The Client Relationship
When you retain Sathe & Associates Executive Search you are purchasing the time and
experience of a highly skilled team of professional recruiters. It is important from the
outset that you are keenly aware that you are buying our time and capabilities and not
the candidate you select. To be sure, you have our commitment that we will remain on
your project until you are completely satisfied. Our product is our process, which is
designed to identifY and recruit the most qualified and best-suited candidate for your
unique position. Upon your approval to proceed we will commence our work through
the following steps.
Position Profile Development
Key to success in any endeavor is defining the desired outcome. A thorough
understanding of your needs and where you and your organization are going is critical
to a successful search engagement. We begin all of our engagements by meeting with
key executives who will ultimately work with, or be affected by, the successful
candidate's performance. After surveying and interviewing your team, we will develop
a position profile which will concisely outline background information on your
organization and working relations to be expected, along with responsibilities as well as
required education, work abilities, and experience. Following your review and
approval, this profile becomes the foundation of our search.
Target List Development
Through our meetings with you in development ofthe profile we will gain the
information necessary to develop a target list of organizations in which likely

candidates might be found. This list will be audited by you to ensure that valuable
business relations will not be jeopardized by recruiting.
Custom Research and Sourcing
During this phase of the engagement individuals within the targeted organizations will
be identified and contacted as either potential candidates or sources. Following an
initial call of introduction each potential candidate and source will receive a copy of the
position profile. This process of research and sourcing will continue throughout the
engagement.
First Progress Report and Meeting
Typically in the fourth week ofthe engagement we will issue a report that will
summarize our work and findings to date. We will include a brief narrative on those
potential candidates who appear to be interested and qualified for the position we are
seeking to fill. Following your review of our report we will meet with you to discuss
our progress and together determine which of the potential candidates identified should
be interviewed by our firm.
Sathe & Associates Interviews
We will meet with the candidates you have agreed our:firm should interview. We will
carefully review each candidate's background, identifying strengths, weaknesses, and
motivations. We will identify critical factors for continued interest as well as issues
related to compensation and prepare written narratives for you.
Second Progress Report and Meeting
Following our initial round of interviews (approximately two to three weeks after our
first report) we will present you with a report, which will include detailed resumes
along with thorough narrative summaries of our observations on the most promising
candidates. Our report will also include information on any additional potential
candidates surfaced through our continued research and sourcing efforts. At our
meeting with you we will select candidates to be interviewed by your organization and
determine in any of the additional potential candidates surfaced should receive further
consideration.
Client Interviews
When you are ready to meet the most promising candidates, we are prepared to assist
you with coordination of all interview arrangements, including helping you develop
interview questions and an appropriate interview format, ifnecessary.
3600 Reference Checking
Following your interviews we will conduct reference checks on the most promising
candidates. We will attempt to question, as references, former supervisors, peers, and

subordinates. We will focus on the issues cited in the profile along with any other
issues, which may have surfaced through the interview process. As reference checking
is an inexact sc\ence we strongly encourage our clients to participate in this process, if
possible.
Additional Progress Reports and Meetings
These will be issued and conducted as necessary until the satisfactory completion of the
engagement.
The Offer
The selection of the candidate who will receive an offer is made by you. We are
prepared to offer insights and assist you in the selection, but the final decision is yours
to make. We are also prepared to assist with any issues related to negotiating the offer
once your selection has been made.
Follow-Up
We will follow-up periodically with you and the successful candidate to ensure that an
appropriate match has been made.

public sector and non-profit boards, councils, and commissions to

We propose a step-by-step recruitment and selection process:
1. Development of a Position Profile The Profile describes the basic
responsibilities and duties of the position, reporting relationships,
education, and experience necessary for satisfactory performance. We
will meet with Board members, appropriate staff, and others to discuss
the role and responsibility of the position. We will provide a list of
questions for all the participants to consider as we develop the Position
Profile. Once a consensus is reached on the requirements of the
position and the qualifications of the ideal candidate, we will prepare a
detailed Position Profile.

2. Location of Candidates We will conduct a comprehensive program to
contact sources and identify suitable candidates. We would use our
research staff to identify comparable organizations from which key
individuals can be contacted. Based on the sources available to us, we
will identify specific individuals with established patterns of
accomplishment and knowledge. It is usually helpful to announce the
position in appropriate professional journals.

3. Evaluation and Comparison After our research and sourcing is
completed, several qualified candidates will emerge for evaluation and
comparison. Interviews will be scheduled with the most promising
individuals. Depending on the location of the candidate, the interviews
will be either face-to-face or completed through extensive telephone
screening. During this phase we will be able to assess the individual's
qualifications, accomplishments, and suitability for the position. Our in-
depth evaluation and appraisal techniques will cover issues such as
work experience, education, professional development and
achievements, career objectives and philosophy.
4. Progress Report Following the screening and background
investigation we will prepare a Progress Report. This report will provide
specific information on the individual's education and work history,
accomplishments and growth potential, strengths and pOSSible
limitations. We will personally deliver and review these reports with
you. On the basis of this review, final candidates will be selected for
interviews.
5. Background Checks Prior to the interviews, we will investigate the
backgrounds of the finalist candidates through reference checks. It is
our practice to speak directly with individuals who are, or have been, in
positions to evaluate the candidates' job performances. We will verify
the finalist candidates' credentials through an educational, criminal,
and credit check.

- thorough and stayed on schedule
- excellent contacts in the governmental sector

Negative comments included:
- concerned about how last minute negotiations are conducted
regarding salary and employment agreements
- dissatisfied with the length of time required to conduct the search
Summary
. The level of client satisfaction with TBG services appears to be very
high. Negative comments were not consistently found in all responses
from anyone client organization.
. TBG appears to be identifying and meeting the needs of their clients.
. TBG appears to rank highly in comparison with other search firms
based on the 89% indication that respondents would refer TBG to
others.
Comments on the Survey from James Brimeyer - President
When you do a survey like this there is always some risk - you may not
like the results! The value of your services and the usefulness of your
process may be debated. For this survey we selected organizations
from the last two years for whom we have conducted a variety of
executive search assignments. We attempted to get the broadest
representation of opinions by contacting the chief elected official
(Mayor or Board Chair), Councilor Board members, and a main staff
person from each organization. The results have confirmed what we
have observed: The majority of our assignments come through referral
or repeat business. Six years ago we conducted a similar survey will
less positive results. We believe our years of experience in working
with a variety of diverse clients - from cities to private sector firms to
non-profit organizations - has given us a better understanding of how
to meet each client's needs. We will continue to refine our process to
benefit the client and potential candidates.
Ten Years
In the fall of 1991, a very djfficult and exciting set of decisions were
being made: the benefjts and risks of starting a new company; the
development of a business plan; capital needs and projected operating
costs; the reaction of the marketplace; start small and grow or stay
small and focus on developing a client niche. At the time it seemed
momentous and frightening. It also had possibilities and the prospect
of being a small business providing professional, quality services in a

The Brim Report is a comprehensive customer survey conducted by an
independent communications firm.
Brim Report for June 2001
In the spring of 2001, The Brimeyer Group contracted with K-M- T
Communications to survey a selection of recent clients of The Brimeyer
Group (TBG).
The objectives of the survey were to:

. determine the level of client satisfaction with services provided,
. assess how well TBG identified and met individual client needs,
. evaluate how TBG service compares with other firms offering search
services, and
. investigate client interest in additional services from TBG.
Survey Parameters
. Privacy
. A random selection was made from 38 clients for whom TBG had
conducted executive search assignments in 1999 and 2000.
. Survey forms were mailed to elected officials and key staff members
from each selected organization.
To receive the highest response rate possible, second requests and
follow-up phone calls were made to non-responders. K-M-T reported a
response rate of 70% with the following results:
. A strong majority (82%) reported their initial contact with TBG was by
referral or through professional memberships and conferences.
. 89% indicated they would refer TBG services to others.
. Responses to questions concerning satisfaction with services, quality
of candidates provided, timeliness of the search process, and value
received for the search fee all fell within the "Above Average to the
Extremely Satisfied" range.
. A strong majority (93%) responded that they would use TBG for
future search assignments.
Respondents were asked to leave written comments on the
survey form

Management Association, the Minnesota City Management Association,
the National Forum for Black Public Administrators, and the Minnesota
Municipal Utilities Association. He is active in community activities
including the TwinWest Chamber of Commerce and is Past President of
the St. Louis Park Rotary Club and the St. Louis Park Rotary
Foundation. He serves on the Boards of two Twin Cities-based
companies. In January 2000 he began his second four-year term as

in 1991 after serving for over fourteen years in an administrative
capacity for a nationally-recognized, locally-based executive search

designed to assess the environment in which a candidate operates
most effectively. The resulting report covers the following areas:
1. Internal motivation
2. Management strategies
3. Identification and management of conflict
You will learn the strengths and likelihood for success of each final
candidate and gain insight into how to best manage and work
effectively with the candidate.
7. Interviewing and Selection We will arrange a schedule of interviews
for final candidates. We will assist in this process to the extent
requested by you. Directed by you, we will assist in the negotiations of
employment terms, recommend a compensation package calculated to
attract the preferred candidate, and participate in the final
negotiations.
8. Performance Evaluation At your request, we will assist in conducting
a performance evaluation after six months of employment. This will
lead to a Work Program to be utilized over an 18-24 month timeframe.
GUARANTEE
The Brimeyer Group offers an 18-month guarantee to clients who
utilize our complete process. Should the client determine it necessary
to terminate the candidate due to failure to adequately perform the
duties as specified in the Position Profile, we will refill the position for
expenses only.

of 21-mile long Lake Pepin, which is the widest spot on the Mississippi
River. Spectacular scenic bluffs shape the remaining lake borders.
Considered one of the best sailing lakes in the nation, Lake Pepin is also
prized for excellent water activities of all kinds. Large concentrations of
bald eagles and an abundance of migratory birds have earned Lake
Pepin the designation of a Globally Important Bird Area.

Lake City has a population of 5,000 and is located approximately 15
miles south of Red Wing, 35 miles east of Rochester, 45 miles north of
Winona and 60 miles south of the Twin Cities metropolitan area. The
city is located in Wabasha and Goodhue Counties.
The Lake City Marina is the largest municipally owned and operated
facility on the upper Mississippi. It contains space for over 600 boats
and features a Yacht Club, guest slips, electricity and water on all
docks, a public beach, gasoline sales, and nighttime security. A scenic
three-mile river walkway beginning at the north end of the city runs
through the Marina area and ends in Roschen Park to the south.

The City of Lake City has so much to offer its residents. A wonderful
variety of housing includes a large concentration of 19th century
residences, lake homes, multi-unit housing, and new subdivision
neighborhoods. The area's abundant apple orchards produce over
700,000 bushels of Haralson apples annually. The city enjoys a healthy
economy and is home to a number of manufacturing and commercial
businesses including Federal Mogul, a manufacturer employing 555;
Heat-N-Glo-Fireplace Products with 460 employees; Valley Craft Metal
Office Furniture with 168 employees; and Wild Wings, Inc., a
commercia! printing company employing 150.

Mississippi Jewel
A proposed Planned Unit Development - Mississippi Jewel - provides for
the staged development of an 832-acre parcel along the city's western
edge. The site contains three distinct plateaus, each physically and
visually separated from the others by bordering trees and river bluffs.
When complete, Mississippi Jewel will feature a golf course, commercial,
light industrial/warehouse development, and 1,600 units of residential
development. Phase I of the project calls for infrastructure to be
constructed for the development area, 80% of which is presently

located within the corporate limits of Lake City. Preliminary wastewater
and water systems studies have been completed and approval of the

Education and Health Care
Independent School District 813 provides an excellent educational base
for the community with one elementary school, and one junior/senior
high school. The public school system administers early childhood
programs for pre-school and offers before and after school child care
programs. Community education classes are conducted during the
school year. St. John's Lutheran Parochial School serves students in K-
8th grade. The Lake City Public Library offers 20,000 volumes,
computers, video rental, and Internet access. The Library is a member
of SELCO, a cooperative system, and offers over one million volumes
through a 27-member regional library system via an on-line database.
Nine churches are located within the community, providing a broad
variety of denominations.
The Lake City Medical Clinic is part of the Mayo Health System which
constructed a new medical clinic in 1998. In 1999, a new 18-bed
hospital was connected to the Medical Clinic. The acute care facility
offers surgical, obstetrics, emergency care, home health care and
hospice services. Eight physicians and a general surgeon provide a wide
range of health care services. Lake City has three dental offices, four
chiropractic offices, and an optometrist. The Lake City Nursing Home is
also operated by the Mayo Health System and offers short and long
term rehabilitation. River Oaks Health Care Center offers private nursing
home care in a residential setting.
Recreation
Lake City and the school district maintain over 400 acres of parks,
beaches, ball fields, and tennis courts. The largest park is Hok-Si-La, a
250-acre park situated on Lake Pepin and offering camping, picnic
areas, a boat ramp, cross country skiing, swimming beach, shower
facilities, and shelters. The dining hall is often used for weddings and
other events. Patton Park is located in the town center and features
summer entertainment in the historic gazebo. Lighted ball fields,
athletic fields, playground equipment, picnic areas, fountains and art
may be found throughout the City's park system. The city operates a
summer recreation program for children including swimming programs
at the O'Neill public swimming pool.
Two semi-private 18-hole golf courses and one public 18-hole course
serve the area. Frontenac State Park, just north of Lake City, offers 40
miles of groomed cross-country ski trails during the winter months and
hiking and camping in the summer months. Mount Frontenac, a ski
resort eight miles north of Lake City features a variety of ski runs.
One of the most anticipated community events is Water Ski Days,
sponsored by the Chamber of Commerce. This year marks the 30th
Anniversary of the June festival. Johnny Apple Seed Days, held in
October is notable for many family events. Winterfest in February
features cross-country ski races, candlelight skiing, Snow Golf, Softball-
on-the-Ice, and snow art.
City Services
City functions are located in the historic City Hall, which is on the

initiated in 2001 and extensive renovation to the existing building will
take place the following year.
The Lake City Police Department employs eight full-time police officers.
Fire protection is provided by a 22-member volunteer department. The
volunteer ambulance service has a full-time director and 26 volunteers
serving as paramedics and emergency medical technicians.
Under the supervision of the Public Works Director, the Utility
Department provides electric, water, and sewer service. The electric
utility is a distributor of electricity purchased through the Southern
Minnesota Municipal Power Association (SMMPA). The water system
consists of four wells and two tanks with a capacity of $1.5 million
gallons. An activated sludge wastewater treatment plant handles
collection and treatment. Refuse hauling, recycling, and composting are
provided by the city. Xcel Energy provides natural gas.
The Organization
The City of Lake City is a home rule charter city adopted in 1974 and
operates under a Mayor/Council form of government with a full-time
City Administrator. The city is divided into four voting precincts. The
Mayor and six Council members are elected to four-year terms.
The Economic Development Authority and various city boards and
commissions advise the City Council. The Ambulance Commission, Civil
Service Commission, Planning Commission, Heritage Preservation
Commission, Marina Board, Library Board, Public Safety Board,
Streets/Parks Commissionl Tree Board, Utility Boardl and the
Recreation Commission serve in an advisory capacity to the Council.
The City employs a staff of 42.
The annual general fund budget is approximately $2.8 million.
The Position
The City Administrator reports to the Mayor and City Council and is
responsible for planning and coordinating city governmental activities.
