CITY COUNCIL MEETING
FEBRUARY 12, 2026
Pursuant to due call and notice thereof, the City of Centerville the City Council held its regularly scheduled
City Council Meeting at 6:30 p.m., in Council Chambers. The regularly scheduled meeting (6:30 p.m.)
was live-streamed by North Metro TV.
COUNCIL MEETING
I. CALL TO ORDER
Mayor Golden called the meeting to order at 6:30 p.m.

Mayor Golden provided an opportunity for staff and council to add or delete items.
Motion by Council Member Rios, seconded by Council Member Koski to Approve the Agenda as
Presented. Roll Call: Mayor Golden, Council Members Broussard Vicker, Koski and Rios in favor.
Motion carried.

Mayor Golden provided an opportunity for members to pull items for additional discussion.
Mayor Golden requested that Consent Agenda Item #7 be pulled for comment and Council Member Koski
requested that Consent Agenda Item #8 be pulled for comment.
Motion by Council Member Koski, seconded by Council Member Rios to Approve Consent Agenda
Items #1-6, and 9 on as presented. Roll Call: Mayor Golden, Council Members Broussard Vicker,
Koski and Rios in favor. Motion carried.
Mayor Golden commented on Consent Agenda Item # 7 with staff shortages, minutes had been difficult
to complete, and a temporary transcriber had been hired.
Council Member Koski commented on Consent Agenda Item #8 by stating that he felt the project was a
great project.
Motion by Council Member Koski, seconded by Rios to Approve Consent Agenda Items #7 and #8
as presented. Roll Call: Mayor Golden, Council Members Broussard Vicker, Koski and Rios in
favor. Motion carried.

1. Res. #26-0XX – Establishing Allina Ambulance as the Primary Ambulance Service for
Centerville
City Administrator Lewis stated that Spring Lake Park/Blaine/Mounds View utilizes Allina Ambulance,
and that a switch from M Health Fairview makes sense. She stated that it did not affect the budget but
revenue from renting space to M Health Fairview for their vehicle would be decreased by $7-8,000 per
year. It was stated that the relationship between the city and M Health Fairview was strong and that they
provided excellent services.
Motion by Council Member Koski, seconded by Rios to Adopt Res. #26-003 – Establishing Allina
Ambulance as the Primary Ambulance Service for Centerville. Roll Call: Mayor Golden, Council
Members Broussard Vicker, Koski and Rios in favor. Motion carried.
X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS
1. Administrator Report – Administrator Lewis stated that the report was contained in the packet
for council’s review and that she would take questions.
2. Council Report
a. Kubat –
(i) Park & Recreation Committee – Council Member Kubat gave no report.
(ii) Centennial Fire District Committee – Council Member Kubat gave no report.
b. Koski -

(i) Planning & Zoning Commission – The 3 Addition was already updated.
(ii) Centennial Fire District Steering Committee – Council Member Koski gave no report.
(iii) Anoka County Fire Protection Council – Council Member Koski gave no report.
c. Rios -
(i) Economic Development Authority – Council Member Rios gave no report and stated that
the meeting would be the following week.
(ii) Parks and Recreation Committee – Council Member Rios stated that an Eagle Scout
Project to install bat houses was recommended to Council and that the Public Works
Director proposed a tree purchasing suggestion to the committee.
d. Broussard Vickers – Council Member Broussard Vickers thanked Council Member Rios for her
attendance of the Parks & Recreation meeting.
(i) Economic Development Authority – Council Member Broussard Vickers gave no report.
(ii) Centennial Lakes Police Department Governing Board – Council Member Broussard
Vickers gave no report.
e. Golden – Mayor Golden stated that the Fete des Lacs parade was scheduled for July 18, 2026, this
year.
(i) Centennial Lakes Police Governing Board – Mayor Golden gave no report.
(ii) North Metro Telecommunications Commission – Mayor Golden gave no report.
(iii) Other Mayoral Reports – Mayor Golden gave no report.

Motion by Council Member Koski, seconded by Council Member Rios to adjourn the meeting of
February 12, 2026, at 7:00 p.m. Roll Call: Mayor Golden, Council Members Broussard Vicker,
Koski and Rios in favor. Motion carried.
