1. Copy of the Power Point presentation prepared for the Lino Lakes City Council
which is the proposal Lino Lakes made for a quad cities police force.
2. Police Department budget for years 1998 (actual), 1999 (actual), 2000 (budgeted),
2001 (budgeted), all on one sheet.
3. Calls generated for years 1996 through 2000 from our latest annual report from
the Police Department.
4. A breakdown of calls for 1998, 1999 and 2000 by category from the Minnesota
Crime Information Manuals, BCA Annual Statistics.
5. A roster of personnel in our Police Department, along with start dates.
6. Our Public Services Director's best estimate of the costs of operation and utilities
for the Police Department. (These expenditures are not tracked by department.)
7. Insurance costs for the Police Department are included in document #2, the
department Dudget.
8. Pages from our Comprehensive Annual Financial Reports for years ended 1998,
1999 and 2000. The City's annual independent audit does not look at departments
individually and departments are not charged for a portion of the audit:
9. Weare unable to provide labor relations and legal fees specific to the Police
Department other than the information contained in the budgets provided in #2.
These services are centralized in Administration and not charged to individual
departments. '
10. An itemized list of grants currently in effect in the Police Department and the
status of each, according to our Finance Department records.
11. A list of C.O.P. and M.O.R.E. grants including hire dates of all COPS officers,
according to our Finance Department.

Centennial Girls Swimming and Diving
Dear Local Business Owner,
The Centennial Dive & Swim Team Parents Group is asking for your support of the Centennial High School Girls
Dive & Swim Team. We are currently raising funds to purchase a new"timing/scoreboard system for our pool. The
projected cost of this project is $20,000. The Parents Group and the team have taken on this project as our goal for this
year.
Our current system is 11 years old, obsolete and prone to breakdown. In the past two years, we have experienced an
increasing number of equipment failures during swim meets. A new timing system should last approximately 15 years
and would greatly enhance our ability to host swim meets and improve the accuracy of scores. Individual times and
results would assist in avoiding frustrating delays throughout the swim meet.
Last year we had approximately 80 swimmers and set numerous team records in both diving and swimming. We
have been conference champions for the past 3 years. We are confident that we will continue to do well in our conference
and section.
We have various contribution levels. Each level offers rewards and added appreciation. Your time and
consideration are very appreciated.
All- Conference $150 - $299 Your name and/or business will be published in our team program for the
entire season.
All - S ta t e $ 3 0 0 - $ 9 9 9 Your name and / or business will be given free ad space in our team program for the
entire year. Your name and/or business will be placed on a Plaque for display in the pool area.
All-America $1,000 and up. Your name and/or business will be placed directly on the advertising placard
on the Scoreboard or a sign adjacent to it for the life of the scoreboard. You will receive free ad space in our team program
for the entire year, plus a hyper-link from our swim team web site to your web site for one year.

The Mayors and representatives of several cities have met to discuss housing options for
our community. The Housing Summit last April presented several options. We have an
opportunity to review the LAND TRUST option on August 29, 2001. Kris Matson from
Minnesota Housing Resources, Inc. will give us more details on how the Land Trust
works and benefits our communities. Bob Streetar from the City of Minnetonka will be
there to provide us with specific information about how this is working and benefiting the
City ofMinnetonka and the surrounding west metro suburbs.

I am responding at the request of Mayor John Bergeson, regarding Lexington's
interest in pursing a "Quad City" police department.
At a recent workshop meeting, the Lexington City Council, by consent, directed the
City Manager and myself to continue to be involved in the examination of the possibility
of forming a Quad City Police Department.
Our discussion focused on the following issues:
· That the exploration process includes participation from multiple sources
including representatives from the different cities Mayors/councils, police
administrations, officers, Centennial Lakes Police Commission members,
business owners and citizens at large.
. That a clearly defi:ned process be agreed upon prior to its implementation.
· Ensuring that a realist timcline allows tor adequate and sufficient review
and evaluation

· That the gcyemanceof any new organization remains objective and nOB-
po litical

. That there would be an on-going savings to the Lexington taxpayers over
the long term
. That there is a continuity in the level of coverage and that it meets the
communities needs
· That the draft proposals from the different police departments be a starting
point/tool for a "committee/s" to utilize.
· That the committee defines an unbiased departmental structure, job
descriptions and position filling process.
Since over the past several years, there has been multiple attempts at forming a combined
police department we are intrigued to learn of the circumstances that will make this
proposal succeed,
We look forward to receiving the Centennial Lakes proposal and will continue to
participate in the exploration process.

FOR
PHEASANT MARSH
Street and Utility Improvements

INTRODUCTION
This Feasibility Report is for the construction of sanitary sewer, water main, storm sewer and
streets to serve Pheasant Marsh. As shown on Figure 1, this 77-lot residential subdivision is
located on the east side of Centerville Road (CSAH 21), approximately 1200 feet south of Center
Street. The property is bounded by Centerville Road on the west, Center Oaks development on
the north, the Rehbein property on the east and the Broussard-Vickers property on the south.
Ground Development Incorporated is developing the 54.734-acre parcel. This report includes
descriptions of the proposed improvements, cost estimates, timetables, easements, permits,
assessments, and detailed drawings.
Pheasant Marsh is proposed to be constructed in three phases, as shown in Figure 2. Phase 1,
which will consist of 22 lots and be built in 2001, is located on the east side of Centerville Road,
just south of the Hunters Crossing development. A MUSA land swap and Comprehensive Plan
amendment are required to implement the Phase 1 improvements. Phase 2 and 3 are the
northwest and northeast parts of the overall project, which abut the south line of Center Oaks. It
is projected to build Phase 2 in 2002 and Phase 3 in 2005.
PROPOSED IMPROVEMENTS
Sanitary sewer to serve the project is 10Eated on the east side of Centerville Road and within the
Center Oaks plat. Water main is available along the east side of Centerville Road, across from-
Hunter's Crossing. Stormwater will be routed generally north and west for Phase I and 2, and to
the east for Phase 3. Dupre Road will extend through the development with connection to
Centerville Road and Center Oaks. In addition to the 77 lots within Pheasant Marsh, utility

service will be provided to two exception lots at the end of Partridge Place and one property on
the east side of Centerville Road.
1. SANITARY SEWER:
A deep trunk sanitary sewer exists on the east side of Centerville Road at Hunters Trail. It is
proposed to construct a manhole at the northwest corner of the project (where the 50' permanent
easement abuts Centerville Road) and install 12-inch diameter pipe to the east, as shown on
Figure 4A at the back of the report. The pipe would be extended approximately 700 feet to
Partridge Place cul-de-sac.
Within the development, 8-inch and 12-inch diameter pIpe would be extended along the
centerline of Partridge Place, Pheasant Lane and Dupre Road. This pipe will serve all of Phase 1
and most of Phase 2. The final sewer extension to serve Phase 3 will be an 8-inch connection to
an existing manhole on Dupre Road in the Center Oaks plat. Four-inch diameter service pipe
would extend 10 feet past the right-of-way line for each lot. Figures 4A, 4B and 4C at the back
of the report show the proposed sanitary sewers.
2. WATER MAIN:
Currently, the closest water main to Pheasant Marsh is located on the east side of Centerville
Road from Hunters Trail to the north. It is proposed to connect to this system at the 50'
permanent easement on the north side of the Vanderbeek property. 12" PVC trunk water main
will be extended from Centerville Road to the east, then through the development on Partridge
Place, Pheasant Lane and Dupre Road. The main will terminate at Centerville Road for future
extension south and west.
Eight inch and six inch PVC mains will be installed throughout the remaining streets. All
necessary valves and hydrants will be provided for fire protection and maintenance of the
system. Water services to the 77 lots will consist of 1" copper pipe extended from the main to 1 0
feet beyond the right-of-way line. Services to the Center Oaks exception parcels will also be 1"
diameter, with exact locations dictated by property owners.

A water and sewer service line will be extended between Lots 12 & 13 on Mallard Way to
service the Eide property at 6882 Centerville Road.
3. STORM SEWER:
Storm water drainage will be directed via catch basins and storm sewers to ponding areas within
the plat. Ponding locations are shown on Figures 5A, 5B and Sc. Treatment ponds will
discharge to existing wetlands or drainage ditches. Total runoff from the site after all
construction is complete will not exceed existing runoff amounts.
In Phase 1, runoff from Grouse Hollow, Mallard Way and most of Dupre Road will be directed
to two treatment ponds. Discharge will be through a controlled outlet structure, allowing water
to enter a shallow ditch that flows north to the south line of Center Oaks. The ditch then flows
west to Centerville Road, before entering the deep county ditch.
Drainage from Dupre Road, north of Grouse Hollow, will be collected by catch basins and
directed in a temporary ditch to the north and east. Future phasing will eliminate the ditch and
direct the water to a permanent treatment pond.
The storm sewer in Phase 2 (shown on Figure SB) consists of catch basins and piping along
Pheasant Lane and Partridge Place. Discharge will be to a ponding area located in Phase 3. Thi~
pond will need to be constructed during the Phase 2 project, with a temporary ditch outletting to
the east. A low spot on Pheasant Lane, within Center Oaks, will be picked up with catch basins.
Phase 3 storm sewer improvements are shown on Figure Sc. Low points on Partridge Lane and
Dupre Road will drain to a large treatment pond in the backyards, built as part of Phase 2. A
second pond will be constructed to the east of Dupre Road, acting as a final treatment of runoff
before discharge to a large wetland to the east of Pheasant Marsh. The intersection of Dupre
Road and Center Street, approximately 200 feet north of the plat line, has experienced drainage
problems in the past. Storm sewer will be stubbed to the north property line for extension in a
future City project.

4. STREET AND TRAIL IMPROVEMENTS:
Streets in Pheasant Marsh, except Dupre Road, will be built to typical 7-ton residential street
standards for the City of Centerville. The streets include Pheasant Lane, Quail Court, Partridge
Lane, Partridge Place, Grouse Hollow and Mallard Way. Dupre Road is considered a collector
street and will be built to a 9-ton standard. The new roads will consist of the following
parameters:
1. 60-foot wide right-of-way
2. 33-foot back to back surmountable concrete curb and gutter (37' on Dupre)
3. Geo-textile fabric and 20" select granular borrow
4. 6" class 5 aggregate base (8" on Dupre)
5. I Y2" bituminous base and wear courses (2" base on Dupre)
6. 4" drain tile behind all curb
7. 45-foot radius cul-de-sacs
As shown on Figure 2, a 3900-lineal foot bituminous trail is proposed, extending from
Centerville Road and meandering through the plat to the northeast corner of Outlot E. The trail
consists of a 10-foot wide, 2" thick bituminous mat over a 12-foot wide, 6" thick aggregate base.
PERMITS
Centerville Road is Anoka County State Aid Highway 21. A permit is required to .install utilities
within the county right-of-way and to connect a new street (Dupre Road). Permits are also
required from MPCA (Minnesota Pollution Control Agency) for sanitary sewer extensions, and
MDH (Minnesota Department of Health) for water main extensions. The developer has applied
for the necessary permits from Rice C;:eek Watershed and the DNR (Department of Natural
Resources) for construction activities within wetlands. The proposed water main in the Partridge
Place cul-de-sac will cross MCES (Met Council) sanitary force mains as will utilities at the
connection to existing Dupre Road. MCES plan review and approval will be necessary.

EASEMENTS
Permanent and temporary easements will be necessary along the north property line of
Vanderbeek Small temporary easements will also be necessary to extend service pipes to the
right-of-way line for several existing property owners.

2. SERVICES
The two properties at the end of Partridge Place (Phase 2) will have water service lines extended
10' into their property, at a cost to be absorbed by the development. The cost to extend sewer
and water to the Eide Property will be worked out between the developer and homeowner.
PROJECT COSTS
Detailed cost estimates of the proposed utilities and streets to serve Pheasant Marsh are included
in Appendix A at the back of the report. Unit prices are estimated based on recent, similar type
projects in the north metro area of the Twin Cities. The Total Project Cost is $1,938,007.00,
which includes 5% contingencies, and 30% indirect costs. Indirect costs include administrative,
engineering, interest, testing, inspection, and legal expenses. A summary of the estimated total
project costs is as follows:

The project is feasible from an engineering standpoint and is in accordance with the City's
Comprehensive Plans. The following recommendations are presented for the City Council's
consideration:

Per your request dated July 19,2001, we are providing the following documents:
1. Copy of the Power Point presentation prepared for the Lino Lakes City Council
which is the proposal Lino Lakes made for a quad cities police force.
2. Police Department budget for years 1998 (actual), 1999 (actual), 2000 (budgeted),
2001 (budgeted), all on one sheet.
3. Calls generated for years 1996 through 2000 from our latest annual report from
the Police Department.
4. A breakdown of calls for 1998, 1999 and 2000 by category from the Minnesota
Crime Information Manuals, BCA Annual Statistics.
5. A roster of personnel in our Police Department, along with start dates.
6. Our Public Services Director's best estimate of the costs of operation and utilities
for the Police Department. (These expenditures are not tracked by department.)
7. Insurance costs for the Police Department are included in document #2, the
department cudgel.
8. Pages from our Comprehensive Annual Financial Reports for years ended 1998,
1999 and 2000. The City's annual independent audit does not look at departments
individually and departments are not charged for a portion of the audit.
9. We are unable to provide labor relations and legal fees specific to the Police
Department other than the information contained in the budgets provided in #2.
These services are centralized in Administration and not charged to individual
departments. .
10. An itemized list of grants currently in effect in the Police Department and the
status of each, according to our Finance Department records.
11. A list of C.O.P. and M.O.R.E. grants including hire dates of all COPS officers,
according to our Finance Department.
