HomeMy WebLinkAbout2026-05-14 Bolton & Menk Presentation - Sutton City of Centerville CUP Amendment and Site Plan Review Requests by Sutton Transportation City Council Meeting 5/14/2026 Overview Background: Existing CUP for Truck Terminal Proposal: Expansion of Facility, Parking, and New Employee Area Location: 6855 21st Ave S Future Land Use: Industrial Zoning District: I-1 Industrial District 120 Day Period: June 29, 2026 CUP Amendment Criteria Code Section 156.320(B): (1) A Conditional Use Permit may be granted for the following uses only: a. Any use specifically listed as a Conditional Use in the regulations applicable to the district in which it is to be located or otherwise stated in this Chapter to be a conditional use; b. Any use which is the same or similar, and consistent with, a conditional use specified in the use district, the Planning Commission may consider and allow such conditional use. (2) A Conditional Use Permit shall be granted only if evidence is presented to establish: a. That the proposed building or use at the particular location requested is necessary or desirable to provide a service or afacility which is in the interest of the public convenience and will contribute to the general welfare of the neighborhood or city; b. That the proposed building or use will not have a substantial or undue adverse effect upon adjacent property, the character of the neighborhood, traffic conditions, utility facilities and other matters affecting the public health, safety and general welfare; and c. That the proposed building or use will be designed, arranged and operated so as to permit the development and use of neighboring property in accordance with the applicable district regulations. CUP Analysis Zoning It is intended that the I-1 District provide opportunities for light manufacturing and industrial uses, trade businesses, machine shops and other more extensive land uses. Comprehensive Plan -residential tax base. Land Use Truck Terminal is an allowed principal use with an existing CUP, existing CUP conditions must continue to be met. Existing and proposed accessory uses: Site Plan Analysis Code Section 156.108 (C)(2): Action to approve, modify or deny site plan applications will be comprehensive plan, zoning chapter, other policies and official controls and the compatibility of the proposed action with existing area land uses, existing area investments and neighborhood character, capacity of public streets and utilities and future planned land uses. Impacted trees to be replaced. Storage: 60 existing trailers stalls, proposed 32 additional stalls, for a total of 92 stalls. Parking and Loading: 93 existing parking stalls, 13 proposed with expansion for total of 106 stalls. Loading facilities consistent with code requirements. Snow storage designated on plans. Staff included condition regarding maximum amount of parking area used as snow storage. Access, Circulation, and Traffic Four access points to site with no proposed changes. Applicant stated, traffic is not expected to increase meaningfully. Expansion is for indoor freight laydown space. Site Design Lighting: New exterior lighting appears to comply with code. Signage: No proposed change to signage. Fencing: Fencing NOTproposed. Outdoor Amenity Area: Includes a pavilion structure with tables and seating. Structure height of 13 ft., where 15 ft. is allowed. Approximately 24 by 30 ft., or 720 sq. ft. Color has not been finalized yet, will match the principal structure. Review Comments Public Works & Engineering Comments The proposed building and parking expansions are not expected to impact traffic on adjacent City streets; however, if construction activities affect public roadways, a Traffic Control Plan and City approval will be required prior to disturbance. The project is required to comply with the Stormwater Pollution Prevention Plan (SWPPP), and the applicant must submit a copy of the NPDES Construction Permit to the City prior to the start of construction. Building Official ing the number of parking stalls from 93 to 106, as proposed, requires one additional ADA space. RCWD A permit will be required by RCWD prior to construction beginning on the site. Findings 1.That the applicant has submitted requests to the City of Centerville for a Conditional Use Permit (CUP) Amendment and site Commission; and 2.That the request is to allow for modifications to the current conditions of approval in order to permit a building expansion and associated site improvements; and 3. 4.The city has standards for parking, landscaping, lighting, building materials, and other elements in the zoning code which are reasonably appropriate to encourage high quality development in the City; and 5.The proposed use by the Landowner provides for reasonable and adequate parking, landscaping, building design, lighting, screening of outdoor parking and storage, and other issues; and 6.The project as proposed meets the criteria for granting a Site Plan Review approval in Section 156.108 of the Zoning Code and a Conditional Use Permit in Section 156.320 of the Zoning Code; and 7.That the proposed CUP Amendment and Site Plan Review is consistent with the overall goals and objectives of the Centerville Comprehensive Plan. Conditions 1.All conditions established in the CUP for a Truck Terminal use as approved by the City of Centerville on October 27, 2021 for the subject property shall remain in complete effect. 2.Property Owner shall revise the project plans and provide any additional information as required by the City Engineering Memo dated March 25, 2026, as may be amended, prior to issuance of a building permit for the improvements. 3.Property Owner shall construct and maintain the Subject Property and improvements contained thereon in accordance with the approved plans, which are attached to this report, and hereby incorporated as conditions of this Permit. 4.Snow storage cannot take place in any public rights-of-way, and snow piles may take up no more than 10 percent of the required parking on site. 5.The Landowner is responsible for all of the conditions set forth in this Permit. 6.In addition to all civil penalties and remedies for violation of this Permit, violation of this permit is a misdemeanor criminal offense. Public Hearing and P&Z Commission Review Public Hearing Duly noticed meeting held 5/5/26 No comments from public written or in person Planning & Zoning Commission Discussion and Recommendation P&Z discussed request and asked staff clarifying questions. Discussion held on existing fence. Recommendation for approval with conditions. Staff find that the proposed site expansion is generally consistent with Recommended Action for industrial uses.
