PARKS AND RECREATION COMMITTEE
MEETING MINUTES
Wednesday, October 6,2004 - 6:30 p.m.
Pursuant to due call and notice thereof, the Parks and Recreation Committee of the City of Centerville
held the regularly scheduled meeting on October 6, 2004, at City Hall, 1880 Main Street.

Chairperson Peterson called the October 6, 2004 Parks & Recreation Committee Meeting to
order at 6:31 p.m.

Motion was made by Vice-Chairperson LeBlanc, seconded by Committee Member Peil, to
set the October 6, 2004 Parks & Recreation Committee Agenda as is. All in favor.
Motion carried unanimously.
IV. APPEARANCES
Mr. Drew Johnson and Mr. Dana Johnson made an appearance to give an update on the 'Adopt
a Wood Duck House' Eagle Scout project proposed by Mr. Drew Johnson at the September 1,
2004 Parks & Recreation Committee Meeting. Mr. Drew Johnson reported he priced the
materials to build the wood duck houses at Menards as follows:
$41.55 per house with a cedar post
$27.67 per house without a cedar post
The total price for 30 wood duck houses mounted on a cedar post would be $1246.50 or
$830.10 without a cedar post. The houses without a post would be tree mounted.

The project will begin with 30 houses and may increase the amount depending on the interest
from residents. Mr. Johnson researched how the DNR attached houses and found most were
nailed to trees, but a post was suggested as the preferable method to better protect the wood
ducks from predators.
Chairperson Peterson met with Mr. Johnson to review the city's storm drain/pond map to help
determine possible placements of the wood duck houses as some ponds are more accessible
than others. The timeline for the project would be to create a web site to promote the Adopt A
Wood Duck House Project and build the wood duck houses over the winter, jnstalling them in
the spring of2005. Mr. Johnson needs approval from the city before submitting his application
to the Boy Scout Council. The Parks & Recreation Committee would like to support this
program by investing in 15 wood duck houses to be installed in the City Of Centerville parks.
Motion was made by Chairperson Peterson, seconded by Committee Member Seeley to
recommend to City Council the expenditure of funds not to exceed $623.25 to adopt 15
wood duck houses to be placed on city ponds in cooperation with the Eagle Scout Project
'Adopt a Wood Duck House'. All in favor. Motion passed unanimously.
V. CONSIDERATION OF MINUTES
Motion was made by Vice-Chairperson LeBlanc, seconded by Committee Member Peil, to
approve the September 1, 2004 Parks & Recreation Committee Meeting Minutes as is.
All in favor. Motion carried unanimously.
VI. COMMITTEE BUSINESS
Charitable Gambling Donations from the Spring Lake Park Lions & Dead Broke Saddle
Club
The committee discussed the $500 donation from the Spring Lake Park Lions and the $1,500
donation from the Dead Broke Saddle Club. These donatjons were requested by the committee
from charitable gambling funds for the purchase of additional skate park equipment. A thank
you note was sent to the Spring Lake Park Ljons and a thank you note will be sent to Dead
Broke Saddle Club when the funds are received. Chairperson Peterson will research additional
equipment and contact the distrjbutors. The new equipment will not be ordered or installed
until the sprjng of 2005. It was suggested funds be used to replace the piece of equipment
which was stolen. The equipment will be bolted down on the permanent skate park pad so theft
should not be an jssue. Council Member Lee asked if the repairs were made to the skate park
pad. Chairperson Peterson stated the pad looks good and no longer holds water.
SRF Engineering, Parks & Trail Planning
The section of the September 1, 2004 Parks & Recreation Meeting Minutes concerning the City
of Centerville possibly using SRF Engineering to complete a trail feasibility study was sent to
the City Attorney, Mr. Jim Hoeft by the City Administrator Kim Moore-Sykes to question
whether there is a legal reason, such as a conflict with the city's Engineering Firm, Bonestroo,

which would prohibit the Parks & Recreation Committee from working with SRF on a trail
feasibility study to be used for grant purposes. The committee liked the idea of working with
SRF since this is the firm that is working with Anoka County on the County Road 14 project
and will be involved in the trail system already. Mr. Hoeft responded with 'As 1 understand
the question, can the city use another engineering firm for a trail study, the answer is yes. It is
similar to the city using another attorney as bond counsel. '
Motion was made by Committee Member Peil, seconded by Committee Member Lindsay
to recommend to City Council requesting City StafT contact SRF Engineering for the
purpose of supplying the Parks & Recreation Committee/City Council with a detailed
proposal/estimate of costs involved and what services would be included in a Clearwater
Creek Trail Feasibility Study for the purposes of including the study with future trail
grant applications. All in favor. Motion passed unanimously.
Tobacco Free Policies for Outdoor Recreation Facilities
An informational hand-out from Ms. Rachel Hilyar, Anoka County Community Health &
Environmental Services, was included in the Parks & Recreation Committee packet for review
regarding Tobacco-Free Parks and Recreation Areas. The committee felt there are already
restrictions on tobacco use in all municipal buildings and did not recommend further
restrictions at this time.
SUBCOMMITTEES
Grants
Vice-Chairperson LeBlanc stated there was nothing to report on grants at this time. The
subcommittee is waiting for the CSAH 14 project and Anoka County Parks to finalize some of
their plans before determining which direction to take with the next grant application.
Trails
At the September 1, 2004 Parks & Recreation Committee Meeting Committee Member Seeley
mentioned a potentially dangerous sink hole on the trail going north through the school
property. Committee Member Seeley asked for an update to which Chairperson Peterson
reported the sink hole was partially caused by a resident having a sub pump running directly
onto the trail which was undermining the trail, the resident has been notified and Public Works
Staff has filled the sink hole.
Chairperson Peterson, as Public Works Staff, has discussed at the weekly construction meetings
the possibility of having Dresel Contracting sub-cut and install base for a 200' trail extension
along the east side of the parking lot at Laurie LaMotte Memorial Park and would like City
Council to direct the contractor to complete this work. Public Works Staff & the Parks &
Recreation Committee feel that this is a safety issue as the trail currently connects directly into
the parking lot. The trail extension will connect at a future time to the existing trail running
east and west along the warming house.

Although the trail would be installed at a later time, the equipment used to sub-cut & install the
base is already at this location so this would be an advantageous time to do the work.
Motion was made by Chairperson Peterson, seconded by Committee Member Lindsay to
recommend to City Council requesting Dresel Contracting sub-cut and install base for a
trail along the east side of the parking lot at Laurie LaMotte Memorial Park for
connecting at a future time to the existing trail running east and west along the warming
house. All in favor. Motion passed unanimously.
Laurie LaMotte Memorial Park Warmin2 House Renovation
Committee Member Peil had requested volunteer help to paint the inside of the warming house.
The committee members who can attend will participate in painting on Sunday, October 9,
2004 at 10:00 a.m.
Tracie McBride Memorial Park
No current updates.
Wheels Skate Park
The Public Works Staff is installing the skate park equipment on the permanent pad as time
permits. The skate park equipment needs to be transported to the park from the public works
site and some ofthe equipment needs to be sanded and painted.
St. Genevieve Renovation / Trail Proiect
No current updates. Chairperson Peterson requested this item be removed from future agendas
until there is a site plan submitted to the city by St. Genevieve.
St. Paul Water Utility Property on CenterviIIe Lake
The City Administrator, City Attorney and Mr. Bill Tschida from the St. Paul Water Utility
have a meeting set up to review the purchase agreement on the St. Paul Water Utility Property
on Centerville Lake. Council Member Mary Capra is questioning recent information she has
become aware of; if a government body uses condemnation to obtain property for a public
purpose, if the property is no longer needed for that public purpose they cannot resell the
property for any kind of profit, it has to stay in use for a public purpose due to it having been
condemned.
Council Member Capra spoke with Mr. Melvin Dupre who said in the 1890's the St. Paul Water
Department came into Centerville and did condemnation for the purpose of providing water
utilities to the City of St. Paul. It was at that time they took residential shoreline and the
property in question that the city is seeking to purchase. If condemnation occurred, the St. Paul
Water Department is a government body and not a private company. And if they obtained the
property through condemnation can they resell the property?

According to one resident the water department had a 99 year lease for the property in question
as well as the shoreline and never actually owned the property to begin with. Council Member
Capra feels this may be worth investigating through Anoka County. Council Member Capra
will pursue this item with City Council.

Motion was made by Committee Member Peil, seconded by Committee Member Lindsay
to adjourn the October 6, 2004 Parks & Recreation Committee meeting at 7:19 p.m. All
in favor. Motion carried unanimously.

SUBJECT:
PROFESSIONAL SERVICES PROPOSAL -CITY OF CENTERVILLE
CLEARWATER TRAIL FEASIBILITY STUDY
Based upon your request, SRF is pleased to submit this Professional Services proposal for
preparation of the Clearwater Trail extension feasibility study. The purpose of this
feasibility study is to provide a more detailed assessment of the two trail alignment
alternatives which can be used to assist in the preparation of a 2005 I\1:innesota DNR
Trails and Waterways grant application.
SCOPE OF SERVICES
SRF would propose to complete a feasibility study for the trail corridor alignments as
outlined in Attachment A - Scope of Services. The final end product will be a technical
memorandum which will encompass the following tasks:
1. Gather Background Information
All background information and existing mapping available from the City and
County will be collected to begin evaluation of trail corridor alignments.
2. Complete Inventory and Analysis
A general inventory and analysis will be completed for each trail conidor
identifying potential conflicts with wetlands, vegetation, topography, utilities,
drainage ways, and private property ownership.
3. Preliminary Cost Estimate
A preliminary cost estimate will be prepared for the design and construction of each
trail corridor alignment alternative.

It is understood that if the scope or intent of the work changes, the cost will be adjusted
accordingly. Before any out-of-scope work is done, however, we will submit a budget
for the new work and will not begin work until we receive authorization from you.

4. Identify Trail Design Standards (Optional)
MnJDOT and AASHTO trail design standards will be identified to establish the
framework for the implementation of trail corridors.
S. Evaluation and Recommendation (Optional)
An objective evaluation of each trail corridor will be completed based on the
inventory and analysis and trail design standards. Evaluation criteria will include
constructability, community access and service, and recommendations for
submitting a 2005 DNR Grant submittal.
6. Cross Sections and Aerial Photo Analysis Graphic (Optional)
Trail section details (up to three) and an aerial photo analysis for each trail corridor
will be prepared identifying site design context, and opportunities and constraints
for each corridor.
7. Identify Issues Relating To Agency Coordination and Project Phasing (Optional)
Since multiple agencies will require involvement in the planning and design of the
trail corridor, coordination and phasing issues will be identified for each agency to
address and a timeline developed for review, approval, and implementation.
SCHEDULE
SRF will complete this work within a mutually agreed upon time schedule. However, in
order to allow for enough time for preparing a 2005 DNR grant application submission,
we would propose to complete the feasibility study by the end of December 2004.
BUDGET
The estimated cost for completing tasks 1-3 of the feasibility study is $780. The
estimated cost for completing optional tasks 4-7 is $2,210. See attachment A for an
individual breakdown of tasks and corresponding fees.
BASIS OF PAYMENT
SRF proposes to be reimbursed for OUT services on an hourly basis for actual time
expended. Other direct project expenses such as printing, supplies, reproduction, etc.,
would be reimbursed at the current lRS-rate for business miles. Invoices are submitted on
a monthly basis for work performed during the previous month. Payment is due within
30 days.

Following are excerpts from the Unapproved October 27,2004 City Council Meeting Minutes.
Sedona Homes/Jackson Commercial Final Plat and Develooer's Af!reement
City Attorney Hoeft indicated that there were sections of the document in need of clarification and
update as this process was begun a year ago. He then reviewed those items with Mr. Keleher.
Mr. Keleher agreed to a completion date for the private improvements of July 1,2005. Mr. Keleher
indicated that as they will be asking for occupancy prior to paving they are willing to have the $76,000
escrow for bituminous added back into the document.
Council Member Capra indicated that she would like to have sod used because the development across
the street utilized hydro seeding and it was very weedy.
Mr. Keleher indicated that they intend to sod all areas around the buildings and will utilize some type
of seed near the drainage areas.
City Attorney Hoeft revised the language concerning ownership of the public improvements and Mr.
Keleher agreed.
Council discussed a trail in lieu of a commercial park dedication fee.
Mr. Keleher indicated that he would be interested in putting in a trail from his building toward
the strip center to move traffic between the two commercial areas.
Council discussed the matter and asked for a $6,000 escrow for the cost of a trail to allow the
City to place the trail after the road construction is done.
Mr. Keleher agreed to the $6,000 but asked that he be able to pay as the units develop at $600.00
per unit. Council agreed.
Mr. Palzer asked that the $600.00 be tied to the building permit to ensure collection and for ease
in administration. Mr. Keleher agreed.
Motion by Council Member Capra, seconded by Council Member Lee to approve the Final Plat
for Sedona Homes/Jackson Commercial subiect to the execution of a developer's a2reement. All
in favor. Motion carried unanimously.
Motion by Council Member Lee, seconded by Council Member Paar to approve the developer's
a2reement as amended. All in favor. Motion carried unanimously.

Following are excerpts from the October 13, 2004 City Council Meeting Minutes regarding the
Parks & Recreation Committee recommendations.
5. Ms. Peil Reauest for Paint for Warmine House
Ms. Piehl appeared before Council and indicated that it has been very difficult painting the
warming house and said she needs 15 more cans of paint and authorization to purchase a new
Wagner sprayer as the existing one is not working properly and is very old.
City Attorney Hoeft indicated that this type of request is well within the statutorily allowed
expenditures that could be authorized by the City Administrator without Council approval.
Motion by Council Member Capra~ seconded by Council Member Lee to authorize the
expenditure of UP to $300.00 for paint and to direct Mr. Palzer to purchase a sprayer. All
in favor. Motion carried unanimously.
6. Drew Johnson - Cub Scout Eaele Scout Proiect
Drew Johnson from Troop 232 appeared before Council and explained that he is working on an
Eagle Scout project and would like to build and install 30 wood duck houses within Centerville
at a number of ponds. He then eXplained his intent to ask residents living around the ponds to
adopt the houses and agree to do the once per year cleaning out and adding of fresh woodchips.
Motion by Council Member Capra~ seconded by Council Member Lee to authorize UP to
$700.00 for the construction and installation of wood duck houses for the Ea~le Scout
proiect. All in favor. Motion carried unanimously.
Council asked Drew to work with City Staff on the placement of the houses.
Council noted that the City had agreed to fund half of the project and that Drew would need to
solicit funding for the remaining houses from another source.
Drew Johnson asked for a letter from the City indicating that Council has approved the request.
Ms. Moore-Sykes agreed to provide him with a letter.
4. Parks & Recreation Committee ReQuest for Funds for "Adopt a Wood Duck
House" Proiect Ea21e Scout Proiect - $623.25
This matter was handled under appearances.
5. Parks & Recreation Committee Request for SRF Engineering to Provide a Trail
Feasibility Study Proposal for the Clearwater Creek Trail, Direct Staff Contact to
Arrange, Future Expenditure $600 to $800
.Motion by Council Member Capra. seconded by Council Member Lee to approve the
Feasibility Study proposal and direct Staff contact to arran2e as reQuested. All in favor.
Motion carried unanimously.
Ms. Moore-Sykes asked whether the motion included approval of the future expenditure.
Council indicated that any future expenditure should be brought before Council for
consideration of approval.
6. Parks & Recreation Committee Request for Dresel Contracting to Sub-Cut and Install
Trail Base East Side of LaMotte Park
Council Member Lee indicated that anyone coming from the regional trail has to go through the
parking lot at LaMotte Park to get to the trail. He then said that Park and Recreation would like
to extend the trail in LaMotte Park to keep people out of the parking lot as it is a safety hazard.
Motion by Council Member Broussard Vickers. seconded by Council Member Lee to
approve the reQuest for Dresel Contractin2 to sub-cut and install trail base alon2 the east
side of LaMotte Park. All in favor. Motion carried unanimously.

Following are excerpts from the Unapproved October 27,2004 City Council Meeting Minutes.
St. Paul Water Utilities
City Attorney Hoeft provided Council with an update on the issues surrounding the potential purchase
of property from the St. Paul Water Utility. He then noted that he was able to negotiate away the deed
restrictions, the request to annex the property, and reduce the setback from the lake but the price does
not seem to be negotiable.
Council discussed the matter and noted that it may be possible to purchase property along the lake
from the County as part of the CSAH 14 road construction.
Council asked Staff to inform St. Paul Water Utility that it is exploring all of its options and note that
the price is not agreeable to the City.

As agreed at the meeting of October 14,2004, we hav~ obtained elevations near the shoreline
of CenterviIJe lake and with those have been able to more accurately determine trerequired
size of the proposed flowage and drainage easement. Subsequently, we find that a shoreline
easement of approximately 20-foot'in width. not the initially proposed 50-foot width, would 'be
adequate for the Board's purposes, as shown on the attached depiction.
If you consider this revision worthy, of consideration by the City, our surveyor could senq you
revised survey copies by the end of the week, or possibly earlier" for use in council presentation.
Please let me know what you would like me to do next.

Thank: you for your recent appearance before City Council to request funds associated with your
Eagle Scout Project to construction wood duck houses and installation of same within our
community.
As you are aware, the City Council at their regularly scheduled meeting of October 13, 2004
agreed to contribute $700 toward your project and stated that you would be responsible for
soliciting funds for the rem~ining dollar amount needed.
Council requested that you work with our Public Works Department (651) 429-4750 regarding
the placement of the wood duck houses when they are completed and ready for installation.
Staff requests that you complete the enclosed form, attach receipts and submit same to City Hall,
Accounts Payable, for reimbursement. City Hall hours are Monday - Friday, 8:00 am. - 4:00
p;1Il. If your schedule does not allow you to be available during these hours, the payment drop
box may be utilized. The drop box is located on the left side of the driveway as you enter the
parking lot at City Hall.
