HomeMy WebLinkAbout2025-08-06 P & R Minutes - Approved Approved CITY OF CENTERVILLE PARKS & RECREATION COMMITTEE MEETING MINUTES WEDNESDAY, AUGUST 6, 2025 Pursuant to due call and notice thereof, the City of Centerville’s Parks & Recreation Committee held its Regularly Scheduled Meeting on Wednesday, August 6, 2025, at 6:30 p.m. in Council Chambers at the Centerville City Hall. The Regularly Scheduled Meeting was live-streamed at: https://northmetrotv.com/channel-15-live-stream. REGULARLY SCHEDULED MEETING I. CALL TO ORDER Chairperson Heidi Errickson-Grahek called the Regularly Scheduled Meeting of the Parks & Recreation Committee to order on Wednesday, August 6, 2025, at 6:34 p.m. 1. ROLL CALL Present: Chairperson Heidi Errickson-Grahek Committee Member Emem Akpan Committee Member Kathy Freiermuth Committee Member Ashley Fuchs Committee Member Deanna Loomis Committee Member Brian Peterson Committee Member Katya Port Absent: None Also Present: City Clerk, Ms. Teresa Bender City Council Liaison, David Kubat II. APPROVAL OF AGENDA. 1. Call for Changes to the Agenda. Some changes were made before the meeting, and a new agenda was provided. Motion by Committee Chair Errickson-Grahek, seconded by Committee Member Akpan to approve the amended agenda as presented on this date. All in favor. Motion carried. III. AWARDS/PRESENTATIONS/APPEARANCES. Mr. Devin Grahek appeared before the Committee to review the Disc Golf Course. The original proposed layout, as well as an updated layout were provided. He stated that the typical price of starter discs is $20. Mr. Grahek reviewed the updates in detail. Work will start on Monday, weather permitting. The hope is to get it completed within a week. A clinic will be held at the Grand City of Centerville Park & Recreation Committee Meeting Minutes August 6, 2025 Opening. A weekend would most likely be best for the Grand Opening. Public Works has expressed concern about maintenance. He will return to a committee meeting after the course is complete. IV. PUBLIC HEARINGS – NONE V. COMMITTEE BUSINESS (UNFINISHED) 1. Fiore Tree Grant Submittal The grant request was submitted on June 30, 2025. It is anticipated that award recipients will be announced by August 30, 2025. The cost for the Fiore Tree is $54,190.00. If the grant is not received, the conversation will be needed as to what include with the basic tree. The original approval was for $25,000. 2. Tree Plan Committee Member Fuchs has requested assistance in completing some general tasks, such as making phone calls to nurseries. Chairperson Errickson-Grahek has volunteered to assist in completing this nearly finished project. Prices are being sought for the trees. Gerten’s was contacted for pricing. Trees are priced at $200-$350 for 20-25 gallon trees ($6,000). The city may receive contractor pricing, and P.W./Building Official, Mr. Dan Schmitz is researching that. Some other vendors will be researched. There was a discussion about shrub maintenance. VI. COMMITTEE BUSINESS (NEW) st 1. Park Facility Permit Application – 1 Birthday Party, Hidden Spring Park The event is scheduled for Saturday, August 23, 2025, from 2:00 – 6:00 p.m. at Hidden Spring Park. The request was to include additional tables which are not available. Motion by Committee Chair Errickson-Grahek, seconded by Committee Member Freiermuth to recommend that the City Council approve the park facility permit application st for 1 Birthday Party, Hidden Spring Park on Saturday, August 23, 2025. All in favor. Motion carried. 2. Movie in the Park Committee Member Peterson provided an update on requesting quotes for possible movie selections. A date for the Movie will need to be scheduled along with a rain date. Marketing of the event will be done in the newsletter, Administrator’s Report, Social Media Outlets, and the City’s website. Typically, this is done on the second weekend after school starts (September 13, 2025). September 20, 2025, may be a better date. The consensus was to have it on September 13 with the rain date on September 20. The movie will start at dusk (7:30 p.m.), with setup starting at 5:00 p.m. The Wild Robot rents for $510, and that will be shown. Snacks and beverages will be provided. Fete des Lacs 5/8K Run & Paddle Events (Update) Ms. Nissa Larson was unable to attend the meeting this evening. There are 65-8K runners, 9-5K runners, and 30 Fun Run participants. The revenue was $1,590. The committee reviewed the expenses. Ms. Larson stated that the expenses should run between $500 - $1,000. An updated estimate of expenses will be provided at the next meeting. Committee Member Peterson provided an update on the paddle event. There was discussion regarding the promotion of both events at the Main Street Market during the week of Fete des Lacs in attempts to gain a little more participation. The time of the race needs to be communicated early. 4. Volunteer Appreciation Scheduling & Gifts Chairperson Errickson-Grahek stated that the committee was asked to schedule this annual event. The gifts are under $5. The event is usually held in September or October. This has been done at St. Gen’s in the past. The Mayor could be invited to speak. Food and beverages will be provided. The City Clerk will speak with St. Gen’s regarding dates available. A Monday or Tuesday would be best. October 13 or October 14, 2025 were proposed. October 14, St. Gens is not available. October 15, 20, or 22 are possible dates, and the City Clerk will check with St. Gen’s. 5. Park Facility Permit Application – Scout Troop 136 Overnight Use of LaMotte Park The event is scheduled for August 21, 2025, from 6:30 p.m. to August 22, 2025, 8:00 a.m. for a Scout summer campout. Lights out will be at 10:00 p.m. An above-ground portable fire pit would be used. The sprinklers will be turned off for the evening if requested. Concern was expressed that tents may set a precedent where others may think they can set up tents in the park. The Scouts have volunteered in the community. A sign was requested to be put up notifying people that this is an approved activity for the scouts. The actual location for the tents is TBD. There will be approximately 20 attendees. Some concern was expressed about having a fire. The fire department and police department will be notified of the event. Motion by Committee Member Akpan, seconded by Committee Member Freiermuth to recommend to City Council the approval of the park facility permit application – Scout Troop 136 Overnight Use of LaMotte Park without a fire and signage showing the authorization tocampout with support of the Parks & Recreation Committee. All in favor (Peterson abstained). Motion carried. VII. APPROVAL OF MINUTES – NONE VIII. ANNOUNCEMENTS/UPDATES 1. Staff Updates – (Main Street Market) The delivery of Laurie LaMotte Memorial Park's new play structure equipment should arrive shortly. Chair Errickson-Grahek provided an update. She attended a pre-construction meeting with Page 3 of 4 City of Centerville Park & Recreation Committee Meeting Minutes August 6, 2025 staff and the vendor earlier this week. Main Street Market is in full swing on Thursdays from 5:30 – 7:30 p.m. Vendor participation has included an average of 15-20 vendors and 3-4 food vendors. Public participation was average, with the week of Fete des Lacs exceeding 860 attendees. A Park & Rec table is set up to provide information to attendees on events in the parks. 5-6 volunteers are needed for Kids’ Night on August 21, 2025, along with the other Main Street Market dates. One quote has been received for the resurfacing of Eagle Park’s Tennis/Pickleball Court for $10,270. The crack will be repaired, but there is no guarantee the crack will remain repaired. Striping the pickleball courts at Laurie LaMotte Memorial Park hockey rink is $2,700. Another quote will be obtained. Athanasia Lewis has been named the new City Administrator. The Committee Members were requested to participate in a survey for the city. 2. Committee Member Updates – Disc Golf, LaMotte Play Structure, and Pickleball Committee Member Peterson provided an update on the Fete des Lacs Paddle Event and Music in the Park previously during the meeting. 2. Council Liaison Update Councilmember Kubat provided an update. A request was received from Toby Loomis to have a lemonade stand at the ski shows, and unfortunately, the city and the Ski Club have an agreement that only allows for their sales of merchandise and small items on Thursday evenings. IX. ADJOURNMENT Motion by Committee Member Akpan, seconded by Committee Member Freiermuth to adjourn the August 6, 2025, Parks & Recreation Regularly Scheduled Committee Meeting at 7:52 p.m. All in favor.
