RESOLUTION #06 - 055
A RESOLUTION ADOPTING PAY EQIDTY STUDY REPORT AND IMPLEMENTING
PAY SYSTEM
WHEREAS, the City has an obligation under State Law to maintain a pay system that provides
equity between groups of employees, and
WHEREAS, the Council approved job descriptions for all employees that may have changed the
job duties and requirements since the last Pay Equity study was completed, and
WHREEAS, the Council engaged the services of Ann Antoneson of Springsted, Inc. to complete
a new pay equity study and pay system that complies with State mandated requirements, and
such report was presented to the Council on October 25,2006.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF CENTERVllLE,
MINNESOTA:
1. The Pay Equity Report dated October 25, 2006, prepared by Springsted, Inc. is
hereby adopted, including the pay grade & step system (pay System).
2. The existing pay system shall remain in place with 3% increase on January 1,
2007.
3. On July 1, 2007, all employees shall move into new Pay System at the lowest pay
step of their designated pay grade that is equal to or above their current pay rate.
4. Since the Report was based upon 2006 rates, the Pay System shall be incremented
by 3% for 2007.
5. Step increases shall continue to occur on the employee's anniversary dates.
6. Satisfactory performance review shall be required before any step increase.

REISSUED SPECIAL USE PERMIT
1. Permit. Subject to the tenns and conditions set forth herein, the City of Centerville
hereby grants approval of a conditional use permit for:
Applicant, Launderville's Auto Repair, 7139 - 20th Avenue.
2. Property. The permit is for the following described property:
PIN# 23-31-22-11-0009
3. Background. On March 25, 1998, a Special Use Pennit was issued to Performance
Auto to operate a auto-truck repair business at 7139 - 20th Avenue. Performance Auto
was a lessee of the building and on or about January 1, 2006, ceased operations at the
address. Current applicant, Launderville's Auto Repair has requested to operate a similar
business at the location, also as a lessee of the property. The special use permit did not
impose any specific conditions on the operation of Performance Auto, even though the
location abuts a residential area.
The permit was transferred to Launderville's Auto on June 27,2006 in accordance with
the Planning and Zoning Commission recommendation that the applicant be allowed a
transfer of the Special Use permit on the condition the operation would be reviewed in
six months and if it is determined at that time that conditions should be imposed on the
permit to mitigate impacts on surrounding residential areas, that permit would either be
rescinded or reissued with conditions.
4. On December 5, 2006, Planning and Zoning reviewed the permit to determine of
additional conditions should be added due to neighborhood feedback or complaints. No

such feedback or complaints were received. The Planning and Zoning Commission
recommends that the permit be reissued with a condition that the permit be reviewed
again in twelve months to determine if the permit should be rescinded or if conditions
should be added
4. Conditions. It is the decision of the City Council that the Special Use Permit shall be
reissued subject to the following conditions:
A. The operation of the business would be reviewed in twelve months by
Planning and Zoning and if it is determined that adverse impacts on
surrounding uses are present, the permit would be rescinded or reissued with
appropriate conditions to mitigate the adverse impacts.
5. Criminal Penalty. Violation of the terms of this permit is a criminal misdemeanor.

A RESOLUTION RECOGNIZING THE SERVICE AND DEDICATION OF
MR. HARLEY WELLS, MAYOR OF SPRING LAKE PARK, AS AN ELECTED
OFFICIAL AND NORTH METRO TELECOMMUNICATIONS COMMISSION
MEMBER
WHEREAS, Mr. Wells has served the community of Spring Lake Park in the capacity of
Council Member from 1985 to 1990; and
WHEREAS, Mr. Wells has served the community of Spring Lake Park in the capacity of
Mayor from 1990 to the present; and
WHEREAS, Mr. Wells was appointed in 1988 to the present time to represent the City
of Spring Lake Park on the North Metro Telecommunications Commission; and
WHEREAS, Mr. Wells' warmth, wisdom, humor, proven leadership skills and
knowledge; has earned him respect of other elected officials, Staff and colleagues; and
WHEREAS, Mr. Wells is a man who has the strength to hold an unpopular opinion and
the courage to change his mind.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF
CENTERVILLE, ANOKA COUNTY, MINNESOTA:
1. Council extends their appreciation to Mr. Wells for his dedication and service
serving the community of Spring Lake Park and North Metro
Telecommunications Commission.
2. Council desires to wish Mr. Wells good luck in his future endeavors and
knows that what ever avenues he pursues, he will contribute 110%.

DEPARTMENT OF NATURAL RESOURCES GRANT FUNDS
- GRANT PROJECT OR07-002-
WHEREAS, the City of Centerville was awarded a Department of Natural Resources grant to purchase land restricted by
Grant Project OR07-002; and
WHEREAS, the grant agreement related to the grant project has a deed restriction requirement for the property described
as:
The northeasterly 112.5 feet of the following described property:
That part of the Southeast Quarter (SE Y4) of Section 22, Township 31 North, Range 22 West of the fourth
principal meridian and that part of the Southwest Quarter (SW Y4) of Section 23, Township 31 North, Range 22
West of the fourth principal meridian described as follows:
Commencing at the Northwest comer of the Southwest Quarter of said Section 23; thence South on the west line
of said Section 23 to the southwest comer of the Northwest Quarter of the Southwest Quarter of said Section 23;
thence East 24.75 feet; thence North parallel with the west line of said Section 23 to a point 249.2 feet south of
the north line of the Southwest Quarter of said Section 23, to the point of beginning said point being the
intersection of the northwesterly right-of-way line of LaMotte Road as established per the plat ofLAMOTfES
SECOND ADDITION; thence North 39 degrees 41 minutes 45 seconds East along said northwesterly right-of-

NOW, THEREFORE, IT IS HEREBY RESOLVED, that the City of Centerville, pursuant to Grant Project OR07-002
shall manage and maintain property consistent with the purpose and type of property acquired using appropriate
management and protection practices to protect the natural, recreational and/or scenic resources; and, shall not at any time
convert any portion of the natural recreational and/or scenic area to uses other than permitted in the grant agreement
without prior written approval of the State.
