HomeMy WebLinkAbout2026-03-12 CC Minutes - Approved Approved CITY OF CENTERVILLE CITY COUNCIL MEETING MARCH 12, 2026 Pursuant to due call and notice thereof, the City of Centerville the City Council held its regularly scheduled City Council Meeting at 6:30 p.m., in Council Chambers. The regularly scheduled meeting (6:30 p.m.) was live-streamed by North Metro TV. COUNCIL MEETING I. CALL TO ORDER Acting Mayor Koski called the meeting to order at 6:30 p.m. 1. Roll Call PRESENT: Mayor Nancy Golden (via Zoom) Councilmember Linda Broussard Vickers (via Zoom) Acting Mayor Russ Koski Council Member Anita Rios Junior Council Member Garrett Schneider (Non-Voting) ABSENT: None STAFF: City Administrator, Athanasia Lewis City Public Works Director, Charlie Lehn City Attorney, Kurt Glaser __________________________________________________________________________________ II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Acting Mayor Koski provided an opportunity for staff and council to add or delete items. Administrator Lewis provided updates to the agenda adding Consent Item #8 - Support for Legislation for operations of electric assisted bicycle safety measures, MN State Statue #169222 and Consent Agenda Item #2 remove under New Business – Equipment for Implementation of Tree Planting Plan, which will be brought back to the March 26 work session. Motion by Council Member Rios, seconded by Council Member Broussard Vickers to Approve the Agenda as Amended. Roll Call: Mayor Golden, Acting Mayor Koski, Council Members Broussard Vickers, and Rios, in favor. Motion carried. IV. APPOINTMENTS & PRESENTATIONS 1. Hazard Mitigation Plan Report – Assistant Chief Montain & Chief Mork City of Centerville City Council Meeting Minutes March 12, 2026 Assistant Chief Montain, SBM Fire Department, and Chief Mork, Centennial Lakes Police Department, presented the 2025 Anoka County Hazard Mitigation Plan which was contained in council’s packet. It was stated that the plan was updated every 5 years. 2. SBM Fire Department Update – Assistant Chief Montain Assistant Chief Montain provided a quarterly update on SBM operations. Discussion ensued, appreciation was shown for the SBM service, the number of calls, and their response times. V. PUBLIC HEARINGS 1. None. VI. CONSENT AGENDA 1. City of Centerville Claims through March 12, 2026 (E2687-2693 & E2694-2700, Check #38174-38203) 2. Centennial Lakes Police Department Claims through March 5, 2026 (Check #16077-16093, E2026018-E2026021 & Payroll Check #16071-16073 & 16074-16076) 3. Annual Shake Your Shamrock Event (Use of Trails) 7. Res. #26-0XX – Adopt the 2025 Anoka County Hazard Mitigation Plan 8. Support for Legislation for operations of electric assisted bicycle safety measures, MN State Statue #169222 Acting Mayor Koski invited Council Members to pull items for further discussion. Acting Mayor Koski asked that Item #3 be pulled for discussion. Motion by Council Member Rios, seconded by Council Member Broussard Vickers, to Approve Consent Agenda Items #1, 2, 4-8 as presented. Roll Call: Mayor Golden, Acting Mayor Koski, Council Members Broussard, and Rios in favor. Motion carried. Acting Mayor Koski stated that Council Member Kubat would be missed and thanked him for his service. Motion by Council Member Rios, seconded by Council Member Broussard Vickers to Approve Consent Agenda, Item #3 as presented. OLD BUSINESS 1. None. VIII. NEW BUSINESS 1. MDH Project Priority List for Drinking Water State Revolving Fund Public Works Director Lehn stated that staff was requesting permission to submit applications and receive funding from the Minnesota Department of Health’s Project Priority List for water infrastructure projects that will require completion in Centerville’s future. Discussion ensued regarding the meter system, wells #1 and #3, scheduling, priority order, and grant availability. Motion by Acting Mayor Koski, seconded by Council Member Rios to approve applying for and receiving funding for three projects to be placed on the Minnesota Department of Health’s Project Priority List, seeking future eligibility to obtain funding for Water Tower Rehabilitation, City Meter Technology Software and Meter Program, and Well #3. Roll Call: Mayor Golden, Acting Mayor Koski, Council Members Broussard Vickers and Rios in favor. Motion carried. IX STAFF AND COUNCIL REPORTS 1. Administrator Report – Administrator Lewis stated that the report was contained in the packet for the council’s review and that she would take questions. 2. Council Reports a. Vacant b. Koski – Council Member Koski stated that he had attended City Day on the Hill. (i) Planning & Zoning Commission – Council Member Koski stated that some of the information discussed this evening was also discussed at the recent Planning & Zoning Commission meeting. (ii) Centennial Fire District Steering Committee – Council Member Koski stated on Tuesday, there was a legislative hearing on pensions and retirement. (iii) Anoka County Fire Protection Council – Council Member Koski gave no report. c. Rios – Council Member Rios also stated that she had attended City Day on the Hill. She also stated that she attended a Housing Workshop sponsored by Metro Cities. (i) Economic Development Authority – Council Member Rios gave no report. (ii) Parks and Recreation Committee – Council Member Rios gave no report. d. Broussard Vickers (i) Park & Recreation Committee – Council Member Broussard Vickers attended the meeting. They discussed the tree plan as to whether they should go with the bare root trees vs the ball-burlap ones as previously desired and approved. She reported that they discussed Page 3 of 4 City of Centerville City Council Meeting Minutes March 12, 2026 contracts for Hidden Spring Park, approved the special event application/recommended, reopening the logo contest for the T-Shirts for the Fete des Lacs run, etc. (ii) Economic Development Authority – Council Member Broussard Vickers gave no report. (iii) Centennial Lakes Police Department Governing Board – Council Member Broussard Vickers gave no report. e. Golden (i) Centennial Lakes Police Governing Board – Mayor Golden stated the next meeting will be on May 11, 2026. (ii) North Metro Telecommunications Commission – Mayor Golden stated the next meeting will be on March 18, 2026. (iii) Other Mayoral Reports – Mayor Golden thanked those who attended City Day on the Hill. f. Jr. Council Member Schneider – Junior Council Member Schneider attended the City Day on the Hill event. g. City Attorney Glaser – City Attorney Glaser stated that Centennial Lakes Police Chief James Mork has announced his retirement. It was stated that the April 9, 2026, regularly scheduled council meeting had been rescheduled to April 16, 2026. X. ADJOURNMENT Motion by Council Member Rios, seconded by Council Member Broussard Vickers to adjourn the meeting of March 12, 2026, at 7:50 p.m. Roll Call: Mayor Golden, Acting Mayor Koski, Council Members Broussard Vickers, and Rios in favor.
