CITY OF CENTERVILLE
WORK SESSION & CITY COUNCIL MEETING
APRIL 23, 2026
Pursuant to due call and notice thereof, the City of Centerville City Council held its regularly scheduled
Work Session at 5:00 p.m. and City Council meeting at 6:30 p.m., in Council Chambers. The regularly
scheduled meeting (6:30 p.m.) was live-streamed by North Metro TV.
WORK SESSION MEETING
I. CALL TO ORDER

Acting Mayor Koski called the meeting to order at 5:02 p.m.
II. ITEMS OF DISCUSSION
1. MGT Compensation Study
Ms. Rachel King, Consultant appeared before Council and reviewed their presentation of findings.
Discussion ensued regarding process, findings, budget impacts, etc.
Acting Mayor Koski recessed the work session at 6:25 p.m. and it was stated that Item #2 would be
discussed following the regularly scheduled meeting.

Acting Mayor Koski called the meeting to order at 6:30 p.m.

Acting Mayor Koski provided an opportunity for staff and council to add or delete items.
Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Approve the
Set Agenda as Presented. Roll Call: Mayor Golden, Council Members Broussard Vickers, Koski
and Rios in favor. Motion carried.
IV. APPOINTMENTS & PRESENTATIONS
1. None.
V. PUBLIC HEARINGS
1. Local Board of Appeal & Equalization
Ms. Mary Wells, City Assessor, provided an overview of their annual presentation which was included in
Council’s packet. She introduced Mr. Chris Larson, Mr. Erik Skogquist and Ms. Diana Stellmach, Senior
Manager, Commerical/Industrial/Anoka County.
Mayor Golden stated that she appreciated Ms. Wells meeting with residents who had concerns regarding
their property taxes and valuations prior to this evening.
Mr. Erik Skogquist, City Assessor, reviewed the Commercial/Industrial portion of the presentation. He
stated that if property owners decided to continue to appeal their valuations, they would go on to tax court.
He also stated that they continue to pay their amount due and based on the court decision, if monies are
due back to the property owner it is paid back and with interest.
Acting Mayor Koski opened the Public Hearing at 6:32 p.m.
No members of the public were present.
Motion by Council Member Rios, seconded by Council Member Broussard, to close the Public
Hearing at 6:37 p.m. Roll Call: Mayor Golden, Council Members Broussard, Koski, and Rios in
favor. Motion carried.

VI. CONSENT AGENDA
1. City of Centerville Claims through April 23, 2025 (Checks #38265-38274 & E2751-2757).
2. March 26, 2026, Work Session & City Council Meeting Minutes
3. PC Pyrotechnics, Inc. – Fireworks Contract – Fete des Lacs.
4. Encroachment Agreement – 1707 Dupre Road, Fence
Acting Mayor Koski provided an opportunity for members to pull items for additional discussion.
Council Member Broussard Vickers requested Item #4 be pulled for comment.
Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Approve
Consent Agenda Items #1-3 as presented. Roll Call: Mayor Golden, Council Members Broussard
Vickers, Koski and Rios in favor. Motion carried.
Council Member Broussard Vickers asked if the fence was being changed and Administrator Lewis
concurred.
Motion by Council Member Broussard Vickers, seconded by Council Member Rios to Approve
Consent Agenda Item #4 as presented. Roll Call: Mayor Golden, Council Members Broussard
Vickers, Koski and Rios in favor. Motion carried.
VIII. OLD BUSINESS
1. None.
IX. NEW BUSINESS
1. Res. #26-0XX – Adopting Delegation Authority to Pay Certain Claims
Administrator Lewis reviewed the resolution and stated that staff were requesting to be allowed to make
recurring payments in the interim when there are more than two weeks between meetings due to calendar
anomalies. Administrator Lewis stated that this authority would be delegated to the City Administrator or
designee and all checks would be required to have two signatures.
Motion by Council Member Broussard Vickers, seconded by Council Member Rios, to Adopt Res.
#26-007 – Adopting Delegating Authority to Pay Certain Claims. Roll Call: Mayor Golden, Council
Members Broussard Vickers, Koski, and Rios in favor. Motion carried.
2. Reschedule June 25, 2026, Work Session & City Council Meeting
City Administrator Lewis stated that it was anticipated that there would not be a quorum for the June 25,
2026, meeting and council concurred that a Work Session and Council meeting would be held on June 22,
2026.

Motion by Council Member Rios, seconded by Council Member Broussard Vickers, to reschedule
the June 26, 2026, Work Session and Council Meeting to June 22, 2026. Roll Call: Mayor Golden,
Council Members Broussard Vickers, Koski and Rios in favor. Motion carried.
X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS
1. Administrator Report – There was no administrator report.

Motion by Council Member Rios, seconded by Council Member Broussard Vickers to adjourn the
Regularly Scheduled meeting of April 23, 2026, at 7:30 p.m. and Reconvene the Work Session. Roll
Call: Mayor Golden, Council Members Broussard Vickers, Koski, and Rios in favor. Motion
carried.

Acting Mayor Koski called the meeting to order at 7:35 p.m.
II. ITEMS OF DISCUSSION (Cont’d)
2. Capital Improvement Plan
Finance Director DeJong provided council with a draft 2026-2030 Capital Improvement Plan and
reviewed it with them.
Lengthy discussion was had regarding anticipated expenditures and planning. Finance Director DeJong,
Public Works Director Lehn and City Administrator Lewis addressed all questions and concerns.
III. ADJOURNMENT
Acting Mayor Koski adjourned the work session at 8:07 p.m.
