ADJOURNMENT Parks & Recreation Committee Meeting Minutes 03-03-04 PARKS AND RECREATION COMMITTEE MEETING MINUTES Wednesday, March 3, 2004 - 6:30 p.m. Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City of Centerville held the regularly scheduled meeting on March 3,2004, at City Hall, 1880 Main Street. Present: Chairperson T edd Peterson Vice-Chairperson Wayne LeBlanc Committee Member Andre Ziegler Committee Member Julie Lindsay Committee Member Suzanne Seeley Absent: Committee Member Kathy Peil Committee Member Richard Anderson Council: Council Member Tom Lee Staff: Kim Stephan M[Ji)@[V~[f@W@@] L ROLL CALL Chairperson Peterson called the meeting to order at 6:42 p.m. n SET AGENDA Motion was made by Vice-Chairperson LeBlanc, seconded by Committee Member Seeley, to set the March 3, 2004 Parks & Recreation Committee Agenda with the above addition. All in favor. Motion carried unanimously. ID. PUBLIC HEARING(S) None. IV. APPEARANCES Ms. Jen Smith, Chain of Lakes YMCA, made an appearance to discuss the summer program they would like to offer for the 2004 summer season at Laurie LaMotte Memorial Park. The program offered to residents in 2003 was a great success with 44 kids registered between the two age groups. In 2004 the YMCA would like to offer two (2) - three (3) week sessions with a similar program, adjusting the age groups slightly. The 2003 program was offered with no charge to the City ofCenterville, charging the resident $10.00 per child for the 2 week session. 10f5 Pmks & Recreation Committee Meeting Minutes 03-03-04 The YMCA lost money on the program last year and while not asking the city to supplement the program, the price to the residents would need to be increased. The proposed increase would be $22.50 for one 3 week session, with two sessions being offered. The Parks & Recreation Committee discussed the option of the committee supplementing the program as it was very well received last season and the concern was if the price were raised considerably, the participation may not be as great. What the committee would like to do is supplement the program with $300 to reduce the cost to the residents. Motion was made by Chairperson Peterson, seconded by Committee Member Seeley to recommend to City Council subsidizing the 2004 YMCA Summer Program with $300 to reduce the costs to the residents. All in favor. Motion carried unanimously. v. CONSIDERATION OF MINUTES Chairperson Peterson requested the following line be removed from page two of four; 'The committee was concerned that this trail was not included in the negotiations with the church for the vacation of Goiffon Road, but at the time the City Attorney said that was not possible. ' Chairperson Peterson stated there were previous discussions with representatives from the church and a verbal commitment with Father Fitzgerald Motion was made by Vice-Chairperson LeBlanc, seconded by Committee Member Ziegler to approve the February 4, 2004 Parks & Recreation Committee Meeting Minutes with the above deletion. All in favor. Motion carried unanimously. VI. COMMITTEE BUSINESS Summer Pr02;rams In addition to the YMCA Summer Program, Vice-Chairperson LeBlanc questioned whether the committee should contact Wargo Nature Center to see if they are interested in doing any type of summer program. The suggestion was to perhaps focus on the programs that were successful in the past like the pond study, activities involving animals or reptiles and the canoeing and/or kayaking for the older age group. Ms. Stephan will contact Wargo Nature Center to determine their interest and invite a representative to attend the next scheduled Parks & Recreation Committee Meeting. This will be added to the next agenda. Chairperson Peterson said he was contacted by someone interested in having bands in the park during the summer. At the time, Chairperson Peterson referred this request to Greg Kieselhorst of the Centerville Lions, thinking perhaps it could be part of Fete des Lacs. In discussing it further the committee decided this was an idea they would like to investigate further, possibly with different types of bands appealing to different groups of people. Chairperson Peterson stated Lino Lakes Parks & Recreation Department has a band shelter on wheels that is rented or borrowed out for activities such as block parties, he will check with Lino Lakes on the options available and report back to the committee. 20f5 Parks & Recreation Committee Meeting Minutes 03-03-04 The committee is also interested in senior programs, perhaps also involving bands. Summer Programs will be revisited at the next committee meeting. Review of Frozen Fete des Lacs It was the opinion of all members present that the events and activities the committee sponsored and participated in were well attended and went well, except for the warm weather prior to the festival caused poor conditions on the ice rink. One suggestion for next year's event would be to hold it a few weeks earlier in the season in the hope there would still be good ice for the Skate Night portion of Frozen Fete des Lacs. Chairperson Peterson stated he would like to see every Friday of next season be a Skate Night. This item will be revisited in the fall. Centennial Little Lea2ue Use of Ball fields The Parks & Recreation Committee received a letter from the Centennial Lakes Little League requesting the use of Laurie LaMotte Memorial Park ball fields and the same service provided by Public Works Staff in regards to grooming the fields prior to games. This would be the same schedule as was approved in 2003. At this time, no other requests have been received. The Centennial Lakes Little League has worked with the city in the past donating all the backstops and purchased an attachment for the tractor, which is used in grooming the fields. Motion was made by Chairperson Peterson, seconded by Committee Member Zeigler, to recommend City Council accept the request from Centennial Little League to use the three baseball and softball fields and facilities located in Laurie LaMotte Memorial Park for the summer months of 2004 beginning April 1 through August 15, 2004, Monday through Friday from 4:00 p.m. until dark. AD in Favor: Motion passed unanimously. St. Genevieve's Renovation I Trail Proiect - Letter to S1. Genevieve At the February 4, 2004 Parks & Recreation Committee Meeting the trail through St. Genevieve's property from County Road 14 to Laurie LaMotte Memorial Park was discussed. In the last month Chairperson Peterson has talked to Mr. Tom Wilharber, a representative of the St. Genevieve Planning Committee regarding the possibility of this trail being included in the church's renovation plans. The Planning Committee has requested the Parks & Recreation Committee and the City Council submit an official letter to the Planning Committee outlining the city's request to be submitted by their Tuesday, March 23, 2004 scheduled meeting. Members of the Parks & Recreation Committee would also like to follow up by attending the Planning Committee's Meeting and discussing trail options. There have been two options discussed with the most desirable option having the trail run on the west side of the rectory along the lake on the sewer easement. This option fits the best into the overall trail plan. Another option discussed was the trail running along the east side of the church property though there is some concern if that property is eventually developed the trail would run along a parking lot or possibly commercial buildings. 30fS Parks & Recreation Committee Meeting Minutes 03-03-04 Vice-Chairperson questioned if there were currently any park dedication fees required for commercial or industrial properties. Chairperson Peterson responded with the City of Lino Lakes is currently charging park dedication fees for commercial property, but Centerville requires only residential properties to pay park dedication fees. Council Member Lee requested this be added as a discussion on the next council agenda. Vice-Chairperson LeBlanc will supply City Council with a letter and a map outlining the ideas the committee has discussed. Vice-Chairperson LeBlanc also suggested including a future trail from Chauncey Barett Gardens across Centerville Road which would allow the residents of Chauncey Barett easier access to the park and its facilities. Motion was made by Chairperson Peterson, seconded by Vice-Chairperson LeBlanc to submit the letter to St. Genevieve's Planning Committee for council approval. The Parks & Recreation Committee would like the City Council to approve the Parks & Recreation Committee attending the St. Genevieve Planning Committee Meeting on March 23, 2004 and continuing discussions with the Planning Committee for the placement of a future trail. VIT. UPDATES Subcommittees Grants Committee Member Seeley reported that the 56-page Clearwater Trail DNR Grant Application was hand delivered to Tim Mitchell, the DNR Grant Coordinator, on Thursday, February 27, 2004. The City of Centervil1e is now officially "in the mnning" for Minnesota DNR Local Trail Grant Funds. Chairperson Peterson thanked the subcommittee for all the long hours of research, compiling and editing. Trails No current updates. Tracie McBride Memorial Park No current updates. 40f5 Parks & Recreation Committee Meeting~m~03~3~4 Wheels Skate Park The committee discussed the option of contacting a representative from Sunrise, one of the suppliers of skate board equipment, to help determine the placement of various pieces and what could be effectively added to what is currently owned by the city. Reoort of Ice Rink / Warmin2 House Season Closin2 Chairperson Peterson reported the Ice Rink Attendants did a great job this year. The rink was only closed one day when there was an 8" snowfall. Chairperson Peterson stated there were approximately 1,000 people who used the rink during the 47 days it was open. The committee would like to see the Parks & Recreation Committee sponsor more frequent Skate Nights next season, perhaps every Friday. This will be looked at in the fall of2004. St. Paul Water Utili tv Prooertv on CenterviJIe Lake The committee was given a copy of a memo from City Administrator Moore-Sykes to the City Council questioning whether the City Council and the Parks & Recreation Committee would be interested in purchasing the St. Paul Water Utility Property on Centerville Lake. Vice- Chairperson LeBlanc suggested inquiring to see if the city could purchase one of the parcels opposed to both. The committee would like the City Council reconsider the previous decision to not purchase the properties and further research the options available. Council Member Lee will present this to council. Chairperson Peterson will contact Mr. Bill Tschida from the St. Paul Regional Water Services to inquire if they would consider selling one lot, and if so, would the price of $270,000 be less if the property were purchased before being assessed for the upcoming street improvements. Also, would the price be reduced if the City of Centerville took responsibility for removing the water main pipes that are located on the property. The Parks & Recreation Committee feels this property would be a wonderful asset to the City of Centerville and there currently are enough monies in the Parks & Recreation Budget to finance this project. vm. I have attached the agenda from the last meeting and a description of the task force. Volunteering for the Communication Task Force Committee would involve an initial meeting to brain stonn (3/30/04 - 4:30 p.m. at Lino Lakes City Hall Library) and establish responsibilities. There will be possibly 2-3 more meetings between now and mid June and then working on your own to distribute information. You could put as much or as little into it as you have time fori The Communications group is looking for people in the community to serve on this committee. I was asked to contact the churches and a few community connections in the area; others are working with council members and business members. Would you or someone that you know be interested in assisting with spreading the word on the developing YMCA? This is not a fundraising committee, there are others doing that. This committee just finds way to make connections and spread the word and lets people know that there are ways to help (financially or otherwise), and keeps them in touch with the progress of the YMCA. The focus of this committee is to educate the community about the development of the Chain of Lakes YMCA and encourage them to contact the YMCA, and/or make a connection with the YMCA through programs, volunteer opportunities, or financial contributions. 4. Todd Good Morning Todd, The Centerville Parks & Recreation Committee asked me to contact you to determine if you have any interest in doing a summer program again this year with the City of Centerville. The program we tried in 2002 was not very well attended, as you may remember. We did not do a program with Wargo last summer. The YMCA did a program for two weeks last August that was well attended. The committee thought perhaps we could do a few sessions with you choosing the activities that were well attended in the past and we could advertise it with the YMCA programs. Genevieve is considering a plan to improve their property. The Parks and Recreation Committee is interested in discussing options to improve safety and recreational value to the community by adding two trails on the edges of some of the church property. On December 14, 2002, Mr. Wayne LeBlanc discussed some possibilities with Father Fitzgerald. It is felt these trails will benefit the community in many ways. Please see the attached map with a proposal to start discussion. The first trail would join the existing Laurie LaMotte Memorial Park Trail near the east end of the parking lot and run north to the Laurie LaMotte Memorial Park border. It then runs east along the park border where it then cuts across a small portion of the southeast comer of parcel 36 to align the trail with Meadow Lane. This trail would give the residents of Centerville an easy and much safer access to Laurie LaMotte Memorial Park. In addition, a trail could run north from Meadow Lane on the east side of Centerville Road to Chauncey Barett Gardens giving residents an easy route to the park. The second trail would run adjacent to the lift station (parcel 36A) and along the west side of the church property (parcels 36 and 15) to Heritage road. The trail would continue north on Goiffon Road and then swing west and north along the lake on an existing easement. This keeps the trail out of the middle of the property. This trail will connect with a future trail that will circle Centerville Lake. Please consider this proposal so that CenterviIle might be the best that it can be. The Rice Creek Watershed District is launching a storm drain stenciling volunteer program to aid cities in reaching their SWPPP goals. Stenciling is especially valuable as ongoing citizen involvement and outreach since stencils need to be refreshed every few years. Storm drain stenciling is an educational, interactive tool to engage people of all ages in watershed pollution prevention. This brings the message back to public attention with a bright new image on the street and another opportunity for volunteers and media attention. The message on the street tells what not to do and why. Media and fliers will explain what people can do and how. Stenciling works! It raises awareness and leads to pollution prevention. Studies in Wisconsin have proven storm drain stencils raise citizen awareness of polluted runoff flowing to rivers and lakes. Over 75% of people who had seen the stenciled drains knew where their water went, compared to about a third of those who had not seen a stenciled drain. Many people unknowingly believe storm drains connect to l!ewer treatment facilities and that industry is the greatest source of water pollution. According to EP A, over 60% of our water pollution comes from urban and agricultural stonn water runoff (non-point source pollution). People are more likely to change their behavior to prevent pollution once they understood that storm water runoff pollutes ends up in water bodies. Currently used in over 40 states, stenciling won't solve all water pollution problems alone, but it's a practical, positive, visible, cost-effective, easy first step toward public education, involvement and support for local watershed storm water pollution prevention.
