HomeMy WebLinkAbout2026-05-14 WS & CC Minutes - Approved Approved Approved CITY OF CENTERVILLE WORK SESSION & CITY COUNCIL MEETING MAY 14, 2026 Pursuant to due call and notice thereof, the City of Centerville City Council held its regularly scheduled Work Session at 5:00 p.m. and City Council meeting at 6:30 p.m., in Council Chambers. The regularly scheduled meeting (6:30 p.m.) was live-streamed by North Metro TV. WORK SESSION MEETING I. CALL TO ORDER 1. Roll Call PRESENT: Mayor Nancy Golden Councilmember Linda Broussard Vickers Council Member Russ Koski Council Member Anita Rios Junior Council Member Garrett Schneider (Non-Voting) ABSENT: None STAFF: City Administrator, Athanasia Lewis City Attorney, Kurt Glaser Mayor Golden called the meeting to order at 5:00 p.m. II. ITEMS OF DISCUSSION 1. MGT Compensation Study Discussion was had regarding compensation and implementation of the plan. III. ADJOURNMENT Mayor Golden adjourned the Work Session at 6:25 p.m. allowing for a five-minute break prior to commencing the regularly scheduled Council meeting. COUNCIL MEETING I. CALL TO ORDER Mayor Golden called the meeting to order at 6:30 p.m. 1. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mayor Golden provided an opportunity for staff and council to add or delete items. Motion by Council Member Koski, seconded by Council Member Broussard Vickers to Approve the Set Agenda as Presented. All in favor. Motion carried. IV. APPOINTMENTS & PRESENTATIONS 1. None. V. PUBLIC HEARINGS 1. SWPPP/MS4 Ms. Kellie Schlegel, City Engineer, reviewed the presentation contained in council packet and stated that the city is required as part of their Municipal Separate Storm Sewer System Permit to hold at least one public event allowing input on the city’s Stormwater Pollution Prevention Plan. Motion by Council Member Koski, seconded by Council Member Rios to open the Public Hearing. All in favor. Motion carried. Mayor Golden opened the public hearing at 6:42 p.m. Mr. David Kubat, 1856 Partridge Lane, stated that some individuals have been placing organic waste in the storm sewers and education was needed. Mayor Golden stated that with the recent Emerald Ash Borer, diseased trees are being gradually removed from residential properties. Public Works Director Lehn stated that staff is being proactive regarding debris being removed from the city’s right-of-ways/easements. Council Member Koski reminded residents that fertilizers placed on lawns makes its way to river/stream/creek/lakes, etc. and to be mindful on products used. Charitable Gambling Application (Bingo, Pull- Tabs & Raffle) Annual Festival Mayor Golden provided an opportunity for members to pull items for additional discussion. Council Member Koski requested that Item #7 and Item #12 be removed for comment. Council Member Rios requested items #6 and #9 for comment. Motion by Council Member Koski, seconded by Council Member Rios to Approve Consent Agenda Items #1-5, #8, #10, #11, and #13-#15 as presented. All in favor. Motion carried. Item #7, Council Member Koski congratulated Alex Barmettler on the completion of his annual review. Item #12, Council Member Koski thanked the Centerville Lions for their annual donation. Mayor Golden also congratulated Mr. Barmettler on his annual review and also thanked the Lions. Item #6, Council Member Rios asked about the OSHA Grant and whether this is the same as the amount shown on the CIP, $15,000. Administrator Lewis concurred and Public Works Director Lehn stated that the proposed board was solar-powered and utilized for city events and construction areas. Page 3 of 6 City of Centerville Work Session & City Council Meeting Minutes May 14, 2026 Item #9, Council Member Rios asked about the active transportation grant application for a trail project that has not yet been identified. The city will apply under the bike category. The cap for each grant is $200,000. Motion by Council Member Rios, seconded by Council Member Broussard Vicker to Approve Consent Agenda Items #6, #7, #9, and #12 as presented. All in favor. Motion carried. VIII. OLD BUSINESS 1. None IX. NEW BUSINESS ST 1. Res #26-0XX – Approving Conditional Use Permit – 6855 – 21 Avenue, Findings of Fact & CUP. City Administrator Lewis stated that a request was received from Sutton Transportation for a Conditional Use Permit Amendment and Site Plan review for expansion. She stated that the report was contained in council’s packet. City Planner Nathan Fuerst reviewed the presentation and noted that no fencing was included in the Conditional Use Permit. Discussion ensued regarding ownership, name changing on the document and that the original plat was names Sutton Transport. Motion by Council Member Koski, seconded by Council Member Broussard Vickers to Adopt Res. #26-006 approving the request from Sutton Transportation for a Conditional Use Permit Amendment and Site Plan Review with the findings and conditions therein. All in favor. Motion carried. 2. Capital Improvement Plan (CIP) Administrator Lewis stated that the City Council reviewed a revised Capital Improvement Plan during their last work session which contained 2026 infrastructure projects. Staff requests that Council provide authorization to proceed with capital purchases for 2026. Discussion ensued regarding individual items, the moving of the purchase of council furniture to 2027, reaching out to obtain funding from users/sponsors for replacement hockey boards, additional research regarding acceptance of donations/sponsors; and Public Works Director Lehn provided information regarding purchases of Public Works equipment. Motion by Council Member Rios, seconded by Council Member Broussard Vickers to authorize capital purchases for 2026 with the elimination of Council furniture. Discussion ensued, Finance Director DeJong requested that as part of a purchasing policy, staff would prefer not to bring items back before council if the amount is the same as contained in the CIP or less. Motion by Council Member Koski, seconded by Council Member Broussard Vickers to authorize Staff that if items in CIP can be purchased for the amount stated or less, it does not need to come back before Council. All in favor. Motion carried. X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS 1. Administrator Report – Administrator Lewis stated that the report was contained in the packet for council’s review and that she would take questions. 2. Council Report a. Vacant – (i) Centennial Fire District Committee – b. Koski - (i) Planning & Zoning Commission – Council Member Koski stated that he had attending the meeting. (ii) Centennial Fire District Steering Committee – Council Member Koski gave no report. (iii) Anoka County Fire Protection Council – Council Member Koski gave no report. c. Rios - (i) Economic Development Authority – Council Member Rios stated that the meeting would be next Wednesday. d. Broussard Vickers – (i) Economic Development Authority – Council Member Broussard Vickers gave no report. (ii) Centennial Lakes Police Department Governing Board – Council Member Broussard Vickers stated that there were nine applicants for Police Chief. She stated that interviews would be held in June. She reported that the use of drones was discussed and that they would be utilized for calls. Interviews will be held in June. Drones were brought up and will be utilized for calls and Centerville would be participating in their testing. Administrator Lewis is working to schedule a presentation. (iii) Park & Recreation Committee – Council Member Broussard Vickers stated the committee met regarding the CIP. e. Golden – (i) Centennial Lakes Police Governing Board – Mayor Golden was unable to attend and apologized to the Council. (ii) North Metro Telecommunications Commission – Mayor Golden stated there was no updated information since the last Council Meeting. (iii) Other Mayoral Reports – Mayor Golden gave an update on the logo contest for the fun runs. f. Jr. Council Member Schneider – Junior Council Member Schneider had no report. Motion by Council Member Koski, seconded by Council Member Rios, to adjourn the meeting of May 14, 2026, at 8:30 p.m. All in favor. Motion carried.
