ADJOURNMENT 1 Parks & Recreation Meeting Minutes 01-07-04 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, January 7, 2004 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City of Centerville held the regularly scheduled meeting on January 7,2004, at City Hall, 1880 Main Street. Present: Chairperson Tedd Peterson Vice-Chairperson Wayne LeBlanc Committee Member Kathy Peil Committee Member Julie Lindsay Committee Member Suzanne Seeley Committee Member Andre Ziegler Committee Member Richard Anderson Absent: None Council: Council Member Tom Lee &~~[J@W@@] StatI: Kim Stephan I. ROLL CALL Chairperson Peterson called the meeting to order at 6:38 p.m. II SET AGENDA Chairperson Peterson requested a discussion of Skate Night be added under Committee Business Motion was made by Committee Member Peil, seconded by Committee Member Seeley to set the January 7, 2004 Parks & Recreation Committee Agenda with the above addition. All in favor. Motion carried unanimously. m. PUBLIC HEARING(S) None. IV. APPEARANCES None. 10f4 Parks & Recreation Meeting Minutes 01-07-04 V. CONSIDERATION OF MINUTES Motion was made by Vice-Chairperson LeBlanc, seconded by Committee Member Ziegler to approve the December 3, 2003 Parks and Recreation Committee Meeting Minutes. All in favor: Motion carried unanimously. VI. COMMITTEE BUSINESS The Parks & Recreation Committee has scheduled Skate Nights at Laurie LaMotte Memorial Park for January 9 & January 23, 2004 from 6:00 - 9:00 p.m. supplying hot chocolate and popcorn to all residents interested in participating. The Parks & Recreation Committee is also sponsoring a Skate Night for Frozen Fete des Lacs on Friday, February 20, 2004 from 6:00 to 9:00 p.m. which will also include hot chocolate, popcorn and a bonfire. Motion was made by Chairperson Peterson, seconded by Committee Member Peil to request the expenditure of funds up to $100.00 to purchase supplies for upcoming Skate Nights at Laurie LaMotte Memorial Park. All in favor. Motion carried unanimously VIT. UPDATES Subcommittees Grants Vice-Chairperson LeBlanc updated the committee on the progress of the Grant Subcommittee. Anoka County had sent Chairperson Peterson a Regional Trail Map to be reviewed, making corrections if necessary. The deadline to return the corrections to Anoka County was today, January 7, 2004. Vice-Chairperson LeBlanc delivered the map and met with Mr. Nick Elofl'. Mr. Eloff stated that he is available to help the committee with the grant process and said the committee needs to make sure monies were allocated in the budget for a matching grant, as that is part ofthe grant process. A motion will need to be made to allocate the matching funds if the grant application were to be accepted. Chairperson Peterson reminded the committee that the entire project needs to be paid for by the City and once the project is completed the amount of the grant will be reimbursed to the City. A motion will be made concerning this at the February Parks & Recreation Committee Meeting, as the subcommittee needs to gather more information. It was discussed that the motion needs to be worded in such a way as to meet the grant without having City Council commit to specific trail allocations at this time. Committee Member Seeley stated the amount will have to be an estimate, but as accurate as possible. Council Member Lee requested the tentative estimate be supplied to him before the next City Council Meeting and he will pass this information on to the City Council. A copy of the minutes, when approved, need to be attached to the grant application. The subcommittee reported that everyone involved in the process has been enthusiastic and it could actually be a possibility to get a grant for this trail project. The committee discussed who should be listed as a contact person on the grant application as it asks for a 'Unit of Government'. 20f4 Parks & Recreation Meeting Minutes 01-07-04 The committee preferred having Committee Member Seeley continue to be the contact person. This information is for administrative purposes only and they will not contact the committee with questions regarding the application. A discussion was had regarding the latest Sidewalk & Trail Map from Bonestroo which is to be included in the 2004 Business Directory. There were some trail easements that were questioned. Chairperson Peterson stated he would research these items and report back to the committee. For the grant application process, the trail system requires a name. After some discussion of various names such as; Clearwater Trail, Clearwater Creek Trail, Eagle Trail, Heron Trail, Centerville Trail, Chain of Lakes Trails, the committee decided on Clearwater Trail. Motion was made by Committee Member Seeley, seconded by Committee Member Peil to recommend to City Council naming the new trail system the Clearwater Trail. All in favor. Motion passed unanimously. Trails The Trails Subcommittee is currently being updated with the Grant Subcommittee, but will remain separate subcommittees in the future. Laurie LaMotte Memorial Park Warmine House Renovation The Subcommittee for the warming house renovation plans to meet in the spring after the ice skating season is over. Council Member Lee would like to see the warming house painted and suggested perhaps the paint could be donated. Chairperson Peterson reported the heat bill in November was $34 versus December at $56, with a constant heat of about 65 degrees. While this appears to acceptable, he feels new insulation is definitely required. Chairperson Peterson also felt more light is needed on the pleasure rink. The Connexus lights which are directed towards the pleasure rink have been out for sometime due to a problem in the lines. Chairperson Peterson will contact them again and see if something can be done before the upcoming Skate Night. The Pleasure Rink will remain in its current location when the Wheels Skate Park has a permanent pad. Ice Rink Attendants are currently manning the warming house from 5 to 9 p.m. Monday through Thursday,S to 10 p.m. Friday, 10 a.m. to 10 p.m. Saturday and 12 to 6 p.m. on Sunday. Chairperson Peterson suggested requesting monies from the Centennial Hockey Association to paint the boards surrounding the rink. Tracie McBride Memorial Park The Subcommittee for improvements to Tracie McBride Memorial Park plan to meet more aggressively in the spring when there is a better schedule of when the current water tower will come down. The surveys previously given to residents indicate there are strong feelings against having a skate park at Tracie McBride Memorial Park, so that is no longer an option. There have been complaints regarding the condition of the equipment at this park and the amount of weeds. 30f4 Parks & Recreation Meeting Minutes 01-07-04 Chairperson Peterson reported, as Public Works Staff that there was not adequate staff coverage in the 2003 summer season to take care of some of theses issues. Public Works did not have summer help. Chairperson Peterson has asked the League of Minnesota Cities whether the parks can be chemically treated for the weed problem. The LMC reported a company can be hired to chemically treat the parks, but the Public Works employees cannot do it as they are typically not trained in the area of chemical herbicides Chairperson Peterson will pursue this option. Wheels Skate Park Committee Member LeBlanc asked if the footage and price for the pad of the permanent Wheels Park site at Laurie LaMotte Memorial Park had been determined. Chairperson Peterson reported the cost is included in the street project estimate currently being prepared by the City Engineer and more information will be available shortly. vm.
