This process requires collaboration and input across many staff members, community members, and commissions. Included in the Comprehensive Plan requirements are updates to technical reports that are referenced within the document and included as appendices. These technical reports include a Water Supply Plan and Local Water Plan. In addition, engineering components and input are woven into the chapters of the Comprehensive Plan document. Stantec prepared these technical reports as part of the previous (2040) Comprehensive Plan update, and also provided input and figures that were included in the Comprehensive Plan documents itself. We have received a proposal for Stantec to provide these same services for the current (2050) Comp Plan update. COST AND SOURCE(S) OF FUNDING: across Enterprise unds and over two years REQUESTED COUNCIL ACTION: Motion to approve the engineering services proposal from Stantec to complete a Water Supply Plan, Local Water Plan, comprehensive sewer plan, and provide input and updated figures to be incorporated into the 2050 Comprehensive Plan document. Preparing a comprehensive plan update is a highly collaborative endeavor, and we are committed to working with city staff, commission members, the City Council, community stakeholders, and other consultants to achieve the City’s goals as it pertains to the 2050 Comprehensive Plan. SCOPE OF WORK The scope of services includes updating technical reports that are typically included as appendices to the Comprehensive Plan, updating the water supply and surface water chapters of the Comprehensive Plan, and providing select figures to be used within the report. These are components of the Comprehensive Plan that were completed by Stantec with the previous Comprehensive Plan update. The scope will be conducted in accordance with the 2050 System Statement and Minimum Requirements Checklist for Centerville provided by the Metropolitan Council. The Minimum Requirements Checklist identifies ten (10) required plan elements. Our proposed scope of services will vary with each element. The scope of services for selected elements are provided below. Elements not included within this scope will be completed by others. Task 1 – Transportation (Required Element 3): We assume that the preparation of this component of the 2050 Comprehensive Plan will be completed by others. However, we will provide updated existing pedestrian and bicycle network maps for use within the Comprehensive Plan. Task 2 – Wastewater (Required Element 4): We assume preparation of this component of the 2050 Comprehensive Plan will be completed by others. However, we will provide an updated sanitary sewer map for use within the Comprehensive Plan. 1 64 September 30, 2026 Athanasia Lewis – City Administrator Page 2 of 5 Reference: Proposal for Engineering Services – 2050 Comprehensive Plan Update Task 3 – Water Supply (Required Element 5) We assume Stantec will lead the development of both the Water Supply Plan and the water supply component of the Comprehensive Plan document. These items will be completed in accordance with the requirements outlined in the Minimum Requirements Checklist and include the following: Identify risks to water quality and provide updated goals and policies to protect water quality Describe the current water system and how it will support forecasted growth; identify goals and policies to providing water supply service Complete a DNR-approved local water supply plan to be included as an appendix to the 2050 Comprehensive Plan. This includes one draft submittal and one final submittal that incorporates any comments received from the draft submittal. As the DNR has not yet released the instructions for this next generation of water supply plans, we assume that the plan requirements will remain unchanged from the previous plan that was approved in 2018. Once the new requirements are released, we will review them to determine if additional items may be required Discuss anticipated changes to water appropriation needs and identify goals and policies to address impacts of changing needs We will attend up to six (6) meeting with city staff, Council, or other stakeholders to discuss and review the plan. Task 4 - Surface Water (Required Element 6) Like the water supply element, there are two surface water components as it pertains to the Comprehensive Plan: The Surface Water Chapter, as well as a separate Local Water Plan. The Local Water Plan is required by the Metropolitan Council as part of the Comprehensive Planning process and is typically attached to the Comprehensive Plan as an Appendix. We assume Stantec will lead the update of the Local Water Plan which was previously prepared by Stantec and updated in 2018, as well as the Comprehensive Plan update for the surface water chapter. We will provide the following services: Task 4a: Local Water Plan (LWP) Update: The subtasks included in this will include project initiation/management, data collection, and preparation of the LWP update. The scope is as follows: Project Initiation/Management: This subtask will include a kickoff meeting with City staff to discuss the City’s needs, goals, and expectations; and to confirm the work plan 2 65 September 30, 2026 Athanasia Lewis – City Administrator Page 3 of 5 Reference: Proposal for Engineering Services – 2050 Comprehensive Plan Update Data Collection: This subtask includes collaboration with the City to identify and obtain the data needed to complete the LWP. This may include system mapping, physical data, impaired waters listing and TMDL information, MS4 program information, land use, Capital improvement plan, street reconstruction program, water resource-related agreement, past studies, and known problem areas. Prepare Updated Local Water Plan Document: We will update the City of Centerville’s Local Water Plan to be consistent with latest state (MN Rules 8410), Metropolitan Council, and watershed requirements. Components of the plan shall include updates to the following sections of the current plan: Executive Summary Introduction Physical Environment Hydrologic Calculations/Modeling Parameters Water Resource Management Objectives and Policies Water Resource Management Plan Implementation Program Capital Improvements Plan Storm Water Charges Amendment Process Appendices The plan will be a user-friendly report geared towards a non-technical audience, yet still provide sufficiently-detailed technical data for use by the city in stormwater planning. It will include appropriate graphics, figures and maps to convey and clarify key items. This task will include submittal of two (2) draft reports. The first will be provided to the city for review, while the second draft will be provided to watersheds and the Metropolitan Council. We will address comments generated by these reviews and incorporate them into a final report submittal for City approval and use. We will attend up to three (3) City Council or other public meetings to present or discuss the report as requested. Task 4b: Comprehensive Plan Update – Water Resources Chapter: The Water Resources Chapter of the 2040 Comprehensive Plan will be updated/amended to meet the current Metropolitan Council requirements. As the Local Water Plan will incorporate most, if not all the requirements, this Chapter will primarily refer to the LWP. We also will attend up to twelve (12) meetings with city staff or other stakeholders through the 2050 Comprehensive Plan process as it pertains to surface water. 3 66 September 30, 2026 Athanasia Lewis – City Administrator Page 4 of 5 Reference: Proposal for Engineering Services – 2050 Comprehensive Plan Update Task 5 – Parks and Trails (Required Element 7) We assume preparation of this component of the 2050 Comprehensive Plan will be completed by others. However, we will provide updated parks, trails, and sidewalks maps Scope Exclusions Unless specifically identified in this scope, the preparation of additional documents/plans/items/etc to be incorporated into or referenced in the updated 2050 Comprehensive Plan are excluded. This includes, but is not limited to, preparation of or updates to the City’s capital improvement program/plan. Implementation of identified actions or updates to official controls SCHEDULE We understand that the Comprehensive Plan updates must be submitted by December 31, 2028. As the Water Supply Plan and Local Water Plan will inform the Comprehensive Plan outcomes, we will complete initial drafts of these reports in 2027. Once the Comprehensive Plan update kicks off, we will work with city staff, consultants, and other stakeholders to prepare a more detailed schedule for all components of the Comprehensive Plan update.
