Due to technical difficulties with audio and video, this meeting was not live-streamed and the minutes will be a synopsis of the meeting. WORK SESSION MEETING I. CALL TO ORDER Not Approved 1. Council concurred. II. ITEMS OF DISCUSSION 1. Candidate Interview for Council Vacancy a. Kale Haluptzok Mr. Kale Haluptzok appeared before Council and was asked a predetermined set of questions which were contained in CouncilÓs packet. Mr. Haluptzok, introduced himself, answered questions. 2. 2027 Street/Trail Project 52 City of Centerville Work Session & City Council Meeting Minutes June 22, 2026 Ms. Kellie Schlegel, City Engineer, provided Council with a recap of roadway conditions, priorities, and a proposed street project (north side of town), which could be contained in the Capital Improvement Plan for 2027. Mr. Charlie Lehn, Public Works Director, stated that he had completed an assessment of the cityÓs trail and categorized them as being Ðpoor to very poorÑ. He reported that several trails within the community were part of the Anoka County Regional Trail System and advised the council that the Metropolitan Council had an Active Transportation Grant that may assist in offsetting construction costs associated with trails. Public Works Director Lehn reviewed the presented Options with Council; following lengthy discussion, council concurred that Project A should be utilized with the removal of the proposed reclaim, shape and th pavement portion of the trail that runs along 20 Avenue and slate it for sealcoat and crack seal due to future Anoka County reconstruction and the removal of the proposed reclaim, shape and pave to the trail that runs alongside the western edge of Centerville that abuts the Rice Creek Chain of Lakes Regional Park as it is part of the CountyÓs Regional trail. The newly proposed trail project would cost approximately $604,000 and be contained in the grant application with Metropolitan Council as roadways did not meet requirements for the grant. 3. 2050 Comprehensive Plan Î Firm Selection Administrator Lewis stated that the city received two proposals (WSB and Bolton & Menk). She stated that both proposals were very similar in scope and cost. Administrator Lewis recommended Bolten & Menk as they were the cityÓs current Planner and familiar with the community, noting that the cost of both proposals were comparable. Council had several questions regarding the Metropolitan Council grant associated with required updating of Comprehensive Plans and City Administrator addressed those questions. 4. Midblock Crossing (Centerville Road) Administrator Lewis stated that a Midblock Crossing had been included in the Capital Improvement Plan for 2026. She stated that this would replace the current crossing that exists on Centerville Road near the trail crossing (trail from Dupre Road to Beaver Pond Way). She stated that there have been discussions with Anoka County and potential for this project either in 2026 or 2027. She explained that the County was interested in completing a combined project that would require a Joint Powers Agreement. She also stated that if the project was completed this year, it would not allow for bid reductions due to projects already planned for by the County, which did not include this work. Administrator Lewis stated that it would cost the County and City more due to 2026 projects already being bid. Council concurred that they would being willing to expend $50,000 for the crossing with a signed Joint Powers Agreement and the ability to pay over two to three years. 5. Lino Lakes Interconnect Administrator Lewis stated that with numerous discussions with the City of Lino Lakes and no resolve, she is recommending that the City of Centerville pay $40,000 to them for the use of water used through Page 2 of 6 53 City of Centerville Work Session & City Council Meeting Minutes June 22, 2026 the interconnection between the two cities several years ago. She also recommended that the payment be held until the current Joint Powers Agreement covering the interconnect be amended. Council concurred. III. Interviews will be conducted in the next couple of weeks. ELECTIONS INFORMATION Absentee Voting (Envelope process/Early Voting) has commenced for the State Partisan Primary Election along with additional offices. Early voting can be accomplished by either requesting an Absentee Ballot from Anoka County Elections or appearing at City Hall. Voting hours at city hall are July 25, 2026-August 10, 2026 (7:30 a.m. Î 4:00 p.m.). You will be able to vote via Direct Balloting (Ballot is placed directly into the ballot counter) either at City Hall or Anoka County Elections Office during normal business hours. Outside of normal business hours, there will be Special Hours on Saturday, August 8, 2026, 9:00 a.m. Î 3:00 p.m. and Monday, August 10, 2026, 7:30 a.m. Î 5:00 p.m.). PUBLIC WORKS Public Works crews are working on patching some of the streets in the NE side of town north of Main Street. Some of this patching includes attempting to smoothen and correct the freeze and thaw cycle damage that occurs over time. Thank you to residents as we try and complete this work. A reminder that there are watering restrictions in effect: City Ordinance states: (F) Water Supply Restrictions 60 (1) Restricted hours for sprinkling. Lawn and garden watering is prohibited between the hours of 10:00 a.m. and 6:00 p.m. every year from May 1 through September 1 for all addresses on all days. This section shall apply only to those residents, and water source is connected to the city water system. Use of private wells is exempt from this section. (a) New lawn sod and/or lawn seed is exempt for two weeks after installation; residents may water both odd and even days with no watering from 10:00 a.m. to 6:00 p.m. (b) Residents whose address ends in an even number may water their lawns and gardens before 10:00 a.m. and after 6:00 p.m. only on even-numbered days, and residents whose address ends in an odd number may water their lawns and gardens before 10:00 a.m. and after 6:00 p.m. only on odd-numbered days. Public Works crews have opened up and trimmed trails, thank you for the trail patrons for their patience while some of this work is being completed. There will be a Park Study survey coming forward in the coming weeks for residents to participate in.
