CITY OF CENTERVILLE
WORK SESSION & CITY COUNCIL MEETING
JANUARY 22, 2026
Pursuant to due call and notice thereof, the City of Centerville held its Work Session prior to its Regularly
Scheduled City Council Work Session meeting of January 22, 2026, commencing at 5:00 p.m. The City
Council held its regularly scheduled City Council Meeting at 6:30 p.m., in Council Chambers. The regularly
scheduled meeting (6:30 p.m.) was live streamed by North Metro TV.
WORK SESSION (5:00 PM)
I. CALL TO ORDER
Acting Mayor Koski called the meeting to order at 5:00 p.m.

COUNCIL WORKSESSION
II. DISCUSSION ITEMS
1. Block 7 – Southwind Holding, LLC Concept Plan
City Administrator reviewed the information contained in council’s packet.
Discussion ensued regarding Southwind’s Concept Plan for a proposed project on Block 7, conformance of
the site and buildings with city standards, Comprehensive Plan guidance, existing zoning and setbacks along
with building facades, tree preservation, landscaping, site access, sidewalks and circulation. Brief discussion
was held regarding the possibility of alternative designs.
2. Lino Interconnect Update
Administrator Lewis stated that staff discussed a proposed resolution to the north end interconnect issue
and stated that an update would be given at the next meeting.
3. Update – Well #1

Administrator Lewis provided an update that Traut Companies had been hired to complete the Well #1
maintenance project located at Tracie Joy McBride Memorial Park. She stated that staff were pleased with
the positive progress that had been made in the first week. Administrator Lewis stated that the well-casing
and aquifer are in suitable condition.
Brief discussion ensued.
III. ADJOURNMENT
Acting Mayor Koski adjourned the Work Session at 6:25 p.m. allowing for a five-minute break prior
to the start of the Council meeting.

Acting Mayor Koski provided an opportunity for staff and council to add or delete items.
Administrator Lewis noted on the Consent Agenda the addition of the Pay Equity Report Acceptance and
the addition of Well #1 – Progress & Repairs Needed under Old Business.
Motion by Council Member Rios, seconded by Council Member Broussard, to Approve the agenda as
amended. Roll Call: Acting Mayor Koski, Council Members Broussard Vickers and Rios in favor.
Motion carried.

IV. APPOINTMENTS & PRESENTATIONS
1. None.
1. Annual Visit from Senator Heather Gustafson
Senator Heather Gustafson introduced herself to council, provided an update for the upcoming legislative
session and stated that it was a bonding/policy year. Senator Gustafson reviewed some bills that council may
be interested in.
Brief discussion was had.
2. Bolton & Menk – Downtown Master Plan Project
City Planner, Nathan Fuerst, provided an update of the Downtown Master Plan Project and reviewed a Power
Point with them. He gave a brief overview of parts of the Comprehensive Plan and the existing Master Plan.
City Planner Fuerst stated that a visual preference survey would be completed shortly for the public to
participate in and that an Open House was also being planned.

Acting Mayor Koski provided an opportunity for members to pull items for additional discussion.
Council Member Rios requested that Consent Agenda Item # 4 be removed for comments.
Motion by Council Member Rios, seconded by Council Member Kubat to Approve Items #1-3, 5-9 on
the Consent Agenda, as presented. Roll Call: Acting Mayor Koski, Council Members Broussard
Vickers and Rios in favor. Motion carried.

Council Member Rios stated that she appreciated the recommendation to appoint Rebecca Oldenburg-
Downing for the Planning & Zoning Commission vacancy.
Motion by Council Member Rios, seconded by Acting Mayor Koski to Approve Consent Agenda Item
#4 as presented. Roll Call: Acting Mayor Koski, Council Members Broussard Vickers and Rios in
favor. Motion carried.
VII. OLD BUSINESS.
1. Well #1 – Progress & Repairs Needed
Public Works Director, Charlie Lehn reviewed the information that was contained in council’s packet. He
stated that the first phase went well during the first week, but the pump and motor were recommended for
replacement. He explained that the amount previously approved was $58,000 and with the recommendations
for replacement, they could be completed.
Brief discussion was held.
Motion by Council Member Rios, seconded by Acting Mayor Koski to Approve the Recommended
Maintenance Procedures and Equipment Listed in the Attached Memo Contained in Council’s Packet
and Exhibit A #16, 17, 18, 21, 22 and 23 for Well #1 According to Alternate Unit Pricing Per Contract,
Not to Exceed $67,000. Roll Call: Acting Mayor Koski, Council Members Broussard Vickers and Rios
in favor. Motion carried.
