All the lots have been sold, and all the homes are built, except Jot 8 in the second addition. Lot 8 is the next addition of this project; it will be called "Woods of Old Mill'. Lot 8 in the second addition consists of 6.54 acres. It has always been the plan to create 3 lots in easterly area of lot 8 making a total of 4 lots for this plat. The access is the coming off Revoir Street as shown in the attached concept plan. Originally the plan was a 14' wide primate drive. City staff wanted us to increase the drive to 16, which is the current plan. RCWD has preliminarily approved the plan and the crossing of the wetland with minimum impact to the wetland. Wetland credits will be purchased for the area of the wetland that will be disturbedl by the private drive. The 3 lots that the private drive serves will be maintained by the three homes with a homeowner association. There is an area on the drive for emergency vehicles that the city requested (see concept plan). There was sanitary sewer and water stubs left in the construction of the second addition off of Revoir Street to provide utilities to this property. The lots in the wetland area are larger lots and will have houses that will be $600,000 and up. There are no builders committed at this time. Q& MLENK Real People, Real Solutions. MEMORANDUM 12224 Nicottet Avenue Burnsville, MN 55337-1649 Ph: (952) 890-0509 Fax: (952) 890-8065 Bolton-Menk.corn Meeting Date: November 10, 2026 To: Centerville Planning and Zoning Commission From: Nathan Fuerst, AICP, City Planner Madison Richard, AICP, Consultant Planner Subject: PUBLIC HEARING — Woods of Old Mill Preliminary Plat Request by Elmcrest Vistas Action Requested: Hold a public hearing, review the materials, and provide a recommendation on the Preliminary Plat request to the City Council. Overview Applicant: Elmcrest Vistas, LLC. (Todd Christenson) Owner: Elmcrest Vistas, LLC. (Todd Christenson) P I D: 14-31-2 2-42-0071 Address: 1849 Laramee Lane Zoning: R2A— High -Density Single -Family Residential District Future Land Use: Low -Density Residential 120 Day Review: December 29, 2026 Summary of Proposal The City has received a request for a Preliminary Plat for a four -parcel residential development on a 6.54-acre parcel. The subject property is located at 1849 Laramee Lane, in the High -Density Single - Family Residential District, or Lot 8, Block 2 of the Old Mill Estates 2nd Addition Plat. The existing site is currently vacant, with a majority of the site comprised of wetlands or drainage and utility easements. A concept plan for this project was reviewed by the Planning Commission on February 4, 2026. The Applicant has used feedback to inform their plans for the preliminary plat review by the City. As currently proposed, the development will contain four (4) single-family residential dwellings on a site of 6.54 gross acres; however, due to the existing wetlands, powerline easements, and trail easements, the net buildable area is approximately 2 acres. Bdton & Menk is an Name: Woods of Old Mill — Preliminary Plat Date: November 10, 2026 Page: 2 Subdivision (Platting) Analysis Centerville City Code, Sec. 153.03 states the following: Platting is required for all subdivisions creating five or more lots, regardless of size, or subdivisions which create parcels which are two and one-half acres or less in size. The Preliminary Plat request is for four residential parcels, with multiple parcels being less than 2 acres in size, requiring formal platting review. The Planning Commission may recommend findings and conditions of approval to ensure consistency with the intent of the zoning ordinance. Comprehensive Plan The future land use of the subject property is Low -Density Residential based on the City's 2040 Comprehensive Plan. This land use category requires a minimum density of 2 units per acre and a maximum density of 4 units per acre, not considering wetlands, right of way and other undeveloped land. Based on the project plans, a calculation of the anticipated density is below: Gross Area 6.54 acres Wetland Area 3.93 acres Existing Trail Easement 0.05 acres Existing Overhead Powerline Easement 0.56 acres Net Area 2 acres Net Density 4 units/2 acres = 2.0 units/acre Staff find the proposal to be consistent with the density outlined in the City's Comprehensive Plan. Zoning The current zoning for the subject property is High -Density Single -Family Residential District (112A). The purpose of the High -Density Single -Family Residential District is stated in Centerville City Code, Sec. 156.017(A) as follows: It is intended that the R-2A District provide for higher -density single-family detached, attached and multiple -dwelling opportunities in areas where public utilities are available and required for service. The design and circulation of new residential areas are also intended to be complementary with and enhance the community's small-town atmosphere. Floodplain This property is not located within any floodplain areas and is therefore not subject to floodplain regulations found in the City's ordinance. Plan Review Application materials submitted with this request have been reviewed by staff for conformance with the zoning code, and the standards applicable to development in the R2A district. Bolton & M enk is an Name: Woods of Old Mill — Preliminary Plat Date: November 10, 2026 Page: 3 Lot Dimensional Standards The following table summarizes conformance with the High -Density Single -Family Residential (R2A) lot dimensional standards: Standard Required Proposed Lot 1 Proposed Lot 2 Proposed Lot 3 Proposed Lot 4 Min. Lots 2-4, have frontage along the proposed street, but are accessed via a shared private driveway due to the presence of a large wetland. Staff are supportive of the alignment shown which accounts for emergency vehicle access around a fire hydrant on Lot . The proposed private drive has a 25-foot access easement, and all maintenance, snow removal, etc. relating to the private drive will be required to be coordinated amongst the future owners of these lots through a shared access and maintenance agreement between the lots. The developer will be responsible for constructing this connection. Access to Lot 1 will be directly off of Laramee Lane, west of the existing trail easement that will remain undisturbed. The Emergency Vehicle bypass area has moved on the latest plan. Staff recommend a condition that the plans be revised to move the bypass area back to its initial location found on the Concept Plan dated March 18, 2024. Wetlands This property is encumbered by several large wetland areas which are part of a larger wetland complex on the property and others surrounding. Existing easements protect the wetland area by giving the City the authority to prevent disturbances such as vegetation alteration or placement of structures in these areas. The Developer has supplied a wetland delineation report which was reviewed by the City's Engineering department. This project was reviewed at the concept plan stage by Rice Creek Watershed District (RCWD). The project plans include a wetland boundary that does not match existing drainage and utility easements. The project is scheduled for RCWD review at the November RCWD board meeting. Staff recommend approval of the preliminary plat contingent upon the following relating to wetlands: • Receipt of applicable approvals from Rice Creek prior to acceptance of a final plat application (This could include alteration to the development plans). • If the delineated wetland boundary, in addition to any required buffer areas, is not consistent with the existing drainage and utility easement boundaries must be adjusted. (This would mean the City requires a petition for vacation of the drainage and utility easement alongside a final plat document with corrected easement boundaries). Stormwater A sediment basin is depicted on primarily on Lot 3 of the development. This basin will receive stormwater from lots 2-4. The City's policy for stormwater in new developments requires maintenance Bolton & M enk is an Name: Woods of Old Mill — Preliminary Plat Date: November 10, 2026 Page: 4 by the abutting property owners, via a stormwater maintenance agreement. City staff recommend this agreement include lots 2-4 as all three lots will benefit from the sediment basin. Landscaping and Tree Removal No tree removal or landscaping plans were provided for review. Based on the proposed location of the grading limits, tree removals appear to be limited to those trees that may be located outside of existing wetland areas. City Code requirements for woodland preservation cannot be confirmed as met until a woodland preservation plan is prepared for review. The City Code requires a total of 16 new overstory trees (8 trees plus 2 per unit) for this development. It appears that each lot has sufficient space to allow tree plantings in a manner consistent with the City's ordinance. Staff recommend a condition that a woodland preservation and landscaping plan meeting all city code requirements will be required prior to acceptance and approval of the final plat. Parkland Dedication & Trails With a proposed 4 new units, this project will create a demand on the City's parks and trails system. It will be required to provide park land dedication, or cash in lieu of dedication to support enhancements of the City's park system. Given that this property is located immediately adjacent to Acorn Creek Park, Staff are supportive of cash in lieu of land dedication. A trail corridor was constructed on the north and east side of Laramee Lane which provides a connection between the Old Mill Estates subdivision and Acorn Creek Park. While no further trails are required for connectivity with the existing sidewalk and trail network, a future trail may be installed within the powerline easement running north to south on the east boundary of the development site. Staff are coordinating with Connexus Energy to determine whether a trail connection will be feasible in that corridor. The Final Plat approval may be conditioned upon adding a trail or trail easement allowing a connection through a future development, if proposed, to the East. Staff Review Comments City Engineer & Public Works The City Engineer and Public Works Department have had an opportunity to review the plans. The City Engineer has provided a review memo dated September 21, 2026 which is attached to this report. Key comments are summarized as follows: • The proposed sedimentation basin and driveway culverts will be privately owned and maintained. The project is required to comply with the Stormwater Pollution Prevention Plan (SWPPP), and the applicant must submit a copy of the NPDES Construction Permit to the City prior to the start of construction. • The driveway easement shall be modified to fully encompass the shared driveway. City Building Official The City's Building Official has commented that coordination will be required sewer cleanouts at the time of construction. Bolton & M enk is an Name: Woods of Old Mill — Preliminary Plat Date: November 10, 2026 Page: 5 City Fire Chief The Fire review team at SBM Fire reviewed the plans and noted a preference for the relocation of the bypass area to its original location, but did not otherwise have any additional comments. Rice Creek Watershed District (RCWD) A permit will be required by the RCWD prior to construction beginning on site. The applicant is required to coordinate as necessary with the Watershed. Findings for Approval Preliminary Plat Standards City Code Sec. 153.59(C) outlines the standards and actions for preliminary plats, and notes that a recommendation of approval from the Planning Commission shall be determined based on: "...whether the proposed plat is consistent with the regulations specified in this chapter and with the comprehensive plan of the city, and whether the proposed development will advance the general welfare of the area and the city". Preliminary Plat Approval Findings Staff suggest the following regarding the Preliminary Plat request: 1. That the applicant has submitted a request to the City of Centerville for a Preliminary Plat in accordance with the procedures as established by Centerville's City Code; and 2. That the request is to allow for the development of four single-family residential dwellings, at a density of 2.0 units/acre; and 3. The proposed use by the Landowner provides for reasonable and adequate lots and access; and 4. That the proposed Preliminary Plat is consistent with the overall goals and objectives of the Centerville City Code and Comprehensive Plan; and S. That the proposed Preliminary Plat will advance the general welfare of the area and the city. Preliminary Plat Conditions Staff recommend the following conditions of approval for the Preliminary Plat: 1. Prior to the City finding any application for a final plat complete, the applicant shall fully address the following: a. The emergency bypass shall be relocated on the private drive consistent with the concept plan dated March 18, 2024. b. a woodland preservation and landscaping plan meeting all city code requirements will be required. c. City Engineer's memo dated 3/24/2026 as may be revised. d. If the delineated wetland boundary, in addition to any required buffer areas, is not consistent with the existing drainage and utility easement, the easement boundaries must be adjusted. e. The plans reflect compliance with Rice Creek Watershed District (RCWD) review requirements, and that the applicant provide the City evidence that all conditions attached to a RCWD permit will be met before the starting any grading activity on the site. Bolton & M enk is an Name: Woods of Old Mill — Preliminary Plat Date: November 10, 2026 Page: 6 f. The applicant shall obtain all necessary permits including but not limited to all applicable City permits (building, grading, etc.), NPDES/SWPPP permits and Rice Creek Watershed District approval before starting any grading or construction activities. Prior to release of the Final Plat for recording purposes, the following must be completed: a. The applicant/developer shall provide the City a fee in lieu of park land dedication as required by Section 103.00.150 to be paid. b. All easements as requested by the City Engineer and Public Works Department shall be documented on the Final Plat. c. A storm water maintenance and easement agreement in a form acceptable to the City shall be executed and recorded with the final plat. d. A shared access and maintenance and agreement in a form acceptable to the City shall be executed and recorded with the final plat. e. The developer or applicant shall enter into a Developer's Agreement or a Site Work Agreement with the City. Such an Agreement must be approved by the City Attorney and by the City Council. The Agreement shall delineate who is responsible for the design, construction and payment for the required improvements with financial guarantees therefore. 3. Wetland buffer signage in the City's standard form shall be placed on all lots with wetland buffer areas. 4. If necessary, the applicant shall provide the City with a copy of written permission for any off - site grading work and storm sewer discharges to adjacent properties before starting any site work, grading and as part of any final plat application. S. The applicant or developer shall enter into a separate grading agreement with the City before starting any grading activity in advance of final plat approval. The City Engineer shall review any grading plan that is submitted in advance of a final plat, and said plan shall document the extent of any proposed grading on the site. Required Approvals and Next Steps The City has the following general options regarding the requests but must take action prior to December 29, 2026: 1. Approval 2. Approval with conditions 3. Denial 4. Table Staff Recommended Action Staff find that the proposed preliminary plat is generally consistent with the City's land use regulations. Therefore, staff recommend approval with certain conditions through the following example motion: "Move to recommend the City Council approve the requests from Elmcrest Vistas, for the Woods of Old Mill Preliminary Plat with the findings and conditions as proposed by staff." Ll.. NA. —11 Stantec Consulting Services Inc. 733 Marquette Avenue, Suite 1000 Sta ntec Minneapolis MN 55402-2314 September 21, 2026 Athanasia Lewis — City Administrator City of Centerville 1880 Main Street Centerville, MN 55038 Dear Ms. Lewis, Reference: Preliminary Plat Review —Woods of Old Mill We have reviewed the preliminary plans dated August 12, 2026, along with the other submittal items received September 1, 2026 for the proposed creation of 4 residential lots from the existing Lot 8 of Old Mill Estates Second Addition. The following are our preliminary engineering comments regarding the proposed development: Stormwater Management and Wetlands 1. Any required wetland buffers should be shown on the plat. 2. It appears that the delineated wetland boundary as shown on Figure 5 of the Wetland Delineation Report (dated 7/22/2022) does not match the wetland boundary shown on the plan set. The applicant shall either update the boundary or provide explanation as to why the boundaries differ. 3. The proposed sedimentation basin and driveway culverts will be privately owned and maintained. However, to ensure compliance with the NPDES MS4 Permit, a stormwater maintenance agreement for the sedimentation basin must executed as part of the Developer's Agreement. 4. All requirements of the Rice Creek Watershed District must be met with regards to Stormwater Management, Wetlands, and Erosion Control. The watershed is the Local Governing Unit (LGU) for the Wetland Conservation Act (WCA). Grading and Erosion Control 1. Display existing and proposed 1-foot contour lines on the grading plan (Cl). 2. Proposed grading is shown within the Rural Cooperative Association Easement. The applicant shall provide documentation that grading is allowed within the easement. 3. The plan does not appear to indicate if the proposed shared driveway will be paved or gravel. The plans should include a typical section for the driveway. 4. Any tree or brush removals should be noted on the plans. 21 September21, 2026 Athanasia Lewis — City Administrator Page 2 of 2 Reference: Preliminary Plat Review— Woods of Old Mill Utilities 1. The Utility Plan appears to show a draintile cleanout in the center of the proposed driveway. The developer shall relocate this cleanout such that it is not within the proposed driveway. 2. The curb stop locations for Lots 2 and 3 should be located near the hydrant. 3. If the intent is for the utilities up to the hydrant and the adjacent sewer cleanout to be publicly owned, the following changes should be made: a. The sanitary sewer line up to this location should be 8" in size with a manhole placed near the hydrant. b. All utilities up to this point should be included in a utility easement. The easement should extend a minimum of 10' to each side of the proposed utilities. 4. The proposed profile of the utility lines should be provided in the plan set. General Comments 1. Please clarify if the existing trail easement is also being vacated and replaced with an updated easement to cover the existing trail location. 2. The plans should reference the proposed (revised) Drainage & Utility easements, not the existing easements. 3. The proposed driveway appears to extend outside of the proposed driveway easement. The driveway easement should be modified to fully encompass the shared driveway. 4. While it does not appear that future trail/sidewalk connections to the north or east through this parcel have been identified by the City, potential for such a connection could still be considered. This may be challenging, however, given the presence of wetlands. 5. The applicant shall provide copies of all permits to the City prior to construction, including a Rice Creek Watershed District permit for erosion control, stormwater management, and wetland impacts; and a Department of Health plan review for watermain. Mr. Travis Susman, VP of Operations, appeared to address the Commission. Council Member Koski asked if there is a relationship between Doran Transfer and Sutton Transportation and Mr. Susman stated Doran purchased Sutton in December 2024. Mr. Hofer stated the CUP runs with the land and is issued with the parcel, not the owner. This should be noted in the amended CUP. Commissioner Thompson asked if additional docks are added, will there be additional truck traffic. Mr. Susman stated there will not be. The CUP Standards are: City Code Sec. 156.320(B) outlines the standards and conditions for conditional uses as follows: Page of 5 City of Centerville Planning and Zoning Commission May 5, 2026 (1) A Conditional Use Permit may be granted for the following uses only: a. Any use specifically listed as Conditional Use in the regulations applicable to the district in which it is to be located or otherwise stated in this Chapter to be a conditional use; b. Any use which is the same or similar, and consistent with, a conditional use specified in the use district the Planning Commission may consider and allow such conditional use. (2) A Conditional Use Permit shall be granted only if evidence is presented to establish: a. That the proposed building or use at the particular location requested is necessary or desirable to provide a service or a facility which is in the interest of the public convenience and will contribute to the general welfare of the neighborhood or city; b. That the proposed building or use will not have a substantial or undue adverse effect upon adjacent property, the character of the neighborhood, traffic conditions, utility facilities and other matters affecting the public health, safety and general welfare; and c. That the proposed building or use will be designed, arranged and operated so as to permit the development and use of neighboring property in accordance with the applicable district regulations. CUP Amendment and Site Plan Approval Findings. Staff suggest the following regarding the CUP Amendment and Site Plan Review requests: (1) That the applicant has submitted requests to the City of Centerville for a Conditional Use Permit (CUP) Amendment and site plan review in accordance with the procedures as established by Centerville's City Code and Planning and Zoning Commission; and (2) That the request is to allow for modifications to the current conditions of approval in order to permit building expansion and associated site improvements; and (3) That the proposed use will remain a truck terminal, which is an appropriate use within the City's Industrial District; and (4) The City has standards for parking, landscaping, lighting, building materials, and other elements in the zoning code which are reasonably appropriate to encourage high quality development in the City; and (5) The proposed use by the Landowner provides for reasonable and adequate parking, landscaping, building design, lighting, screening of outdoor parking and storage, and other issues; and (6) The project as proposed meets the criteria for granting a Site Plan Review approval in Section 156.108 of the Zoning Code and a Conditional Use Permit in Section 156.320 of the Zoning Code; and (7) That the proposed CUP Amendment and Site Plan Review is consistent with the overall goals and objectives of the Centerville Comprehensive Plan. CUP Amendment Conditions Staff recommends the following conditions of approval for a CUP Amendment: (1) All conditions established in the CUP for a Truck Terminal use as approved by the City of Page of 5 City of Centerville Planning and Zoning Commission May 5, 2026 Centerville on October 27, 2021, for the subject property shall remain in complete effect. (2) Property Owner shall revise the project plans and provide any additional information as required by the City Engineering Memo dated March 25, 2026, as may be amended, prior to issuance of a building permit for the improvements. Discussion ensued, and City Planner Hofer noted there will be no additional signage. Chair Kalina asked who would be responsible for the fence. City Planner Hofer stated the applicant is aware of responsibility for maintenance of the fence. Any encroachment agreement would go before the City Council. The additional ADA parking space would be shown in the Site Plan. Motion by Commissioner Thompson, seconded by Commissioner Oldenburg -Downing, to recommend that the City Council approve the requests from Sutton Transportation for a Conditional Use Permit (CUP) Amendment and Site Plan Review with the Findings and Conditions Proposed by Staff.
