PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, October 4, 2006 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks & Recreation Committee of the City of Centerville held the regularly scheduled October 4, 2006 meeting at City Hall, 1880 Main Street. CALL TO ORDER 1. Roll Call Chairperson Peil called the October 4, 2006 Parks & Recreation Committee Meeting to order at 6:30 p.m. at Laurie LaMotte Memorial Park where the committee met to tour the park. They also viewed 1601 LaMotte Drive and Tracie McBride Memorial Park, meeting back at City Hall at 7: 15 p.m. II. SET AGENDA Ms. Stephan requested an update of the Center Street Trail Stub be added. Motion was made by Chairperson Peil, seconded by Committee Member Seeley, to set the October 4, 2006 Parks & Recreation Committee Agenda with the above addition. All in favor. Motion carried unanimously. III. APPEARANCES IV. CONSIDERATION OF MINUTES September 6. 2006 Parks and Recreation Committee Meetine: Minutes Committee Member Seeley requested the word 'quested' be changed to 'questioned' in the following sentence on page 2. Mr. Palzer quested whether the committee wanted to reuse the sand which will be removed from the park. lof5 Parks & Recreation Committee Meeting Minutes October 4, 2006 Committee Member Seeley requested the following sentence on the top of page 3 be changed to reflect a rain garden type of drainage opposed to a rain garden. The committee discussed whether or not a water fountain could be installed using some type of rain garden for the water runoff Committee Member Seeley also asked to clarify the paragraph on page 3 regarding the CommUnity Impact Grants from Home Depot in that the response in the minutes were from the City Attorney and it was never the Parks & Recreation Committee's intention to involve the Centennial School District. Motion was made by Committee Member Merkel, seconded by Committee Member Seeley, to approve the September 6, 2006 Parks & Recreation Committee Meeting Minutes with the above corrections. All in favor. Motion carried unanimously. VI. COMMITTEE BUSINESS Oath of Office - New Parks & Recreation Committee Members Chairperson Peil administered the Oath of Office to both the new committee members; Mr. Kevin Selander and Ms. Carrie Jakober and welcomed them to the committee. Tracie McBride Memorial Park Renovations The committee received a letter from Mr. Josh Nelson who is 10 years old and lives near Tracie McBride Memorial Park. Mr. Nelson's letter requested renovations for the park that would include moving the sandboxes over towards Brian Drive making room for a baseball or football field. Ms. Stephan also received suggestions from a teenage resident requesting the City consider football fields at either Tracie McBride Memorial Park or Acorn Creek or both. It was said that on any given fall night there are football games being played by the neighborhood kids at both parks and even a small football field would be great. Chairperson Peil did not bring in the playground equipment catalogs, but will do so at the next meeting. Chairperson Peil will also meet with Mr. Paul Palzer before the next committee meeting to determine exactly what needs to be removed from Tracie McBride Memorial Park and when it can be done. The committee discussed having a full court basketball court at Tracie McBride Memorial Park and the advantages and disadvantages to having lights. Having lights may disturb the neighboring residents, but Committee Member Seeley stated that without lights it would really limit the playing time during the school year. The lights would not have to be very high for this purpose and they could be on a timer to shut off at say 9:00 nightly. The committee discussed having a football field either at Tracie McBride Memorial Park or Acorn Creek Park. Acorn Creek has a lot of unutilized open space and the committee would like to consider not only a football field at this park, but a parking lot as well. There is currently no parking. Consideration of Shelter at Laurie LaMotte Memorial Park The committee questioned if the City were to build a picnic shelter at Laurie LaMotte Memorial Park and wanted to install a water fountain, could it be done without installing sewer by having the water run off into a rain garden type drainage area? Mr. Palzer, Building Official, said state code does allow for this and it could be done. 20f5 Parks & Recreation Committee Meeting Minutes October 4, 2006 Chairperson Peil informed the new members that there is approximately $24,000 in charitable gambling funds that were donated to the City by the Spring Lake Park Lions a few years ago and has been held for warming house renovations. Currently there are no further renovations that are going to be done to the warming house so these monies could be used for a shelter at this park. Chairperson Peil questioned what is the purpose of the structure? The committee felt the main purpose would be shade and water for those families who are involved the sporting activities at the ball fields. The committee questioned then would it be better to have bleachers or picnic tables? Bleacher would limit the shelter to games only, but picnic tables would limit the seating at the games. Chairperson Peil stated we have catalogs specific to just shelters. Concrete will probably be the most expensive item. The water may also be expensive since it would have to be run quite a distance. 1601 LaMotte Drive I Centerville Lake Property Some questions that came up when the committee toured the property were: 1) Do we own the parcel where the pump house sits and if so, are we responsible for removing the pump house also? 2) If we do not own the pump house parcel, can we put up a privacy fence around it to hide it from the view of the park and/or to keep children from playing in that area? The committee discussed the fence that currently surrounds the property and whether just the gate should be removed and the rest of the fence left up, basically to keep people who are using the park from encroaching on the neighboring properties. The fence in front is surrounded by lilac bushes. A fishing pier is being considered, though there were objections from the abutting properties concerning a pier. The committee thought perhaps a dock with a 'T' at the end and seating would be a nice addition. Chairperson Peil stated there are often grants available for fishing piers. The committee has many upcoming projects and expenditures so whatever is done at this park will probably be done in phases. The committee needs to consider a name for the new park at 1601 LaMotte Drive. Committee Member Amundsen had suggested a name at the last committee meeting that reflected the park being environmentally friendly, such as EcoPark. Mayor Capra suggested as the City's 150th birthday approaches in 2007, a name reflecting the heritage and history of the City might be appropriate. One suggestion was Heritage Landing. The committee liked the name Heritage Landing, but one concerns was 'landing' implies boat launch and there will be no boat launch at this site. There may also be confusion over Heritage Landing and Heritage Lab, which is in the Anoka County Chain of Lakes Regional Park. The committee will come up with some ideas before the next committee meeting. The committee discussed bathroom facilities opposed to a satellite, but there is indoor plumbing at Laurie LaMotte Memorial Park and they cannot be open without an attendant at the park. If a satellite is used at 1601 LaMotte Drive there are various places it could be hidden from view or an enclosure structure could be built. Ms. Stephan reported the City is waiting further information regarding the following issue concerning this property: 30f5 Parks & Recreation Committee Meeting Minutes October 4, 2006 Mr. John Meyer, Finance Director and Mr. Paul Palzer, Public Works Director were out visiting the new park property and reviewing the work for the demolition of the house and garage and remembered that the storm sewer system at that driveway is not complete from the 2004 street improvements. An email was sent by Mr. Patzer to Mr. Mark Statz, City Engineer with the following questions: Do you have plans for the completion of the storm sewer system? Does it include a pond on the new park property or just some piping and a rain water garden type structure? Let me know if you have a plan and if this needs to be reviewed by the Rice Creek Watershed prior to completion of the work. Update from Mr. Patzer September 25, 2006: We are waitingfor a plan from Mr. Mark Statz, City Engineer, for the new park property. We are hoping to put whatever they come up with along the south property line. Update from Mr. Dallas Larson, City Administrator, on the demolition of the house and the DNR Grant: The demolition proposal presented at the last City Council meeting for the building demolition appeared a bit high. We have requested a proposal from another area company and should have that for consideration shortly. All inquiries to move the home have resulted in the determination that it isn't cost effective. Our request for a DNR grant to purchase the remaining St. Paul Water parcel was approved in the amount of $150, 000. Finance Director, Mr. John Meyer, is working on the grant agreement and related paper work. We should be able to close on the remaining land by mid November. VII. UPDATES YMCA Summer Proe:ram(s) Committee Member Amundsen will update the committee on this item at the next scheduled committee meeting. Laurie LaMotte Memorial Park Plav Structure - Sod & Trail Stub The sod has been installed for a cost of $2,178.00. This exceeded the original quote (not to exceed $2,000) as more sod was needed than originally estimated. The sod was laid approximately 15' further to resolve a potential drainage problem. The trail stub has been installed. Formine: Subcommittees Since there is a significant amount of research & planning to be done before spring 2007, the committee formed subcommittees breaking them into the following: 40f5 Parks & Recreation Committee Meeting Minutes October 4, 2006 1) Tracie McBride Memorial Park & Acorn Creek Park (Chairperson Peil, Committee Member Jakober, Council Member Paar) 2) Laurie LaMotte Memorial Park Shelter (Committee Members Amundsen & Selander) and 3) 1601 LaMotte Drive (Committee Members Seeley & Merkel). Pheasant Marsh 3rd Addition I Center Street Trail Stub Pheasant Marsh, 3rd Addition has completed paving and curb. Bike paths and restoration are in the process of being done. Mr. Tedd Peterson, Public Works Staff, walked the proposed trail through Pheasant Marsh 3rd and the extension to Center Street with representatives of JR Hill (the company installing the trail) and Bonestroo (City's engineering fIrm) to insure the placing of the trail and the curves on the trail were conducive to plowing. The City is working with JR Hill to install the trail stub from where the Pheasant Marsh trail ends to Center Street. The idea was this was the opportunity to install this trail stub as without the stub the Pheasant Marsh trail will just end in the fIeld. Some issues have come up however, that will put the Center Street trail stub on hold. The abutting property owner at 1890 Center Street has a fence and landscaping installed on the utility easement of the out lot, approximately 30' outside of their property line. The City asked the property owner to remove the fence and install it back within their property line. The homeowners report they were told years ago the property was theirs. In researching the property, the out lot is not owned by the City as was previously thought by City Staff, but was tax forfeiture in 1992 and is owned by the county. The City is currently pursuing the option of buying the out lot from the county and working with the property owner to resolve the issue. Update from Mr. Dallas Larson, City Administrator: Downtown Redevelopment The City's grant application to Minnesota Department of Employment and Economic Development will have a decision in October. The grant focuses on Block 8, which is the block north of the city property. (This concerns the Parks & Recreation Committee as the grant mentioned above includes multiple trail stubs). We met with Father Fitzgerald of St. Genevieve to discuss an option on the property they own next to the lake (rectory). He indicated that they may consider an option for later purchase, but they are not interested in parting with any property at the present time. I am working with the City attorney to draft an option agreement that would give the City the opportunity to buy the property if they decide to sell. IX. TO: Parks & Recreation Committee Members FROM: Kim Stephan SUBJECT: Centennial Youth Hockey Association's Request for the Use of Laurie LaMotte Memorial Park Hockey Rink for the 2005-2006 Season DATE: October 26,2006 Centennial Youth Hockey Association's Use of Laurie LaMotte Memorial Park for Dry Land Practice CYHA requested the use of Laurie LaMotte Memorial Park for Dry Land Practice from August 10, 2006 through September 2006. This was approved by the committee and by City Council, but CYHA was unable to use that time. CYHA again requested the use of Laurie LaMotte Memorial Park for Dry Land Practice beginning in October and running through the start of outdoor ice. I sent the request directly to City Council with the guidelines set in the previous Parks & Recreation Committee's recommendation and City Council approved it at the October 11, 2006 City Council Meeting. CYHA is currently using the facilities at Laurie LaMotte Memorial Park for Dry Land Practice. Attached is a request from the Centennial Youth Hockey Association for the use of Laurie LaMotte Memorial Park Hockey Rink for the 2006-2007 season. Following, for your review, is the recommendation to City Council from the Parks & Recreation Committee for the 2005-2006 season and a copy of the waiver that was signed by the association for the current season. Centennial Youth Hockev Association - Use of Laurie LaMotte Memorial Park Hockey Rink for the 2004-2005 Season Ms. Laurie Powers, Outdoor Ice Coordinator for the Centennial Youth Hockey Association (CYHA), sent a request to the committee regarding the use of Laurie LaMotte Memorial Park ice rink for the 2005-2006 hockey season. CYHA would like to use the rink for outdoor ice as they have in the past and are requesting extended dedicated hours. The committee discussed the association's request for additional ice time and opted to keep the days and hours the same as in the past seasons, allowing Centerville residents access to the ice with the exception of8:00 - 9:00 p.m. Monday through Thursday. Motion was made by Committee Member Seeley, seconded by Committee Member Amundsen to recommend to City Council approving the Centennial Youth Hockey Association's use of the hockey rink for the 2005-2006 season with a dedicated half sheet of ice from 7:00 - 8:00 p.m. and a dedicated full sheet of ice from 8:00 - 9:00 p.m. Monday through Thursday. Dry land training begins in October and runs until the start of outdoor ice. We use two other city parks for the dry land season, and were hoping we could offer a third choice. The memo for CYHA Coaches is attached to this request, as well as the signed waiver. The schedule for usage, as well as the coach's contact information, will be provided as soon as it is available. The key for the shelter building at Lexington Memorial Park is kept in a lock box found on the shelter door handle. The combo will be given to you when you contact me to schedule practice times. 2. At Lexington Memorial Park, the lights are automatic.. .make sure the building is secure and the key is returned to the lock box when done. 3. The nets at Lexington Memorial Park can be found in the shelter. For security reasons, please return them to the shelter when practice is done. We all need to do our part to keep the rinks clean and usable. If you arrive for practice and the rink needs cleaning and/or sweeping, please take a few minutes to do this. If we all help out, the rinks will be in great shape for everyone. (OVER FOR SCHEDULING GUIDELINES) ~ Scheduling Guidelines: . The hours available at each rink are one hour time blocks Monday - Friday from 5-9 p.m. (5, 6, 7 & 8 p.m.), and two hour time blocks all day on Saturday and Sunday. . Lights at Inner Park and Laurie laMotte Park MUST BE tumed off by 9:00 p.m. If this is not adhered to, Circle Pines and Centerville will revoke the use of lights at the parks. . Each team may schedule a maximum of two weekday hours and four weekend hours per week between now and November 30th, or whenever outdoor ice is available. If you want to pick up additional hours (more than the weekly maximum), you may call me starting the Friday the week before the date(s) you want to add. . Monthly I will post the upcoming month's schedule (Oct, Nov, Dee) in the shelter buildings so you can verify your scheduled time and pick up additional hours as available. Contact me regarding dates you would like to add/change. I will update the schedules and post new ones as necessary. . Coaches, dry land practices MUST BE SCHEDULED by contacting me. The Centermial Youth Hockey Association (CYHA) will take all responsibility for any damages which may OCCUr to the above mentioned property and/or equipment during the scheduled usage. The coach responsible for each designated time period 'Will ensure the lights are off and the building and nets are secure. The City of Centerville requests the CYHA notice the city at the termination of the dry land portion of time so a walk through can be done and both parties will agree on the condition of the property at the end of the usage. This needs to be signed yearly (in lanuary) by all committee members, but the new members need to review it and sign it to finish out the current year. Please return the last page to myself or Mr. John Meyer, Finance Director. Open Skatine: Coupons for Schwan Super Rink When the City of Centerville entered into the agreement to support the Schwan Super Rink's expansion, it was agreed the City would receive passes to coordinate some type of City event and offer free ice time. City Administrator Larson recently received 48 Open Skating Coupons and would like to pass them on to the Committee to determine a use for them. Consideration of Dedication of Park at 1601 LaMotte Drive durine: the Anoka County Sesquicentennial Mayor Capra requested this item be passed onto the committee for discussion: I met with the Anoka County Sesquicentennial committee for the 150th of Anoka County. They wanted to know if we (the city) would like to have theformal dedication of the lake property park be part of the official Anoka County sesquicentennial celebration. I told them I would get back to them. After their suggestion I thought maybe we could have the park open as soon as it is completed, but hold aformal dedication during our Fete des Lacs celebration. I would like to have the Parks & Recreation Committee discuss this at their next meeting and provide input back to the counciL Replacine: Skate Park Equipment Public Works supplied pictures of the skate park equipment that was removed due to damage. I did not copy the pictures for the packet as they are in color and the damage does not show very well in black and white. These will be available at the committee meeting. Public Works suggested not ordering replacements from Sun Ramp as it was not felt the quality was as good as some of the pieces lof3 from other vendors. Replacement parts were checked into to repair the existing pieces that were removed, but Public Works Staff found this not to be a feasible option. Available Property in Peltier Preserve Per Mr. Dallas Larson, City Administrator: Would you let the P&R Committee know that a representative of the owner of Lots 4, 5 and 5a of Peltier Preserve has asked if the City is interested in buying these lots for a park. I told him that it would be unlikely that we could afford them, but that I would pass his idea on to P & R for their feedback. Attached is a plat map for Peltier Preserve identifying the parcels. Pheasant Marsh 3rd Addition & Center Street Trail Stub Per City Administrator Larson, the City Engineer is satisfied with the as-built grading plan for Pheasant Marsh 3rd Addition and the City can begin by issuing up to five permits for model homes. Additional requirements will need to be met before occupancy permits can be granted. Included in your packet is a copy of the Park Dedication Fees paid by Ground Development for Pheasant Marsh 3rd Addition in the amount of $84,000. The abutting property owner at 1890 Center Street had a fence and landscaping installed on the utility easement of the out lot, approximately 30' outside of their property line. The City asked the property owner to remove the fence and install it back within their property line. The homeowners report they were told years ago the property was theirs. In researching the property, the out lot is not owned by the City as was previously thought by City Staff, but was a tax forfeiture in 1992 and is owned by the county. The City is currently in the process of buying the out lot from the county and the property owner has moved the fence back far enough to install the trail. The Pheasant Marsh 3rd Addition trail & the Center Street trail stub should be completed within the next week. The base is in place, but the contractor has been waiting for some of the sections to dry out before laying the asphalt. Included in your packet is the invoice from James R. Hill, Inc. for surveying costs associated with the Center Street trail stub in the amount of $850. 1601 LaMotte Drive - Centerville Lake Property After touring the property at 1601 LaMotte Drive at the last scheduled Parks & recreation Committee meeting, the committee questioned whether the City owns the property where the pump house is located and whether the City will be required to remove the pump house. Mr. John Meyer, Finance Director, stated the City bought the first parcel with Park Dedication Fees which included the house, garage and 112' of lakeshore. With the grant monies and partial Park Dedication Fees the City will purchase the open space on the north of the house with an additional 112' of lakeshore. The City does not own the parcel the pump house sits on and the pump house will remain the property of the St. Paul Water Utility for the time being. Mr. Meyer also stated that if at some future time the pump house is abandoned the City will try to purchase that parcel also. The closing is scheduled for November 21,2006 on the balance of the property. 20f3 There was an article written in the St. Paul Pioneer Press regarding the house at 1601 LaMotte Drive being sold or tore down. The article listed the house as being sold for $1 to anyone who could move it and prompted many inquiries to City Hall. City Council had approved a proposal from Olson Sewer Service to raze the home, but at the October 11, 2006 City Council Meeting the City Council postponed the work for two weeks to see if the City would get a viable proposal to move the home. City Administrator Larson reported at the October 25, 2006 City Council Meeting that there hadn't been any viable proposals to move the home, so the contractor will be given authorization to proceed with demolition. Major Capra provided some alternative names for the park along the idea of Landing or Point: Park: Commons Square Playing Field Playground Recreational Area Shoreline: Beach Shore Seashore Water's Edge Acorn Creek Park The committee questioned whether both parcels shown on the map of Acorn Creek Park belonged to the City as it wasn't clear where the boundaries were.
