property valuations. The purpose of the hearing is not to discuss the budget or the City

Request for final payment/Parkview Addition
1'v'1r. Peterson iIldicated the final pay request for the Park view AdditiorJStorm Sewer and
Sanitary Water Improvements is presented in the amount of$23,420.72, of which
$21,000 is retainage and $2,000 is in change orders. The project has been reviewed by
Bonestroo, who noted all items are complete.
Motion by Council Member Sweeney, seconded bv Council Member Broussard
Vickers to approve the final pavment of the Parkview Addition for $23,420.72 to
Bonine in compliance with the attorney's recommendation for the distribution of
payments. Motion carried unanimouslv.

Cuunell Member fravis presented a petition and read a letter fi-om various residents,
regarding their request for a stop sign to be placed at the corner of 73rd Street and Quehec.

traffic typical in this area.

::-Jorrhern Forest Products - TIP Issue
This issue was brought up to Council a few months ago, and has resurfaced recently due

to a question on the minimum assessment agreement with Anoka County of$575,000.
Since the building has been built, the assessment value in November 1999, for the fIrst
two years it was valued at $377,000. This resulted in Northern Forest Products paying
less tax.
Another issue that has been addressed is the commercial and industrial tax rates were
compressed by the state. Mr. March outlined a memo from the attorney representing
Ethers and Associates. Basically the memo stated the City has made its payments to
Northern Forest Products. The County has decided not to correct the misrepresented
amount. Mr. Paul McDowell (Northern Forest Products) agrees he should have" been
paying taxes on the $575,000.
The last issue of concern brought forward was the base rate inflation adjustment amount
that was set up to include all ofthe parcels in the industrial park. Ethers and Associates
referred to a previous City Administrator making the decision. Mr. March would like to
find a workable solution to ensure Glen Rehbein's satisfaction in this matter as well as
keeping Northern Forest Products happy and viable in the Centerville business
community. Mr. March suggests remaining in compliance with the agreement formed in
November, and to develop a structure to pay off the first note. Mr. March and Mr.
McDowell are in agreement that by building an addition to their current facility, the City
would look at abating the City's portion of his tax at the end of the tax increment district
for one additional year.
Motion by Council Member Broussard Vickers, seconded by Council Member
Sweeney to have Mr. March continue with the concept and brine the actual cost
back to Council. All in favor. Motion carried unanimously.
IX. NEW BUSINESS
Account Clerk II, Clerk/Treasurer Position, Minutes Transcriber
Mr. March recommended Laura Thompson fIll the Account Clerk II position, to promote
internal staff member Teresa Bender to the Clerk Treasurer position, and to hire Time
Saver's organization to record minutes for the City Council and Planning Commission's
meetings. A cost analysis of the options was presented.
Motion by Council Member Sweeney, seconded by Council Member Broussard
Vickers to accept the recommendations as noted. All in favor. Motion carried
unanimously.
Point of Sale Software
Mr. March stated it is prudent to invest in technology. The proposed software integrates
with our current accounting software. Presently all receipts are manually hand written.
The proposed software will allow the receipts to be printed off the computer and be
balanced at the end of the business day. This will eliminate statftime in issuing receipts,
bringing them to the appropriate area and entering them into appropriate departments.
Motion by Council Member Sweeney, seconded by Council Member Travis to
approve the Point of Sale Software as requested. All in favor. Motion carried

unanimously.
Lorentz Bus Service - Tom Thumb Parking Lot
Mr. March stated he received a call from Tom Thumb Corporate Office who indicated
Lorentz Bus Service currently uses the Main Street Tom Thumb parking lot for "park and
ride" services. The "park and ride" has grown over the past couple years and the Tom
Thumb parking lot is now to small for the program. Tom Thumb is requesting t~e City's
guidance in resolving this concern. Jim March will pass along the church parking lot as a
suggestion.
Charitable Gambling License - Spring Lake Park Lions
Mr. March stated the Spring Lake Park Lions Club is looking to receive approval to
conduct charitable gambling at Kelly's Komer.
Motion by Council Member Vickers, seconded by Council Member Travis to
approve Resolution 00-05; Spring Lake Lion's Club Charitable Gambling License.
Motion carried unanimously.
Special Use PermitILot Split - First Class Concrete
Mr. Scott Byrkit and Mr. Arnie Larson were present on behalf of First Class Concrete
Inc. Mr. Byrkit and Mr. Larson are requesting permission for a Special Use Permit to
construct an 19,800 square foot speculative commercial building between Reel
Manufacturing and R & R Leasing.
Motion by Council Member Broussard Vickers, seconded by Council Member
Sweeney to approve the Special Use Permit and Lot Split for First Class Concrete as
outlined in accordance to all terms and conditions being fulfilled. AU in favor.
Motion carried unanimously.
LaMotte Park - Outdoor Recreation Grant
Mr. March stated the LaMotte Park grant application has been revised, although there are
not any dollars expected to be allotted to the program this year. The DNR has
encouraged organizations to submit the application regardless of the lack of funding to
show outside interest in this type of grant.
Motion by Council Member Sweeney, seconded bv Council Member Broussard
Vickers to approve Resolution #00-04, which accepts the Laurie LaMotte Park
Outdoor Recreation Grant Application. All in favor. Motion carried unanimously.
Main Street Speed Study
Mr. Travis read a letter addressed to Mayor Wilharber from 17 year old Jessica Spanjers
who was writing about a speed limit she believes needs to be lowered. Her proposal is
that the speed limit on Main Street, between the school and 20th A venue should not be
45mph. It should be lowered to 30mph immediately. Ms. Spanjers feels threatened by

the speed of the traffic when she crosses Main Street. There are many students who walk
along Main Street and children who cross Main Street regularly.
The Council discussed one possible disadvantage to requesting the study may be an
increase in the speed limit. Council Member Vickers shared that if the study found a
consecutive number of cars going a higher speed, the county may opt to raise the limit
versus lower it. This possible result will be noted in a response letter to Mr. Spanjers.
Motion by Mayor Wilharber. seconded by Council Member Sweeney to w~ite a
letter to Anoka County to conduct a speed check on Main Street and in addition to
send a response to Ms. Spanjers. Motion carried unanimously.
x. CONSENT AGENDA
XI. COMMITTEE REPORTS
On April 8th Mayor Wilharber will be sitting on the "oral board" for possible future
police officers for CPLPD. The board will consist of twelve candidates.

This item was tabled at our last Council meeting. I have enclosed a copy of the letter that
was sent to each of the families that signed the petition. They also received the memo
from the police department concerning the traffic study that was performed. In the letter
I sent to the residents, I have asked for additional citizen input in response to the police
department's traffic study.

Dear Jason and Robin,
The City ofCenterville received a petition that you had signed in support of the
installation of a stop sign at the intersection of73rd Street and Quebec Street. The
petition was turned over to the police department for the purposes of conducting a traffic
study. This is standard procedure when a petition is received requesting any type of
street signage.
Included in this letter, please find a copy of the memo that was received from the police
department. This memo was delivered to the City Council at their last meeting. The City
Council directed me to send a copy of this letter to all of the residents that signed the
petition to see ifthere are any comments in regards to the police department
investigation.
The City Council chose to table this issue until their next meeting. The meeting is
scheduled for 6:00 on April 12, 2000 at City Hall. If you wish to provide additional
comments or to attend the Council meeting, please feel free to do so. If you have any
questions, please do not hesitate to contact me.

RE : Hunter's Crossing - Compo Plan AmendmentIReceive Feasibility Study

Included in your packet is a draft ofthe comprehensive plan amendment and the
feasibility study for the proposed Hunter's Crossing subdivision. The Planning and
Zoning Commission held a public hearing to solicit input for the comprehensive plan
amendment. No one was present to oppose the amendment. The Planning and Zoning
Commission passed a motion recommending approval of the plan amendment contingent
upon Metropolitan Council review.
City Engineer Tom Peterson has provided a draft feasibility study to be discussed at the
Council meeting. Council will officially receive the feasibility study and may wish to
call for a public hearing on the study.

Re: Comp Plan Amendment: Hunters Crossing
Dear Jim:
Attached are copies of the Hunters Crossing draft plan amendment for City
Council and Planning and Zoning Commission review. I have spoken with Rick
Carlson, developer, and Don Bluhm, Metropolitan Council Environmental
Services, about development staging and potential sewer capacity issues. It
appears that the proposed staging referenced in the Narrative will be satisfactory
to all parties. I am not aware of any other issues, regarding the amendment.
Once approved by the Planning and Zoning Commission and City Council, we
will prepare a final transmittal for neighboring jurisdictions (4 copies) and the
Metropolitan Council (7 copies). The City should follow up with the neighboring
jurisdictions to get comments; because, the Metropolitan Council could hold the

MUSA STAGING REVISION

The City of Centerville proposes to amend its Comprehensive Plan by adding 16.94 net acres
from the 2001-2005 sewer staging area to the existing MUSA. The amendment is necessary to
approve a 37-10t single family detached dwelling subdivision. The subdivision is contiguous to
the existing MUSA and will include construction of a local trail segment which will connect to
the Rice Creek Chain of Lakes Regional Park Reserve trail system.
The City is aware of potential sanitary sewer capacity issues prior to upgrading of the MCES lift
station serving Centerville and Lino Lakes. The proposed Hunters Crossing subdivision will be
staged to allow a maximum of 10 residential building permits in the fall of 2000. Half of these
are estimated to be occupied by the spring of 2001. If necessary, a maximum of 16 building
permits would be authorized during 2001. The balance of building permits would be authorized
in 2002, or sooner if treatment capacity is not an issue.
Sewer flows are forecast at 270 gallons per household. This would result in the addition of 1350
gallons per day in early 2001; 7020 cumulative gallons per day in late 2001; and 9990
cumulative gallons by late 2002.

FEASIBILITY STUDY

HUNTERS CROSSING

INTRODUCTION
This Feasibility Report is for the construction of sanitary sewer, water main, storm sewer
and streets to serve Hunters Crossing. As shown on Figure 1, this 37-lot residential
subdivision is located on the west side of Centerville Road (CSAH 21), approximately
700 feet south of Center Street. The property is bounded by CenterviIIe Road on the east,
Lamotte Park on the north, St. Paul Water Utility/Lino Lakes on the west and the
Wilharber property on the south. Richard S. Carlson and Associates is developing the
22.74-acre parcel. This report includes descriptions of the proposed improvements, cost
estimates, timetables, easements, permits, assessments, and detailed drawings.
PROPOSED IMPROVEMENTS
Sanitary sewer and water main to serve the project are located several hundred feet north
of the plat, and will need to be extended along either side of Centerville Road. Since
Hunters Crossing is located outside the MUSA (Metropolitan Urban Service Area), the
developer will need to request an extension from Met Council. Approval of the city
Comprehensive Plan Amendment (PUD) is necessary.
1. SANITARY SEWER:
A deep trunk sanitary sewer exists on the east side of Centerville Road at Center Street.
It is proposed to connect to a manhole at this location and install 12-inch diameter pipe to
the south, as shown on Figure 2 at the back of the report. The pipe would be jacked
(tunneled) under the county road at Center Street, then extended south at minimum grade
approximately 700 feet to Hunters Trail. It is proposed that the 12-inch pipe would be
extended 400 feet further south for future sewer service along Centerville Road. Services
to two existing homes on the west side and two homes on the east side of Centerville
Road would be provided off the trunk line. Service lines under CSAH 21 would be
tunneled to prevent disruption to the pavement.
Within the development, 8-inch diameter pipe would be extended along centerline on
Hunters Trail and the two cul-de-sac streets. The sewer would extend to the end of the
stub street at the southwest comer of the plat. This appears to be the high point in the
area, and the sewer could be extended to several homes in a future plat to the south. Four
inch diameter service pipe would extend 10 feet past the right-of-way line for each lot.

2. WATER MAIN:
Currently, the closest water main to Hunters Crossing is located on the east side of
Centerville Road, near the southwest comer of Parkview Addition. It is proposed to
connect to this system at an existing 12" x S" tee in the east ditch, and extend 12" PVC
water main to the south approximately SOO feet. At Center Street, water main would be
stubbed out to the east and a hydrant placed at the comer. As shown on Figure 3, the
trunk main along the county road would be 60 feet east of the road centerline to a point
just south of the Center Oaks development. From there, the pipe would be jacked under
CSAH 21, with continuation on the west side another 200 feet to Hunters Trail. It is
proposed to extend the trunk water main an additional 400 feet south for future
development and to provide water service to a home (Dennis Zerwas residence) on the
east side of Centerville Road.
Within the new subdivision, an S" diameter pipe will be extended along Hunters Trail
and the stub street to the south. Six inch PVC mains will be installed on both cul-de-sac
streets. All necessary valves and hydrants will be provided for fire protection and
maintenance of the system. Water services to the 37 lots will consist of I" copper pipe
extended from the main to 10 feet beyond the right-of-way line.
3. STORM SEWER:
The stormwater drainage will be directed via catch basins and storm sewers to two
ponding areas within the plat. The southerly pond will be constructed within a large
wetland area at the southeast comer of Hunters Crossing. Discharge will be through an
I8-inch diameter pipe to the north pond. The north pond will store most of the roadway
runoff from the plat, before outletting through a skimmer structure to the county ditch
along the north side of the property. Total runoff from the site after all construction is
complete will not exceed existing runoff amounts.
At the intersection of Hunters Trail and Centerville Road, catch basins will be installed at
the west right-of-way line to direct drainage from the new street into the west ditch of the
county road. The water will flow south and enter the southerly pond.
4. STREET IMPROVEMENTS:
The new streets in Hunters Crossing will be built to typical 7-ton residential street
standards for the City of Centerville. The streets are Hunters Trail, Deer Court and
Beaver Pond Way. The new roads will consist of the following parameters:
1. 60-foot wide right-of-way
2. 33-foot back to back surmountable concrete curb and gutter
3. geotextile fabric and 20" select granular borrow
4. 6" class 5 aggregate base
5. 1 W' bituminous base and wear courses
6. 4" drain tile behind all curb

A bituminous trail is proposed along the south line of the plat (1200' long), extending
from Centerville Road to the southwest corner of the property. The trail will have a 10-
foot wide, 6" thick aggregate base, beneath an 8-foot wide, 2" thick bituminous wear
course. The trail will connect to the proposed Anoka County Parks trail system on the
west side of Hunters Crossing. Costs for trail construction west of the plat are not
incl uded in this report.
The two cul-de-sac streets will incorporate turnarounds that are larger than the typIcal
"circular" design. The right-of-way and paved road surface area are "teardrop" shaped
and identical to the cul-de-sacs in Parkview Addition.
At the connection of Hunters Trail to Centerville Road, it is proposed to widen the street
to provide a small median area between the east bound and west bound lanes. The
median will likely have a sign and landscaping in the middle.
PERMITS
Centerville Road is Anoka County State Aid Highway 21. A permit is required to install
utilities within the county right-of-way and to connect a new street (Hunters Trail).
Permits are also required from MPCA for sanitary sewer extensions, and MDH for water
main extensions. The developer has applied for the necessary permits from Rice Creek
Watershed and Department of Natural Resources for construction activities within
wetlands. The proposed water main along the east side of Centerville Road will cross the
proposed MCES sanitary force main at two locations. MCES review and approval will
be necessary.

EASEMENTS
Permanent and temporary easements will be necessary along Centerville Road, to install
the deep sanitary sewer. The sewer will be installed in the west boulevard from Center
Street to the south. A 12-foot wide permanent easement is needed from Larry and Alice
Woiak and from Charles Baumann. Temporary construction easements are also needed
from these two property owners. Small temporary easements may be necessary to extend
service pipes to the right-of-way line for several property owners along Centerville Road
(Greenwadt, Henrich, Zerwas). The developer should secure temporary easement' all
along the south side of the Hunters Crossing plat, since grading for the trail will encroach
on the property to the south.

PROJECT COSTS
Detailed cost estimates of the proposed utilities and streets to serve Hunters Crossing are
included in Appendix A at the back of the report. Unit prices are estimated based on
recent, similar type projects in the north metro area of the Twin Cities. The Total Project
Cost is $843,208.00, which includes 5% contingencies, easements, and 30% indirect
costs. Indirect costs include administrative, engineering, interest and legal expenses. A

CONCLUSIONS AND RECOMMENDATIONS
The project is feasible from an engineering standpoint and is in accordance with the
City's Comprehensive Plans. The following recommendations are presented for the City
Council's consideration:
1. This report be adopted as a guide for improvements to the Hunters Crossing Utility
and Street Improvements.
2. Permanent easements should be obtained from property owners on the west side of
Centerville Road, for purposes of extending trunk sanitary sewer..
3. Proposed assessments to properties should be closely analyzed and reviewed by City
Staff.
4. A public information meeting and/or hearing should be scheduled to receive public
input regarding the proposed improvement

Motions from Park and Recreation to City Council
The Park and Recreation Committee made the following motions at the meeting on
April 5th, to be placed on the next City Council Agenda.
Motion by Mr. Navin, seconded by Mr. LeBlanc to recommend to City
Council to permit the YMCA's request to offer extended hours site and bus
pick-up location at Laurie LaMotte Park. All in favor. Motion carried
unanimously.
Motion by Mr. Navin. seconded by Mr. Porter to recommend to City Council
to approve the YMCA's request to offer morninl: and afternoon summer
sessions at Laurie LaMotte Park. All in favor. Motion carried unanimously
Motion by Mr. Navin. seconded by Mr. Larson to recommend to City Council
to accept the donation of the ball field lights/poles from Mr. Rich DeFoe. at
relocation cost of approximately $3000 to be deducted from the Park and
Recreation's General Fund. with a final installation date to be determined at a
later date. All in favor. Motion carried unanimously.

scheduled for May 20th, The location will be at public works. The hours will be from
8:00 - 2:00. Residents can drop off items at no additional cost. The City will be
responsible for paying for the actual disposal costs and for the labor of the workers. The
clean-up day is an item that we had added and approved as a part of our refuse contract.
This should be a nice feature to hold in conjunction with Garage Sale Days.

WHEREAS, the City of Centerville, Minnesota (the "City") is one of seven Anoka County cities that are
members of the North Metro Telecommunications Commission, and
WHEREAS, the members of the North Metro Telecommunications Commission actively use cable
television technology to keep our constituents informed of the workings of local government, and
WHEREAS, the County of Anoka is a critical component of local government serving the citizens of the
City of Centerville, and
WHEREAS, the citizens of our city will benefit from the availability of televised meetings of the Anoka
County Commission, and
WHEREAS, the technical staff of the North Metro Telecommunications Commission Media Center can
be available to assist Anoka County in making televised meetings of the County Commission a reality,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CENTERVILLE,
MINNESOT A, that the Anoka County Commission is hereby requested and encouraged to work with the
staff of the North Metro Telecommunications Commission Media Center to record or televise the
meetings of the Anoka County Commissioners such that Anoka County Commission meetings may be
televised for our citizens.

Included in your packet is information on the variance request for a proposed front porch
addition to the old LaMotte Store located at 1695 Main Street. The variance is for a front
setback encroachment. The Planning and Zoning Commission held a public hearing in
regards to this variance. There were two property owners in attendance that spoke in
favor of allowing the variance. The comments were favorable in regards to the
renovation of this building. The Planning and Zoning Commission passed a motion to
recommend to Council that the variance be granted.
With the revised version of Ordinance #4 and the proposed setbacks in the mixed use
district a variance of this nature would not be required in the future.
