HomeMy WebLinkAbout2026-06-11 WS & CC Minutes - Approved Approved CITY OF CENTERVILLE WORK SESSION & CITY COUNCIL MEETING JUNE 11, 2026 Pursuant to due call and notice thereof, the City of Centerville City Council held its regularly scheduled Work Session at 5:00 p.m. and City Council meeting at 6:30 p.m., in Council Chambers. The regularly scheduled meeting (6:30 p.m.) was live-streamed by North Metro TV. WORK SESSION MEETING I. CALL TO ORDER 1. Roll Call PRESENT: Mayor Nancy Golden Councilmember Linda Broussard Council Member Russ Koski Council Member Anita Rios ABSENT: Junior Council Member Garrett Schneider (Non-Voting) STAFF: City Administrator, Athanasia Lewis City Attorney, Kurt Glaser City Planner, Nathan Fuerst Mayor Golden called the meeting to order at 5:00 p.m. II. ITEMS OF DISCUSSION 1. Downtown Vision City Planner Nathan Fuerst reviewed the presentation that was contained in council’s packet. Lengthy discussion ensued regarding the plan, the scope of input, etc. Council concurred to place the item on an upcoming Agenda for additional discussion. 2. Council Vacancy Administrator Lewis stated that one individual had applied for the vacant position and briefly discussed the remaining term limit of less than six months. She stated that having an interested candidate filling the seat would allow the candidate to determine whether they would choose to run as a candidate to fill the remaining 2-year seat. Council concurred on holding an interview at their next work session to interview the candidate(s). Not Approved City of Centerville Work Session & City Council Meeting Minutes June 11, 2026 III. ADJOURNMENT Mayor Golden adjourned the Work Session at 6:25 p.m. allowing for a five-minute break prior to commencing the regularly scheduled Council meeting. COUNCIL MEETING I. CALL TO ORDER Mayor Golden called the meeting to order at 6:30 p.m. 1. Roll Call PRESENT: Mayor Nancy Golden Councilmember Linda Broussard Council Member Russ Koski Council Member Anita Rios ABSENT: Junior Council Member Garrett Schneider (Non-Voting) STAFF: City Administrator, Athanasia Lewis City Attorney, Kurt Glaser Public Works Director, Charlie Lehn Finance Director, Bruce DeJong II. PLEDGE OF ALLEGIANCE Mr. Derek Lind, Anoka County Election Integrity Team, introduced himself to council and stated that the City of Oak Grove had initiated a legal case to have the ability to choose to utilize the paper rosters rather than Anoka County choosing for their municipalities to utilize the electronic poll pads for voter check in on election day. III. APPROVAL OF AGENDA Mayor Golden provided an opportunity for staff and council to add or delete items. Motion by Council Member Koski, seconded by Council Member Rios to Approve the Set Agenda as Presented. All in favor. Motion carried. IV. APPOINTMENTS & PRESENTATIONS 1. ABDO Audit Presentation Mr. Tyler See, CPA/Audit Senior Manager, reviewed the annual financial report and management letter with council as contained in their packet. He stated that the 2025 Audit was a clean audit. Several members pose questions and Mr. See addressed them. Acceptance of the Audit Motion by Council Member Koski, seconded by Council Member Broussard Vickers to Accept the ABDO Audit Report for 2025 as presented. All in favor. Motion carried. V. PUBLIC HEARINGS 1. None. VI. CONSENT AGENDA 1. City of Centerville Claims through June 11, 2026 (E2788-E2818, Check #38331-38373). 2. Centennial Lakes Police Department Claims through June 4, 2026 (Check #16171-16176, 16178-16192, E2026042-ED2026045, E2026046-2026049 & Payroll Check #16168-16170, 16177 & Voided Check #16142) 3. Centennial Fire District Claims through June 9, 2026 (Check #10037-10039 & Voided Check #10035) 4. Encroachment Agreement – 7294 Mill Road, Fence 5. Water Tower Cleanout and Inspection 6. Res #26-0XX – Met Council 2050 Comprehensive Planning Grant 7. BS&A Change Order 8. Res #26-0XX – Establishing the City of Centerville Absentee Ballot Board 9. Meeting Minutes a. Special Event Application – Use of LaMotte Park b. Temporary On-Sale Liquor License c. Temporary Charitable Gambling License – LG220 Mayor Golden provided an opportunity for members to pull items for additional discussion. Council Member Koski requested that Item #8 be pulled. Council Member Rios requested Items #6 and #10 be pulled. Items #6 and 10, Council Member Rios stated that she was very appreciative of staff’s efforts in obtaining grant funding. Administrator Lewis and Director Lehn commented on the grants. Item #8, Council Member Koski asked about the Absentee Ballot Board, their duties and responsibilities. Administrator Lewis stated that the Board will look at the early voting ballots. Motion by Council Member Koski, seconded by Council Member Rios to Approve Consent Agenda Items #1-5, 7, 9-11 as presented. All in favor. Motion carried. Motion by Council Member Rios, seconded by Council Member Koski to Approve Consent Agenda Items #6, 8, and 10 as presented. All in favor. Motion carried. Administrator Report – Administrator Lewis stated that the report was contained in the packet for council’s review and that she would take questions. 2. Council Report a. Vacant – (i) Centennial Fire District Committee – b. Koski - (i) Planning & Zoning Commission – Council Member Koski stated no meeting was held in June. (ii) Centennial Fire District Steering Committee – Council Member Koski stated there has not been a meeting. (iii) Anoka County Fire Protection Council – Council Member Koski stated there has not been a meeting. c. Rios - (i) Economic Development Authority – Council Member Rios gave no update. (ii) Parks and Recreation Committee – Council Member Rios stated no meeting was held in June. d. Broussard Vickers – (i) Park & Recreation Committee – Council Member Broussard Vickers stated no meeting was held in June. (ii) Economic Development Authority – Council Member Broussard Vickers gave no report. (iii) Centennial Lakes Police Department Governing Board – Council Member Broussard Vickers stated that a meeting will be held. e. Golden – (i) Centennial Lakes Police Governing Board – Mayor Golden noted Police Chief interviews will be held next week. (ii) North Metro Telecommunications Commission – Mayor Golden stated the meeting will be held on the June 17, 2026. (iii) Other Mayoral Reports – Mayor Golden reminded residents to watch out for children on bikes. She read a letter that was received regarding Eagle Trail. f. City Attorney Glaser – City Attorney Glaser gave no report. Motion by Council Member Rios, seconded by Council Member Koski to adjourn the meeting of June 11, 2026, at 7:15 p.m. All in favor.
