MEETING MINUTES
WEDNESDAY, MAY 7, 2025
Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee
held its Regularly Scheduled Meeting on Wednesday, May 7, 2025, at 6:30 p.m. in Council
Chambers at the Centerville City Hall. The Regularly Scheduled Meeting was live-streamed at:

REGULARLY SCHEDULED MEETING
I. CALL TO ORDER
Chairperson Heidi Errickson-Grahek called the Regularly Scheduled Meeting of the Parks &
Recreation Committee to order on Wednesday, May 7, 2025, at 6:30 p.m.

II. APPROVAL OF AGENDA
1. Call for Changes to the Agenda
Mr. Jon Gilberstson will appear under III. Appearances. Swings at Royal Meadow Park will be
discussed under Committee Updates. Potential signage on ATV trails will be discussed under
Updates.
Motion by Committee Member Akpan, seconded by Chairperson Errickson-Grahek to
approve the amended agenda as presented. All in favor. Motion carried.
III. AWARDS/PRESENTATIONS/APPEARANCES
Mr. Jon Gilbertson, Midwest Playgrounds, reviewed the changes that were made to the proposal

for Laurie LaMotte Memorial Park. The saucer swing was removed. The total cost with the change
is still within budget. Engineered certified hardwood will be used rather than standard woodchips.
The characteristics of the hardwood and the glider were discussed. The maintenance service
procedure, with a cost of $3,000 - $5,000, was described. Volunteer groups can also provide the
service to the hardwood. Every 3-5 years, a seal coat is needed. There is a five-year warranty. The
expected life of the pour-in-place surface is 10-15 years. Residents can scan the QR Code located
at the park. The pour-in-place surface can be added later. The Committee discussed access to the
playground.
Motion by Committee Member Fuchs, seconded by Committee Member Peterson to
recommend that City Council approve MWP Recreation’s proposal with the addition of the
swing set at Laurie LaMotte Memorial Park. All in favor. Motion carried.
There was a discussion about moving the existing equipment from Laurie LaMotte Memorial Park
to Royal Meadow Park. The suggestion was made to enhance Royal Meadow Park's amenities.
The schedule for updating parks within the City was reviewed. The removal and replacement of
equipment from one park to another will be discussed at the next Park and Recreation Committee
Meeting, with input from Public Works and MWP Recreation.
IV. PUBLIC HEARINGS – NONE
V. COMMITTEE BUSINESS (UNFINISHED)
1. Disc Golf
All costs are set for signage ($1,001.50) and baskets ($4,585). The ground sleeves will be metal
rather than cardboard. The cost for metal sleeves ($4,585). There are three different quotes for the
launch pads. Castle concrete $10,550 for 9 launch pads. Public Works could do it for $3,673.37.
The other option is using a railroad beam at the front, which has pros and cons. The pros and cons
were reviewed. The Committee was asked to consider the three options. The consensus was to go
with Public Works doing the launch pads' concrete work. It was also suggested to use wood to see
how much it is used. For City installation total cost would be $9,259.04 vs. $15,836.50 for
contracted work.
Motion made by Chairperson Errickson-Grahek, seconded by Committee Member
Freiermuth to recommend that the City Council have Public Works install the concrete pads
for the Disc Golf Course. All in favor. Motion carried.
2. Laurie LaMotte Memorial Park – Request for Additional Information & Samples

3. Fiore Tree Expenses, Sponsors & Grant Opportunities

The cost for the Fiore Tree will be $48,190.00 (7 pots), $46,290.00 (5 pots). There are options for
lighting, bark cutout, different types of lights, and electricity added to the location of the tree.
$19,005 for the 7 pots and $17,005 for the 5 pots. Lighting would be $16,000. A donation was
made by the Lions Club. A grant request is submitted (up to $50,000). An option would be
$27,775.00 for just the tree, with no lighting or water. There were donations of $1,000 and $2,000.
This would bring the cost down to $25,775.00. Public Works would handle the watering along
with the other flowers in the area. The bark cutout can be done without lighting. The tree could
be decorated with lights after the fact. Solar lighting was suggested. The cost of solar lighting will
be researched. The solar lighting could change seasonally. Garten’s will fill the flowerpots for
$150/ea. The suggestion of doing perennial planting in the pots down the road. There may be price
changes due to tariffs. The question of warranty of the lights, repair for burned-out lights, and
adding LED lights after the tree is installed. The question of solar lights will also be asked. A basic
tree is within budget currently. The previous motion was not to exceed $25,000, and it was
approved by the City Council. The new Council had questions, and it was brought back to the
Committee, and the suggestion was to contact the EDA about funding. This will not be sent back
to the City Council until information is received on the grant, lighting, warranty, and repair costs.
The grant will not be announced until August.
4. Tree Plan
Committee Member Fuchs provided an update on the Tree Plan. She contacted the Interim Public
Works Director who had input on the plan as far as appropriate locations for the trees. There was
an email request to do some planting along the edge of Acorn Creek Park. Some Shrubbery would
be planted along the property line in Royal Meadows. Local nurseries have been contacted about
species availability. The plan would be to plant a couple of trees in each park every year (10-20
per year). Pricing information has not been received. It was suggested that residents be able to
order trees to obtain a bulk discount. The tree watering bags would be used. Lilac trees were
suggested.
5. Fete des Lacs Logo Contest
All artwork has been received, and the sub-committee will make a recommendation for winners.
Middle school and elementary school students submitted artwork was reviewed by the Committee.
The contest theme is “America the Beautiful”.
The Committee reviewed the 19 entries submitted by the elementary students. The consensus of

the Committee was to revote for #13, #16, and #1. 1 Place goes to #13. 2 Place goes to #16.

Honorable Mention goes to #1. Prize money is $100 (1), $50 (2) and $25 (Honorable Mention)
along with a t-shirt.
For the middle school entries, there were 21 entries reviewed by the Committee. The consensus of

VI. COMMITTEE BUSINESS (NEW)
1. Request for Use of Laurie LaMotte Memorial Park – Anoka County Radio Club
The dates for this event are June 27-29, 2025, and is a 24-hour event from Friday Evening to
Sunday Afternoon.
Motion made by Committee Member Peterson, seconded by Committee Member Akpan to
recommend that the City Council approve the request from Anoka County Radio Club. All
in favor. Motion carried.
2. Request for Use of Laurie LaMotte Memorial Park – Centerville Elementary
Centerville Elementary School is requesting the use of LaMotte Park for a few hours of play and
to eat lunch. They are requesting the use of the bathrooms from 11:00 a.m. – 2:30 p.m. on 5/28/25,
5/29/25, 5/30/25, 6/2/25, 6/3/25, and 6/5/25.
Motion made by Committee Member Peterson, seconded by Chairperson Errickson-Grahek
to recommend that the City Council approve the request from Centerville Elementary. All
in favor. Motion carried.
VII. APPROVAL OF MINUTES – NONE
VIII. ANNOUNCEMENTS/UPDATES
1. Staff Updates – (Main Street Market)
There are 20 vendors to date, and Coordinator Angela Conley will be reaching out to past vendors
to assist in additional registrations. There will be 3 concession trucks for food. Egg Roll Queen
and Grey Duck will be at all markets. There are themes for each market.
2. Committee Member Updates – Cleanup Day & Music in the Park
Committee Members Peterson and Fuchs participated in the Cleanup and provided an update.
Thanks to all the volunteers who helped with Cleanup Day.
Committee Member Peterson provided an update regarding Music in the Park, including scheduled
bands, contracts, and the length of the season. Still working on scheduling the bands. Licensed
dessert and treat vendors are being sought during Music in the Park.
3. Council Liaison Update
Councilmember Kubat provided an update. He reported on street resurfacing that is planned.
Applications for the City Administrator position are being reviewed by the Personnel Committee.
Repairs to the City Well and Sewer Lines are being researched. The irrigation system pump in
LaMotte Park has been approved for repair. He received a complaint from a resident about a

motorized go-kart vehicle on the Acorn Park Trail. This is an issue throughout Centerville. There
have also been snowmobiles seen on the trails. Signage could be improved, along with education
on the website. The Police Department will also be notified. Parking near the trail is also an issue.
IX. ADJOURNMENT
Motion by Committee Member Peterson, seconded by Chairperson Errickson-Grahek to
adjourn the May 7, 2025, Parks & Recreation Regularly Scheduled Committee Meeting at
9:12 p.m. All in favor. Motion carried.
