PARKS AND RECREATION COMMITTEE
January 6, 2003 Meeting Minutes
Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City of Centerville held the
regularly scheduled meeting on January 6,2003 at City Hall, 1880 Main Street.

Chairperson DeVine called the meeting to order at 6:35 p.m.

Committee Member LeBlanc requested the addition of Goiffon Road Trail Access under Committee
Business #6. Chairperson DeVine requested the addition of Grants for 2003 under Committee Business
#7.
Motion was made by Committee Member Peil, seconded by Committee Member Seeley to set the
January 6, 2003 agenda with the above additions. All in Favor: Motion passed unanimously.

IV. APPEAJLlNCES
1. Mr. Richard Carlson. Hunters Crossin2 2nd Addition
Mr. Richard Carlson made an appearance to present a concept plan of Hunters Crossing 2nd Addition to
the Parks & Recreation Committee. Mr. Carlson is proposing approximately 75 homes on a 43 acre site
south of Hunters Crossing 1st Addition. The homes will be in the $400,000 range and Mr. Carlson

expects the lots to be in demand because of the proximity to the parks and trail system. Mr. Carlson
would like the Parks & Recreation Committee to consider taking the Park Dedication Fees with a trail
and/or sidewalks opposed to additional land. Because of the close proximity of both the Anoka County
Regional Park and Laurie LaMotte Memorial Park, he does not feel a park within this development
would be necessary or practical. Mr. Carlson said he would look to the committee to recommend where
additional trails would be placed.
The committee discussed the possibility of running the trail along the St. Paul Water Utility's easement,
which had previously been considered. The S1. Paul Water utility is open to this as long as the city
assumed any liability to repair the trail should any part of the trail needed to be ripped up for water line
repairs. This idea has the potential to run the trail all the way to Birch Street, parallel to Centerville
Road, if efforts were coordinated with Lino Lakes. Mr. Carlson needs City Council approval to proceed
with this project earlier than previously agreed to because ofthe MUSA restrictions that were previously
in place and he stated he has no strict timeline. Mr. Carlson's proposal includes the possibility of
grading in 2003, 4 or 5 homes built in 2004, approximately 10 homes in 2005 and 20 homes in 2006.
Committee Member LeBlanc agreed there should be no need for park land with such close proximity to
parks. Council Member Broussard Vickers stated it would be ideal to have sidewalks throughout the
development with the trail along the back. Committee Member Peil questioned how recent the
information is regards the S1. Paul Water Utility easement and the possibility of using this for the trail.
Committee Member LeBlanc reported it was approximately a year old and he would be willing to go to
Lino Lakes and discuss the possibility of coordinating this with them. Mr. Carlson said that if this is
what the committee was to recommend to City Council that he would coordinate the efforts with the S1.
Paul Water Utility and Lino Lakes.
There was a discussion on the pond system in both Hunters Crossing 1 st and 2nd Additions. Mr. Carlson
stated 100% of the water runoff in a development needed to be stored within that development and the
ponds must be monitored. Silt fences need to stay in place around the ponds until the monitoring period
is completed by Rice Creek Watershed. In developments in other cities, Mr. Carlson has had new
requirements to install a split rail fence around each pond clearly defining the ponds to keep home
owners from cutting too close to the ponds. To protect the wet lands it is included on the deed and in the
covenant that homeowners cannot cut down the plant growth surrounding the ponds. This has been an
issue in Hunters Crossing 1 st Addition with some homeowners.
Mr. Carlson stated there were some complaints when Hunters Crossing 1 st Addition was developed in
regards to removing all the trees on the property prior to building. He said he would try to resolve this
beforehand with the 2nd Addition. Mr. Carlson reported the existing trees on the 2nd Addition property
are mostly aspen and cottonwood, with the exception of some pines and a large oak tree. Mr. Carlson
said any tree of value and maturity he will make every effort to leave intact. Discussion ensued as to
where to possibly put sidewalks and trails in the development. This item will be put on the February
Parks & Recreation Committee Agenda and a recommendation will be made to council at that time as
the whether the committee would like to take Park Dedication Fees or 10% of the developable land.
v. CONSIDERA TION OF MEETING l\'IINUTES
Committee Member LeBlanc requested changing 'tresses' to 'trusses' on page two (2). Committee
Member Peterson would like his statement on page six (6) reworded in regards to the Acorn Creek Trail
sidewalk being cracked, as he did not suggest City Administrator Ms. Moore Sykes send a letter to the
developer.

Motion was made by Committee Member LeBlanc, seconded by Committee Member Peil to
approve the December 4, 2002 Parks and Recreation Meeting Minutes with the above corrections.
All in Favor: Motion passed unanimously.
VI. COMMITTEE BUSINESS
1. Sorine: Lake Park Lion's Grant of $1.000 for Bleachers
The Parks & Recreation Committee, in conjunction with the City Administrator, applied for and
received a $1,000 grant from the Spring Lake Park Lions for bleachers at Laurie LaMotte Memorial
Park. The committee would like to order two sets of bleachers to match the existing ones. The cost may
exceed the amount received from the Lions, with the balance to come from the Parks & Recreation
Committee's Capital Fund. Committee Member Peterson will put the information together and present
to Mr. Paul Palzer, Public Works Director to order the bleachers with council's approval. Chairperson
DeVine will send a thank you note to the Spring Lake Park Lions
Motion was made by Chairperson DeVine, seconded by Committee Member Seeley to recommend
to Council that the $1,000 grant received from the Spring Lake Park Lions for bleachers be used
to purchase two (2) sets of bleachers for Laurie LaMotte Memorial Park to match existing
bleachers, with the total amount not to exceed $1,400. All in Favor: Motion passed unanimously.
2. Aooointine: of Committee Chairperson & Vice-Chairperson for 2003
Committee Member Peterson nominated Karla DeVine to continue as Chairperson for the Parks &
Recreation Committee for 2003.
Motion was made by Chairperson DeVine, seconded by Committee Member Peterson to close
nominations and vote on the Chairperson nomination. All in Favor: Motion passed unanimously.
Ms. De Vine will continue as the 2003 Parks & Recreation Committee Chairperson.
Chairperson DeVine nominated Committee Member Peterson as Vice-Chairperson for the Parks &
Recreation Committee for 2003.
Motion was made by Chairperson DeVine, seconded by Committee Member Peil to close
nominations and vote on the Vice-Chairperson nomination. All in Favor: Motion passed
unanimously.
Committee Member Peterson will be the 2003 Parks & Recreation Committee Vice-Chairperson.
3. Roval Meadows Public Inout Bearine:
The Parks & Recreation Committee have requested the City Administrator direct staff to send letters to
the residents in the area of Royal Meadows Park notifying them of a neighborhood input meeting to
discuss possible changes to Royal Meadows Park. This will be held at the February 5, 2003 regularly
scheduled Parks & Recreation Committee meeting at 6:30 p.m. The committee is considering
recommending to City Council that the play structure currently at Royal Meadows Park be moved to

Laurie LaMotte Park and the basketball area at Royal Meadows Park be enlarged. The committee
would like to get community input on this idea. Ms. Stephan will pass this request on to the City
Administrator and the City Council. Ms. Stephan will also put this information on the cable channel and
the web site.
4. Buckbee Development
Committee Member LeBlanc supplied a copy of a petition regarding the Buckbee development, signed
by the area residents specifying; 1) The area residents did not want twin homes in this development
because they did not fit in with the character of the neighborhood, and 2) They do want a park.
Chairperson DeVine informed Committee Member LeBlanc that she felt the entire Parks & Recreation
Committee was undermined by the way Committee Member LeBlanc represented himself to the residents
and to the City Council regarding the Buckbee Development. Committee Member LeBlanc said the
issue of taking Park Dedication Fees versus 10% of the developable land for a park was such a close vote
at the committee level that he felt it was worthwhile to pursue the issue. Committee Member LeBlanc
also felt like the committee was not given the entire picture on the committee's finances and this
information needed to be included in the monthly packets as he feels there is more money available than
was represented.. Ms. Stephan informed the committee that they have had current financial information
each month, and that some of the money Committee Member LeBlanc was including in his figures was
not available to the committee, as it is from the maintenance fund. Committee Member LeBlanc was
concerned that the council accepted the Park Dedication Fee for the Buckbee development at $38,000
opposed to the original $50,000 without this going back to the committee for discussion. Council
member Broussard Vickers explained this was reduced because the developer, Mr. Gonyea, agreed to
build ] 9 single family homes into this development instead of the originally planned twin homes at 25
units. Committee Member Peterson responded with while he appreciates the work and passion
Committee Member LeBlanc puts into any project, he also feels Committee Member LeBlanc
misrepresented the committee by implying if the Park Dedication Fees were taken instead of park land,
the funds would go elsewhere in the city such as to roads or to sewer instead of being spent on another
park or trails. Committee Member LeBlanc did not give residents the full story with his information and
petition. Committee Member Peterson also remarked that Committee Member LeBlanc's financial
information is incorrect. The $26,000 in charitable gambling funds cannot be included in the
committee's funds as council has already designated the monies be used for the warming house
renovation. The $50,000 for Park Maintenance cannot be included as it is from the Public Works budget,
and the $50,000 that the committee has designated as #1 priority to pave Laurie LaMotte Memorial
Park's parking lot, Committee Member LeBlanc choose to show as low priority against the wishes of the
committee. Council Member Broussard Vickers stated committee members needed to be careful to not
cross the line between citizen and committee member when dealing with issues within the city.
5. Request from Centennial Little Lea2u.e
The Parks & Recreation Committee received a letter from the Centennial Lakes Little League requesting
the use of Laurie LaMotte Park ball fields and the same service provided by Public Works Staff in
regards to grooming the fields prior to games. This would be the same schedule as was approved in
2002. At this time, no other requests have been received. The Centennial Lakes Little League has
worked with the city in the past donating all the backstops and purchased an attachment for the tractor,
which is used in grooming the fields. Council Member Broussard Vickers would like to ensure the
Centennial Lakes Little League is informed that this will be reviewed annually and they do not have

exclusive rights to the fields.
Motion was made by Committee Member Peil, seconded by Chairperson DeVine to recommend to
council to accept the request from Centennial Little League to use the three baseball and softball
fields and facilities located in Laurie LaMotte Park for the summer months of 2003 beginning
April 1 through August 15, 2003, Monday through Friday from 4:00 p.m. until dark.
6. Goiffon Road Vacation / Trail Access
Committee Member LeBlanc talked to Father Fitzgerald, after getting approval from Council Member
Capra, to discuss a trail access from County Road 14 to Laurie LaMotte Memorial Park when Goiffon
Road is vacated. Father Fitzgerald said that St. Genevieve's Church has no immediate plans for
renovating the current church building and are open to ideas concerning a trail. There is a possibility a
trail could go along the lake or Father Fitzgerald did not see a problem with the trail going west of the
church as long as it did not go through the middle of the property.
7. 2003 Grants
Chairperson DeVine asked that this item be added to the agenda as any grants to be applied for are
typically due in March. In the past, grants have typically been done by the City Administrator.
Committee Member Peil asked what grants should the committee potentially apply for and are there any
that we have a better chance of receiving? Chairperson DeVine listed a variety of grants stating they are
all different and have specific requirements. She suggested asking City Administrator Moore-Sykes what
type of grants she has had the most experience in writing, what would be most favorable and what does
she have time for. Chairperson DeVine will contact the City Administrator and supply her with a list of
the available grants.
vn. UPDATES
1. Committee Vacancv
The Parks & Recreation Committee has an opening for one committee member with the election of
Committee Member Lee to City Council. Ms. Stephan will post this on the web site, the cable channel
and the City Administrator will include this information in the Week in Review published in the Quad
Press.
2. Ordinance#72 Bv-Laws
The Committee briefly discussed Ordinance #72. Council Member Broussard Vickers stated the
ordinance specifically read that if a member misses three (3) meetings in a row, or more than four (4) per
year, the council has the option to terminate the appointment. The ordinance also the open meeting law,
how to make motions and explains that the committees are advisory.
3. Centennial Hockev Association's Donation of $600 for Hockev Nets
Committee Member Peil wrote a thank you note to the Centennial Lakes Hockey Association for the
$600.00 donation used towards the purchase of hockey nets for the Laurie LaMotte Memorial Park

Royal Meadows Park Public Input Hearing
Letters were sent to 74 residents in the area of Royal Meadows Park on January 22,2003.
Enclosed is a copy of the letter sent and the residents the letter was sent to. Council was
informed at the January 22, 2003 City Council Meeting of the Parks & Recreation
Committee's intention to invite residents to the February meeting for input on the
proposed changes to the park.
Fee Schedule I Park Dedication Fees
The City Council approved the following changes to the fee schedule:
Removed 'trail dedications" from under Park Dedication Fees making it
read as follows:
Park Dedication Fees - per dwelling unit
$3,000.00 or
100/0 of the fair market value, whichever is greater or
100/0 of developable land
A motion was made and approved to contain language in the
developer's agreement for Hunters Crossing 2nd addition to increase
Park Dedication Fees by $500.00 for that portion of the developable
land in the MUSA for 2006 and $1,000.00 for that portion in MUSA for
2011.
Copy of the recommendations given to council at the January 22,2003 City Council
meeting concerning the grant from the Spring Lake Park Lions to purchase bleachers and
the Centennial Lakes Little League use of the balls fields. Both of which were approved.
Enclosed in your packet is a letter from a resident with concerns regarding the quality of
Laurie LaMotte Park. This letter will also be given to Council.
Also included is a copy of the State Statute on committee members voting by phone.

Committee Member Walter drafted a letter to potentially be sent to the residents near
Royal Meadows Park informing them of the possibility of moving the play.structure from
the park, adding an additional basketball hoop and the reasons for considering this move.
Some residents have already expressed concern, recognizing there are problems in the
park, but at the same time would not like to see the equipment moved as there are small
children who use the play structure. The goal was to send a letter to residents in January
notifying them of the public input hearing and holding the hearing in February. There are
some changes to be made to the letter. This item was tabled and put back on the agenda
for January.
Attached is a copy of the draft letter to be sent to residents.

Dear Centerville Resident,
In an effort to have Royal Meadows Park meet the needs of Centerville
residents, the Parks & Recreation Committee would like your input on
potential changes and/or improvements to Royal Meadows Park.
Currently, the committee is discussing enlarging the existing basketball
court at Royal Meadows Park into a full court. The city is considering
moving some, or possibly all, of the existing play structure from Royal
Meadows Park to Laurie LaMotte Memorial Park. This will provide
adequate space for enlarging the basketball area at Royal Meadows Park.
The Parks & Recreation Committee would like you and your neighbors to
join us at the next scheduled Parks & Recreation Committee meeting
scheduled for February 5, 2003 at 6:30 p.m. to discuss opportunities for
improvements to Royal Meadows Park. The meeting will be held in the
Council Chambers at City Hall, 1880 Main Street.

Re: Maintenance recommendations for 2003
Dear Chair and Commission Members:
The Commission requested that I put together a list of park repairs for the fiscal year
2003. In reviewing the approved budget the only monies available for repair or
replacement of park items is the $200.00 and $500.00 under building repair and
landscaping materials. Additional monies were appropriated under professional services
and rentals totaling $20,000.00. Items missing from line item budget figures are lawn
mowing, fertilizer and weed control and satellite rental, the total of which cost about
$25,000.00 in 2002. This leaves the current fund about $5,000.00 short. Cuts will have
to be made in the area of fertilizing and satellite rentals. 1 strongly object to cutting back
on any turf maintenance item in LaMotte Park, since the City has spent over $300,000.00
in the last five years to improve the field quality. Your suggestions on possible cuts or
funding options to balance the budget would be helpful.
The maintenance items which should be completed in 2003 include re-roofing the park
building at LaMotte Park. The City did receive $500.00 from insurance for this purpose
as a result of the hail damage and I have received quotes in the neighborhood of
$4,500.00 to perform the work. Other items include replacement of the rotted timbers at
McBride Park, replenishing the fibar under the playground areas at Acorn, Eagle and
Royal Meadow parks. Several other items that were originally planned was to paint the
inside of the warming house, thin the pine trees at Eagle park and add a sound/P .A.
system at the warming house to aid the rink attendants.
The Commission also expressed an interest in paving the parking lot at LaMotte Park as a
key improvement for 2003. If funds for these projects are not allocated, these necessary
repairs for children's safety and to safe guarding the integrity of the buildings will be put
off until the 2004 budget cycle is approved. Any ideas will be greatly appreciated.

Dear Board Members:
I'm writing this letter as a resident of this community concerned about the quality of
LaMotte Park. I have been a resident of Centerville for approximately four and a half
years and appreciate the fact that we have baseball diamonds and soccer fields in this city
for my kids to have practice and games on. Also, as a baseball coach for the Centennial
Lakes Little League and a soccer coach for the Lino Lakes Parks and Rec., I find it very
convenient to have games and practices in the town in which I live.
Although I appreciate the fact that we have a complex in this city, I'm very disappointed
in the quality of the baseball and soccer fields at the park. As a volunteer coach, I have
spent numerous hours at LaMotte either sweeping water off or raking the baseball
diamond before the games in order for them to be adequate for play. There was not a
night last year that I didn't show up at the ball field without my broom, rake and shovel.
This extra work has actually taken away from my personal enjoyment of the game and
the element of coaching. It is somewhat embarrassing from my viewpoint to have
spectators come in from other communities to watch their children dodge the standing
puddles on the diamond Of stand in the soggy outfields. The soccer fields used for my
practices are not much better in the fall as the fields are more saturated than dry. I realize
that these sports programs are not the responsibility of the City ofCenterville, but I
believe there should be some element of pride displayed in our facilities. I have visited
some baseball complexes in the cities of Lino Lakes, Lexington and Shoreview and it is
evident that dollars and time are spent in maintaining excellence. The availability of
good, quality fields is at a premium as the Centennial community continues its population
growth. Don't you think it is time that we spend some dollars and time to update
LaMotte Park to make it a place where people want to come to watch games?
These are some suggestions:
. Tiling is essential to control the water problem with the fields. Unfortunately due to
Centerville's high water table and the lack of landscaping at LaMotte, there is no
place for the water to drain. I have heard talk about updating the warming house and
perhaps paving the parking lot at LaMotte. I'm not sure to the extent or necessity of
renovations of the warming house, but I think tiling should take precedence over a
paved parking lot.
. If tiling is not a possible short- term alternative, the city should invest in a sweeper
attachment for a tractor to push the water off the field. It is my understanding that the
Centennial Lakes Little League purchased a drag for the city's use for the Elementary
and LaMotte :fields. Further, I was told by Pat Mahr of the Little League Assoc. that
the fields are not dragged if there is standing water on the fields. The sweeper
attachment would appear to be low-cost alternative and contribution by the City.
.. Little things such as adding chalk base lines and batter's box adds to the attributes
associated with the game.
.. Offering the use of the lights on field # 1 in order for games to be played at night if
needed.
. Constructing at least one field with an actual pitcher's mound (perhaps field # 1) to
allow for older kids to play baseball here.
.. The addition of low-cost scoreboards for Little League games to help spectators keep
track of the score and innings played.
. A concession stand would be attractive addition to promote more of a baseball
atmosphere at the park. Also, it may generate revenues that could be put back into
the park.
You may argue that these costs are not justifiable because CenterviHe doesn't have its
own recreation department. Isn't it about time that we take some initiative and partner
with the Centennial community in making the community a better place? We have taken
the back-pocket approach by feeding off programs established by surrounding cities. I
would like to see my tax dollars used to improve the overall quality ofthe park system in
this community.
For anyone that has played or enjoys the game of baseball, the little things do add up to
make a lasting impression. Our children are young for only a short time and as they
become adults, they will remember some little things that stood out in their childhood. It
is our hope that the little things 'lvill be reasons eno.ugh for them to take pride in their city
and perhaps make Centerville their lifelong home.
I appreciate your time and efforts in making this city a better place for all. Thank you for

The Parks and Recreation Committee made the following recommendation for Council
consideration at their January 6, 2003 committee meeting.
The Parks & Recreation Committee received a letter from the Centennial Lakes Little
League requesting the use of Laurie LaMotte Park ball fields and the same service
provided by Public Works Staff in regards to grooming the fields prior to games. This
would be the same schedule as was approved in 2002. At this time, no other requests
have been received. The Centennial Lakes Little League has worked with the city in the
past donating all the backstops and purchased an attachment for the tractor, which is used
in grooming the fields. Council Member Broussard Vickers would like to ensure the
Centennial Lakes Little League is informed that this will be reviewed annually and they
do not have exclusive rights to the fields.
Motion was made by Committee Member Peil, seconded by Chairperson DeVine to
recommend to council to accept the request from Centennial Little League to use
the three baseball and softball fields and facilities located in Laurie LaMotte Park
for the summer months of 2003 beginning April 1 through August 15, 2003, Monday
through Friday from 4:00 p.m. until dark.

The Parks and Recreation Committee made the following recommendation for Council
consideration at their January 6, 2003 committee meeting.
The Parks & Recreation Committee, in conjunction with the City Administrator, applied
for and received a $1,000 grant from the Spring Lake Park Lions for bleachers at Laurie
LaMotte Memorial Park. The committee would like to order two sets of bleachers to
match the existing ones. The cost may exceed the amount received from the Lions, with
the balance to come from the Parks & Recreation Committee's Capital Fund.
Motion was made by Chairperson DeVine~ seconded by Committee Member Seeley
to recommend to Council that the $1~000 grant received from the Spring Lake Park
Lions for bleachers be used to purchase two (2) sets of bleachers for Laurie Lal\''Iotte
Memorial Park to match existing bleachers~ with the total amount not to exceed
$1,400. All in Favor: Motion passed unanimously.

found that it was proper for the two to abstain in this case and that
three affirmative votes were sufficient to meet the four-fifths
majority vote requirement.
Although councilmembers may be tempted to abstain from voting on a
controversial matter, they should remember that the abstention will
ultimately tend to pass or defeat the matter. The best advice is to avoid
the kinds of problems that can arise from abstentions, and vote unless it's
an abstention that is required because a councilmember has a personal
interest in the matter.
b. Long-distance voting
Although the open meeting law now permits meetings to be held via
interactive television, other types of technology have not yet been
addressed. Cities wishing to use other forms of technology shc'.lld contact
their city attorneys before proceeding.
i. Voting by proxy
Sometimes, councilmembers who are not able to be at a meeting want to
vote on a matter that will be addressed at the meeting. However, there is
nothing in the statutes that permits a statutory city councilmember to vote
by proxy. Home rule charter cities may find permission in their charters.

Likewise, there is nothing that would appear to authorize a
councilmember to phone in his or her vote or participate in the meeting
via conference call, facsimile, or e-mail. This is an example of how
technology can sometimes progress faster than the laws.

3. Agendas
City clerks generally prepare agendas for the council meetings. These
agendas are then given to the councilmembers and other people who
