CALL TO ORDER 1. RoD Call Vice-Chairperson LeBlanc called the August 4, 2004 Parks & Recreation Committee Meeting to order at 6:43 p.m. II SET AGENDA Committee Member LeBlanc requested Ms. Pat Downing be added under appearances to discuss the possibility of trees/bushes being planted in Tracie McBride Memorial Park to replace those removed by Great River Energy. Motion was made by Committee Member Peil, seconded by Committee Member Seeley to set the August 4, 2004 Parks & Recreation Agenda with the above addition. All in favor. Motion carried unanimously. III. PUBLIC HEARING(S) IV. APPEARANCES Ms. Pat Downing, 1876 Prairie Drive requested an appearance to discuss the possibility of trees/bushes being planted in Tracie McBride Memorial Park to replace those removed by Great River Energy. Many of the residents were upset by the removal of trees in the utility easement owned by Great River Utility and would like to see the buffer of trees replaced between the resident's homes and the park with a type of planting approved by the utility lof4 ~. Parks & Recreation Committee Meeting Minutes 08-04-04 company. Suggested were tall bushes such as lilacs, witch hazel or cranberry bushes. Ms. Downing stated that the Parks & Recreation Committee had planted trees in Tracie McBride Memorial Park years ago when she was a committee member and wondered if the committee could do something similar when the park was redone as the old water tower comes down. Vice-Chairperson LeBlanc informed Ms. Downing there is a subcommittee on Tracie McBride Memorial Park which she is welcome to work with. The subcommittee will look at this issue as the plans for the park progress. v. CONSIDERATION OF MINUTES Vice-Chairperson LeBlanc requested sentence 3, page 3 of 6, under Budget Planning be changed from 'If everything currently included on the Parks & Recreation Budget were to be approved, the budget would have quite a large deficit.' to 'If everything currently included on the Parks & Recreation Budget were to be approved, the budget would have a short term deficit, but the long term would be in the black. ' Motion was made by Committee Member Peil, seconded by Committee Member Anderson to approve the July 7, 2004 Parks & Recreation Committee Meeting Minutes with the above correction. All in favor. Motion carried unanimously. VI. COMMITTEE BUSINESS 2005 Bude:et Plannine: Vice-Chairperson LeBlanc stepped the committee through the budget information sheets which he revised according to the committee's input and supplied to the members for review. Council Member Lee said the projected assets for Pheasant March 3rd Addition will probably not be available for some time as the 3rd Addition is currently in litigation. The committee discussed the liabilities and whether the amounts of $78,000 for the parking lot and $30,000 for the skate park pad were the correct amounts at Laurie LaMotte Memorial Park. The committee had budgeted $30,000 for skate park improvements and questioned whether this was for the pad and equipment or just the pad. Vice-Chairperson LeBlanc will verify with Chairperson Peterson, who was not in attendance, the exact amounts that will come out of the Parks & Recreation budget for these items. It was questioned whether the skate park pad has been repaired. Ms. Stephan reported Bonestroo has directed Dressel to have the subcontractor fix the problem of the low spots holding water. The committee has been concerned the full amount will be paid to the contractor and the problem with the pad will not be resolved. The time frame was discussed as far as getting budget information to City Council. Council Member Lee reported council would start budget work sessions the second week of August and the committee needed to submit the proposed budget at this time. Motion was made by Committee Member Seeley, seconded by Committee Member Lindsay to recommend to City Council accepting the proposed Parks & Recreation budget for 2005 as presented. All in favor. Motion carried unanimously. 20f4 a.-'" PaIks & Recreation Committee Meeting Minutes 08-04-04 SUBCOMMITTEES Grants The committee discussed the letter received from the DNR denying the Clearwater Trail Grant Application for this year and the reasons it was denied; as well as what could be done differently for the next application submitted. The reason specified by the DNR was the amount of competition for limited funds. Committee Member Anderson questioned whether there was a contact at the DNR to give the committee more specific feedback. Committee Member Seeley will contact the DNR. Committee Member Anderson thought perhaps the Clearwater Trail project was too small and the committee should look at making a bigger change for the community by involving our neighboring communities such as the cities of Rugo and Lino Lakes. The biggest impediment Centerville has with this trail project is in trying to cross 35E. Vice-Chairperson LeBlanc will contact MNDOT for any updated information. The committee will continue to pursue the idea of a joint trail grant application with the cities ofRugo and Lino Lakes. Trails The committee brought concerns about the trail in front of Apple Tree Square to City Council. The issue is being researched. There are no specific updates at this time. Laurie LaMotte Memorial Park Warmin2 House Renovation Committee Member Peil asked for volunteers to help paint the inside of the warming house at Laurie LaMotte Memorial Park the weekend of August 14, 2004. The soffits and fascia have been replaced with the funding to come from the maintenance budget. Tracie McBride Memorial Park No current updates. Wheels Skate Park The skate park pad is still not ready to use due to a problem with the pad having low spots which are holding water. The City Engineer is working on resolving this issue. The committee was disappointed that the skate park equipment was not used at all this season. St. Genevieve Renovation / Trail Proiect Mr. Wilharber, as a representative of St. Genevieve's Church, has contacted Chairperson Peterson as to what the Parks & Recreation Committee's intentions are as far as the proposed trail easements through St. Genevieve's property. Mr. Wilharber has stated the church feels there should be a concession on the amount of assessments the church has to pay for the street improvements in exchange for a trail easement. 30f4 ..... Parks & Recreation Committee Meeting Minutes 08-04-04 Council Member Lee & the committee members had understood the concessions had already been made with the vacation of Goiffon Road and it was just a matter of coming to an agreement as to where to put the traiL The Parks & Recreation Committee has stated the fIrst choice in a placement of a trail would be from County Road 14 along the lake on the far west side of the rectory, with the second choice being along the vacated Goiffon Road. The church representatives have suggested a trail along the east side of the church property with a yearly renewal agreement in the event the property is sold and the developer does not want a trail easement along the east end of the property. The committee feels the idea of a renewable trail agreement is unacceptable as well as the location of a trail on the east side of the property. Chairperson Peterson reminded Mr. Wilharber that the committee has no authority to discuss assessments or bargain amounts versus trail easements. The committee is advisory and will only make recommendations to council as to where the committee feels the best location for a trail would be. The city has a utility easement along the lake, west of the rectory, as well as an easement along LaMotte Drive where the trail can be installed. The committee is interested in obtaining future easements on the southeast and southwest comers of the church property abutting Laurie LaMotte Memorial Park to be negotiated at a later date when the property is developed. St. Paul Water Utility Prooerty on Centerville Lake The committee discussed the purchase agreement that was proposed to the city by the St. Paul Water Utility concerning the purchase of the property on Centerville Lake. City Council and the City Attorney reviewed this purchase agreement at the last City Council Meeting and found multiple issues which needed to be reviewed and discussed. There is not an update at this time. The City Administrator, City Attorney and Mr. Bill Tschida, St. Paul Water Utility will meet to discuss this proposaL Park & Trail Desi2:n & Plannin2: Services (SRF) Committee Member Lindsay will contact the representative from SRF to determine whether they would be willing to attend a Parks & Recreation Committee Meeting. Meeting with an SRF representative could also be useful in preparing for the next trail grant application. Requestin2: Charitable Gamblin2: Funds Ms. Stephan informed the committee that requests were made to both the Spring Lake Park Lions and Dead Broke Saddle Club for $1,500 each to acquire additional skate park equipment. I wanted to clarify for your September 1st meeting, CYHA would like to use the rink for outdoor ice as they have in the past (requested dates and hours can be found on letter sent to Tedd Peterson), and are also requesting to use the rink for dryland training starting in Oct, after tryouts and teams are placed, and continuing until outdoor ice is available or weather permits. This is a first time request being made to your City. We currently use two other parks in the surrounding communities for this purpose. It aids in our training and preparation for the on ice season. We usually use the rink in the evenings, from 5:00 pm until 9:00 pm, during the week. If this is approved, we would need to know what is appropriate for your lighting situation. The other parks we use have either automatic light systems or we manually turn them on and off when we are at the rink. We also use a "lock box" system for obtaining access to the warming house with the key always being returned to the lock box. This system has worked well with the other communities and I would be happy to forward names and phone numbers if you would like to speak with others regarding the process and procedure. As the Outdoor Ice Coordinator, I will take care of the initial scheduling of the rinks for outdoor practices and scrimmages. I will pass that information on to you, as well as the final coaches list, once the scheduling is complete. The scheduling should be completed by mid December. Also, the coaches/parents will once again be asked to help shovel the ice surface before and/or after using it. If at all possible, we would like to extend the time available for CYHA, allowing whole sheets of ice for both hours. At a minimum, we would like to reserve the same hours at LaMotte Park for the 2004-2005 season, as we did in 2003-2004. Any additional ice time CYHA can schedule would be much appreciated. The days and times from the 2003-2004 season are as follows: Rink Days of the Week Time LaMotte Park Mondays - Thursdays 7:00 p.m. - 8:00 p.rn. (half sheet ice) 8:00 p.rn. - 9:00 p.m. (whole sheet ice) CYHA would also like to request to use LaMotte Park for fall dry land practices. Dry land training begins in October and runs until the start of outdoor ice. We use two other city parks for dry land season, and were hoping we could offer a third choice. Should this request be approved by the City, the memo for CYHA coaches regarding the fall dry land practice schedule will be faxed to you the end of September, for your approval. Using estimated numbers for portions not complete (wear course on parking lot, 4' chain link fence around tbe skate pad, parking lot striping, sod and/or seed) I come up with $54,000 for the parking lot and $30,500 for the skate pad. This is a safety issue for people going to/irom Lamotte Park. The land is currently church property. Note: On Dec 14,2002, Wayne LeBlanc talked to Father Fitzgerald about possible trails on church property. Father Fitzgerald was agreeabk: to trails on the edges of the property from Lamotte Park to Meadov\' Lane "and from Lamotte Park north along Lamotte Drive to the churl~h school. He did not want trails in the middle of the property as that would limit possible future development. He was also agri;eable to a trail going through the church/rectory property somewf'lre to get to Main St. Details would all have to be worked, of course. 'Ja;r (651) 429-8629 August 19, 2004 Mr. Lloyd Drilling 7185 Mound Trail Centerville, MN 55038 Dear Mr. Drilling: As you are aware, Council has been discussing the installed trail in front of Apple Tree Square since April 25, 2001 and they have viewed it as sub-standard and in need of reparr. At Council's August 11, 2004 meeting, Council and the City Attorney directed staff to forward this letter to you asking that you put money in an escrow account for its eventual replacement. City Engineer, Mr. Peterson estimates the installation of a 10 foot trail in the existing location would require filling the county ditch, installing a long culvert, etc. It is felt that Anoka County may be responsible for filling the ditch and providing drainage facilities to handle the runoff in the area between the trail and the highway when CSAH 14 is reconstructed. The cost to install a 10 foot bituminous trail would be approximately $5,000 this would include: 2" bituminous wear course; 6" class 5 aggregate base and 3 concrete swales to direct drainage across the trail from the existing parking lot. This estimated cost may be mitigated to some degree depending on the extent of the work associated with CSAH 14 reconstruction as approved by Anoka County. The City Council desired to offer to you the option to escrow the amount due to the fact that the County anticipates widening CSAH 14. If you desire to discuss this issue with Council, please contact myself or Ms. Moore- Sykes and we will place you on an upcoming agenda. Many people and organizations deserve thanks! Thanks go to the cities of Centerville and Lino Lakes who both had to enact a protection ordinance. Centerville and Lino Lakes passed an ordinance in March 2002, but Lino Lakes needed to remove a sunset clause that would have terminated the no-wake zone protection ordinance and they did. (This no-wake zone ordinance only applies to the northern half of Peltier Lake, which is a part of the lake that is very shallow and filled with aquatic plants. It also helps protect a great blue heron rookery on a large island in the northern part of Peltier Lake.) Special thanks go to Jeff Perry, Natural Resources Specialist for Anoka Parks, Joan Galli, Minnesota DNR Nongame Wildlife Specialist, Marty Asleson, City of Lino Lakes Environmental Coordinator, and Art Hawkins, a biologist working with the DNR. These people provided the detailed expertise and leadership to get the job done. Jeff Perry led a task force on the issue. The outstanding work of these knowledgeable people from 2001 through 2004 was crucial to enact the protection. A total of 556 citizen petition signatures favoring the protection were submitted and was significant to enacting the protection. Thanks to each and every person who signed! It clearly demonstrated the community was in favor of this protection. Special thanks to those who helped gather signatures. Thanks go to the many organizations that supported protection. These include: Minnesota DNR, Anoka County Parks, Rice Creek Watershed District, Anoka County Commissioner Margaret Langfeld, Anoka County Commissioner Rhonda Sivarajah, Minnesota Ornithologist's Union, Director of Bell Museum of Natural History, St Paul Audubon Society, Minnesota Lakes Association, Walter 1. Breckenridge Chapter of the Izaak Walton League, and the North American Lake Management Society. The no-wake zone has demonstrated improved water quality and some successful great blue heron nesting. Damaged aquatic vegetation appears to be returning. The no-wake zone formalizes protection for the unique and precious resources of Peltier Lake: the heron rookery, great egrets, eagles, rare plants, and high quality wetlands and shallows and waterfowl of all kinds. This year over 400 white pelicans stopped at northern Peltier Lake before continuing their migration north - without the protection now in place, the pelicans would have been forced out. The permanent protection now granted preserves these incredible resources now and for generations to come.
