Committee’s recommendation for the Park Facility Usages and the Brown Bat houses. Installations will be completed by the end of March at Tracie Joy McBride Memorial Park, Laurie LaMotte Memorial Park and Acorn Creek Park. The Committee will be discussing a suggestion from the Public Works Director for the purchase of bare root trees for their 4-Year Tree Plan and a program involving possible sale of trees at their upcoming meeting scheduled for March 11, 2026. Ticket sales start at 9:00a.m. The fishing contest is from 11:00a.m-2:00p.m. with final weigh-in at 2:00p.m. This event offers something for everyone.
