I TO: Parks and Recreation Committee Members FROM: Kim Stephan SUBJECT: UPDATES DATE: May 28, 2004 YMCA Summer Pr02ram Chain of Lakes YMCA 2nd Annual Park Play Days will begin June 14th. A flier is included in your packets. Ms. Jen Smith emailed me a copy of the flier. I made 200 copies and delivered 50 each to Comer Express, Apple Academy, Centerville Pet Foods & Hansel & Gretel. It is also on cable and the web site. Senior Pr02rams / Surveys I discussed with staff the various possibilities of getting surveys to residents. I) Including a one page survey with the utility billing to go out July 15. There is a possibility there may not be enough room with Fete des Lacs information going out at the same time, but it could be workable. 2) Include information and a scaled down survey in the newsletter, also sent out with utility billing, it would require less space in the mailing, but would it be part of the newsletter. 3) Send individual mailings to target groups such as Eagle Pass Associations and Chauncey Barett, we do have individual addresses for the units at Chauncey Barett. 4) Send a survey to all residents or target groups around specific areas or specific parks for instance like what was done for Tracie McBride Memorial Park. Park Monument Si2ns / Flower Beds Committee Member Seeley has planted, weeded and fertilized the flower bed at Tracie McBride Memorial Park with plenty of fertilizer remaining for the other parks. The fertilizer is available at City Hall. I have used a portion of it for the flower beds at City Hall and Eagle Park. I have not completed Eagle Park yet, but will in the next week or so. Committee Member PeiI had volunteered to do the flower bed at Royal Meadows Park. I had a conversation with a resident in the area of the park and she said her & her daughter would be happy to plant and maintain the flower bed if supplied with materials. Committee Member Peil said this would be fine, so I will work with the resident and supply her with materials. .. 'Rice Creek Watershed Stenciline: Proe:ram The following email was sent to all Committee Members, Commission Members, City Council, City Staff and the Centerville Lions regarding the stenciling program. Chairperson Peterson will report on the progress. This information is on the city sign, cable and the web site. To date we have had no requests for further information or offers to volunteer. The city was able to order 1,000 educational door knockers in florescent green. The door knockers cost $182.60 per 1,000 of which was paid for from the storm water fund. The Rice Creek Water District supplied door knockers, but they needed to be printed or copied, and cut. Ordering the knockers already printed & cut seemed a more feasible use of time and resources. I talked to Ms. Dawn Dubats who is going to drop off some corrected versions of the information previously supplied in the kits, as well as a display we can put in the foyer of City Hall to explain what we are doing. Ellie Paul seth and myself have taken a few sections of the map to be completed in the next week or so. This needs to be completed in the next month or so as the kits supplied by the RCWD need to be passed on to the next city involved in the program. The Rice Creek Watershed District has begun a stenciling program involving community volunteers to educate residents regarding watershed pollution prevention. The Parks & Recreation Committee has volunteered to be involved in this project and today some of us met with Dawn Dubats from the Rice Creek Watershed District for training. It looks like a very interesting project. Centerville is the first city to do this in the district. They have supplied us with 10 kits complete with everything needed: one wire brush, one whisk broom, safety goggles (3), Paint (2), Safety vests (4-5), one traffic cone, stencils (2), map of your area, door-hangers & instructions, trash bags, and paper towel. Parks & Recreation is looking for volunteers to help with this project as we have approximately 200 storm sewer drains to do in Centerville. At 15 minutes per storm sewer this would take 1 person 50 hours. We are going to start by meeting at City Hall, Wednesday, May 19 at 6:00 p.m. to get started. We thought if we can just get out there and get some stenciling done it will generate interest & questions and hopefully more people willing to help out. This is not a huge time commitment - got a few hours? Let me know, if multiple committee or commission members are going to participate we will need to post it. Laurie LaMotte Memorial Park Warmin2 House Renovation From The Parks & Recreation Committee Meeting Minutes of May 5, 2004: The Warming House Renovation Committee has not met at this time. Chairperson Peterson stated he would still like to see the warming house expanded, although it cannot go up, it could expand outward. Discussion of redoing the interior walls and the concern of the damage hockey sticks can do to walls. Insulation was previously discussed, but Chairperson Peterson stated the heating bills for the warming house for the winter months was minimal. The committee would like to give it a cleaner look before the start of the YMCA Summer Program. The committee discussed getting together as a group to repaint the inside of the warming house or the possibility of involving the YMCA in the painting of the walls. Ms Stephan will contact Ms. len Smith to determine what the start date of the program is and whether or not they would be interested in assisting with the painting. Chairperson Peterson and Committee Member Peil will meet at the warming house in the next week to determine what it needs and where to start. I emailed Ms. Jen Smith with: The Park & Rec Committee is thinking about painting the inside of the warming house before your program starts and were also wondering if you had any ideas as far as painting or whether there was anything you wanted to do on the walls that involved the kids? Handprints? Murals? Any creative ideas? Are the kids old enough to be involved somehow? Ms. Jen Smith responded with: We would love it if the kids could be involved in the decorating of the warming house! Handprints look fabulous! Also, the 11\.fCA has from time to used kids bodies as out lines and painted them in. I don't know what the committee was thinking for sure, but if you wanted to paint it and then when we come we can put up hand prints and bodies during the first week or however the committee would like us to be involved. The committee needs to contact Ms. Smith. St. Paul Water Utility Prooerty on CenterviUe Lake At the May 26, 2004 City Council Meeting the City Council directed the City Administrator to send a letter to Mr. Bill Tschida requesting he proceed with a purchase agreement on the property. COMMITTEE BUSINESS Summer Proe:rams YMCA Summer Program There was no update to the YMCA Summer Program at this time. Jen Smith, Chain of Lakes YMCA Program Coordinator has been in contact with Committee Member Peil and Staff Member Stephan. There has been a rough draft of the flier to promote the YMCA Summer Program at Laurie LaMotte Memorial Park, but the final version has not been distributed. Ms. Stephan will contact Jen Smith to determine if the city needs to do anything else in preparation of the program. Bands in the Parks Chairperson Peterson contacted other cities in the area such as Roseville and White Bear Lake to get some ideas as to what was involved in having bands in their parks and how to proceed with starting a program in Centerville. While Chairperson Peterson felt he was able to gather some valuable information, while reviewing the options the conclusion was made that this will not be a feasible project to attempt this summer. Because of the paving project beginning with Laurie LaMotte Memorial Park parking lot, a skate park pad being installed and road construction on LaMotte Drive and Heritage Streets this area will be under construction for a few months. The committee will review bands in the park next season. Senior Programs Committee Member Seeley drafted a survey to help determine what types of programs residents would like to see offered. It was questioned whether there are existing programs at Chauncey Barett, whether we have individual mailing lists for the residents of Chauncey Barett or the Town Home Associations of Eagle Pass and whether the committee could give surveys to the managers! association presidents to distribute. The survey could also be put on the city's web site and cable or perhaps condensed and included in the next utility billing. It was suggested the survey be made generic for all age groups, not just senior programs. Ms. Stephan will discuss with staff the possibility of including this in the next newsletter. Park Monument Siens / Flower Beds Committee Member Seeley has planted, weeded and fertilized the flower bed at Tracie McBride Memorial Park with plenty of fertilizer remaining for the other parks. The fertilizer will be available at City Hall. It was commented that the monument signs look terrible and need maintenance. Chairperson Peterson said this is on the Public Works list once new staff members are hired. 20f5 I Parks & Recreation Committee Meeting Minutes 05-05-04 Economic Development Committee's Business Appreciation BBO The Economic Development Committee extended the invitation to the Parks & Recreation Committee to attend the Business Appreciation Barbeque being held Tuesday, May 13, 2004 at 5:30 p.m. at City Hall. Rice Creek Watershed District Drain Stenclline Proeram Committee Member Seeley talked to the coordinator of the stenciling program, Ms. Dawn Dubats, who will train those interested in participating on Thursday, May 13,2004 at 9:00 a.m. at City Hall. At this time, Committee Member Seeley, Chairperson Peterson and Ms. Stephan plan to attend. The committee discussed various ways of involving & recruiting volunteers for this project. Chairperson Peterson will provide the volunteers with maps indicating where the storm sewers are located. Educational door knockers are provided by the Rice Creek Watershed District informing residents as to what the program is about. Community Gardenine Committee Member Seeley requested this item be added to the agenda to inquire as to whether there is interest in pursuing this idea this season. The plot behind City Hall is still available for this purpose, but water will have to be transported. Ms. Stephan will put information on the web site and cable with Committee Member Seeley as the contact person for any residents interested. Vll. UPDATES Subcommittees Grants Committee Member Seeley reported that nothing has been heard at this time concerning the DNR Trail Grant which was submitted by the Parks & Recreation Committee in February 2004. Trails Committee Member Lindsay supplied those present with pictures of the area where the Parks & Recreation Committee would like to see a trail connected, west ofS1. Genevieve's Rectory along Centerville Lake. She also supplied pictures of the area on the eastern edge of the church property where the St. Genevieve's Renovation Committee has suggested a trail be located. It was also proposed this eastern option would involve a yearly renewal easement in the event the property is later developed and the trail does not work with the new owner's development. The church's option has the trail going within 16 feet of resident's homes, between & past rental properties, garages, a vacant house, dumpsters, and garbage. The committee felt there had been a previous agreement with the church and Father Fitzgerald when Goiffon Road was vacated and this trail option was unacceptable. It was also felt the church committee was attempting to create leverage with the city for bargaining the amount of pending street assessments. Chairperson Peterson, as a Public Works staff, informed the committee the city already has easements through 30f5 I . PaIks & Recreation Conunittee Meeting Minutes 05-05-04 next meeting, scheduled May 11, 2004. Option B would involve the city allowing the pipe, which crosses the property to remain, resulting in a revised valuation of $253,900. The committee discussed the financial statement prepared by the Finance Director, as well as reviewing the budget the committee had submitted for projected goals and projects over the next 5 years. There were numerous items the committee was able to remove or modify at this time due to more recent cost information. For instance the paving of Laurie LaMotte Memorial Park parking lot and the cost of the skate park pad have been lowered from the projected amount, the monies needed in the event the DNR Trail Grant is awarded to Centerville was lower than budgeted for and there were items the committee would like to apply for grants for instead of budgeting the entire amount. The committee feels strongly that the parcel of property on Centerville Lake should be purchased by the city, using Park Dedication Fees, for park property. Motion was made by Vice-Chairperson LeBlanc, seconded by Chairperson Peterson, to revise the Parks & Recreation Committee Budget as previously presented to City Council to accommodate the purchase of the St. Paul Water Utility Property on Centerville Lake. All in favor. Motion carried unanimously. Commercial & Industrial Park Dedication Fees The Council discussed and tabled this item until June, 2004. This is dependant on pending legislation. VID. FINANCIALS Financials supplied by the Finance Director were discussed regarding the purchase of the S1. Paul Water Utilities property on Centerville Lake. IX. Council Member Lee suggested working through the City Council and using the easements for the placement of the trails in addition to continuing discussion with the 81. Genevieve Renovation Committee. The preferred trail placement would be along the lake, but the second option would be along the vacated Goitfon Road. Vice-Chairperson LeBlanc reported that in the last meeting with Anoka County representatives regarding County Road 14 it appeared the road project would fund the trail section along County Road 14 from Wargo Nature Center to Centerville on the south side of a 2-lane portion of the road. Apparently a trail in the wetland does not require mitigation and Anoka County Parks would support this project. Wheels Skate Park Chairperson Peterson reported that the City Engineer has been asked to make the skate pad park priority when the street project begins. Construction will begin within the next few weeks. Chairperson Peterson will contact the representative from SunRamp to discuss a new design of the pad and ordering equipment such as grinding rails. St. Genevieve Renovation / Trail Proiect Mr. Tom Wilharber, as a representative ofSt. Genevieve's Church appeared at the April 28, 2004 City Council meeting to discuss this issue. This item was discussed by the Parks & Recreation Committee under trails. I would like to begin drafting the necessary Purchase and Sale Agreement for the City's review, modeling it after recent agreements with Anoka County for purchase of parkland around Centerville and Peltier Lakes.
