Currently, the parking lot is not code compliant as it lacks curbing and a code compliant bituminous or
concrete surface.The property must come intofull compliance with City ordinances fornew uses to be
established on site.This includes the overall number of required parking spaces on the site.
TheApplicant and property owner is proposing to remedy the physical improvementsby installing
curbing and a new asphalt surface, but is requesting a CUP under City Code Section 156.166 (E)which
allows for flexibility to the total number of parking stalls required by code.

Zoning
The currentzoning for the subject property is CommercialDistrict (B-1). The purpose of the Commercial
District is stated in Centerville City Code, Sec. 156.030(A) as follows:
It is intended that the B-1 District provide opportunities for retail and service business uses
which require larger development sites, highway visibility or highway access.
Comprehensive Plan
The future land use of the subject property is commerĭźğƌĬğƭĻķ ƚƓ ƷŷĻ /źƷǤƭ ЋЉЍЉ /ƚƒƦƩĻŷĻƓƭźǝĻ tƌğƓ͵
This proposal is generally consistent with goals in the Comprehensive Plan for commercial development.
Land Use
The property owner is proposing a retail use on this propertywhich is permitteķͻĬǤ ƩźŭŷƷͼ źƓ ƷŷĻ .ΏЊ
District, as outlined in Table 156-A.1of the City Code.
In correspondence with the city, the property owner has described the retail operation as online and in
person sales of automotive parts. It is understood that the vast share ofthe sales at this location will be
online, but a small retail storefront is proposed for walk in sales. The area of the building allocated to
each use is not fully known at the time of writing this report.
CUP Requirementand Analysis
Whena change of useoccurs, properties must be conforming with the minimum requirements
established by the zoning code for the newuse. This includes the total number of parking stalls and
improvements, if applicable, to a parking area.
City Code Section 156.166 creates standards for off-streetparking. While the property owner is
proposing site improvements to address curbing and surface requirements, they are seeking flexibility
through the process created in City Code for the total number of parking spaces. The CUP request is for
flexibility to allow 28 total parking spaces, which is below the required minimum in City Code Sec.
156.166.
The Planning Commission may recommend findings and conditions of approval toensure consistency
with the intent of the zoningordinance.
Parkingand Driveway
City Code Sec. 156.166, Parking and Driveway Requirements establishes minimum requirements for
parking spaces depending upon the land use. It also requiresthat the more restrictive minimum applies
when there is more than one use on the property. Retail uses require 6 parking spaces per 1,000 sq ft of
gross floor area. The current and proposed retail space on the subject property is approximately 12,000
sq ft, which would require 72parking spaces.
City Code Sec. 156.166 states the following regarding parking requirements:

(E) Notwithstanding the minimum number of parking spaces as defined by this section, a
conditional use permit may be granted to provide fewer parking spaces when it is clearly
demonstrated by the applicant that the use will not require the number of spacesindicated. In
the event a conditional use permit is granted, a condition may be imposed to require that the
land normally dedicated to parking shall be held in a landscaped reserve that can be used for
parking in the event the use or parking needs should change. A landscape reserve should equal
the amount of land necessary to support the number of parking spaces required to serve any
more restrictive parking use of the building or structure permitted by the applicable zoning
district and building codes.
City Code Sec. 156.166 requires that the City apply the strictest standard to the number of required
spaces for a use, which would be retailin this case:
(N)Requirements For Mixed-Uses. If a building or structure contains a mixture of uses as defined
byparagraphs (A) and (I), the minimum number of parking spaces required for the entire
building orstructure shall be calculated for the most restrictive parking use as permitted by the
applicable zoningdistrict and building codes
The request for flexibility would allow 28 total parking spaces on the site. These include two ADA spaces
ǞźƷŷ ğ ƭŷğƩĻķ Ў ĭƌĻğƩğƓĭĻ ğƩĻğ͵ /ǒƩĬ ğƓķ ŭǒƷƷĻƩ ğƩĻ also proposed from the driveway along the edge of
the parking lot.
Staff find the request for flexibility to the overall number of stalls reasonable due to the low likelihood
that the proposeduse will drive a high number of physical customer visits. The proposed online sales
will require few parking stalls and potentiallyutilize the loading bays already found on thesouthwest
corner of the building.
Accessand Circulation

The site is accessed from 21Ave S to the east. There are no new access points with this application. The
parking and driving areas will be paved as required for retail uses. It is currently gravel.

Staff find it unlikely that customers to this site will park along 21Ave South or in parking areas on
surrounding lots.
Landscaping and Screening
There is currently some vegetative screening along the property boundary. The pervious areas are
mostly grass with a few tree plantings. Staff are not recommending that additional landscaping be
required at this time.
Other Improvements
Atthis time, no other improvements are proposed. Such additional improvements as lighting, signage,
fencing, or landscaping would be subject to City standards if proposed or required.
Staff Review Comments
City development review staff have had an opportunity to comment on the project but have not
provided any comments to date.

Findings for Approval
CUP Standards.
City Code Sec. 156.320(B) outlines the standards and conditions for conditional uses as follows:
(1)A Conditional Use Permit may be granted for the following uses only:
a.Any use specifically listed as a Conditional Use in the regulations applicable to the district
in which it is to be located or otherwise stated in this Chapter to be a conditional use;
b.Any use which is the same or similar, and consistent with, a conditional use specified in
the use district, the Planning Commission may consider and allow such conditional use.
(2)A Conditional Use Permit shall be granted only if evidence is presented to establish:
a.That the proposed building or use at the particular location requested is necessary or
desirable to provide a service or a facility which is in the interest of the public
convenience and will contribute to the general welfare of the neighborhood or city;
b.That the proposed building or use will not have a substantial or undue adverse effect
upon adjacent property, the character of the neighborhood, traffic conditions, utility
facilities and other matters affecting the public health, safety and general welfare; and
c.That the proposed building or use will be designed, arranged and operated so as to
permit the development and use of neighboring property in accordance with the
applicable district regulations.
CUP Amendment Findings
Staff recommend the following findings supporting approval of theCUP:
1.That the applicant has submitted requests to the City of Centerville for a Conditional Use Permit
(CUP) in accordance with the procedures as ĻƭƷğĬƌźƭŷĻķ ĬǤ /ĻƓƷĻƩǝźƌƌĻƭ /źƷǤ /ƚķĻͳ ğƓķ
2.A Conditional Use Permit is required under City Code Section 156.166 (E) for property owners to
receiveflexibility to thenumber of required parking stalls in City Code; and
3.That the request for flexibilityis consistent with the overall goals and objectives of the
Centerville Comprehensive Plan; and
4.That the proposed flexibility isnecessary to reasonably establish a new commercial retail use on
the property, and the use is expected to contribute to the generalwelfare of the City; and
5.That the request would allow for flexibility to parking standards which will not have a substantial
or undue adverse effect on adjacent property, the characterof the surrounding neighborhood
and the general health, safety, and welfare of the City; and
6.That the proposed flexibility, with conditions as imposed bythe City,will allow for establishment
of a retail use which is arranged and operated in accordancewith applicable regulations.
CUP Conditions
Staff recommend the following conditions of approval for theCUP:
1.This Conditional UsePermit is intended to allow flexibility to the standards for retailuses only.
Should another use requiring flexibility to the parking code be proposed, an amendment to the
CUP is required.
2.TheRetail use may include a maximumof 30% of the floor area for walk in customer sales.If a
higher amount of floor area is desired for walk in sales, an amendment to the CUP is required.

3.The Property Owner must bring the parking lot into conformance with City standards for poured
in place curbing and bituminous surface.
4.The Applicant must obtain and maintain all applicable permits and licenses to operate the
commercial use on the subject property;

City Planner Nathan Fuerst and his colleague Mike Thompson presented an update on the downtown
vision study. Highlights include the number of responses to the visual preference study to date,

along with an overview of the open house held February 25. To recap, residents who attended the
open house expressed a desire to have more places to eat, drink, and gather. They did not want
Ðhigh-riseÑ development, chain stores/restaurants. Residents communicated that they want good
parking, walkability, and safe crossing improvements; they also want more places to go for daily
services. It was noted that residents do want to impact existing homes.
City Planner Fuerst also reviewed three development scenarios based on public input.
Scenario 1 Î Traditional Commercial Core
Scenario 2 Î Mixed-Use Center of Activity
Scenario 3 Î Neighborhood-Scale
Other points of interest during the discussion include moving the core of downtown one block
south to Sorel Street. Discussion also ensued about seeking commercial development on Block 7
and moving development toward the lake.

ADMINISTRATION
Anoka County Property Tax Statements
The County has mailed property tax statements to Centerville residents.
Property Taxes Payable in 2026 and Valuation Notices (2026 Value that
taxes will be based on in 2027). For general questions about these
statements, Anoka County has an online resource at:
https://www.anokacounty.us/281/About-Your-Tax-Statements.
Regarding the Valuation Notice: If you believe the valuation or
classification of your property is incorrect, call the Centerville City
Assessor, Mary Wells at 763-412-1966, Ext #1 to discuss it. Many issues
can be resolved with a phone call to the Assessor. There is also a formal
appeal option, which is at the Centerville Local Board of Appeal &
Equalization meeting, held on Thursday, April 23, 2026, at 6:30 p.m., or
shortly thereafter, at Centerville City Hall in Council Chambers. If you
plan to appear at this meeting to appeal your property valuation, please call
Mary Wells ahead of time so she can research your questions prior to the
meeting.
Downton Visioning Study
Bolten & Menk, the CityÓs planning firm, will present an overview of resident input

at the March 26 City Council meeting. They will also present a couple of
development scenarios based on the input received. The CityÓs planner will also
attend the next U of MN ESMC advisory committee meeting to present to them as
well.
The next ESMC Advisory Committee

meeting will be held on April 9 at
6:00PM at City Hall. The U of MN staff
are studying the public realm and are
working to identify access and circulation issues in the project area. The CityÓs Planner will also be present
to provide an update on their scope of work related to land-use planning.

PUBLIC WORKS
Public Works has been working with an Eagle Scout on the
installation of three bat houses in the park system and that project
has been completed. These bat houses are located at Acorn Creek,
Tracie Joy McBride, and Laurie LaMotte Memorial Parks.
Special Thank you to PW Crews for their hard work plowing over
the weekend during the snowstorm.
SBM FIRE DISTRICT
The snowstorm over this past weekend kept SBM crews busy. Centerville was busy all
weekend. Crews were quick, responsive, and made a difference. With the snow, Fire
Station 3 was staffed Saturday night into Sunday morning (the rest of the weekend had
standard staffing). On scene arrival, even with the snowstorm was 2 minutes 28 seconds
for the calls. Great Job SBM.
CENTENNIAL LAKES POLICE DEPARTMENT (CLPD)
Chief Mork has announced his retirement, and there will be a Special Meeting of the Police Governing Board
to approve hiring a search firm for his replacement. Chief Mork will be with CLPD through the end of June.
PLANNING & ZONING COMMISSION

The Commission will review two applications for conditional use permits at their meeting on April 7. The
Sutton Transportation expansion will require review of the parking and site plan. The property owner of the

building located at 7075 - 21 Ave is requesting parking be reviewed for a retail space.
ECONOMIC DEVELOPMENT AUTHORITY
The EDA is promoting a shop local campaign for the month of April.
