4 Timeline:
Sept 2024: Oak Grove City Council passes 4-0 resolution to cancel Poll Pad Agreements (electronic rosters)
and switch back to using paper rosters. Multiple other cities planned to follow.
Oct 2024: Anoka County Elections Department sends a 3-page unsigned letter threatening felony charges to
all 21 municipalities head election judges if they use paper rosters.
Jan 2025: Elections Director, Tom Hunt, admits he sent the letter on behalf of Pam LeBlanc (County Auditor)
and says he "regrets not signing it."
May 1st, 2026: MN SOS (Steve Simon) officially rejects Oak Grove's notice, claiming that "only the Anoka
County Auditor" can determine the form of roster for precincts within Oak Grove.
May 28th, 2026: Oak Grove filed the Petition for Correction of Errors and Omissions with the MN Supreme Court
(MN Statute 204B.44). This is to correct an "error" and/or "wrongful act" by the MN SOS (Steve Simon), Chief
Officer of Anoka County Property Records and Taxation (Pam LeBlanc), and Elections Director (Tom Hunt) for
violating MN Election Laws

How does he write a 3-page legal argument?
Why is he threatening local election judges and citizens?
Why wasn't the letter simultaneously issued to the Cities?
Why does the letter match significant portions of the letter sent from SOS to Anoka County?

By dictating that each City must use electronic poll pads, Anoka County is ignoring
city autonomy and not acknowledging that each city has the right to approve any
County rules under MN Statute 201 .221 , Subd. 4: County Rules

• Authority. A county, municipality, or school district may use electronic
rosters for any election. In a county, municipality, or school district that
uses electronic rosters, the head elections official may designate that
some or all of the precincts use electronic rosters.
WHO DECIDES POLL PAD
Above is the slide presented by Anoka County to municipalities on January 29,2025 claiming that the County has the authority to mandate
use of electronic rosters in all 128 municipal voting precincts without municipal approval. But they omit this part of the statute which reads:

The reference to rules states: 1I:1 Statute 201.221,srrhd.4. ('ounh.rules. The county auditor of each county may adopt rules that delegate to

4 If you choose to still use electronic Poll Pads, then ask Anoka County for a new
agreement for the new Poll Pads that acknowledges the municipality right to choose
and clearly defines who is liable for use of these devices
4 Support Oak Grove in their efforts to retain municipal autonomy over the County and
State
