WORK SESSION & CITY COUNCIL MEETING
APRIL 16, 2026
Pursuant to due call and notice thereof, the City of Centerville City Council held its regularly scheduled
City Council meeting at 6:30 p.m., in Council Chambers. The meeting was live-streamed by North Metro
TV.
COUNCIL MEETING
I. CALL TO ORDER
Mayor Golden called the meeting to order at 6:30 p.m.

Mayor Golden provided an opportunity for staff and council to add or delete items.
Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Approve the
Set Agenda as Presented. Roll Call: Mayor Golden, Council Members Broussard, Koski and Rios
in favor. Motion carried.

1. E-bike Safety & Enforcement

Chief Jim Mork provided a presentation that described the four classes of e-bikes, their maximum speeds,
attire and age requirements along with policing issues that they have been experiencing.
Council questioned licensing requirements, the use of motorized wheelchairs in parks, reckless riding of
e-bikes, police actions, e-bike insurance, education, and communication with residents.
A resident questioned signage and responsibility of posting (city/county).

Mayor Golden provided an opportunity for members to pull items for additional discussion.
Council Member Broussard Vickers requested that items #4 and #5 be pulled for comments.
Motion by Council Member Rios, seconded by Council Member Koski to Approve Consent Agenda
Items #1-3 and #6-10 as presented. Roll Call: Mayor Golden, Council Members Broussard Vickers,
Koski and Rios in favor. Motion carried.
Council Member Broussard Vickers asked if the contracted service providers referred to under Items #5
and #6 were required to provide insurance. She requested to see the actual contracts. Mayor Golden asked
about the costs for #5.
Motion by Council Member Koski, seconded by Council Member Broussard Vickers to Approve
Consent Agenda Items #4 & 5 as presented. Roll Call: Mayor Golden, Council Members Broussard
Vickers, Koski, and Rios in favor. Motion carried.

VIII. OLD BUSINESS

IX. NEW BUSINESS

1. Res. #26-0XX – Approving Conditional Use Permit – 7075 – 21 Avenue, Findings of Fact &
CUP
Administrator Lewis stated that the request for a Conditional Use Permit (CUP) was for less than the
required parking spaces. She stated that the Planning & Zoning Commission recommended approval.
City Planner Fuerst reviewed the request in detail and stated that a CUP would be allowed per City Code.
Council asked if the property owner requested to deviate from requirements later, would an additional
CUP be needed and Mr. Fuerst concurred.
Motion by Council Member Koski, seconded by Council Member Broussard Vickers to approve the
Planning & Zoning Commission recommendation for approval of the requested by Adopting Res.
st
#26-006 – Approving Conditional Use Permit – 7075 – 21 Avenue and Findings of Fact as
submitted. Roll Call: Mayor Golden, Council Members Broussard Vickers, Koski, and Rios in
favor. Motion carried.
2. Removal of City Trees Abutting 6886 & 6890 Deer Court.
Administrator Lewis stated that staff has been attempting to remove dead/diseased trees prior to becoming
a nuisance for abutting property owners and have obtained several quotes for removal. Administrator
Lewis stated that Dehn Tree Company, Inc., was the lowest bid at $8,700.
Discussion ensued with Council Member Rios suggesting budgeting for future similar project and Mayor
Golden suggested the removal sooner than later. Additional discussion took place regarding the necessity
of the individual property owner’s tree needing to be removed at the same time and Administrator Lewis
stated that general practice was requirement for removal if it would affect the safety and welfare of the
public. She stated that the property owners would be notified of the City’s vendor.
Motion by Council Member Koski, seconded by Council Member Rios, to the submitted quote from
Dehn Tree Company, Inc. ($8,700) for the removal of trees on City property including lawn
restoration. Roll Call: Mayor Golden, Council Members Broussard Vickers, Koski, and Rios in
favor. Motion carried.
X. STAFF AND COUNCIL REPORTS.
1. Administrator Report – Administrator Lewis stated that the report was contained in the packet
for the council’s review and that she would take questions.

(i) Planning & Zoning Commission – Council Member Koski gave no report.
(ii) Centennial Fire District Steering Committee – Council Member Koski stated that the
meeting was this evening.
(iii) Anoka County Fire Protection Council – Council Member Koski stated that a meeting
was scheduled shortly.
c. Rios -
(i) Economic Development Authority – Council Member Rios gave no report.
d. Broussard Vickers –
(i) Economic Development Authority – Council Member Broussard gave no report.
(ii) Centennial Lakes Police Department Governing Board – Council Member Broussard
Vickers gave no report.
(iii) Parks & Recreation Committee – Council Member Broussard Vickers gave no report.
e. Golden –
(i) Centennial Lakes Police Governing Board – Mayor Golden stated they met on April 6,
2026, and that a Search Firm had been selected to replace the retiring Chief Mork.
(ii) North Metro Telecommunications Commission – Mayor Golden state that they met on
April 15, 2026, and considered revenues.
(iii) Other Mayoral Reports – Mayor Golden stated some emails have been received by
Council and noted Council will not get a “reply all”. All actions need to take place in the
Council chambers.
f. Jr. Council Member Schneider – gave no report.
g. City Attorney Glaser –Attorney Glaser stated that Law Day would be on May 1, 2026.
Motion by Council Member Koski, seconded by Council Member Broussard Vickers, to adjourn
the meeting of April 16, 2026, at 6:10 p.m. Roll Call: Mayor Golden, Council Members Broussard
Vickers, Koski and Rios in favor. Motion carried.
