CALL TO ORDER 1. Roll Call Vice-Chairperson Seeley called the January 3, 2007 Parks & Recreation Committee Meeting to order at 6:37 p.m. II. SET AGENDA Vice-Chairperson Seeley requested Mr. Mark Spitzmueller and Mr. Dean Havel from the Bald Eagle Water Ski Club be added to the agenda under Appearances for a discussion on potentially using the park at 1601 LaMotte Drive as a viewing and staging area for the water ski club's practices and shows on Centerville Lake. Motion was made by Committee Member Amundsen, seconded by Committee Member Merkel, to set the January 3, 2007 Parks & Recreation Committee Agenda with the above addition. All in favor. Motion carried unanimously. III. APPEARANCES Mr. John Martin, Classic Recreation Systems, Inc. did not make an appearance as scheduled. Committee Member Merkel will contact Mr. Martin to see why he did not show up. 10f6 Parks & Recreation Committee Meeting Minutes January 3, 2007 Bald Eae:le Water Ski Club Potential Use of 1601 LaMotte Drive Mr. Mark Spitzmueller and Mr. Dean Havel from the Bald Eagle Water Ski Club asked if they could address the committee on potentially using the park at 1601 LaMotte Drive as a viewing and staging area for the water ski club's practices and shows on Centerville Lake. They have been skiing on Centerville Lake for 20 years, using the site in front of Water Works. They have been notified by the owner, Mr. Rich Defoe that they will probably not be able to continue at that location as CSAH 14 is widened and the Water Works property is developed. The club would like to stay on Centerville Lake and thought the new park property at 1601 LaMotte Drive might be a possible location for them. The club practices once a week and has a show each Thursday which draws approximately a 1,000 people throughout the season. They have done shows for Fete des Lacs and have offered learn to ski clinics. Vice-Chairperson Seeley asked what would be required from the City, what interaction would be needed from the committee and is a dock required. Mr. Spitzmueller replied the shoreline would be required for viewing and staging of the equipment. The Bald Eagle Ski Club would supply the dock. The club is now a 501 C3 nonprofit organization and is looking for sponsorship, potentially to help with the costs of a new dock and platform. A permanent dock would ideally be what they would like. The committee had concerns about who would be on the dock(s) when not in use by the club and potential liability to the City. The club had the same issue at the Water Works sight and had the City of Centerville additionally insured, on their liability policy, as well as the landowner and Anoka County. Committee Member Selander asked Mr. Spitzmueller if the club was aware of how shallow the lake is at this location. Mr. Spitzmueller replied no, they have not done a thorough analysis of the area yet as they first wanted to determine if it was even a possibility to use this location. Vice-Chairperson Seeley suggested a topographical map be viewed as it extremely shallow for a long distance from the shore. Mr. Havel stated it was only about 3' in front of Water Works. Mr. Havel also stated there are approximately 20 skiers, 40 members total, which would be more than willing to help with any volunteer efforts which needed at the park. The committee discussed that this park is being developed as an adult park with an environmental theme and does a ski show and docks fit in with the vision the committee has for this park. The committee is also concerned about the erosion affects of additional waves from the boats to a shoreline that already has serious erosion problems. While the committee would like to see the Bald Eagle Ski Club stay in Centerville, as it is a great summer event for the community, they do not think it will work in this location. It was suggested the Bald Eagle Ski Club first see if the water depths would work for what they are proposing and it was questioned whether they could operate from the Anoka County Regional Park. This item was tabled pending further information. IV. CONSIDERATION OF MINUTES December 6. 2006 Parks and Recreation Committee Meetine: Minutes Committee Member Merkel requested the following corrections be made: On page 2 of 10, paragraph 2, change the word request to requested. On page 5 of 10, paragraph 3, change the word broke to broken. On page 6 of 10, paragraph 1, remove the 'The' before Mr. Larson. The last sentence of paragraph 3, page 6 of 10, should end with a '.' not a '1'. 20f6 Parks & Recreation Committee Meeting Minutes January 3, 2007 Motion was made by Committee Member Amundsen, seconded by Vice-Chairperson Seeley to approve the December 6, 2006 Parks & Recreation Committee Meeting Minutes with the above modifications. Ayes - 3, Nays - 0, Abstain - 1 (Selander). Motion carried. V. COMMITTEE BUSINESS Oath of Office. New Members Ms. Lori Harris and Mr. Darrin Mosher Vice-Chairperson Seeley administered the Oath of Office to both the new committee members; Mr. Darrin Mosher and Ms. Lori Harris and welcomed them to the committee. The committee also welcomed Council Member Tom Lee as the 2007 Council Liaison to the Parks & Recreation Committee. Disclosure of Financial Interest Statements were supplied to and signed by all committee members. The Bylaws for Committee/Commission members were also supplied to the members. Skate Nie:hts for 2007 - O~en Skatine: Cou"Qons for Schwan Super Rink The Skate Night at Schwan's would be held on Saturday, February 24, 2007 from 6:00 to 8:00 p.m. As per the City's agreement with Schwan's Super Rink, the City is allocated one hour of free ice time per year to offer an event to the community. The City also has 48 coupons good for any open skating time. The original plan was to schedule the one hour of free time and then hand out the coupons to anyone who wanted to continue skating for an additional hour. Committee Member Amundsen spoke with Mr. Pete Carlson to schedule the ice time and Mr. Carlson offered the City both hours for no charge. The committee will still need to determine what to do with the 48 coupons. It has been suggested to offer a summer event or possibly hand out the coupons to those who attend the February 24th event. Over the past years, the Economic Development Committee, together with the Parks & Recreation Committee has sponsored a Skate Night, Horse Drawn Hayride & Bonfire event in conjunction with Frozen Fete des Lacs. EDC has disbanded and there is no longer a Frozen Fete des Lacs, but because the hayride has been well attended by the community the Parks & Recreation Committee would like to see it continued. It will not be promoted as a Skate Night since the last few years there has not been ice to skate on. If there is ice this year that will be an additional feature of the event. A date has not been selected at this time; it depends on the availability of Bunker Stables, but the committee is looking at a Friday in February. The cost has been approximately $560 for the Horse Drawn Hayride in the previous years. The Parks & Recreation Committee would like to sponsor two winter events, one at the Schwan's Super Rink and one at Laurie LaMotte Memorial Park Motion was made by Committee Member Amundsen, seconded by Committee Member Selander, to request City Council approve the expenditure from Park Dedication Fees not to exceed $600 to rent a Horse Drawn Hayride from Bunker Stables for a community event in 2007, with the date to be determined at a later time. All in favor. Motion passed unanimously. 30f6 Parks & Recreation Committee Meeting Minutes January 3, 2007 Replacinlf Skate Park Equipment Two (2) Sun Ramp quarter pipes and a spine have been (or will be) removed as they have become a safety hazard, mostly due to usage. The Sun Ramp equipment is constructed of fiber board under rubberized coating. The Skate Wave equipment has held up better, but it is metal and is rusting, as well as being louder and heavier equipment. Mr. Tedd Peterson, Public Works, recommends going with Rhino Ramp equipment through Dura Fun Recreation Products. The last equipment ordered was a quarter pipe and three (3) grinding rails in 2005, from Dura Fun. The quarter pipe, at that time, was $4,660, excluding shipping charges. Committee Member Mosher will contact Dura Fun for specific prices, but replacing these three (3) pieces will be a minimum of $15,000. Mr. John Meyer, Finance Director, said that replacing skate park equipment is not something that has been budgeted for in the past and there is not money available in the Maintenance Fund to cover the costs to replace this equipment at this time. In the future there could be money allocated, but the committee would have to request to have funds included in the budget over a period of time, with a schedule of equipment to be replaced. Motion was made by Committee Member Amundsen, seconded by Committee Member Selander to request City Council allocate the monies recently returned to the City from the District Memorial Hospital Board in the amount of $17,383.12 to be used to replace the skate park equipment at Laurie LaMotte Memorial Park. All in favor. Motion passed unanimously. It was also mentioned that the signage at the skate park will have to be repaired again, due to vandalism. VII. UPDATES Comprehensive Plan Review The Street Improvement Plan for 2009 was included in the packet for the committee's reVIew. Sidewalks mayor may not be added at the time of the road reconstruction. A work session is scheduled for Wednesday, January 17, 2007 at 6:30 p.m. to review the Comprehensive Plan as it applies to the Parks & Recreation Committee. The meeting will be held at City Hall. Vice-Chairperson Seeley requested the committee members write down their ideas prior to the work session. Hanzal Plat - Trail The committee would like to remain involved as this development progresses and would like City Council to know they are definitely interested in a trail easement. Available Peltier Preserve Propertv Mr. Larson asked Ms. Stephan to inform the committee that the owner of the available lots in Peltier Preserve has ordered an appraisal which should be available in two (2) weeks. The owners of the property are Integra Homes and Mr. Ron Lillestrand. 40f6 Parks & Recreation Committee Meeting Minutes January 3,2007 Peltier Preserve Channel Park Property This property also appears to be owned by Integra Homes. Mr. Larson talked to Mr. Ron Lillestrand about the piece of channel property that was to be deeded to the City. Mr. Lillestrand does not see this issue as involving him or Integra Homes. The City Clerk continues to do research and Mr. Larson will discuss the issue with the City Attorney. Tracie McBride Memorial Park & Acorn Creek Park Renovations The subcommittees on these parks have not met, partially because they involved Committee Member Kathy Peil and Council Liaison Jeff Paar, who are no longer on the committee. Vice-Chairperson Seeley stated that because of the timeline of getting the park at 1601 LaMotte Drive ready to open for the dedication, there was limited manpower and time available to concentrate on the other parks. Council Member Lee stated the neighbors in the area of Tracie McBride Memorial Park have been waiting a long time to have something done with this park and there are safety issues with the existing equipment. The water tower has come down and Public Works has removed some of the equipment. It was felt that this park also needs to be done this year and not put on the back burner for another year, but it will be difficult for the committee with so many projects going on and financial constraints. The committee has discussed a smaller play structure, a full size basket ball court and Frisbee Golf at this park. Committee Member Harris agreed to take a look at Tracie McBride Memorial Park and get together with her neighbors for ideas as to what they would like to see. Council Member Lee has met with representatives of Lino Lakes Parks & Recreation as it applies to Youth Football and will supply the committee with information at the next scheduled meeting regarding the potential of a football field and lighting at Acorn Creek Park. Some discussion was had as to the need for a lighted field in the area, benefits to the community and potential problems with neighbors, Shelter at Laurie LaMotte Memorial Park Committee Member Selander will bring drawings of shelters to the next meeting. The committee discussed the size as 25 x 25 or 25 x 30 with open sides, a cover providing shade and possibly a drinking fountain. Vice-Chairperson Seeley contacted Anoka County to see who they used to build shelters and pavilions within Anoka. The company used is Structural Wood Corporation, with bids being done by Flanagan Sales. Committee Member Selander will contact Flanagan Sales for information and will walk the property to determine what dimensions would work best. 1601 LaMotte Drive - Centerville Lake Property Vice-Chairperson Seeley compiled a list of things that have to be done before the park can open and a second list of things the committee would like to have done before the park opens. The items that have to be completed: The lilac bushes will have to be moved from the front to the north and south property lines. This will need to be done with a bobcat. A new entrance will need to be designed and created. There is a culvert that will have to be removed from the old driveway, as it is a danger. Grading will need to be done to accommodate a rain garden in the approximate area of the old garage. Also grading will need to be done for the pavilion site. There are rotten and dying trees and shrubs which will need 50f6 Parks & Recreation Committee Meeting Minutes January 3, 2007 to be removed. There is a very old, large tree near the shoreline that the committee would like to have removed leaving the stump. The roots will help with erosion to the bank, but the committee would also like to see it made into a checker/chess board on top of the stump. Wheelchair accessible paths will need to be installed. Addressing the shoreline erosion will be an ongoing issue with Anoka County Conservation, but if work needs to be done requiring heavy equipment it should be done before the area is seeded or sodded. Committee Member Amundsen asked if the 81. Paul Water Utility wanted to move the fence to separate the park property from their pump station building. Ms. Stephan will check with Mr. Larson, City Administrator, and report back to the committee. The items the committee would like to have completed before the dedication would be: A pavilion, barbeque grills, picnic tables, 5 or 6 permanent benches, bike racks and ultimately a fountain made with the artesian well. The committee will continue to discuss the need or desire for electricity to the pavilion. Vice-Chairperson Seeley will continue to do research on the fountain. The committee is also interested in the possibility of solar powered lighting. Signage will also have to be added. Tentative plans for the dedication ceremony would be Saturday, August 3, 2007, following the Fete des Lacs Parade. IX. Replacing Skate Park Equipment A memo and Rhino Ramp price list from Dan Wagner, Dura Fun, was emailed to the committee and included in the packet. Dura Fun is the only distributor of Rhino Ramp equipment in Minnesota and Wisconsin. City Administrator Larson requests the committee get an additional bid. From a Summary of the City Council Meeting 2007-01-10: . The Council approved on a 3-2 vote, the use of$17,383.12 by the Park Committee for Skate Park Equipment. Naming of Park at 1601 LaMotte Drive The committee needs to decide on a name to recommend to City Council for the park at 1601 LaMotte Drive. As plans progress we need to be able to call the park by name for such events as the Sesquicentennial and Park Dedication Ceremonies. Request from Centennial Lakes Little League for Use of Laurie LaMotte Memorial Park BalI Fields for the 2007 Season Included in the packet is a request from Centennial Little League for the use of the ball fields at Laurie LaMotte Memorial Park for the 2007 season. Following is the committee's recommendation to City Council from 2006: The Parks and Recreation Committee made the following recommendation for City Council consideration at their January 4,2006 committee meeting. lof5 The Parks & Recreation Committee received a letter from the Centennial Lakes Little League requesting the use of Laurie LaMotte Memorial Park ball fields and the same service provided by Public Works Staff in regards to grooming the fields prior to games. This would be the same schedule as was approved in 2005. At this time, no other requests have been received. The Centennial Lakes Little League has worked with the city in the past donating all the backstops and purchased an attachment for the tractor, which is used in grooming the fields. Motion was made by Chairperson Peterson, seconded by Committee Member Peil, to recommend City Council approve the request from Centennial Little League to use the three baseball and softball fields and facilities located in Laurie LaMotte Memorial Park for the summer months of 2006 beginning April 1 through August 15, 2006, Monday through Friday from 4:00 p.m. until dark. All in Favor: Motion passed unanimously. UPDATES Skate Night at Schwan's Super Rink - Horse Drawn Hay Ride at Laurie LaMotte Memorial Park Included is the packet is a copy of the contract with Bunker Park Stable for the Horse Drawn Hay Ride. This was signed by Mr. Dallas Larson, City Administrator and a check for the full amount was sent to Bunker Park Stable, along with directions to Laurie LaMotte Memorial Park. Committee Member Amundsen volunteered to be the contact person and will meet the Bunker Park Stable Staff at the park. Mr. Tedd Peterson checked the supplies at the warming house and the only thing that is needed is the 'hot dog boats' to put the popcorn in. There is a popcorn popper, and enough popcorn, oil, hot chocolate and cups for this event. Public Works will pick up the 'hot dog boat's at Sam's Club before February 9, 2007. The following was published in the City Newsletter sent with utility bills the week of January 15, 2007. This was also posted on the web site, cable channel and will be on the City Sign closer to the events. In the newsletter. the Schwan's evcnt was erroneously printed as Friday. February 24. 2007 when it should have been Saturday. February 24. 2007. HORSEDRAWN HAYRIDE, BONFIRE, POPCORN & HOT CHOCOLATE - Friday, February 9, 2007 The Centerville Parks & Recreation Committee is sponsoring a Horse Drawn Hayride, Bonfire, Popcorn & Hot Chocolate at Laurie LaMotte Memorial Park on Friday, February 9,2007 from 6:00 to 8:00 p.m. Please join us for this FREE Winter Community Event. Skating will also be available, depending on the weather and the conditions of the ice! SKATE NIGHT AT SCHWAN'S SUPER RINK - Saturday, February 24,2007 The Parks & Recreation Committee is sponsoring a Skate Night at the Schwan's Super Rink on Saturday, February 24, 2007 from 6:00 to 8:00 p.m. This event is FREE to the community. To gain admittance, show a license with a Centerville address or come with a resident of Centerville. Friends 20f5 and Family are WELCOME! In addition, the fIrst 48 people will receive an Open Skating Coupon Good for One Free Session of Open Skating. The event will be held on Rink #3 - Centennial 1 MASC Arena and there will be one staff person (red jacket) on the ice to help with directions or questions. The Hat Trick Restaurant will be open and parking is free. There is skate rental available at $3.00 per pair in both adult and children sizes. Schwan's Super Rink: 1850 - 1 05th Ave NE Blaine, MN 763-785-3687 Comprehensive Plan Review The Parks & Recreation Committee met on January 17, 2007 at a work session to review the Comprehensive Plan as it applies to Parks & Recreation. Staff supplied Vice-Chairperson Seeley with an electronic copy to which updates have been made for the committee's further review. Vice- Chairperson Seeley questioned whether this could be added to the March agenda opposed to February, as the committee currently has a full agenda for February. Vice-Chairperson Seeley also questioned what was the time frame for the committee to work on this, when does their review and subsequent input need to be finished by, and who is it submitted to? Mr. Dallas Larson, City Administrator responded: The March - April timeframe would be fine as we will be selecting a planner to work with the Planning & Zoning Commission and that process will take a couple of months to complete. It is expected a planner will be on board around April 1, 2007. Feedback from the Parks & Recreation Committee can wait until after that date. Hanzal Plat - Trail From a Summary of the City Council Meeting 2007-01-10: . Council tabled action on Jeff Hanzal's request for rezoning and comp plan amendment as well as his plat. Available Peltier Preserve Property Lots 4,5 and 5A, Peltier Preserve, which the committee has been looking at for possible park property, has been sold. The City never received an appraisal as requested. Up until recently the property on Anoka County Property Tax Records showed Mr. Ron Lillestrand and Integra Homes as owning the property. When the property was checked 01129/07 it shows Julie Quale as the owner, with the last sale date being 09/06/06. We don't know if Julie Quale was trying to sell the property to the City or if it was Ron Lillestrand, but the representative Mr. Larson, City Administrator, was discussing this with was Mr. Quale. Mr. Larson talked to Mr. Quale on Wednesday, January 31, 2007 and Mr. Quale said an appraisal would be forthcoming, but probably not before the next scheduled Parks & Recreation Meeting. The property's last sale prices in September were as follows: Lot 4 - $175,000, Lot 5 - $195,000 and Lot 5a - no price. The property is still for sale. 30f5 Peltier Preserve Channel Park Property This property, as of 01129/07, shows the owner as Integra Homes. Integra Homes has not been willing to work with the City to deed the channel park property to the City as originally intended. This item is with the City Attorney to determine if the City has any recourse. 1601 LaMotte Drive - Centerville Lake Property From a Summary or the City Council Meeting 2007-01-10: · The Council approved up to $1200 for engineering services to the Park Committee for the 1601 LaMotte park planning. Update from Council Liaison Lee: There is an existing easement, for a water pipe, running through the new park property. We can not build within this easement. Council has funded and requested that the City Engineer, Mr. Mark Statz, attend the next Parks & Recreation Committee Meeting to identify the location of this easement and assist in locating an allowable foot print for the pavilion. Mr. Statz was also instructed to assist the committee in determining the feasibility, technical requirements, specifications and design elements of the desired artesian well fountain. This should greatly help make the fountain a reality. Update from Mr. Dallas Larson, City Administrator, regarding the St. Paul Water Utility moving the fence on 1601 LaMotte Drive. St. Paul Water would like to relocate the fence from the front of the property that we purchased to the new property line between SPRWS property and what the city now owns. The will do the relocation in the spring as soon as possible after the frost is out of the ground. It doesn't seem like this would be a problem. Update from Mr. Dallas Larson, City Administrator, regarding surveying the property at 1601 LaMotte Drive. I finally got the information on doing a survey of the lake park site. The surveyor that did the original work for St. Paul Water wanted about $1200 to locate the trees on a plan and to stake the water main location. Bonestroo's firm will do it for about $500. The Council authorized $1200 for initial planning of the park, but this would eat up a big chunk of that, so maybe we should wait until after your next meeting. Public Works Director Paul Palzer and Mark Statz of Bonestroo will be at your February meeting to help figure out what needs to happen to make improvements to the park. Pavilion Update from Committee Member Selander: I had a meeting with the Director of Parks & Recreation for the City of Roseville, Mr. Lonnie Brokke. He also brought in a Landscape Architect who is also on the Parks & Recreation Board. I brought some examples of the pavilion/shelter ideas, and asked him for some direction. He was extremely helpful with examples of shelters that the City of Roseville has purchased for several of their parks. Mr. Brokke also supplied pictures and examples that may fit our needs. We also discussed 40f5 materials that he would recommend using. He told me that he would be more than happy to help us through this process and answer any questions that come up. Mr. Brokke also supplied a contractor's name that the City of Roseville has worked with over the years. The contractor could be invited to attend a meeting and perhaps bring some examples that would fit both sites. Committee Member Merkel asked the following question of Mr. Dallas Larson, City Administrator: As the Parks & Recreation Committee is comparing quotes, styles and composition of park pavilions/shade structures, it will be important to also consider the cost of insurance on these structures, e.g., what is the cost to insure steel structures VS. wood structures. Can you help us get insurance information? Following is a response from Mr. Larson, regarding insurance for pavilions on park property. Annual premium per Penny Esch at the League of Minnesota Cities, as requested from Mr. Paul Steffel, the City's insurance agent. This is based on a $75,000 pavilion. In celebration of Earth Day, the Rice Creek Watershed District will be working with 4-H Clubs, Girl Scouts, Boy Scouts, schools, Lions Clubs, church youth groups, cities and counties to collect litter and debris out of Rice Creek from Lino Lakes to Fridley. Each volunteer group will be given a small portion of the creek to pick-up any time during the last two weeks of April. The section of creek assigned to a group should take each group about 2-4 hours to complete. There will drop off spots for groups to put the trash bags of collected garbage. Volunteer groups will be responsible for their own life jackets and canoes. Trash bags and work gloves will be provided. Would your club like to be involved? The Earth Day Event will take place at Wargo Nature Center on Saturday, April 21st. The county-wide clean-up projects will take place 9:30am- 1l:30am. The projects will be helping to clean-up around the county, plant native species, or simply beautify the Rice Creek Chain of Lakes Regional Park. Lunch will be offered to volunteers from 1l:30am- 12:15pm. At 12:30 the actual Earth Day Event will start with free fun-filled activities for the whole family. We plan on entertainment, a petting zoo; climbing wall, canoeing and kayaking, light refreshments, and a craft project. We will also be inviting local businesses to set up information booths or activities for the public. We are asking past participants and hopefully new faces to come together for our planning committee. There is plenty of room for creativity and participation from a wide variety of organizations.
